THE POSITION:

This can be a stressful and demanding job located within the Police Department requiring shift work, weekend and holiday duty.  Although hours vary, this is an on-call, as-needed position that is paid hourly.  Using RIMS (Records Information Management System), per diem dispatchers dispatch police and transfer calls to Fire & EMS under emergency conditions; receive residential alarm calls and take calls of an emergency and non-emergency nature from citizens; greets public and assists at the front counter.  Dispatchers must remain calm and tactful under trying conditions, remembering detailed information, and thinking clearly while performing several tasks at once.

To maintain familiarity with the Atherton Police Dispatch Center, we can offer guaranteed 16 hours of shifts spread over a few days per month. You'll provide break relief while also getting a chance to work with another dispatcher. Since we may not always have many shifts available, expectations would be that you would also assist with open shifts/sick calls as needed and not just rely on the 16 hours.

Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

License and Certification:
Possession of a valid California driver license.
Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience as a counselor in a juvenile detention facility or experience involving the organization, detention, or suspension of youth groups in a recreational or correctional program may substitute for up to two (2) years of the education requirement on a year-for-year basis. One (1) year equals thirty (30) semester units or forty-five (45) quarter units.

Job Description

This is a deep classification encompassing three levels: Level I EMT; Level II Paramedic and Level III Firefighter Paramedic. Depending on the level in the deep class, incumbents may perform basic life support duties on an ambulance (Level I EMT); perform advanced life support duties on an ambulance (Level II Paramedic); or respond to fire alarms engaging in firefighting activities and performing advanced life support duties (Level III Firefighter Paramedic).

The list established from this selection process may be used by the Fire Department to fill vacancies at Level I and Level II.

Detailed descriptions for Levels I and II are below. The descriptions are cumulative in that Level II may be required to perform the duties defined in Level I.

Level I - EMT

Under general supervision, responds to medical and other emergencies and engages in life support and life-saving activities; performs emergency medical service (EMS); maintains equipment; staffs and drives an ambulance to provide initial emergency medical care in a pre-hospital setting; evaluates and administers advanced first aid, basic life support and life maintenance measures in accordance with Emergency Medical Service Agency (EMSA) policies and procedures, including CPR, definitive therapeutic care at the scene of an emergency or during transport of persons; provide community health screening and other non-emergency health services;  protects the privacy of patients treated by SFFD, safeguards patient information and uses and discloses patient information in accordance with the federal Health Insurance Portability and Accountability Act (HIPAA) and the privacy practices of SFFD; may perform duties of either driving ambulances, EMT attendant and other related duties as assigned. Works a 40-hour week, including days, evenings, nights, weekends and holidays; shift to be determined by operational requirements. Incumbents must maintain superior physical strength, agility and stamina to carry out the intense physical duties of the position.

Level II - Paramedic

In addition to the above, required to provide advanced emergency medical care to victims of fire and activities for saving lives and property, including medical scene size-up, establishing medical command post, reporting to incident commander or EMS Captain and implementing medical Incident Command System (ICS); supports rescue activities in a variety of situations; renders first aid, treatment for shock, cardiac compression, resuscitation, and prevention of blood loss; responds to trauma or medical emergencies; performs primary and secondary evaluation of patients to assess conditions, triages in major disasters; administers proper procedural emergency treatment; institutes emergency care and/or advanced life support to stabilize patient conditions, including cardiac pulmonary resuscitation, defibrillation, drug administration, invasive procedures and definitive therapy; as part of EMS response, conducts hazard assessment of residences, places of business, public assemblage, schools, and hospitals to ensure compliance with fire codes, ordinances, laws and regulations, and refers potential hazards/violations to appropriate Fire Department division; participates in training and physical fitness programs as required.

Qualifications

This selection process is open to individuals meeting at least all of the minimum qualifications listed for Level I below at the time of application filing. Individuals who meet minimum qualifications for Level II may be considered by the Department at that level.

H003 Minimum Qualifications: (All levels)

Age: Applicants must be at least 19 years old at the time of application and must be at least 20 years old at the time of appointment. [Civil Service Rule 310.15]

Education: Applicants must have a high school diploma or an equivalency certificate (e.g., G.E.D., California High School Proficiency Certificate) to apply.

Driving Record: Applicants must possess a valid driver license with seven years driving record verified during Background Investigation. Applicants must possess a valid Class A, B, or C California Driver License by the time of their appointment. Applicants will not be considered eligible to participate or to be appointed if any of the following occurred, or is in effect at any time, during the period from “one year prior to application up to the date of appointment”:

(a) Any offense that subsequently results in a conviction for driving under the influence, reckless driving, or hit and run with personal injury or property damage over $25.00; or any offense that occurred within a three-year period prior to appointment. 

