The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

• 26 City-owned buildings/facilities and their grounds

• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. The City of Lincoln is hiring a Construction Inspector I/II in the Engineering Department.

• Construction Inspector I: $5,109.72 - $6,847.52

DEFINITION:

Under general supervision, learns to perform and performs the full array of duties assigned to classes in the Construction Inspector series including inspection of work quality and materials for all projects in the City; prepares reports, takes samples and arranges for laboratory testing; assists in the training and lead supervision of lower level positions if assigned; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS:

Construction Inspector I

The Construction Inspector I is the entry level class in the Construction Inspector series. Incumbents are responsible for making field inspections of a variety of public and private construction projects related to City facilities and private development, ensuring that construction work is completed in conformance with applicable standards, plans, specifications and City ordinances. This class is alternately staffed with Construction Inspector II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Construction Inspector II

The Construction Inspector II is the journey level class responsible for inspecting, observing, measuring and testing materials utilized in construction of public facilities such as streets, storm drains, sidewalks and other public works construction to assure compliance with City standards, codes and specifications. Work is done in the office and field. This class is distinguished from the next higher classification of Construction Manager, in that the latter is responsible for overall supervision of the Public Works construction inspection program.

SUPERVISION RECEIVED/EXERCISED:

Construction Inspector I

Receives immediate supervision from the Construction Manager or City Engineer, or designee. May receive lead direction from a Construction Inspector II. Incumbents in this classification do not routinely exercise supervision.

Construction Inspector II

Receives general supervision from the Construction Manager or City Engineer, or designee. Exercises technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS:

(include but are not limited to the following)

• Inspects the work quality and materials used in a variety of public works construction projects, capital improvement projects, residential, commercial and industrial development within the city to ensure conformance with approved plans, specifications, codes, ordinances, laws and departmental regulations; observes and measures materials used in street, gutter, curb, sidewalk, parking lots, water and sewer systems, storm drain construction, underground improvements and capital projects; takes samples and arranges for laboratory tests.
• Conducts field sampling and testing of construction materials; directs lab testing operation; analyzes and interprets lab test results and writes test reports; approves materials for use on construction projects; makes field determinations of scope and method of work to be performed; authorizes field changes to plans when required.
• Reviews project plans for accuracy and conformance with City specifications; observes construction progress and documents with field reports; observes safety conditions and workmanship for compliance with City and State regulations; drafts letters to contractors; responds to complaints related to construction activities at the counter, over the phone and in the field.
• Keeps accurate as builts and informs engineering staff of any deviation from proposed plans; provides interpretation of the City’s standard specification manual; reviews plans and specifications for assigned projects; meets with developers and contractors about work progress and or problems.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; serves in a lead capacity in the training and scheduling of assigned personnel; coordinates project work and design alterations with developers, contractors, public utilities, engineers, the public and other City departments; identifies alternative construction methods and materials; provides interpretation of the City’s standard specification manual.
• Prepares technical reports, as built drawings, letters and change orders; maintains written records of work performed; performs construction surveys; checks contractors progress on jobs; reviews invoices and recommends progress payments; reviews certified payroll; conducts change order negotiations.
• Responds to questions and concerns from the general public regarding assigned projects; provides information as is appropriate and resolves complaints; investigates complaints or claims against the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The nature of the work also requires the incumbent to climb ladders, enter confined spaces, use a variety of hand tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions and often work with constant interruptions.

ROLE

• Plans, manages, oversees and directs the professional and technical engineering work in the design, investigation, project management and construction of street, storm drainage facilities, sanitary sewer facilities, parks, park irrigation systems, water production and distribution facilities; reclaimed water, buildings, and other projects.
• Recommends goals and objectives; assists in the development and implementation of policies, procedures and standards to ensure compliance with applicable laws and regulations.

The Engineering Department is seeking an inspiring leader with a strong background in engineering, particularly in the context of municipal capital projects and private development. This role requires not only the ability to lead discussions across diverse technical engineering areas, but also the capacity to communicate effectively, build high-performing teams, and develop and implement strategies to achieve Patterson’s goals and objectives. 

Position Summary

Under general supervision of the Director of Planning and Principal Planners, manages projects and performs work tasks to support the department’s work program, which includes service and operations planning, short- and long-range planning, facilities planning, and compliance reporting for all three of the District’s operating divisions.

