The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment. 
• Collaborate with business units and solution providers to provide optimal security measures and achieve a balance between sustaining business operations and achieving security compliance.
• Coordinate with stakeholders within the City and partners/vendors outside of the City to ensure information and systems meet the City’s standards for threat identification, protection, and risk detection.
• Develop, operationalize, and enhance the City’s cybersecurity strategic plan, programs, policies, and architecture, including vulnerability, risk, and threat management programs through remediation.
• Conduct training programs to educate City personnel on relevant security best practices, foster diligence, and ensure compliance.
• Provide expert security guidance to City departments and officials in service planning, procurements, contract negotiations, vendor management, and project management.
• Provide expert guidance on regulations and standards (FISMA, FedRAMP, CJIS, PCI-DSS, HIPAA, etc.) the City must meet in providing municipal services, as well as security frameworks (NIST, ISO, IEEE, etc.) to shape City operations.
• Oversee and lead incident management/response processes in coordination with City departments to respond and recover from incidents.
• Resolve security-related audits in partnership with City staff.
• Ensure comprehensive security strategies align with resilience plans and emergency management exercises.
• Oversee vendor relationships and manage the City’s procurement and utilization of cybersecurity products and services across departments.
• Lead the annual Cybersecurity Assessment of the City’s technology infrastructure.
• Provide strategic and operational leadership to address cybersecurity in the City’s emerging Internet-of-Things, smart communities, privacy, and equity through data initiatives. 
• Collaborate with the Digital Privacy Officer to address privacy challenges emerging from new technologies, including AI. 
• Implement governance policies to ensure responsible AI usage across the organization, aligning with ethical standards and risk management protocols. 
• Support the GovAI Coalition’s initiatives to promote responsible and safe use of AI in government.

Assistant Engineer I - Civil: $112,985.60 - $144,539.20 Annually

Overview:

The Assistant Engineer I/II in the Construction Management Services Unit performs essential execution-level civil engineering and construction management support functions for Valley Water capital construction projects. This position performs professional engineering tasks related to managing construction contracts, including reviewing and processing contractor submittals and requests for information (RFIs), interpreting contract documents, evaluating design changes, and supporting change orders and construction claims. The Assistant Engineer I/II provides continuity during the transition from pre-construction into construction by supporting constructability review, contract administration setup, early contractor coordination, and issue resolution as work progresses. The role supports project delivery by providing timely technical analysis and coordination support under the direction of Associate and Senior Engineering staff to manage construction risks related to cost, schedule, and compliance.

Key Responsibilities include, but are not limited to:

• Perform professional civil engineering duties in support of construction contract management for various capital projects, including technical review of construction activities, evaluation of construction issues, and coordination with construction management, inspection staff, and contractors to support issue resolution.

This internship is offered as part of a Regional Internship Partnership designed to introduce current students and recent college graduates to local municipal government. The City of Saratoga participates in this program with the goal of connecting a diverse student population to public sector work, providing meaningful hands-on experience that supports both personal and professional growth.

Position Description

The Community Development Department has one part-time, paid summer internship opportunity in its Development Services Division (up to 20 hours per week). The selected intern will gain hands-on experience in municipal arboriculture, working alongside City staff on a range of tasks that support the protection and management of Saratoga’s urban tree canopy. The internship runs for up to 12 weeks, and the start and end dates can be arranged around the selected candidate’s college summer break schedule.

The workload will balance supporting day-to-day operations with exposure to longer-term planning and research projects. The intern will receive assignments and work direction from staff within the department.

Tree Permit Applications and Development Review. The intern will assist staff in the processing of tree permit applications and the review of development projects. This includes evaluating applications for consistency with the City’s tree regulations and tracking project status through the review process.

Field Inspections and Plan Review. The intern will participate in field inspections to assess potential construction impacts on trees. Work will include reviewing grading and site plans, identifying tree protection measures, and documenting field conditions.

Research and Ordinance Work. The intern will support research related to the City’s tree ordinance and fire preparedness initiatives. This may include reviewing comparable ordinances from neighboring jurisdictions, summarizing research findings, and supporting the City’s ordinance update process.

Tree Identification and Health Assessment. The intern will learn to identify tree species commonly found in Saratoga and develop familiarity with common pests, diseases, and abiotic factors that affect tree health. This knowledge will be applied during field work and permit review.

Tree Appraisal. The intern will be introduced to the basics of tree appraisal methodology, including an overview of how trees are valued in the context of permit applications and development projects.

Database Maintenance. The intern will assist with the maintenance of department databases and records related to tree permits, inspections, and urban forestry data.

Community Interaction. The intern will have the opportunity to interact directly with Saratoga residents and contractors, developing professional communication skills in a public service context.

Silicon Valley Power (SVP) currently provides over 40 percent of Santa Clara’s electricity from carbon-free renewable resources. In addition to using green energy from large-scale wind, solar, geothermal and hydroelectric projects outside of the area, SVP employs innovative ways to locally produce electricity by capturing and burning methane gas from a closed city landfill and using power from solar generating systems on city-owned garages and vacant, unusable land. Under direct supervision, the Assistant Electric Utility Engineer performs a variety of entry-level professional electric utility engineering field and office work in Electric system planning, electric system design, construction and/or maintenance programs.  SVP invites applications from dynamic and innovative qualified candidates for an entry level engineering position. Assistant Electric utility engineer will be part engineering team to conduct design, establish standards and implement construction projects. The salary range for this position is $145,678.08 – $185,797.44.   This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education/Experience Requirements: 

• Graduation from an accredited college or university with: 
  • A Bachelor's Degree in Electrical, Mechanical or Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET).

               OR

• • Possession of a State of California Engineer-In-Training (E.I.T.) Certificate and at least 1 year of experience in electrical or mechanical engineering office and/or field work, and Experience using AutoCAD and Microsoft Office (i.e., Microsoft Word, Excel, PowerPoint, Mathlab).

License/Certifications: 

Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

Desirable Qualifications: 

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California.
• Experience using ESRI based Geographic Information System (GIS).

Other Requirements:  

• Must be able to perform all of the essential functions of the job assignment.
• May be required to work shifts, weekends, and odd and unusual hours in the performance of duties and emergency situations.
