Are you an experienced emergency management professional ready to lead critical preparedness initiatives for one of California’s largest water agencies? Valley Water is seeking a dynamic and strategic Supervising Program Administrator (SPA) to lead our Office of Emergency Services (OES).

This position plays a key leadership role in overseeing the day-to-day operations of the OES unit and advancing Valley Water’s readiness, response, and recovery capabilities. Reporting to the Assistant Officer of Emergency, Safety & Security, the SPA will supervise two Senior Management Analysts and contracted staff while managing a wide range of emergency management programs and projects.

The SPA is responsible for developing, maintaining, and implementing essential planning documents—including the Emergency Operations Plan, Business Continuity Plan, and the Hazard Mitigation Plan—as well as overseeing the agency-wide Emergency Steering Committee. The ideal candidate brings strong leadership, program management, and coordination skills, with a solid background in emergency planning, stakeholder engagement, and strategic implementation.

Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. Key Responsibilities include, but are not limited to:

• Emergency Planning & Coordination:
  1. Lead development and maintenance of key planning documents including the Emergency Operations Plan (EOP), Hazard Mitigation Plan (in collaboration with Santa Clara County/FEMA), and Business Continuity Plans.
  2. Oversee and support emergency action planning, training, and exercise programs.
• Leadership & Supervision:
  1. Supervise OES team members, including two Senior Management Analysts and contracted staff.
  2. Develop and implement work plans, conduct performance reviews, and ensure accountability in alignment with Valley Water’s strategic goals.
• EOC Readiness & Operations:
  1. Serve in a key leadership role during emergency operations, including EOC Coordinator and Planning & Intelligence (P&I) Chief functions.
  2. Ensure ongoing preparedness and operational capability of the Emergency Operations Center.
• Strategic and External Engagement:
  1. Deploy the OES Strategic Plan and support continuous improvement of emergency management programs.
  2. Act as a liaison between Valley Water and internal/external emergency response partners, including local, state, and federal agencies.

Ideal Training and Education:

Office of Emergency Services Unit (Position Code 771) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).

The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment. 
• Collaborate with business units and solution providers to provide optimal security measures and achieve a balance between sustaining business operations and achieving security compliance.
• Coordinate with stakeholders within the City and partners/vendors outside of the City to ensure information and systems meet the City’s standards for threat identification, protection, and risk detection.
• Develop, operationalize, and enhance the City’s cybersecurity strategic plan, programs, policies, and architecture, including vulnerability, risk, and threat management programs through remediation.
• Conduct training programs to educate City personnel on relevant security best practices, foster diligence, and ensure compliance.

• Provide expert guidance on regulations and standards (FISMA, FedRAMP, CJIS, PCI-DSS, HIPAA, etc.) the City must meet in providing municipal services, as well as security frameworks (NIST, ISO, IEEE, etc.) to shape City operations.
• Oversee and lead incident management/response processes in coordination with City departments to respond and recover from incidents.
• Resolve security-related audits in partnership with City staff.
• Ensure comprehensive security strategies align with resilience plans and emergency management exercises.
• Oversee vendor relationships and manage the City’s procurement and utilization of cybersecurity products and services across departments.
• Lead the annual Cybersecurity Assessment of the City’s technology infrastructure.
• Provide strategic and operational leadership to address cybersecurity in the City’s emerging Internet-of-Things, smart communities, privacy, and equity through data initiatives. 
• Collaborate with the Digital Privacy Officer to address privacy challenges emerging from new technologies, including AI. 
• Implement governance policies to ensure responsible AI usage across the organization, aligning with ethical standards and risk management protocols. 
• Support the GovAI Coalition’s initiatives to promote responsible and safe use of AI in government.

The Position
This announcement is for two (2) positions as described below: 

Department of Public Works
The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (lead and support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City.
The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e., signals, warning beacons, regulatory signage, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements.
 
The division also focuses on multi-modal planning and implementation related explicitly to the goals and projects included with the City’s Bicycle Plan, Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, traffic control device operations, and project management and delivery is essential to success in this position.

Under direct supervision of the Transportation Manager, the Senior Civil Engineer performs the following duties:

• Prepare and manage the preparation of preliminary, final design, and contract documents (plans, specifications, and cost estimates)
• Implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy, and Vision Zero);
• Conduct studies and analyses of traffic engineering projects or problems, and prepares technical reports; 
• Coordinate engineering activities with other City departments and other public agencies in the transportation related matters;
• Track and manage project budgets; 
• Manage operation of City traffic signals, intelligent transportation systems, and traffic control devices.
• Develop and review traffic signal timing parameters and coordination timing plans;
• Supervise, train, and support associate engineers; 
• Check plans submitted by private engineers and other public agencies for compliance with City standards related to public transportation facilities and infrastructure;
• Prepare and administer grant funding applications and reports 
• Conduct field and office work, 
• Supports the City’s Bicycle and Pedestrian Advisory Committee; and
• Work with the public and consultants on various projects and transportation related inquiries. 

Water and Sewer Utilities Department
Santa Clara Water & Sewer Utilities' mission is to provide customers a dependable supply of safe, potable water, environmentally-sound wastewater collection, treatment, and disposal. Furthermore, recycled water is offered for approved uses including irrigation and industrial processes, where available. Programs and services are designed and implemented with economic and environmental benefits in mind. The City of Santa Clara's Water and Sewer Utilities Department seeks an experienced Senior Civil Engineer with excellent project management skills; strong oral and written communication skills; and a proven track record of designing and delivering utility projects and administering consultant and construction contracts.  The qualified candidate will have experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public. The Senior Civil Engineer delivers projects with widely varied scopes, from small, customer-focused, residential projects, to large, high-profile capital improvements with City and Region-wide implications for the delivery of services well into the future.
 
