Overview:

To perform the most complex technical and/or administrative assignments in the analysis, policy development, implementation and administration of water supply and/or resource management work; to serve as a lead coordinator, facilitator, and/or contributor for complex water supply projects and analysis related to Bay-Delta issues affecting Valley Water's imported water supplies; to coordinate with external agencies as well as Valley Water's internal divisions/units on communication and planning efforts and to perform related work as assigned. May serve in a supervisory role depending on business need.

About Valley Water:
Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.

 

Key Responsibilities include, but are not limited to:

• Participation in or leading the development of new water supply and conveyance projects, such as the Delta Conveyance Project and new storage projects.
• Protect Valley Water’s water supply reliability as they may be affected by regulatory and policy processes affecting State and federal project operations. 
• Representing the District in forums discussing water quality, ecosystem conservation, and environmental and water supply planning processes.
• Providing technical support to analyze State and Federal water project operations and development of transfer and exchange agreements.
• Coordinating with Valley Water communication staff on messaging and public outreach efforts.
• Supporting State and federal agency and public water agency collaborative processes.
• Planning, directing, coordinating and participating in studies related to imported water management and Valley Water water supply planning. 
• As requested, plan, direct, coordinate and participate in studies related to imported water management, protection of existing imported water resources, and possible identification of expanded imported water resources, including participation in new and ongoing water supply projects. 
• Coordinate with District planners to evaluate other related plans and objectives to ensure that the information necessary for determining strategic directions related to water resource planning is available to District management.

Ideal Experience:

• Six (6) years of professional level experience with responsibility for compliance with environmental permitting, water supply or environmental planning, natural resources management, or hydrogeology.
• Experience working with external agencies (governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations).
• Experience reviewing/commenting on water supply contracts, water supply planning documents, environmental review documents, legal documents, and/or legislation.
• Experience working with a public water utility is desirable.

• Experience reviewing/commenting on water supply contracts, water supply planning documents, environmental review documents, legal documents, and/or legislation.
• Knowledge of regulations affecting State and federal water supply operations and relation to aquatic ecosystems.
• Experience working with external agencies (governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations). 
• Experience working with a public water utility. 
• Ability to evaluate computer models.
• Knowledge of master planning.

Ideal Training and Education:

Graduation from an accredited four-year college or university with major coursework in water resources management, environmental engineering, natural resources management, biological or natural sciences or a related field.

 

Required License or Certificate

Imported Water Unit (Position Code 132)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

DESCRIPTION  

The City of Thousand Oaks is excited to announce the creation of a new Engineering Division Manager position within the Public Works Department. This newly established role, has been created to further strengthen our commitment to infrastructure excellence and service. Unlike similar roles in the City, this position has not been previously filled and offers a unique opportunity to shape and lead a critical division focused on engineering and construction of the City’s critical infrastructure. Depending on the qualifications and experience of the selected candidate, this position will be responsible for overseeing complex engineering projects related to the City's water and wastewater infrastructure, ensuring the continued reliability and advancement of these vital systems. 

The Public Works Department is seeking an innovative and proactive Engineering Division Manager who will be responsible for leading and managing the design, engineering and construction management to advance and protect the capital investments in the City’s critical public infrastructure.

• Provide leadership to direct engineering and project management activities to advance challenging and comprehensive engineering capital projects.

Description 

We are seeking an innovative and proactive Sustainability Manager who will be responsible for leading and managing important environmental programs and projects for the City of Thousand Oaks! As a key Division Head and member of the Public Works Senior leadership team, the Sustainability Division Manager will lead and guide professional staff and will be instrumental in integrating the City’s vision, goals, and people strategy. This is an essential senior management position reporting to the Deputy Public Works Director. 

 

Primary Responsibilities: 

Oversee, coordinate, and manage key programs and projects in solid waste, organic/food and hazardous waste, water conservation, drought contingency planning and implementation, energy conservation and efficiency, distributed energy resources including solar, battery energy storage and microgrids, clean energy procurement, and electric vehicle charging infrastructure citywide. 

• Plan, develop, implement, and manage strategies to reduce resource use and waste, and minimize the City’s environmental footprint.  

• Promote innovative practices which are economically, socially, and environmentally sustainable. 

• Plan, develop and manage activities for electric vehicle support within the City.  

• Lead implementation of City’s climate action plan including tracking, monitoring and reporting of performance metrics and greenhouse gas inventory. 

• Develop and implement methods and procedures to monitor projects, research strategies, analyze findings, create progress reports, and inform leadership and partners of status to ensure effective collaboration.  

• Promote, gather and communicate sustainability resources and the City’s sustainability efforts within the community. 

• Facilitate community engagement, education, and partnerships, and foster productive relationships to advance sustainability goals.  

• Plan, develop and manage programs for energy conservation and efficiency, clean/renewable energy, and distributed energy resources. 

• Plan, develop and manage activities for a variety of water conservation and efficiency projects, and drought contingency.  

• Plan, develop and manage programs for waste management and waste reduction including organic waste, food recovery and distribution, recycling, and household hazardous waste. 

• Manage the preparation of plans, studies and reports relating to current and long-range City sustainability and resource conservation.  

• Develop, review, analyze and evaluate proposals to determine best value. 

• Select, mentor and supervise staff to deliver optimum services. Provide regular and supportive feedback to staff to assist in their development.  

• Coordinate and drive working relationships with key internal and external partners to achieve collaboration and results. 

• Develop and implement key performance indicators and metrics to measure operational effectiveness, identify areas of success and areas for improvement.  

• Evaluate external sustainability developments, advancements and opportunities to improve customer/user satisfaction, and enhance City’s sustainability program. 

• Perform other duties as required.