This position advances the District’s business interests by analyzing complex operating conditions and recommending detailed changes, producing reports and planning studies, researching and interpreting relevant regulations, and meeting with internal staff and external stakeholders on a wide variety of topics. Work may require the use of specialized software, such as GIS and Hastus, and travel to District facilities and off-site meeting locations. May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

Essential Responsibilities

• Research, compile, analyze, and interpret complex technical, demographic, economic, financial, and other statistical data for the development of transit plans and projects, such as the District's transit service plan, transit capital improvement program, and proposed bridge toll or transit fare changes.
• Monitor, forecast, and evaluate transit service performance and patterns of bridge traffic, parking, and transit service patronage and recommend changes where necessary.
• Prepare or supervise preparation of routine evaluations of the efficiency and effectiveness of bus and ferry routes, schedules, major transit facilities, and bus stops. Recommend specific improvements based on these evaluations.
• Prepare or oversee preparation of major compliance documents, including the Short-Range Transit Plan (SRTP), National Transit Database (NTD), Title VI, and other federal and state reports, including the organization of internal stakeholder meetings to provide input on these reports.
• Prepare official recommendations and informational reports for consideration by the public, the District’s Board of Directors, and technical staff of the District or other agencies and groups.
• Prepare or assist with verbal presentations to staff groups, public groups, and the boards of local municipalities and advise District personnel on matters related to interactions with these groups.
• Support and coordinate staff responsibilities regarding other internal and external coordination meetings as directed. May participate in public meetings and hearings.
• Act, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence, and providing technical information to public agencies and other transit groups.
• Develop and coordinate changes to the District’s routes and fares in the Clipper and Genfare systems.
• Provide staff support to the District’s public advisory committees, including attendance at off-site meetings and/or meetings that occur outside normal business hours.
• Formulate short- and long-range plans or recommendations on transit services; coordinate service planning, detour, and bus stop issues with local jurisdictions when needed.
• Study and research physical characteristics of areas served by Golden Gate Transit; assess conditions of roads and related features; determine the physical and operational feasibility of transit routes and bus stops.
• Assess feasibility of transit service changes and develop plans for implementation. May use Hastus scheduling software as appropriate.
• Analyze possible environmental impacts that could result from proposed service, operations, or pricing changes to the District’s transit or bridge operations.
• Obtain encroachment or other permits as necessary to address the District’s business needs.
• Perform bridge traffic or transit demand projections and studies based on available travel data, community surveys, U.S. census data, and development reports from cities served by the District.
• Conduct geographical and demographic analyses of existing and potential District customers using socioeconomic data from passenger or other market research surveys. May use geographic information system (GIS) software as appropriate.
• Develop, coordinate, and conduct bus and ferry passenger surveys; analyze data from those surveys and prepare related reports.
• Review environmental impact reports and statements and project plans within the Golden Gate Transit service area and assess potential impacts to the District’s operations.
• Support environmental reviews related to the District’s transit projects.
• Research and interpret applicable local, state, and federal laws and regulations relating to transportation, planning, or environmental permit activities.
• May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for up to three (3) interns who will assist on various municipal projects. Positions are considered for several fields of interest, including, but not limited to, the following examples:

• Capital Improvement Program (CIP) – Civil engineering majors with an interest in capital improvement projects, design of civil infrastructure, and construction delivery procedures. MINIMUM QUALIFICATIONS:

• BA/BS Candidate or MA/MS Candidate in civil engineering or related field as described above is highly desirable

• Valid California Driver’s License (Class C)

• Proficiency in Microsoft Office applications (Excel, PowerPoint, Project) and web-based resources

  • Gathering, compiling, and presenting data for engineering and construction projects
  • Organizing and tracking inspection reports, testing results, invoices, and other construction documentation

We have an exciting internship opportunity available at the City of Millbrae’s Public Works Department - Engineering Division. This is an open-ended internship without a specific term, and is a fully on-site position with a minimum of 16 hours per week commitment (not to exceed 1,000 per fiscal year).

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an office environment in close proximity to other workers.  Incumbent shall be exposed to those conditions normally encountered in a business office environment.  Physical demands require frequent standing, reaching, leaning, twisting, grasping, lifting and sitting for prolonged periods of time.  Must carry moderately heavy boxes up to 50 pounds and/or utilize a dolly.  Incumbent must be able to drive safely to various City sites.  Incumbent must be able to see and hear in the normal range, with or without correction.  Incumbent must have the stamina to work long hours and overtime, if assigned, and be willing to work an irregular schedule, which might include evenings, weekends, holidays, and varying hours.

We have exciting internship opportunities available at the City of Millbrae’s Public Works Department Environmental Programs Division.  This is an open-ended internship without a specific term, and is a fully on-site position with a minimum of 16 hours per week commitment (not to exceed 1,000 per fiscal year).
