The City of San Jose is hiring for an Enterprise Resource Planning Modernization Technical Project Manager (Enterprise Supervising Technology Analyst) to lead the project to modernize the City’s ERP System. This is a multi-year project with the first phase being to identify a solution and an ERP implementation partner.
 
The position will be dedicated to managing the consolidation and replacement of the City’s aging ERP applications with a modern and robust ERP system. The ERP Technical Project Manager will partner with the Finance Department and City stakeholders to bring on a consulting firm to oversee the execution of the project. Thereafter, the ERP Technical Project Manager will partner closely with the consulting firm and the Finance Department’s Functional Project Manager to evaluate the City’s current ERP systems, identify gaps and improvements, define the project scope, objectives, and timelines, and manage the project team to ensure the ERP project is delivered on-time and on-budget. 
 
In this role, you would serve as a technical project manager for the modernization of the City’s ERP systems. Responsibilities include but not limited to the following:

• Leading the technical workstream for the City’s ERP Modernization project.
• Partner with the Finance and IT sponsors and stakeholders to evaluate, select and onboard a consulting firm to oversee the execution of the project.
• Partner with the consulting firm, Finance Department, and IT stakeholders to evaluate the City’s current ERP systems, identify gaps and improvements, and define the ERP Modernization project scope.
• Collaborate with the project’s cross functional and technical teams and leads to communicate and escalate cross functional and technical impacts.
• Provide oversight and coordination of all technical workstream activities, including status reporting, resourcing, requirements, design, build, test, and deployment tasks.
• Develop, maintain, and operate the project management structure for the ERP implementation, including selection, configuration, deployment and operation of project management tools, project management processes and project reporting.
  • Define and document project scope, objectives, and success criteria with particular focus on alignment with business objectives.
  • Create and maintain project plans, including schedules, timeline, tasks, and budget.
  • Break down complex tasks into actionable work items, with accurately estimated required time and effort, appropriate sequencing plus alignment of co-dependent activities.
  • Determine resource requirements: identify and schedule appropriate people and assets.
  • Manage day to day activities against project plans and identify issues or bottlenecks requiring escalation or resolution.
• Assist in defining and managing project governance roles and parameters.

Salary Information: The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $141,697.92 – $172,645.20

 The ESTA classification is represented by the City Association of Management Personnel (CAMP).

The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment. 
• Collaborate with business units and solution providers to provide optimal security measures and achieve a balance between sustaining business operations and achieving security compliance.
• Coordinate with stakeholders within the City and partners/vendors outside of the City to ensure information and systems meet the City’s standards for threat identification, protection, and risk detection.
• Develop, operationalize, and enhance the City’s cybersecurity strategic plan, programs, policies, and architecture, including vulnerability, risk, and threat management programs through remediation.
• Conduct training programs to educate City personnel on relevant security best practices, foster diligence, and ensure compliance.

• Resolve security-related audits in partnership with City staff.
• Ensure comprehensive security strategies align with resilience plans and emergency management exercises.
• Oversee vendor relationships and manage the City’s procurement and utilization of cybersecurity products and services across departments.
• Lead the annual Cybersecurity Assessment of the City’s technology infrastructure.
• Provide strategic and operational leadership to address cybersecurity in the City’s emerging Internet-of-Things, smart communities, privacy, and equity through data initiatives. 
• Collaborate with the Digital Privacy Officer to address privacy challenges emerging from new technologies, including AI. 
• Implement governance policies to ensure responsible AI usage across the organization, aligning with ethical standards and risk management protocols.

About the Department

 

The City of San Jose’s Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards.  This is accomplished by departmental staff in service to customers by: 

• Assisting and guiding land use and development to promote long-term goals and objectives that render safe, beneficial, and more sustainable communities 

• Providing orderly administration and compliance of building codes, as mandated by the various levels of government, to ensure the construction of buildings, homes, and structures meet intended life safety and structural requirements 

• Investigating and resolving citizen complaints of municipal code violations on private property in order to promote, maintain, and improve quality of life issues that better allow for safe and harmonious conditions in all neighborhoods 

The Department is seeking a Deputy Director of Planning who is committed to understanding, executing, and improving the Department’s vision of a well run, professional organization that achieves the above goals and objectives.  This includes providing excellent service and guidance to residents, property and business owners, developers, and other stakeholders throughout the planning processes. Strong management, communication and interpersonal skills are essential, as the department values building positive relationships and fostering collaboration with other departments, agencies, and the community.  

The Department has a staff of approximately 300 employees and includes four divisions: 

• The Planning Division administers current development projects, processes development applications in conformance with City policies and objectives and conducts long-range planning such implementation of the Envision San José 2040 General Plan. The Division provides support to the Planning Commission and the Historic Landmarks Commission. The Deputy Director (Planning Official) manages this Division. 

• The Building Division conducts plan review and field inspection of construction projects to ensure conformance with health and safety requirements. The Division operates the City’s Permit Center. The Building Official manages this Division.  

• The Code Enforcement Division utilizes education and enforcement tools to facilitate compliance with Municipal Codes designed to maintain a healthy, safe and clean environment, carry out land use policy, and preserve the quality-of-life standards that residents and businesses enjoy. The Code Enforcement Official manages this Division. 

• The Administrative Division manages the Department’s administrative activities, including budget, fiscal and human resources. The Administrative Officer manages this Division. 

To provide consistency throughout the planning and entitlement processes, key elements of the Planning and Building Divisions operate on the interdepartmental “Development Services Team” with Public Works Development Review and the Fire Marshal. The Deputy Director for Planning is a direct report to the Director of PBCE and provides leadership of all Planning functions within the Department. The position also contributes to the overall management of the Department through overseeing various interdivisional project teams. 
  

