The Position

The Fremont Police Department is recruiting for the position of Animal Services Supervisor. Under direction, the Animal Services Supervisor supervises and participates in the work of the field and/or animal shelter section of Animal Services Administration of the Police Department. The Animal Services Supervisor may supervise operations in the absence of the Administrator; and performs related duties as required.

Education/Experience: College level course work in Administration of Justice and/or Veterinary Technology (formerly known as Animal Health Technology) and four years of progressively responsible animal control experience with a city, county, or humane society. Experience as a lead worker and/or supervisor and/or a two-year college degree in Veterinary Technology or Administration of Justice is highly desirable.

Acceptable Substitution: Possession of a valid Registered Veterinary Technician (RVT) certificate (formerly known as Animal Health Technician certificate) issued by the State of California may be substituted for one year of the above stated experience requirement.

Licenses/Certificates/Special Requirements:

• Possession of a Class C Driver License.
• Possession of valid certificates in Standard First Aid, Cardiopulmonary Resuscitation and successful completion of a Penal Code 832 course within first year of employment.

THE POSITION:

This can be a stressful and demanding job located within the Police Department requiring shift work, weekend and holiday duty.  Although hours vary, this is an on-call, as-needed position that is paid hourly.  Using RIMS (Records Information Management System), per diem dispatchers dispatch police and transfer calls to Fire & EMS under emergency conditions; receive residential alarm calls and take calls of an emergency and non-emergency nature from citizens; greets public and assists at the front counter.  Dispatchers must remain calm and tactful under trying conditions, remembering detailed information, and thinking clearly while performing several tasks at once.

To maintain familiarity with the Atherton Police Dispatch Center, we can offer guaranteed 16 hours of shifts spread over a few days per month. You'll provide break relief while also getting a chance to work with another dispatcher. Since we may not always have many shifts available, expectations would be that you would also assist with open shifts/sick calls as needed and not just rely on the 16 hours.

DEFINITION Under general supervision or direction of the Director of Water and Wastewater Resources or the Director’s authorized personnel, develops, monitors, conducts, and administers the Department’s occupational health and safety and environmental programs and Water/Wastewater industrial training program in compliance with federal, state, and local safety, health, and environmental regulations, as well as industry standards; develops, implements and administers  safety and training policies, procedures and directives; evaluates effectiveness of safety and training programs, implements new programs and procedures as needed; assists in the administration of the risk management program; acts as the Department’s Safety Officer; and performs other duties as assigned.

Establishes, implements, and coordinates safety training objectives; plans, develops, schedules, conducts, or arranges for regulatory and other health and safety related training; maintain records and database; prepares and presents reports to Department management as needed. Develop safety training and industrial training plans for new employees. Conducts and monitors Department facility and site inspections, job hazards analyses and other evaluations to identify hazards and potential risks; makes recommendations to assigned supervisor and implements appropriate and approved corrective actions for compliance with Federal, State, and local safety, health, and environmental regulations, as well as industry standards. Conducts audits of corrective action to ensure compliance with regulations and corrective actions. Develops and maintains the Department’s Injury and Illness Prevention Program, Safety Manual, and Training Program. Performs related report preparation and record maintenance for Environmental Protection, Fire Protection, Hazardous Waste Management, and Occupational Safety. Develops and maintains Department’s hazardous material business plans (HMBP) and petroleum storage tank permitting in compliance with Environmental and local Fire Department Regulations. Maintains and updates the Department’s Safety Data Sheet (SDS) database. Conducts thorough audits, investigations and analysis of accidents, incidents and injuries; develops findings, prepares reports, and makes recommendations to assigned supervisor of corrective actions and preventative measures; assesses incident statistics to determine requirements for new or modified training. Maintains a library of reference materials on training records and coordinates the acquisition of training materials, including manuals, technical resources, videos, recordings, and self-instruction workbooks. Coordinates necessary safety certification and license obtainment and renewal for Department employees. Develops and administers contractor safety program, including reviewing contractor health and safety work plans for Department projects, serving as the Department’s subject matter expert, and working with vendors and consultants for matters related to safety compliance, and providing contractors with appropriate hazardous materials communication in compliance with applicable regulations. Builds and maintains positive working relationships with co-workers, other City employees, and the public: performs other duties as assigned.

MINIMUM QUALIFICATIONS Knowledge of: The basic principles of training policies, regulations, specifications, and requirements governing industrial safety, environmental compliance, and accident prevention for industrial and office environments; principles and practices of assessments, inspections, and investigations as related to job responsibilities; principles and practices of employee training and instructional methods and techniques; practices of water system operations, wastewater treatment plant operations, and general office activities; rules and regulations pertaining to the handling, storage, and disposal of hazardous and toxic materials; practices, methods, materials, and equipment used in air and noise exposure monitoring; occupational hazards and standard safety procedures; modern office practices, methods, and computer equipment; applicable Federal and State laws; City, District, Department, and Division regulations, codes, policies, and procedures; recordkeeping principles and procedures; principles and practices of program development, implementation, review, and evaluation; computer applications related to the work, including asset management, word processing, spreadsheet and database applications; techniques for effectively representing the Department in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations; techniques for providing a high level of customer service to public and Department staff, in person and over the telephone.

