The Department: 

The Community Development Department strives to enhance the community’s safety, welfare, quality of life, and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing. 

The Community Development Department consists of three divisions: Planning, Building, and Housing and Community Services. The Department guides the ongoing physical development of the community, which includes long range land use planning, review of new development proposals and construction to ensure that it conforms to the standards of the City and State and ensures the provision of affordable housing with the City of Santa Clara. The delivery of high-quality professional services, including the enhancement and streamlining of the development permit process, and forging partnerships to provide housing services to lower income members of the community, are primary objectives of the Department. The Department acts as an advisor to the City’s decision-makers in these areas and carries out the policies of the City Council. 

The Department demands for quality communications continues to increase, especially as the list of high visibility development projects grows in Santa Clara. The department is seeking a dedicated Communications Coordinator to handle outreach and engagement efforts and be a liaison to the City’s Communications Team.

The Position: 

The incumbent provides high-level public information and community outreach services that require in-depth knowledge of public sector communications, website content and graphic design, and experience in managing and implementing creative and innovative promotions and projects.

This role is essential to centralizing the department’s communication efforts and ensuring that both internal and public-facing messages are strategic, consistent, and impactful.
 
The Communications Coordinator will be housed in the Technology and Communications Team and will be supervised by the Assistant Director. The Communications Coordinator will work across all divisions and will not only help streamline communications related to key initiatives and projects but also serve as an internal consultant, helping staff develop clear, effective messaging across all channels. This will enable the department to better meet increasing demands from the City Manager’s Office for improved web content, newsletters, and outreach efforts, while also promoting the department’s key initiatives and projects to a broader audience.

Under general direction, the Communications Coordinator coordinates and maintains content on the Department's website and intranet; implements and supports internal and external communication efforts; and coordinates social media and video communication activities. Incumbents may function as a supervisor, or an individual contributor, depending on the department or assignment.

VTA’s Engineering and Program Delivery (EPD) Division is seeking a Senior Transportation Engineer for the Quality Assurance (QA) Group under the Technical Services Department.  

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. It is the responsibility of the QA Group to ensure the development of each project’s Contract-specific Quality Management Plan (CQMP) and to conduct audits and surveillances, based on the approved CQMPs, to monitor and assure effective implementation. The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired. 

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans (desired, not required).
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.

Technician position for the Radio Communications Shop. The Radio Communications shop maintains the communication system for the City of San José that is used by multiple departments, such as: Police, Fire, Department of Transportation, Parks Recreation Neighborhood Services (Park Rangers), and Public Works (Animal Care & Services). The City of San José public safety and city services depend upon the use of commercial radio communications equipment. For police officers and firefighters, radio communications are the primary means of communicating with the 9-1-1 dispatch center in performing their duties. These vast stand-alone radio systems with fault-tolerant designs are essential to providing the public with reliable emergency response services 24 hours a day, 365 days a year with demand for system survivability through any catastrophic event.

The key responsibilities of the Communications Technician may include:

• Install, maintain, and repair mobile and portable radios, base and control stations, microwave systems, dispatch consoles, voting receivers and comparators, digital Microwave system and P25 LMR systems.
• Respond to trouble reports, perform preventative maintenance and project assignments.
• Update technical documentation including wiring block assignments, as-built drawings of installed equipment at City radio sites, specialized vehicular installations, and diagrams of the City’s various communications systems.
• Provide recommendations for process improvement changes with the input of technical staff.
• Construct and/or modify communications equipment and perform research on new equipment.

COMMUNITY RESILIENCE COORDINATOR

$8,429.47 – $11,577.50 Monthly, Plus Excellent Benefits

The salary range listed above reflects the full compensation potential for this position. However, initial salary placement will typically be at the lower end of the range and will not exceed 97% of the range maximum. Placement within the range will be based on the candidate’s relevant experience and qualifications. Progression through the range may occur over time, subject to continued service, good performance evaluations, and the City’s administrative policies.

This is a grant funded position that is funded through February 4, 2029. 

Opportunity to work a 9/80 work schedule with every other Friday off.

This position is full-time on-site position that actively supports department operations.  

Future MOU salary increases: 2.5% on 7/1/27.

Under direct supervision of the Assistant City Administrator, the Community Resilience Coordinator will develop, implement and lead comprehensive local resilience vision, strategy and planning related to the community’s emergency preparedness and responsive programs. Emphasis will be placed on services and programs for populations that are more at-risk during disasters due to lack of resources and education. Additional responsibilities include developing solutions to reduce disaster risks, securing and managing mitigation grant funding, delivering community resilience education and training, and effectively engaging, partnering, and collaborating with a variety of officials, local, state, and federal agencies, businesses, community services, both public and private, concerning the related work and goals of the City. Moreover, the CRC will undertake related special projects with citywide significance, and perform other related duties as required. This position is considered essential personnel during City emergencies and is expected to be available to staff and support the Emergency Operations Center.

This is an exempt, mid-management level position that must exercise competent discretion and judgement in the performance of duties and interactions with others.

The Housing Authority of the City of Alameda (AHA) is seeking an exceptional, process-orientated professional to serve as the Director of Administration and Services. This is a fast-paced agency that seeks to meet the mission through a high level of accountability and transparency.

AHA is particularly interested in applications from candidates with a strong track record in a variety of administrative, coordinative, analytical, and liaison capacities relevant to the job responsibilities. Successful performance of the work requires knowledge of public policy, housing policy and programs, Housing Authority functions and activities, and the ability to develop, oversee, and implement projects and programs in a variety of areas. The successful candidate will also be team-oriented with the ability to coordinate and collaborate with a variety of internal stakeholders to move activities and projects forward.

Due to the diverse and public facing nature of the responsibilities in this department, candidates must have excellent planning, tracking and project management skills and be customer-oriented in their approach. Significant relevant supervisory experience is required. The department is currently budgeted for 10 staff.

The Director level position will report to Executive Director or other Director. The Director of Administration and Services provides assistance to the Executive Director and the Authority in a variety of regulatory, analytical, and supervisory capacities.

*Note: Candidates may also be considered at the Assistant Director of Administration and Services level, depending on experience and qualification. Only candidates with significant, relevant experience and supervision experience will be considered for the Director of Administration and Services level.
