The Pacifica Police Department is responsible for all functions related to law enforcement and crime prevention and is made up of several divisions that carry out specialized duties to help the department perform as a cohesive whole. Those divisions are Field Services, Investigations, Communications and Records. The City of Pacifica Police Officers operate at the heart of the community, ensuring the safety of those who work, live, and visit the City. DEFINITION

Under general supervision, to promote community order, to protect life and property, to prevent crime, to maintain order, to enforce laws, ordinances, and constitutional mandates, to do investigative work in detection of crime, to perform public service tasks, while working varying hours and shifts, and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This is an entry level, sworn position serving the city of Pacifica maintaining and fostering high ethical, and professional standards within the police department and throughout the community.

Responsible for protecting life and property while enforcing the California Penal Code, California Vehicle Code and Pacifica Municipal Codes

SUPERVISION RECEIVED/EXECUTED

Receive general supervision from the Police Sergeant, Police Corporal, Police Captain and/or the Chief of Police.

ESSENTIAL FUNCTIONS - INCLUDING BUT ARE NOT LIMITED TO THE FOLLOWING:

• Protect life and property through patrolling assigned areas.
• To maintain law and order.
• Answer calls for service from citizens regarding criminal activity and other matters relating to the safety of the community.
• Investigate crimes through contact with victims, suspects, and witnesses collecting, processing, and storing evidence.
• Monitor traffic to prevent accidents.  Enforces Vehicle Code laws and promotes traffic movement throughout the city.
• Investigate traffic accidents.
• Issues citations or warnings as appropriate.
• Give assistance to the injured.
• Make arrests.
• Issue citations or warnings as appropriate.
• Guard prisoners.
• Question suspects.
• Note and report unsafe conditions.
• Prepare evidence and appear in court.
• Search for stolen property and lost persons.
• Give information to the public regarding laws, ordinances, traffic safety, directions, and available public services.
• Document activities with complete, clear, and concise written reports and correspondence.
• Interact with social agencies, schools, families and juveniles regarding juvenile matters.
• Assist citizens, give directions, and promote community relations.
• Maintain effective working relationships with other law enforcement agencies, employees, and the public.
• Maintain assigned equipment.
• Protect the life, property, public order, and constitutional rights of all community members.
• Adhere to the California Peace Officers Standards and Training Code of Ethics.
• Maintain a level of physical fitness which meets job requirements.

QUALIFICATIONS
 

Knowledge of

• Principles and practices of law enforcement services and program administration.
• Pertinent local, State and Federal rules, regulations, and laws.
• Criminal law as it relates to the apprehension, arrest, and prosecution of law violators and the collection of evidence.
• City of Pacifica streets, neighborhoods, and municipal code.
• Departmental policies and procedures
• Modern office procedures and computer equipment.
• Use of firearms and other modern police equipment and communications and information systems related to law enforcement.

EXPERIENCE AND TRAINING GUIDELINES

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

Experience: none
 

Training: High school graduate or equivalent qualification, and 30 semester units from an accredited college or university desired (not required)
 

Certification: Must pass a comprehensive physical examination, meeting the standards established by the California Commission on Peace Officers Standards & Training (POST)
 

License: Possession and maintenance of a California Class C driver’s license and have a satisfactory driving record.
 

Minimum requirements for lateral entry officers:

• Must meet all minimum requirements for entry level officer with the exception of written and agility examination requirements.
• Must possess a POST Basic Certificate.
• A minimum of one-year satisfactory past police patrol experience within the past three years.
• Must have no record of felony criminal convictions or misdemeanor convictions that could affect credibility as a witness in a court of law.
• Vision and hearing capabilities consistent with guidelines by POST and/or the City.
• Must be of good moral character to be determined by a thorough background investigation, which will be conducted under POST guidelines.

Physical Skills

Vision adequate to operate vehicles and equipment, read instructions and follow directions, read maps and small print, detect subtle shades of color; hearing adequate to distinguish mechanical noises, converse on radio, telephone and in person at distances of up to 50 feet, and detect unusual sounds; voice volume and speech clarity to command during an emergency; body mobility adequate to operate emergency equipment and perform required duties; stamina to perform administrative functions and to meet physical and mental demands during an emergency; use of hands and fingers adequate for operation of special equipment and weapons, writing, typing and computer related functions; ability to lift heavy equipment, as needed in emergency conditions.

Intermittently twist to reach equipment surrounding desk; perform simple and power grasping and fine manipulation; bend, squat and kneel during inspection of crime scene or conducting building searches; climb stairs and/or ladders while in the field; twist while making arrests; perform simple and power grasping, pushing, pulling, and fine manipulation; run and walk; use telephone, and communicate through written means; continuously wear utility belt and other police equipment of 30 pounds; and intermittently carry weight of 100 pounds or less.

ABOUT THE POSITION

The City of Redwood City Parks, Recreation & Community Services Department invites you to apply for the casual position of Building Attendant. This position requires daytime availability for four-to-six-hour shifts between the hours of 8am and 5pm. A person in this classification will work flexibly, up to 20 hours per week. Role description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations. The incumbent will either be assigned to work in the world class historic Cable Car Barn or the Mechanical Systems Program which manages SFMTA’s subway system, this includes the recently completed Central Subway extension project.

