The Superior Court of California, County of San Mateo is seeking a dependable and skilled Court Utility / Maintenance Worker to support daily court operations through general maintenance, repair, custodial coverage, and logistical services. This position performs a wide range of semi-skilled and skilled tasks essential to maintaining well-cared for and professional court facilities.

The Court Utility / Maintenance Worker performs a broad range of skilled and semi-skilled maintenance, repair, custodial, and logistical services in support of court facilities. Incumbents work independently on routine assignments and under general supervision on complex or unusual tasks, exercising sound judgment and professionalism in an active court environment.

 

The work differs from higher-level trades classifications in that the work is generalist in nature and does not require journeyman-level certification. It differs from custodial-only classifications by requiring maintenance, repair, carpentry, and equipment support skills.

 

Examples Of Duties

Essential duties and responsibilities may include, but are not limited to, the following:

• Perform painting, furniture repair, minor carpentry, and wood restoration
• Repair and replace window coverings, fixtures, and building hardware
• Conduct basic appliance, equipment, and minor electrical repairs
• Perform minor workstation upgrades and repairs
• Assemble, move, and reconfigure furniture and equipment
• Provide occasional custodial coverage on an as-needed basis, not as a primary function of the classification, including restrooms, offices, and public areas
• Deliver paper, supplies, furniture, and water gallons throughout court facilities
• Stock, inventory, and assist with ordering supplies and materials
• Assist departments, court staff, and operations as required
• Safely operate hand tools, power tools, and light equipment
• Follow established safety procedures and court protocols

Qualifications

Knowledge of:

• General building maintenance and repair practices
• Painting materials, techniques, and surface preparation
• Basic carpentry and furniture repair
• Safe use and care of tools and equipment

Experience:

• One (1) to three (3) years of experience in facilities maintenance, building maintenance, custodial services, or a related field

• Possession of a valid California Driver’s License may be required

DEFINITION Under general supervision or direction of the Director of Water and Wastewater Resources or the Director’s authorized personnel, develops, monitors, conducts, and administers the Department’s occupational health and safety and environmental programs and Water/Wastewater industrial training program in compliance with federal, state, and local safety, health, and environmental regulations, as well as industry standards; develops, implements and administers  safety and training policies, procedures and directives; evaluates effectiveness of safety and training programs, implements new programs and procedures as needed; assists in the administration of the risk management program; acts as the Department’s Safety Officer; and performs other duties as assigned.

Develops and maintains Department’s hazardous material business plans (HMBP) and petroleum storage tank permitting in compliance with Environmental and local Fire Department Regulations. Maintains and updates the Department’s Safety Data Sheet (SDS) database. Conducts thorough audits, investigations and analysis of accidents, incidents and injuries; develops findings, prepares reports, and makes recommendations to assigned supervisor of corrective actions and preventative measures; assesses incident statistics to determine requirements for new or modified training. Maintains a library of reference materials on training records and coordinates the acquisition of training materials, including manuals, technical resources, videos, recordings, and self-instruction workbooks. Coordinates necessary safety certification and license obtainment and renewal for Department employees. Education: Graduation from High School or equivalent. Bachelor’s or Master’s degree majoring in industrial engineering, safety engineering, occupational health, or closely related field desirable.

Experience: Three (3) years of experience in the areas of workplace safety and employee training, including at least one (1) year of which involved administration of a comprehensive safety and accident prevention program. Five (5) years of experience in the areas of workplace safety and employee training, including at least three (3) years of which have involved administration of a comprehensive safety and accident prevention program desirable.

License/Certification: Possession of a valid Class C California Driver's License; possession of a Cardiopulmonary Resuscitation and Emergency Cardiac Care Provider certificate and First Aid certificate or the ability to obtain one within 12 months of appointment.

The following certifications are highly desirable:

 

• Certification by the Board of Certified Safety Professionals as a Certified Safety Professional (CSP) and an Associate Risk Manager (ARM)

  Physical Requirements: Moderate and sometimes strenuous exertion required, including sustained walking, standing, bending, kneeling, climbing, lifting and carrying. May have to work on ladders, in tunnels and confined spaces, hazardous atmospheres and in protective garments. THE POSITION

Under general direction of the Water Resources Division Manager, this position serves as the Chief Plant Operator of the City’s Water Reclamation Plant (wastewater treatment). The selected candidate will plan, organize, direct and manage the operation of the Water Reclamation Plant including wastewater treatment and recycled water production. They will coordinate activities with other sections/divisions/departments, external customers, regional wastewater agencies, and contractors. This position will ensure that all regulatory compliance targets are met and act as a liaison to regulatory agencies. This position requires a valid Grade IV Wastewater Treatment Plant Operator Certificate issued by the State Water Resources Control Board at the time of appointment.

• Serves as the Chief Plant Operator for the Water Reclamation Plant

This position performs a variety of maintenance, operations, and repair work on the City's water distribution system, including pumps, mains, chlorinators, meters, and other equipment. 