The Deputy Director for Planning is responsible for the stewardship and implementation of the City's General Plan and zoning policies, the review of applications for planning permits for consistency with the City’s ordinances and polices including California Environmental Quality Act (CEQA), and for engagement with customers, stakeholders and the community on proposed developments.  

  

The position is supported by three Division Managers and four Principal Planners who take responsibility for day-to-day operations and decision-making and are split between Development Review, CEQA, and Citywide Planning (longer term policy and plan development). The position manages an interdisciplinary team of planners and provides executive direction for specialized professional planning functions, including development review, land use, zoning, urban design, environmental review, historic preservation, housing, transportation, economic development, and data analytics. The position develops and oversees the organizational structure, the annual work program, and the budget and staffing of the Planning Division and assists in the preparation of the Department’s work program and budget.  
 

The Deputy Director of Planning frequently represents the Department and the Director at City Council, officiates public hearings on the Director’s behalf, and represents the Department and the Director at meetings with the public, elected officials, other departments/agencies and various stakeholders. The position includes attendance at evening meetings.  

   

Essential areas of responsibility include: 

• Oversee the department's planning budgets, ensuring proper allocation of resources, cost recovery, as well as the development and oversight of the divisions fees and charges  

• Ensure all planning activities comply with local, state, and federal regulations. 

• Develop and implement long-term city planning initiatives. 

• Facilitate public meetings and community outreach to gather input and inform the public about planning projects. 

• Provide leadership and guidance for critical housing related issues/proposals ranging from zoning, permitting, infrastructure improvements, community engagement and sustainability 

• Oversee the review of development proposals, zoning changes, and other land use applications for compliance with city codes and policies.  

• Manage complex planning projects and initiatives, including comprehensive plan updates, area plans, and zoning code revisions.  

• Collaborate with the internal development-services partners, elected officials, developers, community groups, and the general public on planning matters.  

• Prepare reports, presentations, and recommendations for the Planning Commission and City Council  

• Assist in the day-to-day operations of the Division. 

• Advise the Director about important and/or sensitive issues; take appropriate action to address them. 

• Represent the Department and City before other government agencies, community groups, citizens, businesses and professional organizations. 

• Provide positive and constructive leadership and management; mentor and motivate staff. 

• Lead organizational review and strategic planning efforts.

Overview:

The Capital Project Management and Project Controls Program supports capital projects that deliver safe, clean water, flood protection and environmental stewardship throughout the county by providing streamlined solutions for the oversight and management of capital projects. Under this program, Valley Water has implemented and now manages a project management information system (PMIS) for projects in the Capital Improvement Program (CIP) and other business intelligence and analytics tools to provide enhanced project data analysis and reporting. The program also oversees the quality management system documentation of procedures and work instructions relating to the delivery of capital projects; provides regular updates on the status of capital projects to the Board of Directors and the Board’s CIP Committee; and coordinates with various departments across multiple divisions to create engagement and transparency in our agency’s multifaceted business areas. The Departments: 

Community Development Department

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents. The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs. The Housing and Community Services Division of the Community Development Department is currently hiring for two Staff Analyst II positions. 

 

The Compliance Staff Analyst II in this Division will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.

 

The Housing Policy Staff Analyst II in this Division will be responsible for implementing a range of new policies and programs in the City’s adopted 2023-2031 Housing Element. This position will help track changing state laws and requirements, conduct research and policy analysis, plan and conduct stakeholder outreach, coordinate and manage consultants, serve as the City’s liaison to the Santa Clara Community Planning Collaborative, gather and organize data for analysis and mapping, manage ordinance updates, write staff reports, evaluate programs, draft presentations for City Council, and more. Department of Public Works

The City of Santa Clara's Department of Public Works (DPW) seeks a results-oriented and innovative Staff Analyst II to serve out the Department's mission to provide the highest quality public works services to the residents and businesses of Santa Clara, the development community, and other stakeholders in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. Currently, DPW has one (1) open position in the Administration Division. The Staff Analyst II in this Division will be essential in administering and monitoring the budgets for the Department’s Capital Improvement Projects and analyzing financial data and coordinating with all levels of personnel and stakeholders.   In addition, the candidate will lead the implementation of changes to how the Department’s staff time is tracked and accounted for within project budgets. The ideal candidate for this position will have a strong financial background and high-level technical support and complex financial analysis related to budget. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline oriented. The position requires the use of considerable initiative, judgment, analysis, coordination, and interpersonal skills. This position will be providing budget related support to the division, program and project managers. The Position: 

The Staff Analyst II is responsible for advanced level program analysis and higher level administrative duties in support of assigned programs and activities. Assigned programs could include housing development, housing policy analysis, community development, public works capital improvement program project implementation, community outreach, historic preservation, financial analysis, budget and revenue/expenditure tracking, advanced planning, public/private housing rehabilitation, management analysis, building services, human services, criminal statistics, solid waste, recycling, waste prevention, sustainability, urban runoff pollution prevention, and federal/state grant programs and activities. Performs related duties as assigned. 

 

The Staff Analyst II works under general supervision and is expected to work within established procedures and policies of the work unit. This classification performs professional work involving program management, budget administration, and research. The Staff Analyst II analyzes data, prepares reports, and make recommendations to improve efficiency and effectiveness.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from an accredited college or university with a Bachelor's Degree in Urban Planning, Public Administration, Business Administration, Finance, or a related area; AND

 

Minimum Experience Requirements: 

Six (6) months of experience performing analytical work.

 

Acceptable Substitution: 

A Master's Degree from an accredited college or university in one of the above fields may be substituted for the six (6) months required analytical experience.

 

License/Certifications: 

Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

 

Other Requirements:  

Must be able to perform all of the essential functions of the job assignment.

Incumbents of this classification may be required to occasionally work overtime and odd and unusual hours.
