The Equity and Belonging Manager will work with the Chief Equity Officer in the development and management of innovative and effective strategies to advance the ORSJ’s vision and day-to-day operations. The work requires considerable initiative and judgment and the ability to make sound recommendations to the Chief Equity Officer and departmental leadership.
 
The Equity and Belonging Manager may provide direct and indirect supervision over lower level supervisory, professional, technical, and clerical employees and contractors.
 
The Equity and Belonging Manager will optimize and support the functions of the ORSJ, which include but are not limited to the following:

• Collaborate with the County’s Chief Equity Officer and other equity-focused staff to normalize and institutionalize the implementation of an equity lens to improve relationships, decision-making, structures, and systems of County operation and delivery of services.
• Consult with and advise management, multi-disciplinary staff, community organizations, providers, external agencies, and other stakeholders on complex matters concerning efforts to advance just and fair governance and improving life outcomes for all populations.
• Sustain and improve the operations of an interdepartmental Core Equity Team and its committees to advance their annual action plans.
• Facilitate community and agency partnerships and learning opportunities across government and community leaders.
• Design, implement, promote, deliver, and evaluate programs and tools designed to advance equity, including staff development, community engagement and partnership, organizational assessments, policy and systems changes, public information, and individual and group trainings.
• Manage the County’s Targeted Strategies: Improving Outcomes for All action plans.
• Shepherd the implementation of the County’s Anchor Institution framework to ensure the success of inclusive procurement, investment, and staffing efforts.  
• Conduct public solicitation processes and develop and monitor contracts.
• Participate in the development and implementation of County goals, objectives, policies, procedures, and priorities.
• Prepare and manage a variety of reports, correspondence, and other written materials, and present reports and studies as necessary. 
• Provide guidance and training to support internal and external partners in the development and delivery of equity programs, policies, and tools, and develop related work plans and training materials as needed.
• Participate in designing and implementing performance measurement plans that help determine the effectiveness of the goals and strategies. 
• Monitor changes in laws, regulations, and technology that may affect County or departmental operations; implement policy and procedural changes as required.
• Select, supervise, train, and evaluate professional, technical, and clerical employees and contractors.
• Perform related duties as required.

QUALIFICATIONS

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor’s degree from an accredited college or university with major coursework in public policy, sociology, education, ethnic studies, public relations, social work, public health, public administration, or a related field, includes trainings and education specific to issues related to racial and social equity. 
• Experience: Five years of experience in the administration of community, public policy, educational, or social and racial justice programs, including at least three years in a supervisory level AND life experience related to interacting with inequitable systems that can provide an integral perspective to the position.

Demonstrated track record of success engaging with underserved and marginalized communities, and experience in making transformational changes to advance equity is required.

 
Knowledge of:

• Theories, principles, and practices of effective management and strategic planning processes and techniques.
• Social, political, economic, and environmental issues influencing issues related to equity.
• Strategies to advance equity in a governmental setting.
• Frameworks promoted by the Government Alliance on Race and Equity

THE POSITION OBJECTIVES/GOALS

The goal of the position is:

1. Learn about and reinvigorate the City's "The Food Front" food and agricultural economic development campaign. Help with scheduling key stakeholder meetings, running campaigns online, refreshing and improving webpages, and planning engagement events.

2. Lead community and civic engagement efforts, from supporting City Council Members with outreach to preparing materials for anything from possible Prop. 218 fee proposals to education around public programs. 

3. Become familiar with the City's multimedia platforms and help create content, including vertical videos, podcasts, employee highlights, promotions for Community Services programs, events, and initiatives, traditional door to door outreach materials, and more.

4. Research and observe the rollout of SB707 and assist staff with implementing its provisions related to participation and outreach.

5. Analyze performance data and existing marketing strategies used by the City, focusing on campaign objectives, target audiences, and content types.

6. Define and support community engagement efforts and highlight their importance within local government services.

7. Propose innovative and inclusive campaign ideas tailored to local demographics and community needs.

8. Support ADA compliance efforts by reviewing and improving accessibility of social media and website content.

QUALIFICATIONS

• 4+ years of high school
• Local Woodland knowledge preferred
• Strong interpersonal and communication (oral and written) skills

SALARY RANGE

The pay cycle is bi-weekly.  No other benefits compensations are provided except for worker's compensation coverage and sick leave.  Employees must contribute 1.45% of their salary to Medicare and 7.5% to a retirement plan under Federal Law.

