THE DEPARTMENT

The City Clerk’s Office in San Rafael is led by a full-time, elected City Clerk who also serves as Department Head, supported by two Deputy City Clerks. Together, this team plays a vital role in promoting transparent, accessible, and responsive local government. As the official custodian of records, the Office is committed to preserving the integrity of the public record and ensuring open access to information -empowering residents to engage fully in civic life.

IDEAL CANDIDATE AND CORE COMPETENCIES

The City Clerk’s Office is seeking a full-time Deputy City Clerk to join a dedicated team committed to transparency, civic engagement, and exceptional public service. This position provides professional-level support to the City Clerk and other City departments, with responsibilities spanning public records management, legislative support, and compliance with open government laws. The ideal candidate will bring a blend of the following skills and experience:

• Strong knowledge of the California Public Records Act (CPRA), including experience reviewing, redacting, and releasing public records in compliance with legal requirements.
• Familiarity with the Brown Act, Political Reform Act, and other regulations governing local government transparency and ethics
• Proficiency in records and agenda management systems, document imaging software, and digital workflow tools.
• Excellent written and verbal communication skills, with the ability to prepare clear, accurate meeting agendas, minutes, and official records.
• A high degree of organization, attention to detail, and the ability to manage competing deadlines in a fast-paced environment.
• A collaborative, service-oriented approach to working with the public, elected officials, and staff across departments.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.
• Participates in the development and administration of the department's budget.
• Maintains current knowledge of new trends and innovations in the field of records management.
• Answers telephone calls, responds to email, researches records and retrieves information for general public, City Council and City staff.
• Prepares agenda packets, hard copy and electronically, for Council meetings.
• Files and indexes official City records as prescribed.
• Maintains other City and departmental records and files.
• In the absence of the City Clerk administers oaths of office, acts as Notary Public and certifies official City records. 
• May be required to work evenings and/or irregular work hours.
• Makes recommendations regarding office procedures and processes, including technology, to improve workflow and implements improvements subsequent to approval.

The City Clerk’s Office is leading several key initiatives to modernize and streamline city operations. Upcoming projects include:

• Implementing a City-wide records management program
• Transitioning to a paperless office
• Launching agenda management software

EDUCATION and/or EXPERIENCE

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

ABOUT THE POSITION: Office Assistant I will receive immediate direction from the Senior Administrative Assistant, with additional direction given by the Business Services Supervisor. They provide a variety of clerical support and perform a wide range of customer service-related tasks in a fast paced, high touch environment. This position requires the ability to multi-task and respond to multiple requests from customers with professionalism and courtesy.

SCHEDULE: Staff will have the schedule flexibility to work weekday, weekend, early morning and evening shifts.  Staff may be asked to cover additional, unscheduled shifts due to absences by other Office Assistants. 

EXAMPLES OF DUTIES:
The following duties are essential to the success of this position:
• Performs a variety of clerical support and receptionist duties; data input, answer phones, directs calls, takes messages, greets public and provides general information for all Recreation department classes, programs, policies, and events.
• Monitors all admittance to the facility, checks required credentials and charges appropriate fees.
• Calculates fees, charges and operate, balance cash register during and at end of shift.
• Monitor guests' activities in the main lobby area and enforce all rules, regulations, and safety principles.
• Assists in opening and closing procedures for the Community Center and the Aquatics & Fitness Center.
• Handles such services as selling merchandise.
• Has the ability to speak English clearly and understandably.

WORKING CONDITIONS: Work is performed in an indoor setting working at a terminal keyboard for extended periods of time with the ability to move. at will to and from various points within the Community Center and Aquatics & Fitness Center. Must have ability to communicate orally with the public either in person or via the telephone. Must have ability to produce information in written form and operate office equipment (Computers, scanners, typewriters, calculators, printers, and copiers). It may be necessary to move objects weighing 20 lbs., such as mail, packages, merchandise inventory etc.