Education: Graduation from High School or equivalent. Bachelor’s or Master’s degree majoring in industrial engineering, safety engineering, occupational health, or closely related field desirable.

Experience: Three (3) years of experience in the areas of workplace safety and employee training, including at least one (1) year of which involved administration of a comprehensive safety and accident prevention program. Five (5) years of experience in the areas of workplace safety and employee training, including at least three (3) years of which have involved administration of a comprehensive safety and accident prevention program desirable.

License/Certification: Possession of a valid Class C California Driver's License; possession of a Cardiopulmonary Resuscitation and Emergency Cardiac Care Provider certificate and First Aid certificate or the ability to obtain one within 12 months of appointment.

The following certifications are highly desirable:

• Certification by the Board of Certified Safety Professionals as a Certified Safety Professional (CSP) and an Associate Risk Manager (ARM)
• Certification by the State Water Resources Control Board in Water Treatment, Water Distribution, or Wastewater Treatment
• Certification by the California Water Environment Association in Mechanical Maintenance, Electrical/Instrumentation, or Environmental Compliance Inspection
  Physical Requirements: Moderate and sometimes strenuous exertion required, including sustained walking, standing, bending, kneeling, climbing, lifting and carrying. May have to work on ladders, in tunnels and confined spaces, hazardous atmospheres and in protective garments. The Equity and Belonging Manager may provide direct and indirect supervision over lower level supervisory, professional, technical, and clerical employees and contractors.
 
The Equity and Belonging Manager will optimize and support the functions of the ORSJ, which include but are not limited to the following:

QUALIFICATIONS

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor’s degree from an accredited college or university with major coursework in public policy, sociology, education, ethnic studies, public relations, social work, public health, public administration, or a related field, includes trainings and education specific to issues related to racial and social equity. 
• Experience: Five years of experience in the administration of community, public policy, educational, or social and racial justice programs, including at least three years in a supervisory level AND life experience related to interacting with inequitable systems that can provide an integral perspective to the position.

Demonstrated track record of success engaging with underserved and marginalized communities, and experience in making transformational changes to advance equity is required.

ASSOCIATE PLANNER

Salary FY 25-26: $8,646.00-$10,194.00 Monthly

Salary FY 26-27: $8,905.00-$10,500.00 Monthly

DEFINITION

Under general supervision, the Assistant/Associate Planner performs professional-level work in current and/or advanced planning and special projects. Completes technical assessments and studies and prepares written analyses and reports. Provides community outreach and education.

DISTINGUISHING CHARACTERISTICS

This is the entry-level class in the Planner series. Initially under close supervision, Assistant Planners learn to apply concepts and work procedures and perform professional planning work. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform duties required of the positions at the Associate level, but usually exercise less independent judgment and discretion in matters related to work procedures and methods.

Associate Planner

This is the fully qualified journey-level classification in the Planner Series. Positions at this level are distinguished from the Assistant Planner by the elevated performance of a full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.

SUPERVISION RECEIVED AND EXERCISED

Received direct and general supervision from the Community Development Director or designee. Exercises no supervision of staff. Exercises technical and functional direction over and provides training to interns. 

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE

FOLLOWING:

Assistant and Associate Planner

• Serves as project manager on planning and development projects, including processing applications and reviewing plans for routine to complex commercial, industrial, residential, mixed use, and/or tree removal projects.

• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Process development permit and subdivision applications for hearing in accordance with State law.
• Performs plan check functions for various projects. Receives and reviews applications for building permits for completeness.
• Reviews business license applications and ensures consistency with land use standards and prior development and entitlement approvals.
• Prepare and present reports for Planning Commission and City Council action on current advanced planning projects.
• Prepare periodic major and minor revisions to the Zoning Ordinance, General Plan and Coastal Land Use Plan.
• Formulate, prepare and present ordinances, projects and studies addressing special planning problems and issues related, for example, to Community Development funding, redevelopment, commercial development, provision for low and moderate income housing, or coastal access.
• Periodically work with community groups and committees on special projects with Zoning Ordinance and General Plan revisions. May be asked to represent City at regional meetings related to Community Development.
• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Assists the public at the front counter, on the phone, via email, and answering questions and providing information regarding zoning, land use, code interpretation, development standards, project status, and the City’s processes.
• Performs other duties as assigned.

In addition to the Assistant Planner duties, Associate Planner duties may include, but are not limited to, the following:

• Writes staff reports and collects supporting documentation for submission to the Planning Commission, City Council, Open Space and Parkland Advisory Committee, and other commissions and committees.
• Interprets and ensures compliance with City codes, General Plan, Specific Plan, and California Environmental Quality Act (CEQA).
• Attends meetings, conferences, workshops and training sessions. Attends and participates in professional group meetings. Seeks and maintains knowledge of new trends and innovations in the field of urban planning and other types of public services as they relate to the area of assignment.
• May serve as liaison to the Planning commission and other commissions and committees.
• Represents the Community Development Department and City of Pacifica in regional planning working groups, including but not limited to countywide storm water and housing working groups.
• Performs other duties as assigned.