Position Summary

Under the general direction of the Fleet and Facilities Manager, this position is responsible for planning, assigning, supervising, training, and assisting mechanics in the routine preventive maintenance, inspection, diagnosis, and repair of structural, mechanical, and electrical systems at Bus Transit facilities. This includes overseeing shop equipment, automated fueling systems, revenue fare collection equipment, passenger amenities, and signage.

The Chief Mechanic - Building Maintenance is a working position that combines the duties of the Mechanic - Building Maintenance classification with skilled supervisory responsibilities. These include supervising work crews, scheduling tasks, managing projects, and providing training and mentorship to subordinate employees. Additionally, the position is accountable for generating detailed written and electronic reports on facility and equipment conditions, documenting maintenance and repairs performed, and outlining ongoing maintenance needs.

Essential Responsibilities

• Plans, supervises and participates in work assignments for all employees supervised
• Evaluates job performance and knowledge, skills and abilities (KSA) of all employees being supervised.
• Provides training, mentoring and feedback to personnel
• Issues 2nd level of progressive discipline, counseling, and written letters of reprimand to employees supervised. This position will not be responsible for administering discipline at subsequent levels.

Position Summary

The Deputy General Manager, Bus Transit Division plans, organizes, and directs all activities of the Bus Transit Division and performs all duties and responsibilities subject to executive approval by the General Manager within limits of Board of Directors policy.  The Deputy General Manager, Bus Transit Division exercises the maximum degree of initiative and judgment in developing, coordinating, and executing policies, programs, methods, and procedures relating to operations, maintenance, administration, and related activities.   Responsibilities include routine high-level personal contact with transit agency personnel, civic groups, and members of boards and commissions.  This individual must have the ability to negotiate effectively, resolve conflict, and inspire others to achieve the vision of the Golden Gate Bridge, Highway and Transportation District. Essential Responsibilities

• Plans, organizes and directs the administration, operations, safety, training, fleet and facility maintenance, and service scheduling activities of the Bus Transit Division.  Collaborates extensively with the Deputy General Manager-Ferry and other transit agencies to effectively coordinate service
• Oversees operations and maintenance at several facilities including San Rafael, San Francisco, Santa Rosa and Novato
• Directs and manages a customer-focused approach to services consistent with the District’s values, including service, respect, integrity, accountability, teamwork, safety and inclusion; establishes policies and procedures to address operational and administrative issues/challenges within that framework

• In collaboration with the District’s Planning Department, researches, recommends and implements solutions for transportation issues and concerns including service expansion or reduction planning
• Participates in the preparation of procurement documents and makes recommendations to the General Manager and Board for acceptance of the various bids and proposals received
• Plans, assigns, reviews and evaluates work of staff; selects and trains employees as appropriate; responds and resolves personnel issues and problems; recommends and implements employee discipline
• Provides leadership in creating a work environment that encourages process and continuous improvement, performance management, communication, accountability, and collaborative problem solving
• Identifies and facilitates relevant training, workforce development, and teambuilding programs for promoting customer service and improvements to processes to enhance service delivery and operational efficiency
• Participates directly in labor negotiations, labor and employee relations, and labor contract administration; may conduct final step grievance hearings on appeal decisions with unions operating in the bus Transit Division and at times, conduct hearings for matters in other Divisions of the District

• Monitors local, state and federal policies and regulations, analyzes their impact on the operational efficiency, effectiveness, and sustainability of the Golden Gate Transit (GGT) system; effectively communicates any impacts to the General Manager, District colleagues and internal staff
• Participates as a member of the District’s executive management team

The workload will be a balance of assisting in daily municipal operations and special projects. Duties may include, but are not limited to, town-wide capital inventory, risk management, citizens’ requests, record management, benchmarking, policy analysis and research, and govern a technology assessment. The position will serve as a regular staff member and will receive assignments and work direction from the Management Analyst and City Manager. PROJECT DESCRIPTION

A key focus of the project will be evaluating how the City currently tracks leaks and over-usage, how alerts are generated and routed, and how staff respond to those alerts. The Fellow will propose recommendations to improve leak detection, streamline response protocols, strengthen reporting systems, and reduce water waste supporting long-term water conservation goals.

