With the recent adoption of a new General Plan and an updated Housing Element, the Planning Division is poised to lead multiple exciting initiatives in the coming years. These include a comprehensive Zoning Code Update, the implementation of over 100 Housing Element policies and programs, a historic policy update, and a full update to the City’s Downtown Area Plan. Additionally, a variety of significant planning projects, including multi-family and mixed-use developments around the City’s Caltrain stations and Downtown, are currently in the pipeline. What You’ll Do

The Assistant Planner/Associate Planner performs professional level work in the field of current planning and/or advance planning to promote the City’s Mission and Values. The current vacancy may be filled at either level based on experience.

Assistant Planner - is the entry level class in the professional planning series and is distinguished from the Associate Planner by the performance of less complex tasks and duties in the fields of current or advance planning, which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience.

Associate Planner - is the journey level class in the professional planning series and employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned, which require the application of professional knowledge and skills to various municipal planning, zoning, and environmental problems and the preparation of specific reports and plans. The position provides opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of Assistant Planner by the greater complexity of assignments including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner or, when filled from the outside, require prior professional planning work experience.

The Assistant Planner receives general supervision from a Senior Planner or higher level department personnel. The Associate Planner receives direction from a Senior Planner or higher level department personnel and may exercise technical and functional supervision over lower level staff as assigned.

Position Summary

Under general supervision of the Director of Planning and Principal Planners, manages projects and performs work tasks to support the department’s work program, which includes service and operations planning, short- and long-range planning, facilities planning, and compliance reporting for all three of the District’s operating divisions.

 

This position advances the District’s business interests by analyzing complex operating conditions and recommending detailed changes, producing reports and planning studies, researching and interpreting relevant regulations, and meeting with internal staff and external stakeholders on a wide variety of topics. Work may require the use of specialized software, such as GIS and Hastus, and travel to District facilities and off-site meeting locations. May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

 

Essential Responsibilities

• Research, compile, analyze, and interpret complex technical, demographic, economic, financial, and other statistical data for the development of transit plans and projects, such as the District's transit service plan, transit capital improvement program, and proposed bridge toll or transit fare changes.
• Monitor, forecast, and evaluate transit service performance and patterns of bridge traffic, parking, and transit service patronage and recommend changes where necessary.
• Prepare or supervise preparation of routine evaluations of the efficiency and effectiveness of bus and ferry routes, schedules, major transit facilities, and bus stops. Recommend specific improvements based on these evaluations.
• Prepare or oversee preparation of major compliance documents, including the Short-Range Transit Plan (SRTP), National Transit Database (NTD), Title VI, and other federal and state reports, including the organization of internal stakeholder meetings to provide input on these reports.
• Prepare official recommendations and informational reports for consideration by the public, the District’s Board of Directors, and technical staff of the District or other agencies and groups.
• Prepare or assist with verbal presentations to staff groups, public groups, and the boards of local municipalities and advise District personnel on matters related to interactions with these groups.
• Support and coordinate staff responsibilities regarding other internal and external coordination meetings as directed. May participate in public meetings and hearings.
• Act, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence, and providing technical information to public agencies and other transit groups.
• Develop and coordinate changes to the District’s routes and fares in the Clipper and Genfare systems.
• Provide staff support to the District’s public advisory committees, including attendance at off-site meetings and/or meetings that occur outside normal business hours.
• Formulate short- and long-range plans or recommendations on transit services; coordinate service planning, detour, and bus stop issues with local jurisdictions when needed.
• Study and research physical characteristics of areas served by Golden Gate Transit; assess conditions of roads and related features; determine the physical and operational feasibility of transit routes and bus stops.
• Assess feasibility of transit service changes and develop plans for implementation. May use Hastus scheduling software as appropriate.
• Analyze possible environmental impacts that could result from proposed service, operations, or pricing changes to the District’s transit or bridge operations.
• Obtain encroachment or other permits as necessary to address the District’s business needs.
• Perform bridge traffic or transit demand projections and studies based on available travel data, community surveys, U.S. census data, and development reports from cities served by the District.
• Conduct geographical and demographic analyses of existing and potential District customers using socioeconomic data from passenger or other market research surveys. May use geographic information system (GIS) software as appropriate.
• Develop, coordinate, and conduct bus and ferry passenger surveys; analyze data from those surveys and prepare related reports.
• Review environmental impact reports and statements and project plans within the Golden Gate Transit service area and assess potential impacts to the District’s operations.
• Support environmental reviews related to the District’s transit projects.
• Research and interpret applicable local, state, and federal laws and regulations relating to transportation, planning, or environmental permit activities.
• May supervise and assign work to Associate Planner(s) and Planner(s) as directed.
• Perform other related duties as required or assigned.
• Know and follow health and safety rules and safe working practices applicable to the position.
• Regular and reliable attendance and performance are required.

The Department

The Department of Economic and Community Development includes four dynamic divisions that together are responsible for the preservation and improvement of the physical and economic conditions of the South San Francisco community.

The Planning Division is responsible for drafting long-range plans and policy documents, processing applications for new development, reviewing the design of new construction to promote high-quality urban design and to ensure compliance with the City's Zoning Ordinance and development standards, administering the General Plan, Zoning Ordinance, and planning permits, and fostering careful consideration of historic structures and resources.

San Mateo County Health- San Mateo Medical Center seeks well-qualified candidates for the position of Program Coordinator I in the Patient Access Division. The current vacancy is a full-time, limited term vacancy. The duration of the assignment will last about 6 months.

 

Under the direction of the Patient Access Manager, the Program Coordinator will provide support to over 150 Patient Services Assistants across various departments, including Emergency, Admitting, Long-Term Care, Same-Day Surgery, and will average 27 Federally Qualified Health Center (FQHC) sites with 8-16 hours of weekly program refresher training on several publicly sponsored coverage options.

 

Additionally, this position will assist the team with several EPIC post-go-live projects, and work queues as we work to revamp processes and enhance collaboration for improved workflows and revenue-generating process efficiencies.

This is a limited term, at-will position.  Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. 

 

Examples Of Duties

Duties of the position include, but are not limited to:

• Coordinates efforts between departments, clinics, and Ancillary Services to ensure timely release of claims.
• Serves as a liaison between the Patient Financial Department and Resource Management.
• Facilitate regularly scheduled and special meetings – prepare and distribute agendas and minutes from meetings.
• Maintain program billing and compliance records related to authorizations for Inpatient and Outpatient services.
• Prepare reports as needed for Patient Financial services, Resource Management, and Department of Health Services (DHCS).
• Manage and support activity related to the authorization and denial process.
• Educate and train team members regarding authorization requirements and denial mitigation.
• Perform related duties as assigned.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

Program Coordinator I: Bachelor's degree in public or business administration, management or a related field and two years of professional level analytical and administrative experience in a community-related setting.
