The Parks, Recreation & Community Services Manager – Senior Services is responsible for leading the operations, programs, services, and community engagement efforts that support Redwood City’s older adult population. This position oversees a broad range of senior services, including recreation programming, wellness initiatives, social services coordination, special events, facility operations, partnerships, and community outreach, while helping ensure the City’s brand new 45,000 square foot senior center continues to be a welcoming, active, inclusive, and responsive community space.

This role provides leadership and oversight for the day-to-day operations of senior services programs and facilities, including staff supervision, budget administration, program development, strategic planning, contract management, and customer service delivery. The Manager works collaboratively across City departments and with community organizations, regional agencies, volunteers, and service providers to support programs and services that enhance quality of life, social connection, health, and lifelong learning opportunities for older adults.

The Manager also serves as a key liaison to community stakeholders and the Senior Affairs commission, helps guide long-range planning efforts related to aging services and ensures programs and services reflect the evolving needs of Redwood City’s diverse senior community. Responsibilities include overseeing operational logistics, evaluating program effectiveness, supporting staff development, and maintaining strong partnerships that advance the City’s commitment to accessible and high-quality community services.

San Mateo County Health is seeking well-qualified individuals for the position of Public Authority Payroll/Personnel Services Specialist. The current vacancy is in the Public Authority.  NOTE: This is not a County position.

This is a full-time position working Monday–Friday. A hybrid schedule may be available; however, approximately four on-site workdays per week are anticipated based on operational needs and County requirements. The position is currently located in San Mateo, CA, but will relocate to South San Francisco, CA, planned for December 2026. This role requires travel throughout the County and periodic travel within the State of California.

Public Authority
The Public Authority (PA) was established by the San Mateo County Board of Supervisors in 1993 for the purpose of administering the provider components of the County of San Mateo's In-Home Supportive Services (IHSS) program. The IHSS Program provides homecare services to Medi-Cal eligible individuals who are aged, blind or disabled to assist them to remain safely in their homes as an alternative to out-of-home care. The Public Authority provides personnel and payroll services for IHSS caregivers, and Registry caregiver services for IHSS recipients.
  
 The Public Authority Payroll/Personnel Services Specialist duties include:

• Performing technical and specialized office support work, relating specifically to employer-of-record, payroll, and benefits administration, which may require the use of independent judgment and the application of technical skills.
• Serving as Officer of the Day according to an established schedule.
• Performing related duties as assigned.

 

The ideal candidate will possess the following:

• Written and Verbal Communication Skills in Spanish and English – Guide sensitive conversations with caregivers regarding payroll-related issues in person, over the phone, or via email.
• Public Speaking – Present program information during new caregiver orientation.
• Organizational Skills - Maintain a caseload and provide payroll, benefit, and personnel services for caregivers. Maintain case notes on work performed.
• Interpersonal Skills – Manage a high call volume and support lobby visitors with responsiveness and efficiency. Build cohesive working relationships with program staff within Aging and Disability Services. Strong customer service skills.
• Judgement and Decision Making - Perform quality assurance oversight on payroll, case, and provider management activities and make appropriate referrals to the Program Integrity Unit. Evaluate timesheet errors and manage corrections according to State program regulations.
• Basic Business Data Processing – Create and/or update caregiver profiles in the State’s computer system.
• Experience with Microsoft Office – Maintain Outlook calendar, communicate with staff via Teams, create and edit Excel spreadsheets to log and track phone calls/messages.
• Administrative - Accurately process and scan documents. Ability to utilize multiple IT systems seamlessly.
• Collaboration and Teamwork – Work collaboratively with program staff, caregivers, and community partners to ensure efficient service delivery and maintain positive working relationships across teams.

Qualifications

Education and Experience:

Payroll/Personnel Coordinator II: One year of journey level general or fiscal office support experience which has included payroll or personnel assistance OR two years of general clerical or office assistant experience.
 

Knowledge of:

• Methods and practices related to payroll and personnel processes in a complex, public agency.

THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. The Director will offer recommendations and solutions to the City Manager and will advise the City Council on long-term financial planning on policy matters. Working collaboratively with other members of the executive team and staff, the Director will take a proactive approach to identifying opportunities for new ideas, creativity, innovation, and technological advances. In addition, the Director will foster a team approach of customer service and problem solving as well as a culture that accepts and embraces change. Exceptional communication skills and a strong desire to provide superior services to both internal and external customers are critical. MINIMUM QUALIFICATIONS

In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and completion of 60 college semester or 90 quarter units in business administration, public administration, criminal justice or a related field; may substitute experience on a year-for-year basis for education; and five (5) years increasingly responsible experience in a public safety communications center, one of which must have been at the supervisory level or administrative capacity and two years of experience directly related to emergency dispatching.

San Mateo County Health’s Behavioral Health and Recovery Services Division (BHRS) is excited to launch a new and innovative role supporting individuals newly eligible for services under Senate Bill (SB) 43.  This position is part of a brand-new team created specifically to serve a historically underserved population, expanding access to care for individuals with severe mental illness (SMI) and/or severe substance use disordered (SUD). 

