Upon successful completion of POST Academy, the position becomes a full-time probationary Police Officer position.

Under direct supervision, the Police Academy Recruit attends a basic Peace Officer Standards and Training (POST) certified training academy to obtain the basic skills and fitness level necessary for the performance of Police Officer duties.  This position requires a thorough background investigation, psychological assessment, and a medical exam prior to appointment. This is the non-sworn, entry-level classification in the Police Officer series. Incumbents in this classification receive training in a controlled classroom environment.  Advancement to the sworn Police Officer position is based on meeting minimum qualification standards and satisfactory performance in the academy.

The City of Live Oak is seeking a team-oriented individual with municipal experience to lead the City’s Finance Department. If you’re a finance professional who is ready to make a meaningful impact on a city that values innovation and collaboration this is the opportunity for you. The position will provide technical financial support and experience to staff, City leadership, other City departments, City Council, and outside agencies. The ideal candidate has experience in managing complex comprehensive finance programs in the public sector, current and long-range financial planning and will have the ability to understand the details, as well as the ability to execute the City’s vision.

Under direction of the City Manager, the Finance Director is charged with the responsibility of establishing and maintaining an accounting and financial system for the City of Live Oak in accordance with various legal requirements and generally accepted government accounting practices.

Duties may include, but are not limited to the following: Assume full management responsibility for all Finance Department Services and activities including general accounting functions, investment portfolio,  fiscal reporting, treasury, cash and debt management, utility billing, accounts payable, accounts receivable, payroll, citations, business licensing, collections, taxes, internal accounting controls, external audit coordination, annual budget preparation, presentation, analysis, and update, any and all other related financial matters as they occur; recommend and administer policies and procedures; administer the day-to-day activities of the City’s insurance programs including health, liability, workers compensation, life, and casualty insurance. Manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; direct, supervise, train, and evaluate department employees; recommend and administer policies and procedures; assume responsibility for the City’s budget process; analyze expenditures and revenues for budgetary purposes; prepare the annual budget documents for submittal to the City Manger and City Council. Represents the department to outside groups and organizations; participates in outside community and professional groups and committees; provides technical assistance as needed. Builds and maintains positive working relationships with assigned employees; other City management staff; outside agencies, businesses, consultants, and the general public utilizing principles of effective and positive customer service. Performs other duties as assigned.

The ideal candidate is an experienced and strategic leader with a demonstrated record of successfully guiding teams through change in complex health care systems. This individual fosters a positive and inclusive work culture, values staff development, and promotes communication, trust, and teamwork across all levels of an integrated agency. This proven leader will be able to work adeptly with state and local government and have a clear passion for working with the individuals that we serve.

EXAMPLES OF DUTIES

• Monitors operations and procedures; evaluates division and program issues, and recommends and implements solutions; develops and approves recommendations for improving the division’s operations and processes.
• Conducts research and strategic planning functions; analyzes trends and makes recommendations for staffing adjustments and personnel assignments; directs division projects including grants and capitol projects.
• Plans, develops, prepares, and monitors budget and expenditures for programs and services; assures that appropriate services are provided; coordinates information and assures effective communication between programs.
• Meets regularly with Program Managers for program updates; analyzes and evaluates issues and proposals, and recommends and implements solutions.
• Develops and enhances cooperative professional relationships with local communities.
• Serves as information source and liaison between the divisions and various state and regional organizations and agencies, serves on committees, task forces and other groups

Under the direct supervision, performs a variety of difficult and complex professional officer and field engineering work; prepares plans, designs, and specifications for a variety of the Department of Public Works projects; reviews work prepared by outside consultants; prepares engineering reports; and performs related duties as assigned.

Full Time, Part Time, and/or Remote. Primary duty is to review and comment on plans, specifications, and estimates for capital improvement projects. Projects may include road, bridge, and airport improvements. Must live in California and possess a California Professional Civil Engineer License.
