The City of Foster City is seeking energetic, self-motivated, and organized candidates for the Deputy City Clerk position in the Communications/City Clerk Department. This is an excellent opportunity for someone seeking variety and challenges in a fast-paced environment while providing quality service to the community with a dynamic team. 

This management level position assists the Communications Director/City Clerk in City Council agenda management, the administration of municipal elections and FPPC reporting, organizing responses to Public Records Act requests, executing post City Council meeting follow up, including processing of Council actions and agreements, coordinating the City-wide records management program, and budget operations. The Deputy City Clerk may also provide general support to the Communications Division with public engagement/outreach efforts. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of the twelfth (12th) grade supplemented by course work in public administration or a closely related field.

Experience: Five (5) years of increasingly responsible clerical experience in a municipal organization of which at least two years have involved providing administrative office support services at the division or departmental level in a public agency.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Communications/City Clerk department will make the hiring decision.

Challenging aspects of the job: As a Food Service Worker within the Sheriff’s Office, you will be working in a restrictive environment inside a correctional facility that serves the incarcerated population. You must be able to handle multiple duties at one time, meet tight deadlines, drive a large truck, trouble shoot issues that arise, work independently, and ensure careful delivery of meals between correctional facilities.
   
The ideal candidate will possess the following:

• Food Handling Skills: One year of experience preparing and serving food. Possession of a valid ServSafe Food Handler Certification from the National Restaurant Association.
• Food Safety and Sanitation: Demonstrated understanding and adherence to proper food handling, hygiene, and safety protocols. Awareness of the general food safety and sanitation codes and standards.
• Time Management: Efficiently manage time to coordinate the preparation and cooking of multiple dishes simultaneously. Prioritize tasks in alignment with established procedures and manage time efficiently to meet deadlines while following protocols. Ability to be at your workstation on time.
• Customer Service: Prioritize and handle tasks that directly contribute to delivering excellent service throughout Food Service Unit operations. Ability to make decisions that lead to appropriate resolution of an issue. Ability to communicate effectively with colleagues and those outside the department.
• Teamwork: Collaboration with other food service staff to ensure smooth operations and timely service.
• Stress Management: Ability to handle high-pressure situations, such as changes in assignments and unexpected issues in a correctional food service environment.
• Technical Proficiency: Skilled in effectively using and navigating various computer systems, software applications, and technology tools. Proficiency in Microsoft Office and nutrition management.
• Flexibility: Ability to work a flexible schedule as the Food Service Unit operates 7 days a week from 6:30 am to 7 pm year-round. This position may require you to work evenings, nights, weekends, holidays and/or other shift work.

Additionally, the ideal candidate for the Sheriff’s Office will possess a California Class C or Class A license, have a clean driving record, and be comfortable working alongside incarcerated individuals. Fluency in Spanish, Tagalog, Mandarin, Cantonese, Russian (speak, read, write) is highly desired but not required.
  
Candidates chosen for these positions must successfully pass a background investigation in order to work in a locked facility around incarcerated persons. Felony and misdemeanor convictions may be disqualifying depending on type, number, severity, and recency.  
   
The San Mateo County Sheriff’s Office currently has one regular full-time vacancies with additional vacancies expected. The appointment may be made at either the Food Service Worker I or II level, depending on the qualifications of the successful candidate(s) and the needs of the department.
  
As a Food Service Worker with the Sheriff’s Office you will be responsible for:

• Directing the work of incarcerated individuals who are assigned to clean and prepare food or assist in related routine tasks defined by supervisors at specific facilities assisting Cooks in the preparation of meals.
• Driving a large or small truck to deliver food and supplies and maintaining basic records related to vehicle use such as mileage and service reports.
• Preparing food for cooking by peeling, cutting, or slicing.
• Preparing salads, sandwiches, beverages, and simple desserts.
• Setting up tray lines and/or individual trays.
• Maintaining safety and security of equipment and addressing issues that arise.
• Overseeing the activities of the dish room, including ensuring chemicals are ordered, monitoring the PH and temperatures of the equipment, and preparing daily items such as dishes, pots, pans, containers, carts, and equipment.
• Cleaning facilities including sweeping, mopping, and sanitizing work areas such as floors, storage spaces, trucks and emptying garbage cans.
• Assisting with deliverables including signing for, bringing in, and/or storing items.
• Performing basic office tasks such as answering phones, working with computers, and paperwork.
• Following Food Service Unit policy and procedures including arriving to work on time, submitting personal timecard and assisting in following up on requests in a timely matter.
• Performing related duties as assigned.

