The Position 

The San Bruno Police Department is recruiting for Public Safety Dispatchers. The San Bruno Police Department has a long-standing tradition of small-town service with big-city dedication to public safety.  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.   

Essential Duties 

• Receives and transmits emergency telephone and radio traffic.   

• Maintains and processes a variety of communications reports, records and radio logs. 

• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records. 

• Maintains a high level of confidentiality. 

• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.  

• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters. 

• Prepares and maintains training and procedure manuals.  As required, prepares special reports, and undertakes projects for Management Staff.  

• May act as Records/Dispatcher Supervisor in their absence. 

• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies. 

• Maintains various C.A.D and Record Management Files. 

• Performs related duties and responsibilities as assigned.

Minimum Qualifications

Education

Certificates and Licenses 

• Must possess and maintain a valid California Driver’s License, Class C with a good driving record. 

• Peace Officer Standards and Training (POST) Basic Dispatch Certificate is required.

• Possess excellent vision and hearing skills, with ability to sit, talk, type, hear, and walk for extended periods of time as well as lift or move up to twenty-five (25) pounds.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. Two fire stations have paramedic ambulances. The City of South San Francisco is the only Fire Department in San Mateo County providing its own paramedic transport services. The department cross-staffs a Type I/Heavy Urban Search and Rescue, an OES Type VI Engine, and two Fire/Rescue Boats.

The Fire Department is an active participant in the San Mateo County automatic aid system and responds regularly in support of neighboring jurisdictions throughout the county, including the San Francisco International Airport.  Department members are eligible to participate on FEMA USAR California Task Force 3, sponsored by the Menlo Park Fire Protection District.  The department is also an active participant in the Bay Area Maritime Search and Rescue Council and regularly trains with other fire agencies and the United States Coast Guard.  

The City is planning for the replacement and expansion of two of its existing fire stations, modernizing and relocating the facilities to better serve the public.

In support of the San Mateo County automatic aid agreement, all entry level candidates will attend a regional, county-wide, fire academy where they will be introduced to all agencies in the county and rotate through a variety of training sites.  The roughly 12-week academy also includes specialized training depending on candidate certifications.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed. 
15. Attend meetings, workshops, and demonstrations; perform duties and responsibilities as assigned.

The Department

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.
 

IDEAL CANDIDATE SECTION:

The ideal part-time Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. Additionally, the ideal candidate will have knowledge of basic techniques, tools, equipment, and materials used in park and landscape maintenance, as well as an understanding of occupational hazards and related safety practices.

Typical Duties and Responsibilities:

• Maintains all types of landscaped areas through mowing, watering, planting, trimming, weeding, and fertilizing.
• Applies insecticides, herbicides, and fertilizers.
• Operates trucks, tractors, mowers, chippers, and related grounds and tree maintenance equipment.
• Cleans and perform minor repairs to park and recreation equipment, buildings, and related facilities; maintains and prepares athletic fields.
• Assists in the maintenance of sprinkler systems; assists in the maintenance and minor repair of power-driven equipment.
• As assigned, works extended or irregular hours.
• Assists in the general cleaning and maintenance of the Corporation Yard.
• Performs other related duties as required.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

• Possession of, or ability to obtain, an appropriate, valid California driver’s license, and a satisfactory driving record.

The Bilingual Spanish Psychiatric Social Worker / Marriage and Family Therapists will provide specialized psychiatric assessment, brief treatment, and clinical case management services for adult clients with Severe Mental Illness. Principal duties will include mental health and substance use assessment and treatment; engaging clients to services; consultation with providers; and linkage/referrals to other community providers. The main role of this position will be working within a dynamic multi-disciplinary team to provide specialized psychiatric casework and care coordination, provide individual and group psychotherapy, case management, and refer clients to Private Provider Network and/or community agencies for additional services.

The primary duties will include care coordination for a clinical case load, mental health assessments; treatment planning, case management; crisis management; individual psychotherapy; and collaborating with multidisciplinary team which includes psychiatrist, registered nurses, PSW SW and LMFT, and Case managers. Clinician will also perform “Officer of the Day” duties.

Collaboration and coordination of services with other providers is an essential piece of the services to be provided, therefore candidate should have excellent oral and written communication skills. The clinician may consult and collaborate with other teams in BHRS and community agencies and contract providers.

Minimum qualifications include:

Licensure/Certification

Psychiatric Social Worker I: Registration with the Board of Behavioral Sciences as an Associate Clinical Social Worker. An individual hired in this classification must become licensed within six years from the original date of registration as an Associate Social Worked issued by the State of California.

Psychiatric Social Worker II: Current California license as a Licensed Clinical Social Worker.

Marriage & Family Therapist I: Registration with the Board of Behavioral Sciences as an Associate Marriage and Family Therapist. An individual hired in this classification must become licensed within six years from the original date of registration as an Associate Marriage and Family Therapist issued by the State of California.

Marriage & Family Therapist II: Current California license as a Licensed Marriage and Family Therapist.

Education and Experience 

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in Social Work, Social Welfare or a closely related field.

Psychiatric Social Worker I/Marriage & Family Therapist I:

$43.56 - $54.46 Hourly

$90,604.80 - $113,276.80 Annually

Psychiatric Social Worker II/Marriage & Family Therapist II:

$48.98 - $61.26 Hourly

$101,878.40 - $127,420.80 Annually
