Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

The position will remain open until filled, with the first review of applications on March 13, 2026.

Power Resources Specialist II - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Finance, Law, Natural Resources, Statistics, or an analytical degree related field to utility business AND one (1) year of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

Overview:
The Grants, Compliance, and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. The pre-award side of work within the unit will be administered by this Senior Management Analyst, with support from a Management Analyst II, and oversight by the Grants Unit Manager.
 
Senior Management Analyst (SMA): Core components of the Senior Management Analysts work will include researching grant opportunities and writing grant applications; high levels of collaboration with project teams, grants liaisons in watersheds and water utility divisions, procurement, legal, government relations, capital improvement program, and communications; and tracking/reporting. The position will tie efforts into the two grant roadmaps (i.e. strategic funding plans), assist in preparing updates to the Board and staff via all employee communications, and aid in early compliance reviews (pre-agreement) to ensure Valley Water can meet grant terms and conditions. As a Senior, the position will help implement new grants management software on the pre-award side in coordination with the unit’s compliance and claims staff, assist in updating standard operating procedures, and work with the Unit Manager to clearly define rationale for which grants to pursue.

Management Analyst II: Core components of the Management Analyst II's work will include assisting the SMA in researching grant opportunities and writing grant applications, coordinating with project teams, tracking and reporting grant-related information, assisting with compliance tracking for federal and state grant terms and conditions, and assisting with grant communications such as the bi-monthly Grants One Pager update for the Board of Directors and the Grants Action Team monthly meeting.

ABOUT THE POSITION

The City of Gilroy is recruiting for a full-time Accounting Assistant I in the Finance Department. This position will primarily be assigned to the Utility Billing/Information Desk area, providing excellent customer service to internal and external customers, and performing cashiering and accounting-related work. Typical Tasks
 

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;

• Consults with customers to present proposals to senior management and assists in developing capital packages;

• Serves as a single point of contact for the user community in the assigned division, and assumes responsibility for the delivery of technology services;

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) THE POSITION

The City of San José Police Department (SJPD) is seeking an experienced executive to serve as Deputy Director and lead the Bureau of Technical Services. This division plays a critical role in advancing the San José Police Department’s technology infrastructure and IT operations, consisting of 23 professionals. SDD drives strategic IT initiatives that enhance investigative capabilities, real-time intelligence, and public safety outcomes. SDD ensures compliance, cybersecurity, and operational resilience by implementing robust governance structures, enforcing CJIS security policies, and leveraging emerging technologies. •    Direct and oversee the Crime Analysis Unit (CAU), which is responsible for crime data collection, analysis, and reporting to support strategic, tactical, and administrative law enforcement functions. Ensure compliance with National Incident-Based Reporting System (NIBRS) standards for accurate and timely crime reporting to local, state, and federal agencies. Lead the development and enhancement of Power BI dashboards and other analytical tools to provide real-time operational insights to command staff, patrol, and investigative units.

•    Direct and oversee the Body-Worn Camera (BWC) Unit and Photo Lab, ensuring compliance with state and federal regulations, including data retention, security, and public disclosure policies. Ensure the secure storage, retrieval, and management of digital evidence to support investigations, prosecutions, and public transparency. Support public trust and department accountability by implementing best practices for digital evidence management, audit processes, and system integrity.

•    Supervise the Bureau of Technical Services Technology Project Manager, who centralizes and manages all departmentwide projects. This includes overseeing project portfolio management to support executive decision-making on portfolios, projects, programs, and operations. 

•    Supervise the Interoperability Manager, who is responsible for public safety communications and data-sharing across law enforcement agencies. Represent the Police Department in regional and statewide public safety technology initiatives to enhance interagency cooperation and emergency response coordination.

THE IDEAL CANDIDATE

COMPENSATION AND BENEFITS

The salary range for the Deputy Director is $161,513.30 - $260,737.36

Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package that includes, but is not limited to: 

•    Retirement – Competitive defined benefit retirement plan with full reciprocity with CalPERS.
•    Health Insurance – The City contributes 90% towards the premium for the lowest-priced non-deductible plan. Several plan options are available. 
•    Dental Insurance – The City contributes 100% of the premium of the lowest-priced plan for dental coverage. 
•    Personal Time – Vacation is accrued initially at the rate of three weeks per year with amounts increasing up to five weeks after 15 years of service. Vacation accrual may be adjusted for successful candidates with prior public service to reflect a vacation accrual rate commensurate with total years of public service. Executive Leave of 40 hours is granted annually and depending upon success in the Management Performance Program, could increase to up to 80 hours. Sick Leave is accrued at the rate of approximately 8 hours per month. 
•    Holidays – The City observes 15 paid days annually. 
•    Deferred Compensation – The City offers an optional 457(b) plan.
