POLICE ASSISTANT

Salary Range: $20.84 to $32.41/hour; non-benefitted position, DOE

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Lieutenant and Traffic Sergeant. Projects are assigned, and the person usually works with very little supervision. 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk. Greets telephone callers and visitors to department; screens and handles inquiries of a general or specific nature; takes messages.
• Takes information from the public regarding thefts, accidents, lost and found property, and other incidents that do not require the presence of a sworn law enforcement officer at the scene; completes standard police reports for review by staff supervisors or sworn supervisory staff.

• Perform a variety of research & staff work; prepare reports.
• Maintain records using computers and various filing systems.
• Coordinate Parking Permits for business employees.
• Enforces parking ordinances and the Town’s Abandoned Vehicle Abatement Program, issues parking citations; follows-up on complaints regarding abandoned or illegally parked vehicles; issues citations and arranges for the towing or other abatement measures. Receive and respond to complaints and reports of routine parking incidents from the public.
• Respond to public complaint of abandoned vehicles; document and schedule tows for abandoned vehicles; and ensures proper disposition of illegally parked vehicles; patrols city streets and issues citations on vehicles parked in an unlawful manner. Mark vehicles to detect abuse of timed areas.
• Operate computer equipment and two-way radio as related to employment.
• Directs traffic at crash, crime, and/or congestion scenes.
• Investigates and prepares reports on burglary, petty theft, lost and found property, missing persons, property damage, accidents, Town Ordinance violations, abandoned vehicles and other incidents.
• Assists with maintaining evidence and property in the Evidence Room. Coordinates receiving and cataloging evidence and found property, maintaining records of property movement, processing, and disposition.
• Assist with transporting, storing, photographing, releasing, or destroying property pursuant to state law and established procedures.
• As required testifies in court.
• Perform related duties as assigned.
• Perform duties within OSHA standards.
• Must be flexible with hours and available to work some evenings and occasional weekends.

QUALIFICATIONS

Knowledge: 

Microsoft Office: Excel, Word, and PowerPoint.

Ability to:     

Effectively communicate verbally and through written correspondence; understand and follow verbal and written instructions, prepare clear and accurate reports, work cooperatively with others contacted in the course of work, handle multiple work requests under pressure, read and interpret maps, type at a speed of no less than 40WPM and have excellent customer service skills. Operation of radio communication equipment is required. Must be able to lift up to 20 pounds and stand outdoors for extended periods while performing traffic control assignments. Required to wear safety equipment, including a vest, belt, and uniform.

EXPERIENCE AND EDUCATION

Experience: 

One (1) year of full-time (or the equivalent of full-time) experience involving substantial public contact, or the exchange of detailed verbal information, including interpreting/clarifying rules, regulations, policies, or procedures and handling complaints as a primary element of the work performed. Must be at least 18 years of age at the time of application.

Education:   

High school graduation or equivalent.

Licenses:      

California Driver's License, C.L.E.T.S. certification upon hire.

THE POSITION:

 

The City of Hayward is excited to announce its recruitment for the position of Lateral Communications Operator. 

DEFINITION

Under general supervision from the Communications Supervisor, the Communications Operator operates a computer aided dispatch system receiving calls and dispatching police, fire or other City services.

DISTINGUISHING CHARACTERISTICS

This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. This class is distinguished from the Communications Supervisor in that the latter provides technical and functional supervision over assigned communication personnel.

THE DEPARTMENT

The Communications Center in the Support Services Division of the Hayward Police Department is responsible for dispatching both Police and Fire Services throughout the City of Hayward. The Hayward Police Department is one of 18 CALEA (Commission on Accreditation for Law Enforcement) accredited police departments in California and is committed to maintaining CALEA's high standards and broadly recognized excellence.
The Communications Center is frequently the first point of contact that a member of the public will have when requesting assistance from the City of Hayward. The information gathered by the communications operator during this contact is critical to a positive outcome. The Communications Center consists of six (6) stations with each communications operator assigned to a specific job.
 