Qualifications

Education and Experience:

Food Service Worker I ($30.86 - $34.47 / hourly) is the entry/trainee level position. Initially under close supervision, incumbents learn a full range of Food Service Worker duties. As experience is gained there is greater independence of action within established guidelines. This classification is flexibly staffed with Food Service Worker II and incumbents may advance to the next level after gaining experience and demonstrating proficiencies which meet the higher-level qualifications.
  
Food Service Worker II ($32.50 - $36.35 / hourly) is the journey level position. Under general supervision, incumbents independently perform a variety of responsible food service duties. Incumbents work under specified guidelines and supervisors are available in non-routine circumstances. Specific duties may vary from position to position.
 
Knowledge of:

• Basic kitchen cleaning and sanitation methods.
• Operation and care of kitchen equipment.
• Proper lifting techniques.

Skill/Ability to:

• Prepare simple foods and beverages.
• Interact cooperatively with others including staff, patients, inmates and members of the public.
• Work rapidly under pressure.

GENERAL INFO 

Under general supervision, the Recreation Leader I/II provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the facilities are clean, safe, and operational while delivering excellent customer service. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration, and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field. The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team (PERT), the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), and Homeless Engagement Assessment Linkage (HEAL) team.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.

Services provided include supervising mental health clinicians working in tandem with city law enforcement for behavioral health crises and/or homeless outreach mental health programs throughout the county, supervising the program specialist for the Crisis and Outreach Team, and conducting trainings and presentations for various partner agencies and the community.

The teams include psychiatrist, social workers, marriage and family therapists, SUD case manager, mental health counselor, and community workers who are consumers or family members. The clinical teams may also work with clinical interns.

The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services (PES), homeless services providers, and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, EPIC and other tools or databases used by BHRS for information and charting.

• Collaborative experience or knowledge of the Criminal Justice system.

As the Supervising Mental Health Clinician, your responsibilities will include, but are not limited to, the following:

• Consulting with clinicians in the field to determine appropriate courses of action during active crises that may involve law enforcement.
• Tracking data for established and pilot programs and reporting these statistics to leadership.
• Facilitating regular meetings with clinicians and system partners collaborating with the Crisis and Outreach Team.
• Providing ongoing clinical training for field clinicians and law enforcement, including the Quarterly Crisis Intervention Training (CIT).
• Responding to active crisis scenes when required.
• Addressing and supporting requests for the deployment of the BHRS Crisis Response Team (CRT).
• Overseeing the daily operations of programs under the Crisis and Outreach umbrella.
• Performing all other duties or projects as assigned.

Qualifications

Licensure/Certification : Possession of a California license in at least one of the following: Clinical Psychology, Clinical Social Worker, or Marriage and Family Therapist.

Education and Experience: 

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

• A typical way to qualify is a Master's degree in a mental health specialty, such as social work or clinical counseling and two years of professional post-graduate experience in a mental health setting.

About the Position

This temporary position will work directly with the Recreation Supervisor-Special Events, assisting with the coordination, management, and implementation of special events operated by the City of San Carlos. This position will work evenings and weekends as needed from May – September 2026.

Essential Duties

• Assist with logistical elements of each event during the event-planning process, be onsite as needed during events for set-up, tear-down, problem-solving, and post-event tasks

As our Alert & Warning Coordinator, you will own this mission. You'll architect the systems, craft the protocols, and build the partnerships that ensure every resident – from Half Moon Bay to Redwood City, from tech executives to farmworkers – gets the information they need to prepare, survive, and recover.

WHAT YOU WILL ACTUALLY DO

Build & Innovate:

• Lead the implementation of the Five Elements Framework—an evidence-based framework developed with leading researchers – in all our alerts and warning initiatives.
• Design multilingual alert systems that reach every community, including those often left behind.
• Integrate cutting-edge technologies: IPAWS, Genasys Protect, AI-powered monitoring, and tools that don't exist yet.
• Develop dashboards and systems that give our partners real-time situational awareness.

