The Board of Supervisors and District Four

San Mateo County is governed by a five-member Board of Supervisors, each elected to represent one of five supervisorial districts. The Board:

• Establishes legislative policies to support the effective administration of County government and the delivery of services to residents.
• Exercises legislative and quasi-judicial authority to protect and promote public health, safety, and welfare.
• Serves as the governing body for the Housing Authority and 47 Special Districts.
• Members are elected to four-year terms and may serve up to three consecutive elected terms.

District 4 includes Redwood City, East Palo Alto, the Belle Haven neighborhood and eastern portions of Menlo Park (east of El Camino Real), and the unincorporated community of North Fair Oaks.

Role Overview: Chief of Staff

The Chief of Staff provides high-level strategic and administrative support to the Supervisor, ensuring alignment with County priorities and addressing the unique needs of District 4. This position plays a central role in policy development, community engagement, and office management. Key responsibilities include:

• Leading and coordinating policy initiatives and legislative priorities for the district.
• Advising the Supervisor on complex policy and community issues.
• Serving as a liaison and spokesperson for the Supervisor with constituents, community groups, media, and other government entities.
• Responding to constituent concerns, including conducting site visits and direct outreach as needed.
• Conducting research and policy analysis on local and regional issues.
• Managing the office budget, processing invoices, and ensuring compliance with County financial procedures.
• Assisting with personnel matters such as recruitment, training, and staff evaluations.
• Providing direction, training, and support to staff in collaboration with the Supervisor.
• Managing the Supervisor’s calendar, including scheduling meetings and public engagements.
• Preparing policy memos, reports, and presentation materials.

Salary and Benefits

The annual salary range for this position is $133,765 to $167,149.

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has nearly a $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximate $100 million capital improvement program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes: setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by: gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and, preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.

Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Essential Responsibilities

• Serves as the primary analytical support to the District Secretary;
• Interprets meeting proceedings and prepares draft meeting minutes, with minimal oversight and as assigned, may attend meetings in the absence of the District Secretary;
• Performs legal functions of the office and guidance to office staff in the absence of the District Secretary;
• Performs a wide variety of complex legal analysis, research and briefings about claims for the District, Bridge, Bus and Ferry Divisions, and works with legal counsel in the areas such as government tort claims, subpoenas, Brady requests, small claims and lawsuits;
• Provides a wide variety of complex, confidential analytical duties in support of the District Secretary, Board of Directors, and standing Board committees;
• Independently composes, researches, compiles, summarizes, and prepares a variety of complex correspondence, reports and documents; reviews finished materials for completeness and accuracy; ensures documents comply with District standards, policies and procedures;
• Perform special studies for the District, and coordinates assigned activities with other District departments, and divisions, and outside entities;
• Independently responds to and resolves difficult and sensitive citizen inquiries and complaints;
• Coordinates and assists in the development of the annual budgets of the Board and District Secretary’s Office and monitors, reviews and approves department expenditures, and performs financial analysis for budgetary purposes;
• Assists the District Secretary with providing direct support in varied, analytical administrative projects related to the Board and its committees;
• Independently prepares and presents a variety of oral and written reports, correspondence, and statistical analyses with extreme attention to detail and accuracy;

• Has an in-depth understanding of the department’s functions and especially its role with the Board of Directors such as the steps involved in planning and executing Board events and maintaining key Board documents such as Rules of the Board, Master Ordinance and record of the Board’s proceedings;
• Autonomously draft client correspondence and legal documents, using proper format and appropriate language and content;
• Oversees newspaper advertisements for public hearings/meetings;
• Monitors activities and ensures maintenance of files related to insurance and accident claim matters to fulfill department records retention schedule;
• Engages with a wide variety of District representatives including the Board of Directors, Executive Team, mid-managers and staff in a wide variety of roles including those engaged in specialized trades;

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.

• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Four (4) years of experience managing a section with oversight of contract negotiation, administration, operation, or compliance within a large organization, all of which includes experience supervising professionals.

San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Process Improvement Manager that plans, oversees, and provides a wide variety of administrative, analytical, and work-flow support on a County-wide level; analyzes practices and procedures and makes recommendations for organizational, operational, policy, and procedural improvements; conducts needs analysis, feasibility studies, and program evaluation for assigned projects and programs; develops, summarizes, and maintains administrative and fiscal records; fosters cooperative working relationships among County departments and acts as liaison with various community, public, and regulatory agencies; and performs related work as required.