 

Essential Duties

Duties may include but are not limited to the following: 

JOB RELATED AND ESSENTIAL QUALIFICATIONS

Knowledge of:

• English usage, including comprehension and grammar.

Ability to:

• Read and comprehend information and instructions.
• Learn to operate manual and computer aided radio and telephone equipment in dispatching public safety equipment and personnel.

• Type accurately at a speed of 35 words per minute.
• Work various shifts, including day, swing and graveyard as well as weekends and holidays.

Minimum Qualifications

LATERAL REQUIREMENTS:

Experience: Two (2) years of experience as a public safety dispatcher for a Public Safety Answering Point, including heavy public contact while performing multiple tasks and using a computer-aided dispatch system.

Education: Equivalent to the completion of the twelfth (12th) grade.

Licenses and Certificates: Completion of the California Commission on Peace Officer Standards and Training (POST) Basic Public Safety Dispatcher course is highly desirable.

OTHER REQUIREMENTS

Typing Certificate: A typing certificate with 35 net words per minute 

1. Certificates will be accepted from a public school, business school or temporary agency; certificates from Internet testing services and/or home computer CD testing will NOT be accepted.
2. Typing certificate (or signed statement on official letterhead from the testing agency) must be dated no earlier than six (6) months prior to the date of the application filing.
3. Typing certificate (or signed letter) must state all of the following information:

· Five (5)-minute timed typing test.
· Gross typing speed in words per minute.
· Gross number of errors.
· Net words per minute

ABOUT THE OPPORTUNITY:
The Business Operations Coordinator (BOC) is responsible for developing, implementing and monitoring efficient systems to manage the District’s business office, properties, entrepreneurial enterprises, service and vendor contracts, media management, and IT support services. This includes ensuring compliance with regulatory mandates, facility requirements, and workplace safety.

The BOC is a full-time exempt position that reports directly to the CEO.

DUTIES AND RESPONSIBILITIES:

1. 1. Provides comprehensive administrative and operational support to ensure effective implementation and community impact.
   1. Coordinates District-sponsored and community outreach events—in both virtual and in-person formats—in collaboration with District leadership.
   2. Provides oversight of the District office operations to identify opportunities to improve efficiencies, inventory and supplies management, document, and key security, tracking annual policy review and report filing requirements, and utilization of classroom facilities.
   3. Maintains a clean, well-organized office environment for team and visitors.
   4. Assists the Strategic Initiatives Director in managing the Community Health Investment portfolio, including utilizing and maintaining the District’s grant management software to track and support the community grants program.
   5. Oversees and manages district office operations and leasing budgets.
   6. Maintains IT services, triaging issues, tracking performance of various pieces of equipment, and helping identify IT issues that may benefit from more user training.
   7. Assists with accounting tasks as directed by CEO, including processing bank deposits and printing checks with Staff Accountant.
   8. Maintains a system for managing and regularly auditing vendor contracts to ensure compliance with performance obligations and identify opportunities for cost and service improvements.
   9. Contributes to the overall success of the District by providing support to programs and initiatives as assigned by the CEO.
2. Serving as primary PHCD contact for tenants, property manager, and vendors serving the eight District-owned properties This includes such activities as:
   1. Tracks lease terms and rent increases and taking timely, appropriate actions via Doorloop.
   2. Maintains effective tenant relationships with professionals and their staff.
   3. Establishes and carrying out a preventative maintenance program for all buildings in collaboration with the CFO and property manager.
   4. Primary liaison for facilities consultants
   5. Makes periodic rounds to ensure tenants are compliant with their property maintenance obligations.
   6. Works with leasing agent when a vacancy occurs.
3. Overseeing and strengthening all District communication channels, ensuring consistency, compliance, and effective public engagement.
   1. Manages all District websites are compliant with regulatory and special district transparency requirements, content is current, and sites are “user-friendly”
   2. Serves as primary liaison with the District’s communications and website professionals
   3. Serves as primary point person for coordinating, producing, and tracking analytics of external communications for websites, e-newsletter, social media, and related materials, in collaboration with the CEO, Directors, and District communications and marketing professionals.
4. In the absence of the Executive Assistant:
   1. Provides administrative support to Board Members, Board Committees, including scheduling meetings, preparing and distributing noticed meeting materials, and coordinating meeting logistics.
   2. Supports the CEO and Board with daily calendar management, communications, event and conference bookings, annual board policy review, staff meetings, and District transparency recertifications.
5. And all other duties as assigned.