About the Position:  This position oversees aspects of Midpen’s vegetation management programs; advises and monitors field and office staff and contractors on vegetation management; leads a multi-department team in reviewing and setting priorities for all vegetation management activities on approximately 72,000 acres according to Midpen policy; train staff in ecologically sensitive vegetation management and safety; conducts field inspections; recommends appropriate treatment methods; monitors work; and reports on the progress of the programs to the General Manager, Board of Directors, and public.

Highly qualified candidates have knowledge and proven experience in the following areas:

• IPM principles in the management of invasive, weedy and flammable plants and pest animals in natural park environments and facilities.
• Knowledge of plant taxonomy and natural community ecology.
• Familiarity with federal, state, and local statutes and regulations related to vegetation management and plant collecting.
• Ability to identify plants (including special status plants), pests and sensitive environments with the Santa Cruz Mountains region.
• Analyzing the impacts of projects on native plant species and sensitive natural communities.
• Managing complex large-scale projects.
• Conducting botanical field surveys, or experience conducting such botanical field surveys under the direction of an experienced botanical field surveyor.
• Hiring and oversight of consultants and contractors.
• Project management.
• Report writing.
• Supervision.
• Must have, or be able to obtain within one year of hire date, a California Pest Control Advisor license, Qualified Applicator License, or Qualified Applicator Certificate.

Licenses & Certifications Required:  

• Possession of a valid California Driver’s License. 
• Must have, or be able to obtain within one year of hire date, a California Pest Control Advisor license, Qualified Applicator License, or Qualified Applicator Certificate.

Work Environment:  This position is part of the Natural Resources Department at Midpen’s administrative office in Los Altos, California.  Fieldwork is seasonally dependent, project-driven, and is an integral part of this position. Therefore, in addition to working in the office, the Ecologist III will sometimes work in the field. Fieldwork will require driving in remote areas on dirt roads, working in all weather conditions, and hiking through steep terrain and wildland areas. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment.

Following onboarding and successfully meeting job performance expectations, the Ecologist III will be eligible to work a hybrid schedule (work from home 2 days per week and in the office 3 days per week). 

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be equivalent to graduation from an accredited four-year college or university with major coursework in natural resource management, ecology, biology, environmental design, or a closely related field and:

• Three (3) years of increasingly responsible experience in natural resource management preferably in parks or open space, and
• At least one (1) year of supervisory and administrative responsibility.

The City of San José Information Technology Department (ITD) seeks a Cybersecurity Analyst (Enterprise Supervising Technology Analyst) to support new and existing initiatives in the Cybersecurity Office. The position will focus on Risk Mitigation as well as Identity & Access Management with exposure and support on all aspects of the Cybersecurity practice, including cross-support.

The ideal candidate will be part of one of the largest, most innovative communities in the nation. Led by the City Information Security Officer (CISO), the Cybersecurity Analyst will implement and manage information and system security programs across the City that keep municipal services secure and resilient. The Cybersecurity Analysts will support the CISO and the City by administering risk identification, protection and compliance, threat detection, incident response, and recovery services for all City departments to achieve business resilience.

The City of San José requires Cybersecurity Analysts to be highly skilled and adapt quickly to deal with emerging challenges. • Interfacing with the Virtual Security Operations Center (V-SOC) and using deployed tools and services to ensure system and network monitoring is taking place in accordance with defined service levels, contracts, and established standards.
• This role requires flexibility and adaptability to meet the Security needs of the ITD. The individual must be able to support other areas of expertise within the security domain, such as but not limited to NIST Cybersecurity Framework implementation, Identity Access Management, Risk Management & Compliance, Risk Assessments, Training, Audit Support, and others.

Please note that the Cybersecurity Analyst (Enterprise Supervising Technology Analyst) position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $141,697.92 - $172,645.20

The ESTA classification is represented by the City Association of Management Personnel (CAMP) bargaining unit.