Under direct supervision, the Senior Civil Engineer performs the following duties:

• Perform high-level, fast paced engineering work relating to the permitting, design and construction of water, sewer, and other utilities projects within the City.
• Review proposed public and/or commercial utilities projects for compliance with City, County, State and Federal government construction and environmental standards, design criteria, rules and regulations.
• Be a part of a dynamic small team of engineering professionals, working on delivering projects in the Water, Sewer, and Recycled Water Utilities through their entire project life cycle, including research and design, plan review, construction, operation and maintenance.
• Assist the Principal Engineer in the planning, organizing and management of the work of the Utilities Engineering Division.
• Perform technical and administrative tasks and exercise a high degree of   independent judgment and decision making in resolving problems.

Typical Duties

 

Duties include, but are not limited to the following:

Under general supervision:
• Conduct studies and analyses of engineering projects or problems, and prepares technical reports on matters of public interest, including City infrastructure and transportation planning activities, public works maintenance programs, public works projects and other municipal or public facilities (e.g., storm drains and sanitary sewer systems, urban roadways, bridges, traffic and transportation system, and  public buildings)
• Prepare and manage the preparation of preliminary, final design, and contract documents (plans, specifications, and cost estimates) for a wide variety of municipal public works projects such as those described above
• May assist with the department’s annual and five-year capital improvement budgets and the operating budget
• Update the City Standard Specifications, Standard Details, and Design Criteria
• Supervise the management and maintenance of engineering records and drawings
• Prepare and administer grant funding applications and reports
• Oversee inspection and testing of public works projects and Encroachment Permit projects
• May manage the City’s Federal Emergency Management Agency (FEMA) Community Rating System (CRS) Program
• May manage operation of City traffic signals and transportation systems
• Provide construction management, construction contract administration, and consultant contract administration for public works projects
•  May prepare or review for adequacy work necessary to accomplish assessment districts

• Direct and coordinate land surveying activities
• Write, review and edit City Council agenda reports and engineering reports
• Prepare and check subdivision maps, easement documents, and other title documents
• Calculate and collect development fees
• Manage the City’s Encroachment Permits Program
• Review and write conditions of approval for proposed development
• Provide technical information to other City departments and to the general public
• Represent the Department in community, other public agency and professional meetings
• Act as a Principal Engineer or Traffic Engineer in his/her absence

Minimum Qualifications

 

EDUCATION AND EXPERIENCE
Minimum Qualifications
• A Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology (ABET)
• Five (5) years of progressively responsible experience in civil engineering office and field work performing professional level engineering work, and

Possible Substitutions
• A Master's Degree in any branch of Civil Engineering from an accredited college or university may be substituted for one (1) year of experience

LICENSES& CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment
• Other licenses and certificates directly related to the Civil Engineering field (e.g. Geotechnical Engineer, Traffic Engineer, Structural Engineer, Land Surveyor, Qualified Storm Water Pollution Prevention Plan Developer (QSD), Qualified Storm Water Pollution Prevention Plan Practitioner (QSP))is desirable
• Current city employees appointed to Senior Civil Engineer prior to September 1, 2015 are waived of the required Registration as a Civil Engineer in the State of California

The Mountains Recreation and Conservation Authority is recruiting for an Administrative
Assistant to provide general supportive and administrative assistance to the Chief of
Developed Resources and other Developed Resources Division personnel, who

This is a full-time, non-exempt, at-will position.

Supervision

This position reports to the Chief of Developed Resources. Assorted tasks may be
supervised by other division staff. The position supervises no other staff and generally
works independently but in frequent communication with coworkers and supervisors.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of

• Assist and execute projects assigned by the Chief of Developed Resources

THE POSITION

Tri-City looking to fill a unique opportunity for Clinical Supervisor I/II who oversees our Internship Program within our Wellness Center. The Clinical Supervisor I position will report to the Wellness Center Manager and will provide administrative and clinical supervision for 4-8 interns year-round. 

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Coordinate and oversee the operational activities as they pertain to the Master of Social Work (MSW) Student Internship Program;

Working Conditions:  This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  The selected individuals will be required to work a minimum of three days on-site per week, and assignments may vary between field and office work. Field work is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. Wages

The range of hourly rates for a Project Analyst II is $27.27 to $33.15.

The range of hourly rates for a Project Analyst III is $30.57 to $37.15.

Classification Level

The selected candidate may be hired as a Project Analyst II or Project Analyst III, depending on experience. A Project Analyst II will perform the functions with a moderate level of supervision, making some judgments independently, and regular check-ins for guidance and task prioritization. A Project Analyst III will perform the functions with a low level of supervision and less frequent check-ins to verify tasks and decision support. Ideal Knowledge:

• EEO practices and programs in a public sector environment.

Ideal Training and Education:
Equivalent to graduation from an accredited four-year college or university with major coursework in human resources management, organizational development, industrial or organizational psychology, public or business administration, or a related field.
 
Substitution
Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years. 

 

Required License or Certificate Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.
 
Possession of HR Certificate and/or SHRM certificate is a plus.

Labor Relations & Equal Employment Unit (Position Code 16)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
