The Housing Authority is seeking an exceptional, team-oriented candidate to oversee projects and initiatives in support of the Alameda Housing Authority (AHA)’s affordable housing development and neighborhood revitalization programs in the City. This may include new construction development, acquisition and rehabilitation of properties, and development for projects for AHA’s nonprofit development affiliate, Island City Development. AHA’s pipeline of multifamily projects includes serving family, homeless, workforce, and senior populations and managing major renovation of occupied properties within AHA’s portfolio. The Senior Project Manager will also manage a wide range of consultant relationships and may supervise one or more junior staff.

AHA is particularly interested in applications from candidates with a strong track record in successful management of affordable real estate development and housing new construction, and familiarity with various related federal, state, and local regulations. Desirable candidates will be knowledgeable about zoning and environmental regulations

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. Position Summary

Qualifications

Education and Experience

• A bachelor’s degree in public administration, business, finance, political science, or related field plus three years of analyst experience; OR
• A master’s degree in the same fields plus one year of analyst experience; OR
• Five years of progressively responsible analyst experience in a public or nonprofit agency.

Knowledge of

• Public budgeting and financial management processes in government.
• Financial reporting, cost accounting, and multi-year forecasting.
• ERP or similar systems, Excel modeling, and data presentation tools.

Under direction the Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area in the Court’s Finance Office.  The Senior Accountant may assign, direct, review, and evaluate the work of accounting professional and support staff and will perform complex professional accounting work. 

The Senior Accountant is either the supervisory and/or the advanced specialist level in the professional accountant series. Incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. Incumbents may identify and implement full accounting systems, initiate modifications to fiscal recordkeeping systems, make projections of revenues and expenditures, and participate in the budgeting process.  Senior Accountants model a culture of transparency, accuracy, and clarity in all matters of the Court.

Qualifications

Education Requirement:

This classification requires the successful completion of a minimum of twelve semester units of college level accounting coursework. 

Experience and Education:

In addition to the required 12 semester units of college level accounting coursework, any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required knowledge and skills is:

• Equivalent to graduation from a four-year college or university with major coursework in accounting, finance, business administration, or a closely related field and one year of journey level accounting experience. 

Knowledge of:

• Basic supervisory principles and practices.
• Principles, practices, and terminology of general, fund, and governmental accounting.
• Principles and practices of business data processing, particularly as related to the processing of accounting information.

Under general supervision of the Finance Director, the Finance Analyst supervises and/or performs highly responsible, complex, sensitive and professional level accounting and financial work in support of the City's various financial activities. Areas of responsibility may include, but are not limited to preparing financial statements, reviewing fiscal records, and monitoring financial transactions in accordance with prescribed accounting systems and generally accepted principles of accounting, auditing and budgeting. Duties include programmatic general accounting (general ledger, accounts payable, accounts receivable and payroll), budget planning and development, verifies balances, and adjusts accounts and journal entries; prepares various fiscal reports; coordinating and assisting with the annual audit, project management and other administrative analysis activities in the Finance Department and providing information and assistance to City staff and the general public, to perform duties requiring special knowledge; and to provide administrative support to assigned supervisor.

Distinguishing Characteristics

This is the advanced journey level in the Finance series. Positions at this level are distinguished from other classes within the series by level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. • Assists in the development of long-term financial forecasts, the preparation of monthly and quarterly financial reports, collects data to support department analytical functions and makes recommendations as appropriate.
• Assist public at service counter and record revenue receipts through operation of cash register; prepare and complete daily revenue deposits including to balance cash drawer, code data input documents, and sign checks with check signer; contact fiduciaries to coordinate investment transactions completed by the City Treasurer and Finance Director.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned.

Experience: Eight (8) years of experience in the professional field required by the assigned special projects. ABOUT THE ROLE
