The Department: 

The Community Development Department strives to enhance the community’s safety, welfare, quality of life, and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing. 

The Community Development Department consists of three divisions: Planning, Building, and Housing and Community Services. The Department guides the ongoing physical development of the community, which includes long range land use planning, review of new development proposals and construction to ensure that it conforms to the standards of the City and State and ensures the provision of affordable housing with the City of Santa Clara. The delivery of high-quality professional services, including the enhancement and streamlining of the development permit process, and forging partnerships to provide housing services to lower income members of the community, are primary objectives of the Department. The Department acts as an advisor to the City’s decision-makers in these areas and carries out the policies of the City Council. 

The Department demands for quality communications continues to increase, especially as the list of high visibility development projects grows in Santa Clara. The department is seeking a dedicated Communications Coordinator to handle outreach and engagement efforts and be a liaison to the City’s Communications Team.

The Position: 

The incumbent provides high-level public information and community outreach services that require in-depth knowledge of public sector communications, website content and graphic design, and experience in managing and implementing creative and innovative promotions and projects.

This role is essential to centralizing the department’s communication efforts and ensuring that both internal and public-facing messages are strategic, consistent, and impactful.
 
The Communications Coordinator will be housed in the Technology and Communications Team and will be supervised by the Assistant Director. The Communications Coordinator will work across all divisions and will not only help streamline communications related to key initiatives and projects but also serve as an internal consultant, helping staff develop clear, effective messaging across all channels. This will enable the department to better meet increasing demands from the City Manager’s Office for improved web content, newsletters, and outreach efforts, while also promoting the department’s key initiatives and projects to a broader audience.

Under general direction, the Communications Coordinator coordinates and maintains content on the Department's website and intranet; implements and supports internal and external communication efforts; and coordinates social media and video communication activities. Incumbents may function as a supervisor, or an individual contributor, depending on the department or assignment.

Silicon Valley Power (SVP) currently provides over 40 percent of Santa Clara’s electricity from carbon-free renewable resources. The Position: 

Under direct supervision, the Assistant Electric Utility Engineer performs a variety of entry-level professional electric utility engineering field and office work in Electric system planning, electric system design, construction and/or maintenance programs.  SVP invites applications from dynamic and innovative qualified candidates for an entry level engineering position. Assistant Electric utility engineer will be part engineering team to conduct design, establish standards and implement construction projects. About the Division

The City’s Planning Division provides oversight and assistance towards the City's growth and development in relation to regulations related to land use, zoning, development standards, urban village plans, and environmental impacts. The goal is to encourage development that strives for safety, high quality of living standards, and support of the health, inclusion, and wellbeing of all persons living and working in San Jose.  

The Division is seeking applicants for the Planning Technician classification. This is a full-time position that is responsible for providing the public with information about land use regulations and permitting requirements and directly assisting customers through the permit application process by completing the initial processing of applications. This includes, but is not limited to, the calculation of application fees, determination of application completeness, data input into the City's permitting system database, creation of maps, and routing electronic plans and documents to other City departments and outside agencies for review. 

The Planning Division is divided into four teams: 

• Permit Center: The Permit Center team focuses on public information services, administrative-level staff reviews for development projects, and zoning compliance reviews for building permits. 
• Development Review: The Development Review team is responsible for processing rezonings and development permits, historic preservation, and community outreach. 
• Environmental Review: The Environmental Review team fulfills requirements under the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) for assessing environmental impacts for public and private projects, ensures environmental mitigation compliance, and implements the Santa Clara Valley Habitat Conservation Plan.? 
• Citywide Planning: The Citywide Planning team focuses on long-range planning, including General Plan updates and amendments, zoning and sign ordinance amendments, preparation of urban village plans, housing policies, data analytics, and community engagement. 

What We Do 

The Department’s Planning Division ensures compliance with the above-mentioned obligations by annually reviewing, analyzing, conducting, researching, processing, and issuance of: 

• 4,000 zoning compliance reviews for building permits; 
• Over 150 commercial, industrial, residential, and mixed-use development permits; 
• Over 500 of environmental clearance reviews for public and private projects, including approximately 4 to 8 Environmental Impact Reports, 20 to 30 Negative Declarations/Mitigated Negative Declarations, and over 150 exemptions; 
• Over 50 zoning changes; 
• Multiple General Plan Amendments, ordinance amendments, urban village plans, and land use policies; and 
• Over 50 community meetings and workshops.

Position Duties:

The Planning Division is currently seeking to fill one full-time Planning Technician vacancy. The position will work with other Planning Technicians on public information services, intaking and coordinating permit applications, and providing administrative support for public hearings. The position is primarily responsible for providing basic land use regulation and permitting information to the public, managing application submittal appointments, and ensuring a seamless process for applicants when completing the initial processing of their permit applications. This includes responding to public inquiries about the permitting process and providing guidance on the required application documents.  Planning Technicians also provide necessary clarifications to ensure that customers are applying for the correct permitting process and that the information provided is accurate.  The duties require close collaboration with other City departments and creative, analytical thinking to troubleshoot issues, and appropriately update tracking sheets and applications as they relate to changes in State laws and City requirements. Planning Technicians also provide administrative and technical support for in-person and virtual meetings (Zoom) to ensure that meeting agenda, presentation slides, and public speaking timers are appropriately displayed. This position occasionally requires working late on weekday evenings to provide administrative support during public hearings.    

