About the Position: 

Midpen has two vacancies for the position of Area Manager in the following geographical areas. The start date for these positions is October 2025. Positions may include District Housing for rent.

Foothills Area Manager (reporting locations):

• Foothills Field Office (FFO) – Cupertino (Address: 501 Rancho San Antonio Drive, Cupertino, CA 95014)
• South Area Office (SAO) - Campbell (Address: 240 Cristich Lane, Campbell, CA 95008)

Skyline Area Manager (reporting locations):

• Skyline Field Office (SFO) – La Honda (Address: 21150 Skyline Blvd., La Honda, CA 94020), at the intersection of Skyline and Page Mill Roads MAP

• Coastal Area Outpost (CAO) - La Honda (Address: 5710 La Honda Road, San Gregorio, CA  94074)

The Land Stewardship & Trails Department is Midpen’s largest, with over 70 employees during construction season. This position requires strong communication skills and the ability to collaborate effectively with team members who may be geographically dispersed. The Area Manager is responsible for overseeing the day-to-day administrative operations of their assigned field office and has supervisory responsibility over one administrative assistant and supervisory level staff.  Each geographical area consists of up to 18 full-time staff members as well as seasonal staff. The ideal candidate will be an accomplished professional with a highly collaborative management style, strong emotional intelligence, and interpersonal skills. The Area Manager is knowledgeable in the principles and practices of public access and land management, open space and preserve maintenance, resource management, managing budgets, prioritizing work tasks, as well as responding to public, stakeholder agencies, and other department inquiries.  For additional information about the position, see the Job Description on our website. 

Key responsibilities include:

• Assumes management responsibility for all maintenance and operations functions and activities of the field office, including maintenance of preserves, public access, facilities, vehicles, and resource management.
• Participates in the development and implementation of goals, objectives, policies, and priorities for the Department; participants in long term and short-term project planning; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
• Participates in the development and administration of and oversees Area budgets.
• Serves as a liaison for assigned Area to other District departments, outside agencies, neighborhood groups, and concerned citizens.
• Coordinates with fire agencies on fire risk prevention activities.
• Provides highly complex staff assistance to the Land Stewardship & Trails Manager; develops and reviews staff reports related to assigned activities and services; may present information to the Board of Directors and various commissions, committees, and boards; provides staff support to commissions, committees, and task forces, as necessary.

Work Environment: This position reports to the Land Stewardship & Trails Manager and will be assigned to a field office. The Area Manager works in an office setting primarily, and will attend various meetings and visit District field sites, which may require hiking through steep terrain and wildland areas and driving in remote areas on dirt roads.  Employee may be exposed to blood and body fluids when rendering First Aid and CPR. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 100 pounds, or heavier weights, with the use of proper equipment. Current work schedule is on site Monday through Friday, 7:00 a.m. to 4:30 p.m., recurring 9/80 Monday day off.

Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:   

Education: Equivalent to graduation from an accredited four-year college or university, with major coursework in park administration, resource management, natural sciences, or a related field.

Experience: Five (5) years increasingly responsible experience in the protection, operation, or maintenance of parks, open space, forests, or public recreation areas and/or related facilities including two (2) years of supervisory or administrative responsibility.

Licenses & Certifications Required:    

• Possession of a valid California Driver’s License;
• Possession of, or the ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification
• Possession of, or ability to obtain, a valid First Responder or equivalent certificate
• Possession of, or ability to obtain, the level of certification in the Incident Command System Courses as specified under the National Incident Management System (NIMS).
• Possession of, or ability to obtain, a District approved Fire Suppression Training certification.

About the Division

Engineering Services Division is comprised of four sections: Construction Management Services, Structural Engineering and Code Inspection, Material Testing Laboratory, and Survey. This division provides technical support services for Capital Improvement Projects, development/utility permit projects, inspection oversight, Underground Service Alert (USA)services, land surveying, monument preservation services, field and laboratory testing, pavement design and evaluations, and building code inspection services.

