Position Summary

This position demands a wide range of technical skills. Under the direction of the Communications Electronics Supervisor, this position provides technical support for the communications, access control, video and electronics control system in place throughout the District. The Communications Electronics Technician installs, maintains, test and repairs electronics communications system located at various District facilities from San Francisco to Santa Rosa. These include, but is not limited to, P25 trunked radio system, microwave equipment, video cameras and management system, access control system, programmable logic controllers, fiber optics and network communications equipment. The position is also involved in the installation and maintenance of communication and fiber optic cabling systems. 

Essential Responsibilities

• Installs and maintains the following: P25 trunked radio system, access control system, video management system, programmable logic controllers and associated controls, microwave equipment, public address systems, telephone lines and fiber optic cables
• Installs, tests, and maintains electronic and two-way radio equipment in Buses, Ferries, District vehicles and facilities, and radio sites
• Setups and services access control system, including card readers, electromechanical locks, gate controllers and associated software
• Installs and maintains video surveillance system, including cameras, servers and management software
• Installs and maintains different computer aided equipment such as radio dispatch consoles, access control monitoring, video management system, & distributed control system for PLC
• Tests, troubleshoots and repairs fiber optic using OTDR and splice equipment
• Installs, configures and maintains servers, database and network equipment such as routers and switches
• Performs regular, preventive maintenance and documents system and equipment repairs, modifications and changes
• Assists in the design, fabrication and modification of electronics communications equipment
• Updates and corrects manufacturers' documentation to increase maintenance and repair efficiency
• Knows and follows the safety and health rules and safe working practices applicable job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned
• Regular and reliable attendance and performance is required

Minimum Qualifications

Education and/or Experience: 

• Associate’s degree in Electronics, Communications Technology or completion of electronics, communications technology certification program 
• Minimum of four years of experience as Communications Electronic Technician working with P25 radio system, access control, video surveillance, PLCs and similar technologies 
• FCC General Radio Operator License (GROL) license preferred

Required License: 

Must possess and maintain a current and satisfactory driving record. No reckless driving and DUI within the last 7 years. No more than 2 moving violations within the last 3 years. Operates District vehicles on a regular basis.

Physical Requirements:

Must be available for emergency repair call backs. Must be able to work outside in inclement weather. Able to lift up to 50 lbs. Able to climb towers, bridge main cables, radio antenna towers and structural steel. Must be able to bend and crawl in small areas to install security equipment requiring bending and reaching. Put arms, hands, and fingers into narrow openings. Exposure to exhaust fumes, noise, and sharp edges. May encounter reptiles, spiders and venomous species at remote radio sites.

This position may have a potential for or actual exposure to lead. Pursuant to OSHA regulations, District employees are not exposed to lead at concentrations greater than 10 micrograms per cubic meter (µg/m3) of air averaged over an 8-hour period.

Hours of Operation:

Monday - Friday, subject to 24-hour call back and monthly rotational on-calls. Must go to all District locations, including Bridge Towers, Bus Depot, Ferry Piers, remote mountain tops, etc.

Required Knowledge, Skills and Abilities

Knowledge of: 

• Occupational health and safety rules and working practices applicable to this position
• P25 trunking system, simulcast and multicast system, site trunking and Failsoft modes, microwave digital modulation theory and techniques, telecommunication theory, computer aided dispatch systems, voice logging recorders
• Access Control System (card readers, electromechanical locks, gate controllers and associated software)

• Programmable Logic Controllers (system automation software and hardware e.g., Opto22)

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician - Adult and Youth Services. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field.
 
The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team, the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), Homeless Engagement Assessment Linkage (HEAL) team, and the law enforcement, mental health partnership within multiple cities in the County.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.
 