This announcement is for two (2) positions as described below:
 
Department of Public Works
The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (technical support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e signals, beacons, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements. The division also focuses on multi-modal planning and implementation specifically related to the goals and projects included with the City’s Bicycle Plan,  Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans,
 and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, and project management and delivery is essential to success in this position.

Under direct supervision, the Associate Engineer (Civil) performs field and office work, reviews and approves designs for traffic control, traffic improvement, and private development related public improvements, administers grants, provides technical assistance in the implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy), supports the City’s Bicycle and Pedestrian Advisory Committee, and will work with the public and consultants on various projects and transportation related inquiries.[CM1] 

 

Water & Sewer Utilities Department
Santa Clara Water & Sewer Utilities' mission is to provide customers a dependable supply of safe, potable water, environmentally-sound wastewater collection, treatment, and disposal. Furthermore, recycled water is offered for approved uses including irrigation and industrial processes, where available. Programs and services are designed and implemented with economic and environmental benefits in mind. The City of Santa Clara's Water & Sewer Utilities Department seeks an engineer with excellent project management skills; strong oral and written communication skills; a proven record of preparing and administering consultant contracts and agreements; experience preparing construction documents; experience designing, managing, maintaining and/or operating water, recycled water and sanitary sewer utilities; experience reviewing land development projects; experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, field staff, outside agency staff, and the general public. Under direct supervision, the Associate Engineer (Civil) performs high-level, fast paced engineering work relating to the permitting, design and construction of water, recycled water,  and sewer projects within the City. In addition, the Associate Engineer prepares construction documents such as improvement plans, specifications, estimates and schedules for water and sewer projects. As well as procures consultant and construction contracts for the design and construction of water and sewer projects including the preparation of requests for proposals (RFP), administration of the bidding and awarding process, preparation of Council agenda items, and administration of the consultant and construction contracts. This incumbent will review new developments and proposed public and/or commercial utilities improvement projects for compliance with City, County, State and Federal government regulations and standards. The Associate Engineer is expected to plan, organize, and prioritize a diverse workload of projects and tasks including technical and administrative tasks, and exercise independent judgment and decision making in resolving problems.

Minimum Qualifications

• A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET)
• Two (2) years of experience in civil engineering office and field work.

Possible Substitutions:
• A Master's Degree in any branch of Civil Engineering from an ABET accredited college or University may be substituted for one (1) year of experience

LICENSES & CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Possession of a State of California Engineer in Training (E.I.T.) Certificate or Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment
• Registration as a Civil Engineer in the State of California is desirable

The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

About the Position:  The incumbent will be a part of a cohesive team of 15 in the Natural Resources Department, which is part of the Visitor and Field Services service line. The position is a working supervisor meaning that time is divided between program administration, oversight, and staff development while also managing and advancing District projects. Work Environment:  This position will report to Midpen’s Administrative Office in Los Altos, CA.  Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Duties include but are not limited to the following:

• Direct traffic

• Observe, monitor, and control routine and unusual traffic conditions; assist and advise motorists

• Establish and preserve good relationships with the general public and answer questions

• Attend meetings and trainings

• Perform other duties as assigned

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements:
• Minimum age 18 at time of application; and
• One (1) year of full-time paid or volunteer work experience involving considerable contact with the general public

Desirable Qualifications:
• Paid or volunteer work experience within a law enforcement agency, the U.S. Armed Forces, or a related agency

LICENSES AND/OR CERTIFICATES
• None

OTHER REQUIREMENTS
• Will be required to work special events
• Will be required to work odd and unusual hours, including evenings, weekends, and holidays
• Will be required to pass a City background investigation, which will include fingerprinting
• Must be able to perform all of the essential functions of the job assignment

• Establish and maintain effective working relationships with those contacted in the course of work, including the general public and co-workers

• Work in a team-based environment and achieve common goals

• Walk or stand for extended periods of time and bend, stoop, reach, carry, crawl, climb, and lift as necessary to perform assigned duties

• Perform work in various environments, including outdoors in inclement weather