The Land Survey Section provides land surveying services to Capital Improvement Projects and development permit projects; Maintains the City of San Jose's system of benchmarks; Provides monument preservation services for those monuments impacted by City improvement projects; and Technical map review services for subdivision maps within the City of San Jose.

Position Duties

Salary range for the classification of Chief of Surveys is:

$133,682.64 - $162,860.88 Annually. This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Department of Public Works is recruiting for (1) Full-Time Chief of Surveys position to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.

• Provides direction and supervises several field survey crews to locate property lines, gather data for topographic surveys and stake construction projects.

• Reviews, schedules, and assigns crews to survey projects; recommends methods and procedures to efficiently complete assigned projects.

• prepares time and cost estimates for requested survey work. 

• Reviews preliminary construction drawings to determine nature and extent of required survey work; participates in pre-construction, project scheduling, and other meetings concerning survey matters.

• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.

• Manages surveying staff including supervision, hiring, training and performance evaluations.

• Plans, coordinates, and schedules all office surveying activities.

• Sets and maintains standard practices for office surveying activities and quality control.

• Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.

• Communicates with clients and the public and resolves issues that arise during field surveys.

• Performs map and document research for field and office survey projects.

• Interprets construction documents for construction surveys.

Education: High School Diploma or equivalent (General Educational Development [GED] Test or California Proficiency Certificate)

Experience: Eight (8) years of increasingly responsible sub-professional engineering/surveying work, including three (3) years at a level of a Survey Party Chief, Senior Engineering Technician, Senior Construction Inspector, or equivalent.

Acceptable Substitutions

Up to four (4) years (equivalent to 120 semester units or 180 quarter units) of undergraduate course work in college engineering, surveying, geography, and/or mathematics, or related fields, from an accredited college or university, may be substituted for subprofessional engineering/surveying experience on a year-for-year basis.

Certifications

Possession of a Land Surveyor-in-Training certificate and possession of a valid driver's license authorizing the operation of a motor vehicle in the State of California. - Land Surveyor's license is highly desirable.

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;

• Prepares clear and comprehensive reports and technical correspondences;
• Performs technical surveying work as required including GPS surveying, running level loops, and producing maps and legal descriptions;
• Performs related work as required.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

Position Duties

The Library Department is seeking four (4) Literacy Program Specialists (LPS) to join our team and change the lives of those we serve! The ideal candidate for these positions will understand, support, practice and promote the Mission, Vision, & Values statements of the City of San José and the library; demonstrate leadership and a commitment to active customer service; have knowledge of current literacy technology and trends; have experience working with a diverse community and staff; and enjoy working in a fast-paced, innovative team environment.
 
Literacy Program Specialists are community connectors. They are responsible for coordinating programs and services provided by the library. They identify community needs, collaborate with partner organizations, and guide library customers to information and helpful resources. Specialists are responsible for performing a variety of professional duties including: implementing grants; planning/implementing or finding partners for library programs; conducting community outreach; evaluating the effectiveness of programs, computer software, and online learning tools; formulating a strong partnership with other Library units (Family Learning Centers, Early Education, Expanded Learning, College and Career Pathways, Digital Empowerment, and SJPL Works); and having knowledge of current literacy trends. The salary range for Literacy Program Specialist is approximately $91,094.64 - $110,532.24 annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

Family Learning Center Coordinator 

SJPL is seeking a dynamic, community-oriented Literacy program specialist to lead educational and family engagement programs at one of the  Family Learning Centers. This role involves developing and delivering culturally responsive services such as adult literacy, ESL, digital skills, citizenship, workforce readiness, and access to community resources through the bridge libraries while collaborating with library staff, educators, nonprofits, and volunteers. The coordinator will also conduct outreach to raise awareness, supervise volunteers, manage program logistics, and track participation and impact via data collection. Ideal candidates will bring strong communication, multi-tasking and organizational skills, experience working with diverse communities, and a deep commitment to equity, inclusion, and family-centered service.