Salary Range

$75,435.36 - $91,596.96 Annually

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

Duties and Responsibilities

• Respond to customer inquiries related to land use planning and zoning-related questions to ensure customers understand the basic processes. 
• Provide information regarding permit processing, policies, and procedures to applicants and help ensure that applicants are briefed and successful in the next steps of the process. 
• Work with permit applicants, including application intake and providing fee information and general zoning and land use information. 
• Create and maintain maps, graphic illustrations, permit applications, documents, spreadsheets, and other land use planning materials primarily using computers and associated software, including Microsoft Office Suite, Adobe Suite, and ArcGIS. 
• Assist in the preparation and general conduct of public meetings. Provide administrative and technical support for public meetings, including Planning Commission, Historic Landmarks Commission, and Planning Director hearings, requiring some availability on weeknights. 
• Research official records from City departments and outside agencies to obtain information, such as the use of property and permit history. 
• Provide detailed, technical, and specialized support work to city planners and other staff. 

Minimum Qualifications:

Education: High school diploma, General Education Development (G.E.D.) Certificate, or California Proficiency Certificate or equivalent. 

Experience: Two years of technical experience using a personal computer to create word processing documents, computer graphics, databases, spreadsheets and maps. 

Acceptable Substitution for Experience: An associate degree from an accredited college with an emphasis in a technical field such as computer science, geographic information systems, computer graphics, or architectural drafting with completed coursework in each of the following software applications: word processing, computer graphics, databases, spreadsheets and maps. 

Licenses: Possession of a valid California driver's license may be required.

The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

 

 

Typical Duties

 

Each position in this classification may not include all the duties listed below, nor do the examples cover all the duties that may be performed.

• Operates base radio console equipment, transmitting and receiving routine and emergency messages
• Receives emergency and routine requests for services from the public via 9-1-1, alternate emergency lines, and business lines
• Dispatches appropriate emergency vehicles, equipment and personnel in response to those requests, in accordance with established policies and procedures
• Coordinates emergency operations between various departmental personnel and equipment
• Operates data terminals for information pertaining to daily public safety operations, and general emergency services
• Maintains written logs, files, and computer information in the prescribed manner
• Updates computer files and performs other clerical functions and tasks as directed
• Performs other related duties as assigned

 

 

Minimum Qualifications

 

EDUCATION AND EXPERIENCE

• Graduation from high school or possession of a GED; and
• The equivalent of two (2) years of paid employment experience in public safety dispatching within the past five (5) years of which at least one (1) year included solo status; or
• Five (5) years of current paid employment with a public safety agency or private emergency medical services agency, with high level Computer Aided Dispatch (CAD), radio and/or telephone operation; or
• Successful completion of probationary period as a Public Safety Dispatcher I with the City of Santa Clara.

ACCEPTABLE SUBSTITUTIONS

• Possession of a valid California POST Public Safety Dispatcher Basic certificate, which may be substituted for six (6) months of the solo status experience.

DESIRABLE QUALIFICATIONS

• Classroom education involving fire science or law enforcement related studies.

LICENSES/CERTIFICATES

• Possession of a valid California POST Public Safety Dispatcher Basic Certificate and a valid Medical Priorities Dispatching System (MPDS) Certificate are required prior to the completion of the probationary period.

OTHER REQUIREMENTS

Must be able to perform all the essential functions of the job assignment. All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

PERMANENT CITY EMPLOYEES PREFERENCE POINTS
Current permanent employee candidates who receive a passing score on the examination will have an additional five (5) points added to his/her final score.

Position Duties

The Environmental Services Department is currently seeking to fill multiple full-time Wastewater Operator I/II/III vacancies at the San José - Santa Clara Regional Wastewater Facility (RWF).

Job Classification Overview - Wastewater Operator I/II/III

Under general supervision, performs a variety of work of routine difficulty involved in operation of the San José/Santa Clara Regional Wastewater Facility. 

Typical duties include but are not limited to:

• Inspects, operates, adjusts and maintains equipment in one or more areas of the wastewater treatment plant sections.
• Operates pumps, valves, motors, blowers, internal combustion engines, vehicles, and other related wastewater treatment process equipment.
• Reads and interprets SCADA (supervisory control and data acquisition) system, gauges, dials and other process instruments; recognizes and diagnoses alarms and other warning indicators and makes necessary process and equipment adjustments to maintain process integrity.
• Maintains records of instrument readings and performs process computations and graphing as required.
• Performs routine laboratory tests used in sewage treatment process; takes samples and performs various simple tests for process control.
• Removes solids, pollutants, and harmful bacteria from wastewater to make it less objectionable and more stable.
• Reviews and provides improvements to wastewater facility SOP and processes.
• Accurately completes work orders for use in the Computerized Maintenance Management System (CMMS).
• Other duties as assigned.

Assignments may be made to any shift in an around-the-clock operation, and incumbents must also be available for work on Saturday, Sunday, and holidays.