There is currently one regular vacancy in the Public Health, Policy and Planning Division, located in San Mateo, but the position will include travel/driving throughout the county to perform duties of the job.

This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics, and will exercise direct and general supervision over assigned professional, technical, and office support staff.

Primary responsibilities will include, but are not limited to, the following:

• Quality assurance and improvement: build and visualize data in management reports and dashboards; convert data to information and use it to guide process improvement.
• Process improvement: facilitate, document, track, organize, and measure progress, e.g., conduct improvement work within daily huddles.
• Project management: lead projects and provide ad hoc support of projects.
• Knowledge management: inventory and maintain infrastructure of core programmatic documents and processes, how files are stored and shared.
• Partnership building: support internal staff operational needs; coordinate with other stakeholders, such as staff from Behavioral Health & Recovery Services, Human Services Agency, Health IT, San Mateo Medical Center, grant makers, state agencies, etc.
• Management of staff: supervise and influence when appropriate on projects.
• Contract and MOU support: assist Clinics Manager to write scopes of work, produce required reports and invoices for categorical funding and operational agreements.
• Revenue optimization support: oversee billing quality assurance and improvement, facilitate braided funding opportunities and oversight.
• Policy and procedures facilitation: maintain inventory and lead update processes through completion, including occasional initial literature reviews or research and coordination of stakeholders.
• Change management and leadership synchronization: coordinate staff engagement, training, feedback to ensure successful system changes, facilitate leadership development and decision making, contribute to agendas, take meeting minutes, track on-going project work in support of meeting goals.

Ideal candidate will possess:

• Experience with project management and process improvement as the lead.
• Knowledge and/or experience with: County of San Mateo; Public Health; healthcare clinics; vulnerable population care management including people experiencing homelessness; and HIV, Sexually Transmitted Infections (STIs), and other Communicable Diseases.
• Data skills including requirements gathering; ad hoc report building; data and dashboard management.
• Knowledge of and/or experience with information technology systems including Power Business Intelligence (BI); advanced Excel; eClinical Works (eCW); ARIES; Microsoft SharePoint; Epic; Workday reporting.
• Experience with change management, leadership development, and team culture-building.
• Demonstrated ability to be organized, diligent, perseverant, self-starter, independent learner, tenacious, self-reflective.
• Ability to establish and maintain effective working relationships with those encountered on the job and with political astuteness.
• Excellent written and verbal communication skills.

Qualifications

Education and Experience :

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and five (5) years of increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, and organizational development.

Licenses and Certifications :

• Some positions may require a valid California driver's license.

Position Summary

Under the general direction of the Senior Information Systems Manager, this position provides system support during implementation and ongoing support after implementation including report writing, configuration, routine inquiries and user support for the District’s various enterprise technology systems including UKG Pro Workforce Management Time & Attendance and Central Square Technologies Finance Enterprise.   The Business Information Systems Engineer works with end-users, vendors, and members of the Information Systems Department to identify, analyze, and resolve systems issues and provide maximum capability and satisfaction to users.

Essential Responsibilities

• Serves as a technical lead of the enterprise application
• Focused on delivering excellent customer service
• Adhere to incident, problem, change management, and other Information Systems best practices
• Plan, organize, direct and coordinate the ongoing automation and usage of the district-wide application systems
• Develop and maintain user and technical knowledge of application systems
• Serve as the liaison between application system users, vendor provided help desk as well as the Information Systems Department
• Plan, co-ordinate and test system upgrades
• Fulfill users various data mining requests
• Support the various large interface integrations between the application systems and fixing data problems that occur in these interfaces
• Develop and provide user training for all modules of the systems
• Writes user documentation, provides user information, procedures, and training materials in a variety of formats as needed
• Develops a knowledge base of problem symptoms and solutions to improve the timeliness of problem resolution
• Identify unused system functionality and present opportunities for improvement of business processes using this functionality
• Continue to monitor and stay current on new features contained in new releases of the software
• Recommend and implement software upgrade paths
• Develop relationships with other agency users of the applications
• Maintains strong technical competence in Microsoft Office products such as Access, Excel, Word, Outlook, Project, and PowerPoint
• Other duties as assigned at the direction of the Information Systems Manager
