THE POSITION:

The City of Hayward is excited to announce an opportunity to join its progressive and dynamic Transportation Division as an Associate Transportation Engineer. Reporting to the Deputy Director of Public Works, the Associate Transportation Engineer will manage the delivery of transportation projects to provide a safer and more sustainable transportation system in the City. These innovative and safety-focused projects will help advance the City’s Vision Zero and Climate Action Plan goals. Typical projects involve multi-modal roadway design, traffic calming, traffic engineering analysis, and intelligent transportation systems.

The ideal candidate will possess a Professional Engineer’s (PE) license with a strong education and technical background in transportation and traffic engineering. The candidate will have strong project management skills and excel in a collaborative working environment, working effectively to manage projects from inception to completion. The candidate will represent the City in a professional manner with community members and regional stakeholders.

 

 

Essential Duties

What you will do: 
In addition to the qualifications for Assistant Transportation Engineer and depending on assignments:
ESSENTIAL DUTIES (could include but not limited to):

• Plan, direct, review and participate in professional and technical work of a functional group of  the Engineering & Transportation Division with principal assignments involving traffic  circulation design, traffic safety studies, geometric design of streets and interchanges, and  traffic operation studies.
• Direct, assist, and participate in traffic analysis, circulation design, and design transportation engineering projects, such as traffic signals, signs, and markings, channelizations, street lighting and parking facilities.
• Provide consulting services and advice to City departments, divisions, and other groups on matters related to transportation engineering.
• Answer inquiries, investigate complaints, and provide information to the general public.
• Meet with individuals and groups as necessary.
• Investigate, analyze, and prepare reports including those for the City Engineer on claims against the City related to transportation matters.
• Testify in court on claims against the City related to transportation issues.
• Act as Project Manager on both City and consultant-designed transportation related projects.
• Prepare applications for State and Federal grant funding.
• Select consultants for consideration for City projects; write and process requests for proposals and consultant agreements and contracts.
• Make recommendations on street lighting design and wattage.
• Manage City traffic calming (speed hump) program.
• Make recommendations on Engineering and Transportation responses to requests from Neighborhood Focus Process.

• Street lighting layout and design.
• Major elements of transportation design and traffic operations.
• Supervisory and public relations principles and practices.
• Federal, State, City regulations of traffic operations and traffic control devices.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Three (3) years of engineering experience in transportation with one (1) year of the experience being after acquiring the Professional Engineering License. 

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in transportation engineering or closely related field. 

License: Possession of a valid Class C California Driver's license at time of appointment. Possession of a certificate of registration as a Civil Engineer, Electrical Engineer, or Traffic Engineer in the State of California.  

OTHER REQUIREMENTS 
Essential duties require the following physical abilities and work environment: ability to sit, stand, walk, kneel, squat, climb and lift up to 30 pounds and to work outdoors or in a confined workspace.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). This individual will lead the delivery of high-impact projects ranging from transit infrastructure upgrades to the improvement and rehabilitation of maintenance yards and other critical facilities. The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees

In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Department of Public Works
The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (lead and support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City.
The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e., signals, warning beacons, regulatory signage, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements.
 
The division also focuses on multi-modal planning and implementation related explicitly to the goals and projects included with the City’s Bicycle Plan, Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, traffic control device operations, and project management and delivery is essential to success in this position.

Under direct supervision of the Transportation Manager, the Senior Civil Engineer performs the following duties:

• Prepare and manage the preparation of preliminary, final design, and contract documents (plans, specifications, and cost estimates)
• Implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy, and Vision Zero);
• Conduct studies and analyses of traffic engineering projects or problems, and prepares technical reports; 
• Coordinate engineering activities with other City departments and other public agencies in the transportation related matters;
• Track and manage project budgets; 
• Manage operation of City traffic signals, intelligent transportation systems, and traffic control devices.
• Develop and review traffic signal timing parameters and coordination timing plans;
• Supervise, train, and support associate engineers; 
• Check plans submitted by private engineers and other public agencies for compliance with City standards related to public transportation facilities and infrastructure;
• Prepare and administer grant funding applications and reports 
• Conduct field and office work, 
• Supports the City’s Bicycle and Pedestrian Advisory Committee; and
• Work with the public and consultants on various projects and transportation related inquiries. 

