Police Officer

Description:  Performs law enforcement and crime prevention work, controls traffic flow and enforces state and local regulations. Some essential duties are:

• Responds to calls for service and takes appropriate action to resolve problems
• Renders assistance to citizens in distress
• Initiates investigation of criminal or suspicious activity
• Makes arrests, issues citations, and gives warnings when appropriate
• Enforces all laws without bias
• Conducts business license checks
• Promotes crime prevention and disseminates security information
• Testifies accurately and honestly in court

Qualifications: Must either be currently employed as a sworn Peace Officer in California and have successfully passed an FTO program, or have completed a Certified POST Basic Academy.

Education: Graduation from a U.S. High School or equivalent is required.  Additional education at the college level is preferred.

Licenses:  Possession of or the ability to obtain a valid California driver’s license by the time of hire, and ability to maintain the valid license.

Physical Requirement: Meet standards of adequate physical stature, endurance and agility. Vision: • 20/100 correctable to 20/30, with adequate depth perception and color vision. If soft contacts are worn, no limit on uncorrected distance visual acuity provided soft lenses have been worn for at least six months prior to the physical examination.

Background: • As part of the selection process, successful candidates will undergo a stringent background investigation which will include: confirming all information provided by the candidates, a polygraph test, fingerprinting, psychological and medical examinations, including a drug screening. Candidates may be disqualified at any point in this process. Felony Convictions: • State and Federal Law require that all Police Officers be free from felony conviction and domestic violence. Citizenship: • Applicants must be U.S. Citizens or resident aliens that are eligible and have applied for U.S. Citizenship.

 

SALARY:  Step A ($120,598.79) to Step E ($146,552.90) annually. Officers can earn up to an additional 27.5% above the base salary through qualifying incentives, such as specialty pay (5%), evening differential (5%), bilingual pay (5%), Master Officer pay (2.5%), and Master's degree incentive (10%). This results in potential annual compensation of approximately $153,763 at Step A to approximately $186,851 at Step E.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

TYPICAL DUTIES AND RESPONSIBILITIES

Duties may include, but are not limited to:

• Enforces laws and regulations and apprehends law breakers
• Conducts crime investigations
• Patrols for the prevention and detection of crime and enforcement of laws and regulations
• Responds to radio messages or telephone instructions and investigates reported disorders or crimes
• Notes and reports complaints, accidents, offenses and damages to property
• Reports abandoned or damaged vehicles
• Directs traffic
• Makes arrests, issues citations and warnings
• Prepares reports on arrests and property impounded
• Inspects crime scenes and questions witnesses
• Analyzes clues and information related to criminal activities
• Reviews modus operandi of known criminals
• Reports on the progress of investigations and prepares assigned cases for court
• Serves warrants
• Appears in court to testify regarding arrests and other law enforcement activities
• Writes complex and detailed reports
• Operates patrol vehicles
• Administers first aid or CPR when appropriate
• Develops cooperative working relationships and mutual aid agreements with other local public safety representatives
• Develops and maintains partnership building with the residential and business community as well as the other working departments within the Town of Colma
• Adheres to department rules, regulations, orders and procedures

Education:

Equivalent to completion of an Associate's degree from an accredited college

License and Certificates:

Possession of and ability to maintain a valid California Driver’s License.

Possession of a POST (Peace Officer Standards & Training) written examination certificate with a preferred T-Score of 52 or above and a passing score for the WSTB physical agility examination. Or possession of a National Testing Network Law Enforcement written examination certificate with a preferred score in the 90th percentile and a passing score for the WSTB physical agility examination.

 

Necessary Special Qualifications:

Free of any felony convictions.

Effective January 1, 2023, peace officers must be legally authorized to work in the United States under federal law. There are no specific citizenship requirements per Senate Bill 2. California Government Code Section 1031(h) limits employment authorization documents to those consistent with Section 274a.2 of Title 8 of the Code of Federal Regulations. Specific documentation requirements can be found on the I-9, Employment Eligibility Verification form issued by the U.S. Citizenship and Immigration Services. Government Code section 1031(g) permits departments to adopt additional and/or higher standards.

Age not less than 21-years-old at time of appointment to the rank of police officer.

Vision in each eye, correctable to at least 20/30.

Must pass a background investigation.

Must meet all Department medical, physical and psychological standards.

 

The Position:

This is a non-sworn classification structured for incumbents hired for the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this civilian position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  Police Officer Trainee benefits are limited to those of a civilian employee.