*Different shifts at the Mechanical Systems Program (MSP), various Subway Stations, and Cable Car (CC) Building, at 1201 Mason Street, San Francisco, CA 94108. Initial trainings may occur in shifts different than those listed below:

1. Transit CC (Grave, SUN-THU, 21:00-05:00 / 9:00pm-5:00am)
2. Transit CC (Grave, THU-MON, 21:00-05:00 / 9:00pm-5:00am)
3. Transit MSP (Grave, MON-FRI, 22:00-06:00 / 10:00pm-6:00am)
4. Transit CC (Day, FRI-TUE, 09:00-17:00 / 9:00am-5:00pm)

Essential functions of the class include:

• Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).
• Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.
• Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.
• Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.
• Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
• Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.
• Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
• Performs related duties as required.

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

How to qualify

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

SELECTION PROCEDURE:

Medical Examination/Drug Testing:
Candidates who are being considered for appointment for positions may be required to pass a medical examination. Candidates who cannot meet the medical requirement will be placed under waiver until this requirement is met. The medical examination will be administered only to those applicants who are being considered for appointment.

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7334 Stationary Engineer is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. San Mateo County Health's Behavioral Health and Recovery Services Division (BHRS) is seeking a well-qualified individual for the position of Occupational Therapist II - Therapeutic Day Schools.

 

The mental health Occupational Therapy within the Therapeutic Day Schools (TDS) program assists youth in acquiring skills needed to function in their life roles of student and worker. As the students in the TDS program progress toward graduation they are then linked with the Department of Rehabilitation for assessment and counseling for future placement. The Occupational Therapist also provides treatment through the use of arts and crafts activities. The focus of this "activity" based treatment is the development of pre-vocational skills: pro-social and task skills.

 

Occupation Therapy services in the TDS unit are provided in two general areas: direct and indirect services. These services function to prepare the young person for the roles of a student, performance of age-appropriate daily living behaviors and ultimately the transition to worker, college student, or vocational training.

 

The Occupational Therapy program addresses: independent living skills, pre-vocational skills, socialization skills, recreation and leisure activities, and transition activities as outlined in the students Individualized Education Plan (IEP).

 

The Therapeutic Day School unit is comprised of two separate school programs serving high school aged special education students in the Jefferson High School District, and South San Francisco Unified School District. Each TDS program is a collaboration between that designated high school district. TDS students are certified special education students who have been evaluated and determined in need of intensive mental health services in order to benefit from their education. The core staff is comprised of a multi-disciplinary team including both mental health and educational staff. The TDS program works in close collaboration with outside service providers such as probation, social services, education, Wrap- Around service providers and other mental health contract agencies.

 

The Therapeutic Day School BHRS Staff include a Clinical Services Manager (1), Supervising Mental Health Clinician (1), Psychiatric Social Workers / Marriage and Family Therapists (2), Creative Arts Therapist (1), Occupational Therapist (1), Psychiatrist (1) and Medical Office Assistant (1). District special education staff include the Special Education Director (1), Program Specialist (1), Special Education Teacher (1 or 2), and Teaching Associates (1 or 2).

 

The ideal candidates will have:

• Experience working with adolescents in a mental health setting
• Experience working on a multidisciplinary team
• Experience working with special education students and participating in the IEP process
• Familiarity with normal adolescent development
• Familiarity with psychiatric disorders as defined in the DSM V manual
• Ability to provide treatment to youth who have co-occurring substance use issues
• Ability to structure and effectively run activity-based groups with teenagers

 

Responsibilities will include:

• Assessment and development of a treatment plan that links to the BHRS client treatment plan.
• Coordinating and implementing the TDS program's Occupational Therapy program, including group treatment, individual treatment, linkage to various agencies, and consultation to staff and families.
• Continual evaluation of youth capacities and deficits, and the students' response to treatment including the measurement of change and development.
• Conduct assessments, share findings and make appropriate recommendations.
• Collaborate and coordinate with the multi-disciplinary team which includes special education staff and mental health staff in order to provide comprehensive treatment to youth in the TDS program.
• Participate in milieu therapy and enforce the behavior management system.
• Provide consultation and support to families and staff as needed.
• Provide education and training to staff as needed.
• Liaison with community agencies to assess, implement or coordinate services.
• Work closely with district vocational support staff to assist students in transitioning to the role of worker.
• Participate in Individual Education Plan (IEP) meetings by completing and monitoring progress of the Individualized Transition Plan (ITP).

 

Qualifications

Education and Experience: 

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Occupational Therapist II: One year of supervised experience in occupational therapy.

 Licensure/Certification: 

• Eligibility for or registration as an Occupational Therapist by the National Board for Certification in Occupational Therapy. Failure to obtain this licensure within twelve months of employment may result in termination.
• Possession of a Certificate of completion for a course in Basic Life Support as approved by the American Red Cross or American Heart Association; or must be obtained within six months of appointment.

The Position:
The Accountant performs professional work involved in first line supervision of accounting functions, complex account development, maintenance, modification, and reporting. Under direction, the position is responsible for applying generally accepted accounting principles to analyze, maintain, reconcile and verify a variety of budgetary, accounting and other fiscal records. The position supervises daily operations in a variety of functional accounting areas and maintains adequate oversight and internal controls over such operations. Public contact is extensive and involves staff at various levels within the organization, local government agencies and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions to a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue.
