The City of East Palo Alto is actively seeking motivated, compassionate, personable Police Recruits. The Police Recruit attends and successfully completes an approved Peace Officer Standards and Training (POST) certified basic police academy training program; performs all related learning and testing activities; performs a variety of routine to complex field and administrative activities in support of police services and programs for the City’s Police Department; provides comprehensive non-sworn staff support to Police Department supervisory and management personnel on a wide variety of law enforcement programs, projects, and services; responds to public requests and performs related duties, as assigned.

San Mateo County Health's Aging and Disability Services Division is seeking qualified individuals for the unclassified and limited-term positions of In-Home Supportive Services Social Worker I/II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.

 
Currently, there are three limited-term vacancies and an unclassified vacancy in the In-Home Supportive Services (IHSS) Program. The program provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position. The Social Worker will work in the San Mateo, CA Aging and Disability Services Office.
 

This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.
• Provide education, outreach, and community resources information.
• Participate in quality improvement efforts.
• Collaborate with quality assurance and program integrity to ensure proper adherence to regulations.
• Prepare for and attend Fair Hearings.
• Engage in interdisciplinary team meetings or other activities to support San Mateo County's vision for integrated services.
• Maintain oversight of case management needs for a caseload focused on serving IHSS recipients who aged, blind, and/or disabled, including minors.
• Collaborate and facilitate service with care providers and other partner agencies.

 The ideal candidate will possess the following:

• Master's degree in Social Work.
• Experience providing clinical assessment for children, youth and adults with disabilities. 
• Understanding of human development and behavior within diverse populations.
• Ability to independently develop and implement sound case plans of action.
• Experience balancing client-centered care coordination and accompanying administrative documentation.
• Familiarity in implementing program regulations.
• Superior organizational skills to manage a large caseload and related documents.
• Proficient computer skills to use several independent database systems as well as Microsoft Excel and Word.
• Ability to quickly learn and adopt new technology, policies and procedures.
• Excellent writing/documentation skills.
• Fluency in Tagalog, Arabic, Spanish, Mandarin, and Cantonese is a plus.

SALARY:
Social Worker I: $7,162.13- $8,008.00/month
Social Worker II: $7,236.67- $9,048.00/month

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate.

NOTE: This is an unclassified position. Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. These positions are not covered by San Mateo County Civil Service Rules; and there is no formal probation period. The following are the same for classified and unclassified positions: salary, increases and other forms of compensation; accrual of sick leave, vacation, overtime, holiday and leaves of absence; health, dental, vision, long and short term disability, and retirement.

NOTE: This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. 

Licensure/Certification:

The Ross Valley Sanitary District is seeking a motivated Collection System Worker willing to learn new skills and work with cutting edge technology to join our team!

Collection System Workers operate and maintain sanitary sewer infrastructure while providing excellent customer service to the Ross Valley community.

ABOUT THE POSITION

CSWs perform a variety of skilled - journey level work and manual labor in the operations, maintenance, and repair of sewer lines and related mechanical, hydraulic and hand-operated equipment. Collection System Workers are on a 9/80 schedule - Monday through Thursday from 6:00 am to 3:30 pm, with Fridays alternating between 6:00 am -2:30 pm and off work. All Collection System Workers also work on a rotating “on call” basis.

SAMPLE DUTIES OF THE CSW CLASSIFICATION INCLUDE:

• Participate in inspecting, cleaning, maintaining, constructing, and repairing of wastewater collection systems utilizing a variety of mechanical and specialized equipment including, but not limited to, rodders, CCTVs, high velocity cleaners, vacuum trucks, construction equipment, and related equipment.
• Perform a variety of manual tasks such as lifting and carrying heavy loads including material, equipment, and debris with assistance and utilizing equipment when appropriate.
• Inspect, troubleshoot, and maintain proper collection system operation using techniques and instruments including, but not limited to, closed‐circuit TV, smoke testing, dye testing, and related procedures.
• Participate in the removal and restoration of concrete and paved surfaces using a wide variety of construction equipment, hand and power tools.
• Removal and restoration of concrete and paved surfaces.
• Conduct daily inspections of vehicles, hand tools, and equipment, perform lubrication and minor operating adjustments to ensure proper operation of vehicles, hand tools, and equipment.
• Perform basic building and grounds maintenance at collection system facilities. 
• Plan routine traffic control measures at work sites and perform non-routine traffic control under general supervision.
• Observe all safety precautions as required by regulatory agencies and the District; including using personal protective equipment and following hazardous communication policies and procedures.
• Participate in confined space entries including, but not limited to, atmospheric monitoring, hazard mitigation, and appropriate safety procedures.
• Respond to and investigate service calls or complaints concerning such matters as sewer odors, sewer trouble, and sewer back-ups, and make the necessary corrections.
• Participate in and, upon passing District criteria, direct the spill stoppage, containment, and cleanup of emergency situations and wastewater spills, including occasional 24/7 on-call duty as Primary or Secondary Stand-by.
• Perform a range of activities related to locating and marking sanitary sewer infrastructure and underground utility lines using a variety of equipment.
• Communicate and interact with the public, local government, and other utility personnel in a courteous, professional manner.
• Other duties as assigned.

