This Senior Management Analyst position for the workforce Development Program is a highly independent, technical training and development professional. The selected candidate is expected to exercise sound analytical judgment, inform critical decision-making, and provide high-quality training services to Valley Water employees at all levels-from new hires to executive leadership.

The ideal candidate will possess a deep understanding of instructional design principles, including the ADDIE (Analysis, Design, Development, Implementation, and Evaluation) model or similar models and be familiar with tools commonly used by workforce development teams, such as Learning Management systems (LMs) and Performance Management platforms. The position also provides backup support to the team's Help Desk by responding to employee questions and conducting research to deliver accurate, timely assistance. The incumbent must be comfortable developing documents, manuals, and guides and have a strong grasp of technical writing best practices. This role requires a high degree of initiative, organization, collaboration, problem solving, and technical savvy to successfully support the delivery of Valley Water's learning and workforce development strategy.

Talent Acquisition & Career Pathways Unit (Position Code 496) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

The Position:

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions.

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems.

For the Customer Development and Project Management Division, this position will assist in monitoring the operation of power generation equipment to ensure that it operates within the desired specifications, conducting routine inspections and maintenance of plant equipment to prevent failures and ensure maximum efficiency, Implementing upgrades and modifications to existing systems to improve performance and reduce environmental impact, coordinating with other technical staff and management to discuss and strategize plant operations, ensuring compliance with local, state, and federal regulations pertaining to safety and environmental protection, preparing reports on plant operations, outage planning, and other performance metrics necessary for proper management and planning.

Graduation from an accredited college or university with:

Acceptable Substitution:

• An Engineer-in-Training Certification with ten (10) years of experience in electric utility engineering work can be substituted for the degree in engineering and the required experience indicated above

License/Certifications:

Typical Tasks
 

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Are you an experienced emergency management professional ready to lead critical preparedness initiatives for one of California’s largest water agencies? Valley Water is seeking a dynamic and strategic Supervising Program Administrator (SPA) to lead our Office of Emergency Services (OES).

This position plays a key leadership role in overseeing the day-to-day operations of the OES unit and advancing Valley Water’s readiness, response, and recovery capabilities. Office of Emergency Services Unit (Position Code 771) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period  (one year).