Coordinate & Connect:

• Serve as the nexus point between local, state, and federal emergency communication systems.
• Coordinate with 20 cities, 18 unincorporated areas, fire districts, law enforcement, healthcare systems, and community organizations.
• Build relationships with trusted community messengers who can amplify our reach.
• Manage vendor relationships and contracts for emergency notification platforms.

Respond & Adapt:

• Maintain 24-hour readiness and participate in on-call rotation.
• Staff the Emergency Operations Center during activations—from Blue Sky preparedness to Dark Sky crisis.
• Lead after-action reviews that turn every incident into institutional learning.
• Troubleshoot systems under pressure when everything depends on them working.

WHO YOU ARE

• Bachelor's degree in emergency management, public administration, communications, or related field (Master's preferred but not required).
• 5+ years in program planning, emergency management, or crisis communications.
• FEMA ICS courses (100, 200, 700, 800) and IPAWS certification (IS-247, IS-251)—or willingness to complete.

The Technical Credentials:

• Deep knowledge of IPAWS protocols and alert & warning best practices.
• Fluency with emergency notification platforms, GIS, and communication technologies.
• Coding ability (Python, Java, or C++) to build tools, automate workflows, and solve problems.
• Understanding of radio communications systems and redundant infrastructure.

• Recreation Leader 1: Current high school student 
• Recreation Leader 2: High school graduate or current college student

Education and Training

• Experience in recreational activities, effective communication and interaction skills with youth, and ability to collaborate with staff. Must be at least 16 years old.
• Recreation leader 1 and 2: Students under the age of 18 are required to obtain a work permit from their school. 
• All staff 18+ are required to pass a fingerprint check submitted to the Department of Justice. 
• Sr. Recreation Leader: Sufficient education and experience to satisfactorily perform the duties of the classification.

GENERAL INFO 
 

Under general supervision, the Lifeguard/Swim Instructor I/II performs routine public contact and safety work in serving as a pool lifeguard. They also provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties relating to aquatics. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the health and safety of aquatic patrons, facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.  

UNIVERSAL POSITION DUTIES (Applicable to all roles; Illustrative Purposes Only) 

• Monitor the swimming pool and enforce safety regulations. 
• Assist with aquatics programs, special events, and facility upkeep. 
• Test and maintain pool water chemistry. 
• Set up and tear down for classes, programs, and events. 
• Lift and move up to 50 pounds regularly, and occasionally up to 100 pounds. 
• Work outdoors in sun, rain, or wind as needed. 

POSITION-SPECIFIC DUTIES 

LIFEGUARD (Illustrative Purposes Only) 

• Maintain a "rescue-ready" posture and scan assigned zones for drowning emergencies.

Minimum Qualifications:

• Skills: Swimming proficiency at American Red Cross Learn-to-Swim Level 4. 
• Preferred Certification: Water Safety Instructor 

LESSON MANAGER (Illustrative Purposes Only) 

• Oversee swim instructors and ensure consistent lesson delivery. 
• Arrive 30 minutes prior to and stay 30 minutes after swim lessons for setup and breakdown. 
• Assist with instructor training and safety drills. 
• Maintain and review lesson records to ensure program quality. 
• Perform facility upkeep and provide customer service. 

Minimum Qualifications: 

• All requirements from Swim Instructor, PLUS: 
  Experience: At least 6 months of experience as a Swim Instructor. 

POOL MANAGER -Weekends 

• Supervise lifeguards and enforce safety procedures. 
• Conduct lifeguard rotations and monitor staff performance. 
• Ensure staff maintain a “rescue-ready” posture and remain alert while on duty. 
• Assist in planning and leading weekly and monthly safety trainings.  
• Monitor pool chemicals and water quality. 
• Open, close, and secure facility as needed. 
• Provide customer service, event support, and light facility maintenance. 

Minimum Qualifications: 

• Minimum Age: 18 
• Experience: At least 6 months of experience as a lifeguard. 
• Preferred Certification: American Red Cross Lifeguard Instructor Certification. 

TOOLS & EQUIPMENT USED 

• Pool maintenance equipment, hand tools, and cleaning supplies.

WORKING CONDITIONS