English Second Language (ESL) Programming Coordinator (Overstrength)*

SJPL is seeking a passionate, community-focused, and experienced ESL Program Coordinator to lead, design, and implement high-quality programs and services that reflect the needs of San José’s diverse community. This role will be responsible for the coordination of citywide ESL programming, staff, volunteer and instructor training, community partnerships, and oversight of the California Library Literacy Services (CLLS) ESL grant. Resilience Corps Learning Pathway Specialist (Overstrength)*

The College and Career Pathways Unit is seeking a passionate and community-driven Literacy Program Specialist to manage, develop, enhance, and administer the Resilience Corps Learning Pathway program. This vital role focuses on supporting SJPL’s administrative responsibilities associated with the state grant-funded program, including data collection and management. The position will also oversee the worksite experience of participants within the workforce development program who are assigned to SJPL as their worksite and act as a liaison with key community partners. The ideal candidate will be a champion of workforce and education equity, with a strong and demonstrated commitment to building trust with and, uplifting, and empowering young adults. ESL and Workforce Development Grant Coordinator (Overstrength)*

SJPL is seeking a dynamic, mission-driven leader to coordinate and manage citywide ESL and workforce development programs, aligned with the evolving needs of our diverse community. This role will serve as the project lead for the prestigious Carnegie grant-funded initiative, Libraries as Pillars of Education and Democracy, aimed at strengthening SJPL’s role in civic education, economic mobility, and lifelong learning.  This strategic position blends direct program oversight with cross-sector collaboration, community engagement, volunteer training and grant management to advance equitable access to educational and economic opportunities for all San José residents. Under direct supervision, the Police Academy Recruit attends a basic Peace Officer Standards and Training (POST) certified training academy to obtain the basic skills and fitness level necessary for the performance of Police Officer duties.  This position requires a thorough background investigation, psychological assessment, and a medical exam prior to appointment. Under general supervision, the Light Rail Power Supervisor supervises and coordinates the overhead power and substation maintenance and repair of the light rail system.

Distinguishing Characteristics
This is the first full supervisory level in the maintenance and repair of electric power systems for light rail, including overhead and substations. The next higher class of Light Rail Way, Power and Signal Superintendent manages the overall activities of the program and supervises this class.

About Way, Power & Signal Maintenance
Way, Power & Signal Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of the light rail right-of-way, rail system power, tracks, signals, station facilities and related equipment. Components of the Way, Power & Signal unit are:
 

• Station & Wayside Maintenance: Station & Wayside Maintenance maintains and repairs (including graffiti removal) light rail stations, terminal buildings, restrooms, park & ride lots, landscaping, fences, guardrails, and other trackside areas.

• Track Maintenance: Track Maintenance maintains (including right-of-way weed eradication, vegetation control, and graffiti removal), performs preventive maintenance, inspects, services and repairs rail, switches, ties, roadbed, and track systems.

• Power Maintenance: Power Maintenance maintains (including trackside right-of-way tree trimming), performs preventive maintenance, inspects, repairs, and services light rail electric power systems, including overhead, substations, lighting, and other electrical systems.

• Signal Maintenance: Signal Maintenance maintains, performs preventive maintenance, inspects, repairs, and services signal systems, crossing gates, fare machines, SCADA (Supervisory Control and Data Acquisition) controls, and station audio/video equipment.

• Passenger Facilities Maintenance: Passenger Facilities Maintenance maintains, performs preventive maintenance, inspects, repairs, and services all VTA-maintained passenger facilities, including bus stops. Services include: bench installation, painting and repair, core drilling for poles at new bus stops, garbage collection, trash receptacle installation and relocation, graffiti abatement, litter removal, pressure washing, red curb painting, signage inspection, route updates, and sweeping services. Janitorial services for transit centers are provided daily through a Facilities Maintenance service contract with a third-party vendor. Guadalupe

• Plans, schedules and supervises the inspection, maintenance and repair of overhead power and substations;

Minimum Qualifications

Employment Standards
Sufficient education, training and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through the equivalent of six (6) years of experience in electrical/electronic maintenance, including one (1) year in an electrified rail or high voltage power supervisory position AND the equivalent of completion of a recognized apprenticeship program for electricians.

Possession of a valid California Class C driver's license and the ability to qualify for and maintain a Class B license.