Working Conditions/Physical Demands

Work is performed in a variety of different environments with exposure to varying weather conditions including high temperatures, rain, and wind. The City of Santa Clara is recruiting for the Electric Utility Chief Operating Officer for its Electric Utility, Silicon Valley Power (SVP).  Reporting to the Chief Electric Utility Officer (CEUO), the Electric Utility Chief Operating Officer (COO) is a senior management position in the City's unclassified service responsible for the oversight and direction for the fiscal, administrative, and managerial operations of the utility. The COO has supervisory and support responsibilities for the utility's divisions: Utility Operations, Customer Development and Project Management, Resource Planning and Customer Engagement, and Business Services. The COO will help guide SVP through the extraordinary period of growth related by doubling the existing capacity of the electrical system to meet new customer demands over the next 10 years. In addition to the expansion, the COO will work to ensure new renewable resources are added to meet the City's and State’s climate goals. Under general supervision:
• Participates in field survey activities such as assisting with measuring and recording distances and elevation using Global Positioning System (GPS) equipment
• Prepares maps and drawings using geographic information system (GIS) tools to place symbols and apply color codes for the identification of facilities
• Receives, reviews, provides comments, files, and returns maps, documents, and plans using AUTOCAD
• Performs scaling and dimensioning to verify the accuracy of maps and plans
• Assists in conducting field inventory of existing primary and secondary conductors, transformers, switches, poles, pole attachments, manholes, and conduit locations
• Draws and updates electrical schematic diagrams, panel wiring diagrams, substation layout drawings using AUTOCAD, and organizes associated documentation
• Prepares scaled and dimensioned plans, using AUTOCAD based on sketches prepared by engineering/estimating personnel
• Operates a computer and standard office plotting/copying equipment
• Conducts records research including job files, property ownership, easement and right-of-way records
• Maintains records of equipment databases, log books, and map inventories
• Operates passenger vehicles requiring Class C driver's license
• Orders office drafting supplies, manages outside reproduction services, and coordinates vendor services for office drafting equipment maintenance

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Qualifications:
• Graduation from an accredited junior college with an Associate of Arts degree or higher in engineering or its equivalent, including satisfactory completion of college level courses in writing, mathematics, engineering and related courses; and
• One (1) year working with geographic information system (GIS) tools and systems or one (1) year working with computer-aided drafting (AUTOCAD).
 
Desirable Qualifications:
• One year (1) experience working with computer-aided drafting (AUTOCAD) and one year (1) experience working with geographic information system (GIS).
• Completion of courses in GIS and AUTOCAD.
 
Possible Substitutions:
• Three (3) years of work experience performing mapping/drafting activities of electric utility facilities, involving the use of CAD and GIS systems and tools may substitute for the required education and experience.
 
LICENSE
Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.
 
OTHER REQUIREMENTS
• Employees are required to pass initial and periodic comprehensive background checks, which may include fingerprinting, to meet Federal, State and/or industry security requirements.

The Position: 
 
This is a professional position in the unclassified service, responsible for managing the one or more of the Engineering Divisions of the Electric Department relating to transmission planning, distribution engineering, capital improvement project delivery (design & construction), system expansion program, and environmental compliance.  The position requires a demonstrated ability to work well with management, professional and administrative support employees in the Department and with customers, professionals, managers and all City Departments.

Under general direction: 
• Plan, develop, coordinate, perform, and direct the activities of the Engineering Division of the Electric Utility Department;
• Provide management and supervision for all activities of Engineering in the planning, engineering and design of individual system extensions, revisions and improvements;
• Provide recommendations on a broad spectrum of division-related issues;
• Manage assigned staff, provide technical instructions and assistance as necessary; develop, perform and manage the implementation of utility plans based upon applicable State and Federal laws;

• Direct or conduct studies and analysis related to the reliability of the electric system to ensure compliance with appropriate Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and industry reliability standards;
• Prepare or direct the preparation of purchase specifications required to implement Electric Utility Department purchases in connection with system expansion and improvements;
• Conduct review and analysis of new equipment, methods and materials pertinent to the design, construction, operation and maintenance of the electric system, and make recommendations to appropriate Managers;
• Confer with and assist the Director of Electric Utility in the development of long-range plans, goals and objectives, and budgets;
• Manage, schedule and evaluate the work of Engineering Division staff, and develop processes designed to support a continuous learning environment;
• Analyze Engineering Division operations to determine the most efficient and effective assignment of staff;
• Prepare the Engineering Division budget, recommend allocation of division funds within guidelines; monitor expenditures to ensure adherence to the approved budget, manage contractual services;
• Administer and assist in the staffing, administrative and financial matters of the Engineering Division; and

Minimum Qualifications

 

EDUCATION AND EXPERIENCE
• Education or experience equivalent to graduation from an accredited college or university with a bachelor's degree in electrical engineering or closely related field; and
• Four (4) years experience at a responsible level in engineering in the electric utility industry or closely related field is required. 

DESIRABLE EXPERIENCE
• One (1) year of experience managing staff, and with responsibility for division budget planning and administration is desirable.

DESIRABLE QUALIFICATIONS
• Possession of a certificate of registration as a Professional Engineer in the State of California is desirable.

POSSIBLE SUBSTITUTION
• Possession of a valid certificate of registration as an Electrical Engineer issued by the California State Board of Registration for Civil and Professional Engineers may be substituted in lieu of a bachelor’s degree in electrical engineering or closely related field.

• Work effectively as a member of the department’s management team to achieve common goals and be able to deliver excellent customer service to both internal and external City clients;
• Plan, organize, direct, and coordinate organization activities and effectively manage the work of Engineering Division staff;
• Work effectively and coordinate multiple projects and complex tasks simultaneously in time-sensitive situations and meet deadlines;
• Communicate logically and clearly, both orally and in writing; follow oral and written instructions;
• Understand and carry out highly complex technical tasks;
• Use computer applications to prepare memos and procedural documentation;
• Create, manage and maintain complex filing and record systems;
• Walk or stand for extended periods of time and bend, stoop, crawl, climb, lift or any other physical requirement as necessitated by the position to perform assigned duties.