Water and Sewer Utilities Department
Santa Clara Water & Sewer Utilities' mission is to provide customers a dependable supply of safe, potable water, environmentally-sound wastewater collection, treatment, and disposal. The City of Santa Clara's Water and Sewer Utilities Department seeks an experienced Senior Civil Engineer with excellent project management skills; strong oral and written communication skills; and a proven track record of designing and delivering utility projects and administering consultant and construction contracts.  The qualified candidate will have experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public. The Senior Civil Engineer delivers projects with widely varied scopes, from small, customer-focused, residential projects, to large, high-profile capital improvements with City and Region-wide implications for the delivery of services well into the future.
 
Under direct supervision, the Senior Civil Engineer performs the following duties:

• Perform high-level, fast paced engineering work relating to the permitting, design and construction of water, sewer, and other utilities projects within the City.
• Review proposed public and/or commercial utilities projects for compliance with City, County, State and Federal government construction and environmental standards, design criteria, rules and regulations.
• Be a part of a dynamic small team of engineering professionals, working on delivering projects in the Water, Sewer, and Recycled Water Utilities through their entire project life cycle, including research and design, plan review, construction, operation and maintenance.
• Assist the Principal Engineer in the planning, organizing and management of the work of the Utilities Engineering Division.
• Perform technical and administrative tasks and exercise a high degree of   independent judgment and decision making in resolving problems.

• A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET)
• Five (5) years of progressively responsible experience in civil engineering office and field work performing professional level engineering work, and

Possible Substitutions
• A Master's Degree in any branch of Civil Engineering from an accredited college or university may be substituted for one (1) year of experience

LICENSES& CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment
• Other licenses and certificates directly related to the Civil Engineering field (e.g. Geotechnical Engineer, Traffic Engineer, Structural Engineer, Land Surveyor, Qualified Storm Water Pollution Prevention Plan Developer (QSD), Qualified Storm Water Pollution Prevention Plan Practitioner (QSP))is desirable
• Current city employees appointed to Senior Civil Engineer prior to September 1, 2015 are waived of the required Registration as a Civil Engineer in the State of California

• May be required to work shifts, weekends, and odd and unusual hours in the performance of duties and emergency situations

The County of Yuba is currently recruiting for the positions of Assistant Engineer, Associate Engineer and Associate Civil Engineer for the Public Works Department in the Community Development and Services Agency. Currently, there are two vacancies that may be filled at either the Assistant Engineer, Associate Engineer, or Associate Civil Engineer level depending on qualifications. These classes are alternately staffed and incumbents may advance to the higher level after gaining experience, required certifications and demonstrating proficiency which meet the qualifications and expectations for the higher level class. Assistant Engineer: is the entry level in the civil engineer series. Initially under close supervision, incumbents will provide assistance to management staff or higher level engineers in the areas of research, data collection, project administration, preparation of reports and preparation of engineering plans and specifications. Assignments are intended to provide background in the fundamental principles and practices of public service engineering.

Associate Engineer: is the journey level in the civil engineer series. Under general supervision, incumbents independently conduct design, research and construction project inspection and analyses for a variety of projects within the county. Responsibilities may also include providing work direction to technical support staff.

Associate Civil Engineer: is the advanced journey level in the civil engineering series. Under general direction, incumbents perform professional engineer work and prepare civil design plans for various Public Works projects; independently conduct engineering feasibility cost, research and design studies and construction project work; analyses for varied department and agency projects and functions; signing off designs and as-built changes related to roads, bridges, culverts and other County infrastructure and perform related duties as assigned.

Incumbents are fully qualified to perform all duties specified as a Professional Engineer by the State of California. This is the master level in the civil engineer series, and reports directly to Principal Engineer.

Examples of Duties:

• Review plans and inspect projects; provide engineering design and code information and ensure that designs meet accepted industry and legal standards, and projects are biddable and buildable.
• Interpret and explain complex and technical laws, codes and regulations and provide information related to Public Works Engineering activities; may receive and respond to complaints and recommend corrective action as necessary.
• Initiate and maintain professional relationships with other departments, businesses, local community and professional organizations.
• Provide direction as a lead worker; expected to review the work of professional civil engineers and support staff to ensure compliance with established procedures related to design, construction and inspection of flood control, storm water management, water resources, bridges, parks, roads and other related projects as well as provide input on assigned staff performance to management; provide guidance to professional and technical staff.
