MINIMUM QUALIFICATIONS

Education, Training & Experience:

• Possess a California P.O.S.T. basic, intermediate, or advanced certificate.
• Completion of 30 semester units from an accredited college or university (60 units or more is preferred).
• Valid California driver’s license and satisfactory driving record.
• Physically capable of passing the California P.O.S.T. medical examination job requirements.  
• Meet all regulatory requirements for becoming a Peace Officer with a California P.O.S.T. agency.

To be considered for a Lateral Police Officer appointment, candidates must have: 

• Minimum of 12 months continuous experience as a sworn California law enforcement officer including successful completion of the employing agency probation period. Three or more years of experience is desirable.

THE POSITION OF BUSINESS MANAGER

Under the general direction of a department head, functions as a division head and provides complex administrative support; provides direct and indirect supervision; represents the department on administrative support matters involving other departments and agencies; provides broad-based technical assistance with fiscal, budgetary, grant and policy issues; researches, analyzes, and prepares financial forecasting, administrative and technical reports; performs a variety of delegated assignments; and performs related work as required.

The City of East Palo Alto is seeking an adaptable problem solver with exceptional integrity and communication skills for the Police Officer Lateral/Academy Graduate position. The Police Officer performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, traffic control, and the enforcement of Federal, State, and local laws and ordinances. Free of any felony convictions.

Effective January 1, 2023, peace officers must be legally authorized to work in the United States under federal law. There are no specific citizenship requirements per Senate Bill 2. California Government Code Section 1031(h) limits employment authorization documents to those consistent with Section 274a.2 of Title 8 of the Code of Federal Regulations. Specific documentation requirements can be found on the I-9, Employment Eligibility Verification form issued by the U.S. Citizenship and Immigration Services. Government Code section 1031(g) permits departments to adopt additional and/or higher standards.

Age not less than 21-years-old at time of appointment to the rank of police officer.

Vision in each eye, correctable to at least 20/30.

Must pass a background investigation.

Must meet all Department medical, physical and psychological standards.

The Position:

This is a non-sworn classification structured for incumbents hired for the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this civilian position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  Police Officer Trainee benefits are limited to those of a civilian employee.

Consists of a diverse and outstanding group of men and women who have dedicated themselves to public service. Our staff, which consists of 113 sworn police officers and 40 civilian positions, is devoted to protecting and serving the citizens of San Mateo professionally, while providing outstanding customer service.

The San Bruno Police Department 

The San Bruno Police Department has a long-standing tradition of small-town service with a big-city dedication to public safety.  The department employs a community-oriented policing and problem-solving philosophy where members of the organization are encouraged to develop innovative strategies to improve police operations and service to the community.    

Police Officers will work on assigned, rotating shifts, patrolling City streets, parks, commercial and residential areas to preserve the peace; providing traffic control, investigation and first-aid at accidents; performing detection, investigation and arrest of persons involved in crimes or misconduct; responding to emergency calls and investigating robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, abuse of drugs, and other criminal activity; taking appropriate law enforcement action; serving and protecting the public, and performing additional duties as required.

In addition to graduation from high school, the following are required: 

• At least 21 years of age

• 2-year or 4-year degree in police science, law enforcement, criminal justice administration, public administration, or a related field is preferred  

Academy Graduates must be able to meet all Entry Level requirements listed above; and 

• Must have successfully completed a California P.O.S.T. Basic Training Police Academy within the past thirty (30) from date of hire; or 

• Must show proof of current enrollment in a California P.O.S.T. Basic Training Police Academy, and must successfully complete academy prior to appointment. 

Lateral applicants must be able to meet all Entry Level requirements listed above; and 

• Must currently be employed as a full time paid, sworn police officer for at least two years, or have been employed for at least 24 months as a full time paid sworn police officer in a civilian governmental jurisdiction prior to application; or  

• Possession of a valid California P.O.S.T. Basic Certificate or equivalent as approved by P.O.S.T. 

• Must have successfully completed a current California P.O.S.T. Basic Training Police Academy or equivalency.

Basic Examples of Duties

Duties may include, but are not limited to the following:

• Patrols an assigned area of the City by car, foot or as designated by the Police Chief, divisional commander or line supervisor.
• Maintains law and order, responds to emergencies as directed by radio and telephone.
• Investigates unusual or suspicious conditions, directs traffic, investigates traffic accidents, administers first aid, gives assistance to the injured.
• Makes arrests, serves subpoenas and warrants, guards prisoners, conducts interviews, notes and report unsafe conditions, prepares evidence and appears in court, searches for stolen property and lost persons.
• Gives information to the public regarding laws, ordinances, traffic safety, directions and available public services, issues citations to traffic violators, writes reports of daily activities and action taken.
• Investigates vice conditions, analyzes facts, clues and evidence and makes investigations to determine law violators and their whereabouts.
• Maintains effective working relationships with other law enforcement agencies, employees and the public.
• Operates the radio and other communication equipment, protects the life, property, public order and constitutional rights of all citizens.
• Adheres to the California Peace Officers Standards and Training Code of Ethics.
• Works varying hours and days of the week.
• May take on additional duties as requested, such as field training officer or instructor in one or more areas including, but not limited to firearms, defensive tactics, hostage negotiations and canine handling.