REQUIRED SKILLS AND EXPERIENCE

• Experience supporting administrative staff
• Working for or with government/public agencies in California (preferred, not required)
• Experience with a range of standard office equipment
• Experience with technology modalities, including setting up of devices and light technology troubleshooting
• Excellent experience with PC/ including Microsoft Office Suite, Outlook, Google
• Suite, Adobe Pro, WordPress, BoardDocs, Mailchimp, and virtual teleconferencing platforms (Zoom, Teams, Google)
• Ability to work with a wide variety of constituents and public elected leaders
• Ability to maintain a professional and calm demeanor in all settings
• Valid CA Driver’s license and a vehicle form of transportation

COMPENSATION & BENEFIT S
This is a full-time position. Compensation range based on experience: $55,000 - $85,000.
DOE. In addition, Peninsula Health Care District benefits include: CalPers Pension, CalPers
Health, Delta Dental Plan, VSP Vision Plan and Life Insurance as well as 10 paid holidays
during the year. Accrued PTO- (eligible for up to 13 days in the first year of employment).

WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.

Possession of a valid California Driver’s License.

Reporting directly to one of the team Housing Programs Supervisors or a Manager, the Office Specialist performs a variety of routine to moderately difficult administrative and clerical support duties for assigned housing program(s) requiring knowledge of assigned programs’ procedures and operations; provides administrative support to management, supervisory, and program staff; composes and prepares correspondence and performs mathematical calculations and data entry; provides assistance for a wide variety of housing program assignments related to waitlist management, eligibility, case management, leasing, and other related program functions; provides information and assistance to staff, program participants, and the general public; and performs related duties, as assigned. 

DEPARTMENT

The Department of Housing (DOH) is in Belmont, California, and the Housing Authority of the County of San Mateo (HACSM) is a division within DOH. HACSM is 100% federally funded through the U.S. Department of Housing and Urban Development (HUD) and, with an annual budget of over $150 million, administers various Tenant-Based Voucher, Project-Based Voucher, and Permanent Supportive Housing (PSH) programs.  HACSM provides rental assistance to over 5,500 households, including people who are homeless, disabled, foster youth, and veterans. HACSM is one of the original 39 Moving To Work (MTW) agencies, creating activities such as landlord incentives and an affordable housing fund to assist with the costs of affordable housing development.

 

HACSM is a component unit of the County of San Mateo, but a separate entity that utilizes different case management and financial reporting systems from the County. HACSM has separate payroll and benefits from the County of San Mateo.  HACSM employees are not County employees.

The ideal candidate will have the skills and experience to successfully:

• Perform a variety of routine to moderately difficult administrative and clerical support duties for assigned housing programs.

• Provide administrative support to supervisory and program staff.

• Compose and prepare correspondence and distribute correspondence via email, regular mail, or DocuSign.

• Complete a high volume of data entry.

• Provide support for a wide variety of housing program assignments related to wait list management, initial or ongoing eligibility, case management, leasing, and/or other related program functions.

• Provide information and assistance to colleagues, program participants, and the public.

• Communicate effectively orally and in writing.

SALARY & BENEFITS

The annual salary range is $76,564 - $95,586.

Retirement

All permanent HACSM employees are covered under two defined contribution plans: 

• A mandatory participation 403(b) plan that receives contributions from both the employer and employees. For Management employees in the 403(b) plan, the employer contributes 14 percent of salary per pay period. This amount represents the total payment due to the plan on behalf of the employees.

• A 457 Deferred Compensation plan in which employees participate on a voluntary basis. Employee contributions are governed by the 457 Plan description.

 

Paid Leave

• Employees accrue four vacation hours per biweekly pay period during the first five years of continuous service. The accrual rate increases every five years of continued service.  

