ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

ESSENTIAL FUNCTIONS

• May serve as a detective; coordinates and conducts complete and detailed investigation of crimes against persons and property, and crimes involving vice, gaming and narcotics violations; performs undercover and surveillance activities; conducts registration and tracking of sex offenders; collects, preserves and maintains evidence and property.
• Obtains and processes evidence; takes written statements; prepares required reports and maintains investigative records; serves warrants and subpoenas; testifies in court in connection with prosecution of offenders; contacts and cooperates with other law enforcement agencies as warranted.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The City of Dixon is opening a great opportunity for those curious to learn about the ins and outs of police work for the position of Police Cadet in the Police Department. Under the supervision of veteran Police Officer's the cadet experiences what it takes to develop important cadet skills. Examples: cadet patrol, traffic control, attending meetings, delivery of witness subpoenas, report taking, provide assistance to the various bureaus within the department, directing phone calls to the appropriate personnel, learns how to interact with the community during all kinds of problem-solving situations.

This is an entry-level, volunteer position intended as an educational and career development internship. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will gain experience in the work place.

• Drives and operates a variety of collection vehicles and equipment including one or two-person-staffed refuse collection truck, front, rear and side loaders in the collection and transportation of residential and commercial refuse; responds to afterhours call-outs if assigned.
• Maintains assigned truck by regular cleaning and washing, including inspecting for mechanical or other operating problems; reports mechanical or related problems for maintenance; may perform minor maintenance as appropriate.
• Operates hydraulic/mechanical controls to load, compress, and dump refuse; collects and disposes of debris on assigned route; transports refuse to/unload at appropriate landfill sites and/or sewage treatment plant.
• Assists with battery sorting, electronic waste collection, bin repair or delivery, cardboard removal, illegal dumping cleanup, and any other related solid waste program or assignment.
• Completes and posts notification tags on containers, bins and dumpsters for unacceptable contents for refuse collection.
• Prepares, maintains and submits records, reports and forms including time records, equipment and maintenance records, and route maps and logs.
• Responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department.  Interested applicants may submit their application to be part of the applicant pool.  As new vacancies occur, the recruitment team will review applications for consideration.

The Lincoln Police Department is authorized for 23 sworn officers, six dispatchers, and various other civilian and volunteer positions.  The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services.  Dispatchers prioritize calls and dispatch public safety units as needed.  Heavy phone and radio use is a primary duty of the position.  Other duties include clerical and specialized record keeping functions.

Under immediate supervision, this position performs a wide variety of technical and clerical law enforcement support duties related to taking police, fire and medical emergency requests for service from the public and tracks and dispatches field units as appropriate; gathers, records, maintains, retrieves and distributes law enforcement data and information; enters reports and data into a variety of automated law enforcement records systems; ensures that records and information are accurate, clear and comprehensive for law enforcement personnel and the general public; learns applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS
The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

The Public Safety Dispatcher I receives immediate supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision. This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. This is a NEW program within the Marysville Fire Department.  The Marysville Fire Department is hiring continuously for twelve (12) Firefighter Reserves.  These positions will be funded for four (4) years through the SAFER Grant.  

For each 24 hour shift worked, you will receive $60 for food and mileage, that will be paid monthly in accordance with the City of Marysville's established pay schedule.