(b) License suspension or revocation, three moving violations in 12 months, 5 moving violations in 24 months, or probation as a result of a driving-related offense.

2. Possession and maintenance of valid Class A, B, or C CADL w/Ambulance Driver certificate/endorsement at time of appointment.

3. Any combination of 500 hours of verifiable work experience as an EMT (on an ambulance or first responder vehicle) or hours of documented ambulance ride-along as a member of the San Francisco Fire Reserves within the last three years, at the time of application filing;

OR

Any combination of 1,000 hours of verifiable work experience as an EMT (on an ambulance or first responder vehicle) or hours of documented ambulance ride-along as a member of the San Francisco Fire Reserves within the last five years, at the time of application filing.

Additional Minimum Qualifications for Consideration at Level II:

1. Possession and maintenance of a valid CA Emergency Medical Technician Paramedic (Paramedic) license issued by the State of CA and the ability to accredit with local EMS Agency.
2. Possession and maintenance of valid Class A, B, or C CADL w/ Ambulance Driver certificate / endorsement at time of appointment.
3. 1,000 hours verifiable work experience as a Paramedic (on an ambulance or first responder vehicle) within the last three years; OR 1,500 hours verifiable work experience as a Paramedic (on an ambulance or first responder vehicle) within the last five years at the time of application filing.

The following documents and verifications must be submitted if and when requested by the SFFD Background Investigation Unit: 

1. A copy of the respective current & valid certification

2. A copy of the respective current & valid CADL (with Ambulance Driver certificate for LI & LII)

3. Verification of experience. Acceptable verification would be a letter from an employer which specifies the applicant’s job title, duties, dates of employment and hours worked per week while working with that employer. Pay stubs may substitute for information regarding hours worked. However, all other information must be confirmed through an official letter from the employer and the letter must include the employer’s letterhead.

Candidates who do not submit the required verifications as requested will no longer be considered qualified or allowed to participate further in the selection process.

Written Test (100%): Candidates who are invited to participate in the selection process will take a pass/fail multiple-choice test to determine their relative knowledge in job-related areas, which may include, but are not limited to, procedures and practices in emergency medicine, and current EMT techniques in field & hospital settings. Candidates who pass the Written Exam will advance to subsequent components of the selection process. 

Eligible List: Candidate duration on the eligible list will be two years. A candidate must retake the written test thereafter to again be eligible. The certification rule for the eligible list resulting from this selection process will be the Rule of the List. SFFD has the authority to hire any candidate named on the eligible list (“Rule of List”). Therefore, one’s placement on this list neither guarantees nor implies an offer of employment. Candidates who receive an offer of employment may waive the offer only once. A second waiver of appointment renders candidates ineligible.  All candidates on the eligible list will be placed under administrative waiver until they successfully complete the Departmental Selection Process described below.

Department Selection Process

SFFD will contact eligibles to ascertain interest whenever there are vacancies to be filled in Levels I or II. Selections from the eligible list will be made by the Fire Chief or her or his designee. Criteria for selection may include the following:

• Relevant work experience such as experience involving the performance of EMT or paramedic duties associated with medical transport for any employer within the City & County of SF

Candidates who are selected will be invited to participate in selection components such as those listed below.

Skills Assessment: The Skills Assessment will require candidates to demonstrate their relative knowledge, skill, and ability in job-related areas, which may include, but are not limited to: Basic Life Support (BLS) procedures, practices & techniques; administration of first aid, basic life support and life saving measures; recognition of signs & symptoms and knowledge of appropriate treatment action for various medical conditions & situations.

Structured Oral Interview: The SOI will assess relative knowledge, skill, and ability in job-related areas, which may include, but are not limited to current MCI standards & practice; common logistical issues; customer service; interpersonal skills; and verbal communication skills.

Chief’s Interview: The Chief’s Interview will be a “fit” interview including competencies such as problem solving, customer service, interpersonal skills, and verbal communication skills.

Physical Ability Test (Pass/Fail) [LI and LII]: Candidates must also complete and pass the SFFD physical ability test [PAT] in order to be considered for hire. The test will consist of job task simulation components designed to measure a candidate’s ability to lift and carry 70 lbs. of equipment up and down six flights of stairs, drag a 165 lb dummy 15 ft, and unload/reload a 165 lb. stretcher in and out of an ambulance. Candidates on the eligible list will be placed under waiver until they have passed this PAT.

Local Accreditation: Applicants who are extended conditional offers of employment will undergo County EMT accreditation from the SF EMS Agency prior to their appointment to any SFFD Academy. The local accreditation will include an extensive background investigation by the SF EMS Agency. Failure to pass the local accreditation process will result in the withdrawal of the conditional employment offer or removal from the respective SFFD Academy.