Minimum Qualifications

• Completion of the twelfth grade, or its equivalent.
• Two years general maintenance and construction experience
• Valid California Class "C" Driver's License
• Must have a satisfactory driving record and continue to meet District vehicle liability insurance company driving standards.

To be considered for the CSW II classification, two years of collection system maintenance and operations is required.

Licensing, Certification, and Registration:

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed.

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. The Assistant Director also plays a critical role in supporting the Director by overseeing the preparation of City Council presentations and tracking high-impact departmental initiatives. This position requires a leader with strong emotional intelligence, sound judgment, and the ability to navigate both day-to-day operations and long-term strategic goals. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience: Seven (7) years of increasingly responsible experience in business management and/or administration, operations, or maintenance is required.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

THE POSITION

The main role for this position of Cybersecurity Analyst I/II will focus on Cybersecurity. The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.

DEFINITION

Cybersecurity Analyst I: Under general supervision, provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to assisting Network Administrators with items relating to the Network Administrator position.

Cybersecurity Analyst II: Under limited supervision, provides advanced level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. This position requires a strong understanding of cybersecurity concepts, as well as the ability to work in a dynamic, public service-oriented environment. Other duties would include but not limited to aiding other Network Administrators with items relating to the Network Administrator position. Positions in this class require frequent use of a high degree of independent judgment and interpretative ability.

Positions in the Cybersecurity Analyst II classification are flexibly staffed and normally filled from advancement from the Cybersecurity Analyst I class, or when filled from the outside, require specific cybersecurity technology experience. Appointment to this class requires the employee to be performing substantially the full range of Cybersecurity Analyst II duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s security systems and solutions.

EXAMPLES OF DUTIES

Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure; designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications; analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. Architects, implements, maintains, and troubleshoots the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure. Investigates, analyzes, produces reports, and remediates security incidents that occur on City systems and applications, both on-premises as well as in the cloud; confirms viable backups, test, maintains and monitors both on-premises and within the cloud; works closely with other government agencies, law enforcement, and external cybersecurity vendors to stay updated on emerging threats and response strategies.  Performs other duties as required.

MINIMUM QUALIFICATIONS

Knowledge of:  Network security, threat detection, and incident response; common cyberattack methods such as phishing, ransomware, and malware; security tools like firewalls, intrusion detection systems (IDS), and encryption technologies; government regulations, data protection laws, and compliance frameworks (e.g., PCI-DSS, CJIS, NIST, NERC CIP, ISO 27000, etc.) is essential, as is the ability disaster recovery planning and maintaining cybersecurity policies tailored to local government infrastructure is critical for ensuring the safety of sensitive public data and services.

Ability to:  quickly respond to and mitigate cyber threats; analyze vulnerabilities specific to public sector environments. collaborate with internal teams and educating non-technical staff about security best practices; manage multiple tasks and prioritize threats is essential, as well as a keen attention to detail when conducting audits or reviewing security logs; adapt to evolving cyber threats and continuously update knowledge of emerging technologies and attack methods; think critically under pressure, especially during security breaches or system outages. interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Cybersecurity Analyst I: A minimum of 2-3 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

Cybersecurity Analyst II: A minimum of 5 years of experience in cybersecurity or information security roles, preferably within government or public sector organizations.

Education:

Cybersecurity Analyst I: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.

Cybersecurity Analyst II: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) is desirable.

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts.