The Supervising Clinician oversees daily operations and directs a multidisciplinary team providing recovery-based behavioral health services, outreach and linkage for BHRS' crisis and outreach teams. Services provided include: supervising mobile clinicians who are working in tandem with city law enforcement at behavioral health crises and/or with homeless outreach programs throughout the County, supervise the program specialist for the Crisis and Outreach Team, and conduct trainings and presentations to law enforcement and the community.
 
The teams include psychiatrists, social workers, marriage and family therapists, law enforcement officers and community workers who are consumers or family members. The clinical teams may also work with clinical interns.  
 
The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services, SMART Medics and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, Soarian and other tools used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with clients of diverse cultures and backgrounds.
• Inpatient and outpatient clinical experience.
• Experience working with clients on the streets and in shelters.
• Collaborative experience or knowledge of the Criminal Justice system.

 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Consult with clinicians in the field to determine a course of action during active crises that may involve law enforcement.
• Tracking of data for established and pilot programs and report these statistics out to leadership.
• Facilitate regular meetings with clinicians and all other systems partners that Crisis and Outreach Team collaborates with.
• Ongoing clinical training for field clinicians and law enforcement including the Quarterly Crisis Intervention trainings.
• Respond to active crisis scenes when required.
• Respond to and support requests involving the deployment of BHRS Crisis Response Team.
• Day to day oversight of the programs under the Crisis and Outreach umbrella.
• All other duties or projects as assigned.

Qualifications

Licensure/Certification:  
Possession of a valid California license in at least one of the following:  Registered Nurse; Clinical Psychology; Clinical Social Worker; or Marriage, Family and Child Counseling.

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

Knowledge of: 
Basic program management techniques and practices; principles and practices of supervision and training; human and health services system in the County including private agencies and their community resources; current philosophy, principles and practices for services to clients with serious mental illness; legal and policy aspects of community mental health methods; techniques of family, individual and group counseling and diagnosis; individual, group and family psychodynamics; current principles and practices of psychiatric casework; mental health consultation and education; and problems, needs, attitudes and behavior patterns of patients/clients.

Skill/Ability to: 
Supervise, train and evaluate multi-disciplinary staff; work collaboratively with other senior professionals in planning and developing programs in San Mateo County; prepare and deliver written and oral reports; plan, implement and evaluate all operations of assigned area; oversee/provide treatment to adults; establish and maintain positive working relationships with consumers, family advocates and stakeholders.

Tri-City Mental Health Authority is looking for a Behavioral Health Specialist (BHS) who will provide a variety of rehabilitative support services to clients. This position will be a part of a 3 year - federally funded MHSSA Grant Team set to end in December 2026. Candidates must be able to facilitate the following: behavior modification, skill building, and self-care and safety in individual and/or group settings; demonstrates and coaches clients to promote and reinforce the use of effective coping strategies and techniques based on individual needs and treatment plans; performs outreach and provides linkages and referrals to a variety of behavioral health, community, and social services, resources, and systems of care; encourages full client engagement in services to promote wellness and recovery; and performs related duties as assigned. The BHS will report to Clinical Supervisor I.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal progress/regression.

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

• Plans and facilitates and/or co-facilitates group sessions for clients and community members focused on skill building; tracks client attendance and follows-up with individual clients, as necessary.

• Provides advocacy for clients to ensure inclusion in all aspects of the community including socialization, employment, education, and housing to meet client needs.

•  Participates as a member of multidisciplinary treatment teams; addresses client goals, barriers, progress, and other relevant information to enhance treatment services; assists and supports clients in maintaining cooperative and effective relationships with treatment teams.

• Attends and participates in a variety of meetings, trainings, utilization and peer review activities, and other functions involving supervision, case consultation and public information and education.