Driving Record: Applicants must not have been convicted of any of the following during the period from three years prior to application up to the date of appointment:  drunk driving; reckless driving; or hit and run with personal injury or property damage over $25.00. Applicants will be disqualified if any of the following occurred or is in effect at any time during the period from one year prior to application up to the date of appointment: probation as a result of a driving-related offense; license suspension or revocation; three moving violations in 12 months; or five moving violations in 24 months.

Federal Emergency Management Agency (FEMA) ICS Certificates: Applicants who are extended conditional offers of employment will be required to submit FEMA ICS 100, 200 and 700 Course Completion Certificates prior to the start of the Academy. Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.

3. Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.

4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.

7. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.

The Waterpark EMT is responsible for responding to emergencies and providing efficient and immediate care to the critically ill/injured at Adventure Waterpark. In addition, The EMT provides security services as needed. The EMT is expected to work weekends and holidays on a regular basis.

EXAMPLES OF DUTIES (This is a general description of duties and is not all-inclusive)

• Functions within the scope of care as defined by state, regional, and local regulatory agencies
• Provide outstanding customer service while performing assigned duties, including interpreting and conveying information throughout the Waterpark
• Ability to open/maintain an airway, administer CPR, control hemorrhage, bandage wounds, immobilize extremities, administer oxygen, and other duties within the scope of practice
• Respond to emergencies in a timely and safe manner
• Recognize hazardous situations and contain area until help arrives
• Produce competent reports of incidents and injuries
• Provide public security services during the course of the day and for Admin at closing
• Uphold all rules and regulations of the Waterpark
• Maintain a high degree of confidentiality, professionalism, and integrity while performing all aspects of assigned responsibilities
• Attend training and staff meetings as assigned
• Assist other City departments in the event of major emergencies
• Perform other duties as assigned

The position is supervised by the Waterpark Operations Manager and/or Recreation Supervisor

MINIMUM QUALIFICATIONS

• Must be 18 years or older
• Possess E.M.T. certification with experience in the field, and submit verification upon hire
• Possess excellent communication skills, both written and oral
• Ability to establish and maintain productive relations and positive attitude with and toward others
• Possess good organizational skills and be able to multi-task
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals

THE POSITION:

Under immediate, then as proficiency increases, general supervision of a Field Training Officer, Police Sergeant or higher ranking official, incumbents in this classification perform and document varied law enforcement assignments through working assigned shifts in patrol or on specialty assignments and participating in training; perform related work as required.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Patrol:

• Respond to emergency calls; administer first aide.
• Investigate reported crimes, suspicious activity, and traffic accidents.
• Investigate unattended deaths.
• Conduct the collection and preservation of evidence at crime scenes.
• Patrol assigned sectors in a marked vehicle to provide preventive and enforcement action.
• Assist citizens in distress and provide information regarding police function/operations.
• Quell domestic disturbances and other disputes.
• Initiate suspicious person contacts and conduct field interrogations.
• Locate and apprehend persons for violations of statutes; arrange for booking, detention, and disposition of arrestees.
• Provide crowd, riot, and traffic control.
• Write reports which are accurate, clear, and concise.
• Testify in court.
• Respond to citizen inquiries and complaints both in an office environment and while on patrol.

• Traffic:

• Perform selective enforcement of traffic violations at identified problem areas; use LIDAR, or other designated equipment.
• Conduct post storage hearings on towed vehicles and review complaints related to towing company activities.
• Author collision reports.
• Conduct investigations for hit and run, injury, and fatal accidents including accident reconstruction.
• Plan, coordinate, and supervise special event traffic control.
• Advise and consult with City personnel on traffic issues.
• Present lectures and discussions to high school students.
• Conduct training for officers on changes in traffic law and reporting techniques.
• Conduct inspections of commercial vehicles for safety, weight, size, and load violations.

• School Resource:

• Investigate and apprehend persons who commit crimes on campus.
• Monitor gang activity as it related to criminal activity both on and off campus.
• Monitor bus stop and other campus areas where potential or ongoing problems exist.
• Act as the liaison between school staff and police department.
• Conduct formal presentations for students and staff; engage in informal discussions of law enforcement with students and staff.
• Coordinate and supervise security at school activities. Refer students to appropriate agencies for assistance.
• Coordinate and implement school fingerprinting program.
• Make home visits to truants; counsel students on minor law infractions.

• Investigations:

• Investigate aggravated, serial, or major crimes; follow up on cases initiated by Patrol.
• Develop leads through informants, police sources, citizens, and/or evidence.
• Interview witnesses; interrogate suspects.
• Collect, preserve, and arrange for proper identification of evidence.
• Prepare and serve search and arrest warrants; conduct search and seizure assignments.
• Review reports for trends; identify suspects and crime patterns.
• Work with the District Attorney in reviewing and preparing cases for court.