• Employees accrue 3.7 sick leave hours per biweekly pay period. 

• 13 paid holidays/year. 

• Management employees accrue five (5) hours of administrative leave each pay period. No more than 260 hours of such administrative leave may be accumulated at any one time. On an annual basis, management employees can convert 50 percent of their current administrative leave balance for a cash payment.

• Employee contributions for health, dental, and vision insurance is 12 percent of the Kaiser premium. *Kaiser is the only option for new employees.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Performs a wide variety of administrative and clerical support tasks essential to the effective and efficient delivery of services for the assigned program(s), requiring knowledge of assigned program operations and regulations.

• Notifies applicants and recipients of programs, processes, procedures, and/or application status; initiates the application and/or recertification process by preparing and sending application/recertification packets, correspondence, and requests for information/verification required to determine eligibility; schedules briefings and appointments for program staff; and updates applicant/participant eligibility within applicable systems.

• Receives and reviews various documents requiring knowledge of assigned program(s), which may include applications, contracts, agreements, correspondence, and periodic reports; reviews for completeness and compliance with program rules and regulations.

• Processes assigned tasks and case actions as directed by Housing Programs Specialists, Housing Inspectors, and/or supervisory staff; performs data entry and updates information in the case management system; within established parameters, verifies eligibility determinations; reviews, generates, and sends correspondence to applicants, participants, and/or landlords related to case action(s).

• Prepares, maintains, verifies, updates, revises, and/or sends out electronic and physical documents, records, reports, files, forms, application packets, and recertification packets; resolves information discrepancies; and enters information into, maintains, monitors, and/or updates documents, databases, online systems, and software. 

• Assist with the new contract process, which includes processing Request for Tenancy Approval (RFTA), conducting rent reasonableness, determining affordability, calculating landlord incentives, and generating and reviewing the Housing Assistance Payments (HAP) contract with lease agreement according to established guidelines.  

• Schedules and coordinates property inspections, working closely with HACSM and contract staff, applicants and/or participants, and property owners/landlords; tracks scheduled inspections and inspection results; performs data entry and maintains inspection records.

• Logs, tracks, maintains, and updates detailed and accurate records for various housing program waitlists; maintains accurate applicant, participant, and property owner records.   

• Explains and interprets regulations, policies, procedures, systems, rules, and responds to inquiries and complaints.  

• Inputs and retrieves data into various HACSM and/or state/federal software applications and database systems; maintains program and/or department-specific systems and databases.  

• Answers incoming telephone calls and e-mails; replies to voicemail and e-mail messages.

• Assembles and reviews data and information for various records and reports.

• Serves as a liaison to HACSM staff, program applicants and participants, stakeholders, and landlords; coordinates and schedules meetings and facilitates completion of required program forms, documents, and contracts.

• Observes and complies with all HACSM and mandated safety rules, regulations, and protocols.

• Performs related duties as required.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

Equivalent to completion of the twelfth (12th) grade and two (2) years of experience providing varied clerical and administrative support involving public contact, recordkeeping, data entry, and document production.

Knowledge of:

• General office business and administrative practices.

• Operations, services, programs, policies, procedures, and processes of the assigned program or division.   

• Policies, technical processes, and procedures related to HACSM and assigned programs.

• Principles and practices of sound business communication.

• Record-keeping principles and procedures.

• Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.

The City Manager’s Office has a full-time, 40 hours per week, non-benefited summer internship opportunity. The main function of the job is to perform municipal research and analytical work on an entry-level professional basis.

The workload will be a balance of assisting in daily municipal operations and special projects. Duties may include, but are not limited to, town-wide capital inventory, risk management, citizens’ requests, record management, benchmarking, policy analysis and research, and govern a technology assessment. The position will serve as a regular staff member and will receive assignments and work direction from the Management Analyst and City Manager. The primary goal of the internship program is to provide a recent graduate with an opportunity to apply their academic training in a municipal government setting. This paid internship provides hands-on experience in the daily operations of municipal government on all levels, thus enhancing the intern’s skills and résumé for a future profession in government.