THE POSITION

Tri-City is actively recruiting to fill a vacancy for Clinical Supervisor I within the Access to Care Team ("ATC") and the Therapeutic Community Garden Team (TCG). This position will be responsible for supervising and assisting with both Access to Care and the Therapeutic Community Garden. The Clinical Supervisor I position will report to the Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Coordinate, supervise, and direct the clinical, operational and program activities, inclusive of unit personnel, on a day-to-day basis to meet unit objectives;

• Provide individual supervision, documentation review, urgent intake assessments, crisis assessments, assist Clinical Program Manager with trainings and meetings, ensuring Network Adequacy and processes and protocols are followed;

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

• Technical and professional knowledge of appraisal procedures for real, personal, and intangible property
• Understanding of California Property Tax laws, State Board of Equalization guidelines, and Uniform Standards of Professional Appraisal Practice; and the ability to read, interpret, and apply these rules, policies, and procedures
• Familiarity with systems, technology, and desktop applications
• Ability to appraise and assess complex property interests as per California statutes and Property Tax Rules and Regulations

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.

ABOUT THE POSITION

The Public Works Maintenance Worker I is the entry-level classification in the series of Public Works Maintenance Worker. It is the journey level in the class series. The current two vacancies are in the Right of Way Division.  Incumbents receive immediate supervision from higher-level staff progressing to general supervision with training and experience.

A few typical duties may include:

• Perform street maintenance duties; operate construction and maintenance equipment such as trucks, tractors, and skip loaders for a variety of construction and maintenance operations involving streets, sidewalks and gutters.
• Spread asphalt in patching and repairing streets.
• Use concrete cutting and breaking equipment; operate a jackhammer; pour and finish concrete, construct concrete forms and perform rough carpentry work.
• Set up traffic safety devices and barricades as necessary.
• Perform emergency street or other public service maintenance work as required.
• Paint or stencil such traffic directional markings as crosswalks, safety loading zones, bus stops, parking and center lines and railroad and school crossings.
• Paint light poles.
• Install, repair, and/or fabricate stop signs, parking signs, speed signs, railroad signs, and police watch signs.
• Install and maintain parking meter poles and electronic parking meter maintenance.
• Perform routine preventative maintenance on equipment as assigned.

Tri-City Mental Health Authority is looking for a Bilingual Behavioral Health Specialist (BHS) within our Therapeutic Community Garden (TCG) who will facilitate/co-facilitate Therapeutic Community Garden (TCG) groups, community outreach, curriculum development, participate in community events and presentations, garden events and establish relationships and collaborate with outside agencies. Will provide behavioral health support services to individuals in need of and requesting behavioral health services for both adults and children. The Behavioral Health Specialist (BHS) will report to the Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Facilitate and/or co-facilitate therapeutic support groups in a garden setting and virtually using mindfulness techniques;
• Perform community outreach internally and externally;
• Create and develop curriculum for the TCG Program;
• Contribute to monthly program report writing;
• Process incoming and outgoing referrals for TCG;
• Work on a multidisciplinary team to promote recovery;
• Create and develop TCG workshops for the community;
• Assist in maintaining data related to activities performed by TCG team
• Maintain records of all activities relating to client care and adhere to billing standards.
• Will complete garden related tasks in the garden such as planting, weeding, watering and harvesting;

THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. This position receives general supervision from the HR Director or Senior HR Analysts.

EXAMPLE DUTIES

• Prepare and maintain personnel records.
• Write, edit and prepare digital and print communications materials.
• Assist in the recruitment process by preparing and distributing job announcements, composing, and placing ads, composing and recording announcements for the job hotline, updating and monitoring recruitment information on the City’s web site, screening applications, and answering inquiries from applicants.
• Work with departments in coordinating examination schedules and locations; prepare necessary correspondence for the examinations; notify candidates; enlist the services of examination board members; assemble and mail packets to oral board members.
• Process, update, and maintain invoices and accounts payable.
• Gather and assemble data and prepare routine reports; maintain a variety of records and files.
• Screen calls and visitors, referring inquiries as appropriate, and respond to requests for information regarding general personnel matters.
• Use specialized technical equipment or computer programs.

Knowledge of:

• Equivalent to a high school diploma. Additional specialized training in public administration, human resources management, business administration or a related field is desirable.