POSITION

The City of Daly City is looking for people interested in working 10-20 hours per week in a variety of settings selected by the Department of Library and Recreation Services. Our current openings are in the Recreation Division and may be in the areas of the Afterschool Youth Recreation Program, Aquatics Program or Facility Attendant. This position will report directly to the Recreation Program Coordinator or Recreation Program Supervisor and will work various hours throughout the week, including evenings and weekends

DEFINITION

Under general supervision, a Recreator III independently performs assigned tasks which serve the public use of municipal recreation facilities and other duties as required.

EXAMPLES OF DUTIES

Open and close facilities following established guidelines, set up equipment needed for facility programs, perform routine maintenance and cleanup for assigned facilities, collect fees for facility use, maintain order and discipline in assigned facilities and programs by enforcing City and Departmental policies, may facilitate in assigned program areas, may supervise other part-time staff, volunteers, or court workers as assigned, and maintain accurate records and reports. May include specific assignments such as senior swim instructor, senior lifeguard, facility attendant and assisting with after school or summer programs. Other duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: General facility operations, intermediate lesson instruction techniques for assigned area, and safety practices for assigned programs.

Ability to: Follow written and oral instructions, meet and communicate effectively with members of the public, carry out assignments requiring average physical strength such as setting up tables and chairs, learn and progress in this position, direct others, understand and enforce written and oral rules, regulations and policies, solve minor disciplinary problems, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience: A minimum of two years working or volunteering with people in a customer service position.

Education: Graduation from high school or equivalent.

License: Possession of a valid Class C California Driver’s License is desirable.

Certification:  Possession of an American Red Cross Lifeguard Certification is required to work in the Aquatics area as a lifeguard.  Possession of an American Red Cross Water Safety Instructor Certification is desirable to work in the Aquatics area as swim instructor.

Emphasis One: FACILITY ATTENDANT:

Examples of Duties:

Responsible for overseeing facilities and parks during reservations, programs, and activities. Supervise facility events; ensure facility is set-up according to event requirements including all official city supported meetings/special events. Check condition of amenities and ensure cleanup requirements are met by renters. Educate public of Recreation Division classes, programs, activities, and events. Monitor youth sports programs within the facilities; address participant and parent concerns; provide lead direction to sports officials. Routinely adhere to and maintain a positive attitude toward City and Department goals.

Knowledge Of:

Basic office/customer service skills (answering phone calls, talking to patrons etc.)

Emphasis Two: LIFEGUARD:

Example of Duties:

Educate patrons in water safety, provide patrons with a safe aquatic environment, perform lifeguard secondary duties, and instruct swim lessons. Promote aquatic programs, assisting senior guard, and aquatics assistant. Conduct rescue operations and administer CPR and First Aid. Direct communication and contact with swimmers and the public.

Knowledge of:

Basic child guidance principles and practices. General techniques of various swim strokes.

Ability to:

Be active, lift and/or carry equipment and supplies. Work in a leadership role with children and adults

Emphasis Three: YOUTH PROGRAM LEADER:

Examples of Duties:

Assists in preparing instructional, craft, and other materials; participates in, and encourages, play activities with the children; may assist in providing tutorial and/or remedial activities in small groups. Provides support duties for child development services in Youth Services programs; prepares and serves snacks based on established guidelines; performs clean-up and food storage duties. Assists with maintaining required and appropriate documentation; including observation notes, logs, and other records. May participate in public relations, outreach, and community education activities. Attends staff training, workshops, and courses as directed by supervisor

Knowledge of:

Ongoing programs and upcoming events. Child development services, operations, and activities. Basic computer applications such as word processing and databases

Ability to:

Work well with children. Able to provide encouragement for participation in programs.

Emphasis Four:  OLDER ADULT VOLUNTEER & PROGRAM SUPPORT

Examples of Duties:

Assists in daily operation of Doelger Senior Center supporting volunteers and programs.  Contributes to welcoming and safe environment, able to respectfully set boundaries.  May participate in community outreach and education efforts.  Attends trainings as directed by supervisor.

Knowledge of: 

Superior customer service; basic office procedures; Microsoft Office (Outlook, Word, Excel, PowerPoint, Publisher); volunteer management and Registration management applications; and programs and service providers for older adults.

Ability to:

Communicate effectively verbally and in writing; maintain confidential records; work well with older adults (50+); organize schedules; meet deadlines; learn on the job; collaborate with patrons, volunteers and colleagues across City departments.  Fluency in Spanish, Cantonese or Tagalog a plus.

    • POST Entry-Level Law Enforcement Test Battery (PELLETB): Minimum passing score of 49.
