POSITION SUMMARY

Under supervision (Account Clerk I) or general supervision (Account Clerk II), performs a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of clerical tasks relative to assigned area of responsibility.

This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the department and staffing levels.

DISTINGUISHING CHARACTERISTICS

Account Clerk I - This is the entry-level class in the Account Clerk series performing the more routine and less complex clerical accounting support and customer service assignments while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Account Clerk II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is flexibly staffed with Account Clerk II. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Account Clerk II - This is the full journey level class within the Account Clerk series. Employees within this class are distinguished from the Account Clerk I by the performance of the full range of clerical accounting support duties as assigned including performing the full scope of clerical financial record keeping transactions, customer service functions, and related support duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the Senior Account Clerk in that the latter is responsible for the more complex and difficult technical duties within the area of assignment and may provide lead direction to other Account Clerk positions.

1.       Perform a variety of responsible clerical accounting and financial office support duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management.

2.       Prepare, maintain, and/or verify a variety of accounting, financial, and statistical records, ledgers, logs, and files; gather, assemble, tabulate, enter, check, verify, balance, adjust, record, and file financial data; codes data according to prescribed accounting procedures; reviews information to ensure accurate reporting; resolve discrepancies; establish and maintain various files and records.

3.       Perform data entry; post receipts and other information to various city accounts and funds.

4.       Assist in the preparation of financial, accounting, and statistical statements, analyses, documents, and reports; assist other accounting staff and departmental management in the preparation of reports; gather and organize data.

5.       Prepare daily City deposits and post appropriate journal entries.

6.       Prepare and submit all warrants and warrant list for review and approval.

7.       Perform a full range of customer service duties related to area of assignment; provide information to the public and City staff requiring the use of judgment and the interpretation of policies, rules, and procedures.

How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Management Coordinator to support the agency's affordable housing initiatives and asset management goals. The Coordinator handles a mix of technical and administrative tasks, including responding to inquiries, researching and compiling information, and managing specialized reporting projects. Additionally, the role involves tracking and reconciling financial, operational, and statistical records. The Coordinator also provides confidential support to management, staff, and various boards. This position assists with onboarding new hires and manages office arrangements for team members. It's a dynamic position requiring a mix of organizational skills and attention to detail.

This position requires knowledge of asset management, property maintenance, construction project management, capital planning and systems management, budget preparation, and financial modeling to analyze portfolio performance. 

What Our Team Is Looking For: 

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and

A minimum of two (2) years of progressively responsible experience performing asset management, real estate development, property management, and/or construction management functions.

Certification as a California Notary public is desirable.

Certifications in Section 8 and LIHTC compliance, Fair Housing and Excel experience is desirable.

Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations promptly, is necessary to perform the essential functions of the position. 

The City of Thousand Oaks is seeking enthusiastic and service-oriented individuals to join our team!  As an Administrative Aide (Part-time, Hourly City Worker), you will interact with a broad range of customers and play an important role in delivering extraordinary customer service to City residents and customers.  The Administrative Aide will serve as a primary contact for City departments and maintain positive and professional customer relationships by responding promptly to inquiries and finding solutions.  

The Administrative Aide (Hourly City Worker) is a part-time, hourly, at-will position that involves working approximately 15-25 hours per week, not to exceed 29 hours in a week, or 1000 hours per fiscal year (July 1st to June 30th).  

Exact working hours will vary depending on the department or work location and will be between Monday - Friday. We currently have openings at City Hall/Civic Arts Plaza in the Community Development Department and the Transit division of the Public Works Department.

Primary duties may include but are not limited to:

• Provide clerical and administrative support for assigned department
• Greet clients/customers; answer incoming phone calls (may include multi-line phone system), and handle incoming and outgoing mail and email

Clerical Support:

Customer Service:

• Organize and schedule filing appointments with potential candidates
• Work in-person with candidates on filing papers

The hourly wage for this position starts at $22.59. Overtime is expected. 
 
NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment. 

 

Qualifications

Ideal Candidate Service Office Assistants will have a minimum of one year of general clerical, office assistant, phone services, or computer experience. At least one election cycles worth of experience in Candidate Filing is preferred as well.
 
Critical Skills include the ability to prioritize work, coordinate several activities organize, and maintain accurate files and records, and understand and carry out oral and written directions. As an Office Assistant it is also integral to have a positive attitude and demonstrate good leadership to assist other members of the team and help ensure day to day operations run smoothly.
 
Office hours are 8:00 am to 5:00 pm, Monday through Friday. These positions may require weekend and evening work assignments. The selected individuals must be available for the entire employment period until the completion of their assignment.