This role offers a unique opportunity to help shape how SB43 is implemented locally, from building systems and partnerships to developing policies, procedures and outcome measures that will define success for this pilot program and beyond. 

The SB43 Program Specialist will work collaboratively with the Facilities Utilization Management, Collaborative Care teams and partners across San Mateo County Health, including Aging and Disability Services, San Mateo Medical Center and regional hospitals and licensed facilities. This position requires strong clinical judgement, systems thinking and the ability to build trust across disciplines and organizations.

There is currently one vacancy for this program.  The position is based in San Mateo, with travel throughout the county and greater Bay Area as needed.

About SB43

Senate Bill (SB) 43 expands the definition of Grave Disability, one of the criteria used to place individuals on involuntary holds. 

Under SB43:

• Severe substance use disorder is added as a qualifying condition.
• Inability to provide for personal safety or necessary medical care is included as a criterion.

• Individuals may be considered gravely disabled when a mental health disorder and/or severe substance use disorder prevents them from meeting basic survival needs, such as maintaining housing or adequate nutrition. 

This legislation enables earlier intervention and expanded pathways to care for individuals who previously fell outside the system, requiring counties to build new processes, partnerships and clinical approaches to serve this population effectively and compassionately. 

Key Responsibilities 

The SB43 Program Specialist may be responsible for, but not limited to, the following: 

Clinical Care & Coordination

• Conduct regular visits to in-county and out-of-county (OOC) facilities to review cases and assess appropriate Level of Care (LOC)
• Meet with facility staff and clients to support engagement, transitions and treatment planning
• Participate in treatment reviews and provide clinical recommendations, including individualized behavior plans
• Initiate and coordinate case conferences for high-utilizing clients complex needs

Serve as a clinical resource related to substance use disorder and severe mental illness 

Systems Building and Collaboration

• Build and maintain strong relationships with hospitals, licensed facilities and contracted providers within and outside San Mateo County
• Act as primary liaison between BHRS, San Mateo Medical Center, Aging and Disability Services and partner hospitals
• with the SMMC, BHRS and AAS to facilitate and coordinate appropriate level of care and placement
• Participate regularly in multidisciplinary team meetings, hospital coordination meetings and SB43 meetings
• Facilitate planning groups to address SB43 implementation priorities and emerging system needs

Program Development and Oversight

• Contribute to the development, refinement and implementation of SB43 policies and procedures
• Identify Service gaps, system challenges and operational shortfalls, and support solutions in collaboration with partners

• Assist with monitoring and consulting with in-county and OOC contract providers
• Train facilities on new SB43 placement criteria and compliance requirements
• Develop, update and maintain an electronic facility database to support data tracking and outcomes analysis

Leadership and Support

• Participating in required leadership meetings
• Providing coverage and support for other supervisors as needed
• Provide clinical supervision and training to interdisciplinary staff as needed
• Apply basic knowledge of Listen, Empathize, Agree, and Partner (LEAP) Methodology and other engagement strategies to support client-centered care

• Relevant post-licensure clinical experience (ideally two or more years) providing direct mental health services (desirable but not required)

The Department

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, and park planning.

The Position

The primary focus of the Park Ranger/Naturalist is to enhance park safety and visitor experience through consistent patrol, community engagement, and responsive customer service. Additionally, the incumbent may conduct natural resource protection and environmental education programs.

The City of San Mateo Public Works Department is seeking a Traffic and Lighting Technician

The Department

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. A key player on this team is the Traffic and Lighting Technician. The Position

The Traffic and Lighting Technician performs skilled electrical and mechanical work in the maintenance and repair of traffic control signage, traffic signal equipment, and street lights; and guides the work of and trains other maintenance personnel, and performs related work as required.  Duties may include, but are not limited to, the following:

• Guide and participate in the work of other maintenance personnel.  Ability to set-up work zone safety and prepare traffic control work plans.
• Inspect, install, remove, and repair signal controls and auxiliary equipment such as light standards, control boxes, light fixtures, lamps, and circuitry; diagnose malfunctions; adjust and replace electronic and mechanical components.
• Inspect, install, remove and repair street lights and auxiliary equipment.
• Repair, replace or modify electric and electronic components, controllers, relays, switches, fuses, timers and other parts; design and construct special test equipment for shop testing of electronic components.
• Investigate complaints and reports of signal and traffic light malfunctions; adjust, repair or remove defective equipment; make field repairs of damaged equipment.
• Identify, locate and indicate with appropriate identification markers underground utilities (USA); respond to USA work orders within regulatory requirements; and document services accordingly.
• Be available for standby assignments in accordance with Department policies and procedures.
• Assist in the design of electrical circuits and systems for street lighting and traffic signals.
• Inspect the work of contractors during the course of construction and upon completion.
• Monitor traffic control computer and make adjustments as necessary.

The Traffic and Lighting Technician receives general direction from the Field Maintenance Manager and direct supervision from a Public Works Supervisor or higher level department staff and may exercise technical or functional direction over and provide work review to a Traffic Safety Worker or Maintenance Worker I/II.