IDEAL CANDIDATE
The Ideal Candidate will be interested in sustainability, municipal operations and public policy. They will also be analytical and detail-oriented, preferably with experience working with large datasets. They will be comfortable cleaning, organizing, and interpreting utility data. An individual skilled in Excel and/or data tools such as GIS, Power BI, Tableau, R, or Python will excel in this role.

The Ideal Candidate will be able to translate technical findings into clear, actionable recommendations and communicate clearly with internal and external customers (facilities staff, public works teams, and sustainability leadership).

THE POSITION OBJECTIVES/GOALS
The goal of the position is:

1. Conduct Comprehensive Water Consumption Analysis
Perform a five-year longitudinal analysis of municipal water usage across City facilities to identify consumption trends, seasonal variability, anomalies, and high-risk locations for potential water loss.

2. Evaluate Leak Detection and Alert Systems
Assess the City’s current leak and over-usage tracking mechanisms, including data collection methods, alert generation protocols, routing procedures, and response timelines to determine system effectiveness and gaps.

3. Identify Operational Inefficiencies and Risk Factors
Diagnose procedural, technological, or communication breakdowns contributing to delayed responses, excessive water use, or undetected leaks, and quantify associated operational and financial impacts where feasible.

4. Develop Strategic Recommendations for System Improvement
Propose data-driven recommendations to enhance leak detection capabilities, streamline interdepartmental response workflows, strengthen reporting infrastructure, and improve accountability measures.

5. Advance Long-Term Water Conservation Outcomes
Deliver a final analytical report and implementation roadmap that supports the City’s broader sustainability and drought-resilience goals, ensuring recommendations are actionable, scalable, and aligned with municipal resource constraints.

QUALIFICATIONS

• 4+ years of high school
• Local Woodland knowledge preferred
• Strong interpersonal and communication (oral and written) skills
• Excellent organizational skills and attention to detail 
• Strong computer skills
• Ability to build and maintain trust-based relationships with multiple internal and external stakeholders 
• Eligible to work in the United States
• Valid California driver license (if driving is an essential duty)

SALARY RANGE
$20.00 - $25.00 / hour dependent on experience.

The pay cycle is bi-weekly.  No other benefits compensations are provided except for worker's compensation coverage and sick leave.  Employees must contribute 1.45% of their salary to Medicare and 7.5% to a retirement plan under Federal Law.

Woodland Joint Unified School District (WJUSD) is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WJUSD Business Services Office and receive day-to-day guidance and supervision from WJUSD staff while remaining part of the fellowship cohort and participating in program-wide activities.

This posting is for the Environmental Impact Analyst Fellow within the Business Services Department, specifically in the Maintenance, Operations and Facilities at WJUSD.  

Typical work hours are from 8:00 a.m. to 6:00 p.m., Monday through Thursday; and 8:00 a.m. to 12:00 p.m. Friday, up to 40 hours per week.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Maintenance, Operations, and Facilities Department is seeking a motivated Civic Fellow to support the district’s sustainability and environmental stewardship efforts. This role offers a hands-on opportunity to gain experience in sustainability practices, facilities operations, and process improvement within a public education setting.

The Civic Fellow will assist in assessing current district practices related to recycling, waste reduction, and resource conservation. This may include reviewing recycling programs, observing waste management practices at school sites, and identifying opportunities to improve sustainability efforts. Working closely with Maintenance, Operations, and Facilities staff, the Fellow will help research best practices and develop practical recommendations to improve environmental outcomes and operational efficiency.

This fellowship provides practical exposure to sustainability planning, facilities management, and public sector operations, equipping participants with valuable skills in research, data analysis, environmental practices, and process improvement while contributing to the district’s commitment to responsible resource management.

Interest in environmental responsibility, waste reduction, or operational efficiency is desirable. Experience with research, data collection, or spreadsheets is helpful but not required.

This position is well suited for someone who enjoys identifying practical solutions, working on real-world challenges, and contributing to efforts that improve environmental responsibility within a large organization.

The City of Brisbane will be sponsoring a History internship with the City Manager's Office. Our internships are project-oriented and designed to give college students a good general overview of future employment opportunities and current issues in the Public Sector. You will have the opportunity for exposure to various areas of City Administration during your internship and to network with fellow interns and participate in professional development activities in San Mateo County and/or Santa Clara County.

The History Intern will work closely with staff in the City Manager’s Office to help preserve and protect the City’s History Collection, ensuring materials are properly safeguarded and prepared in the event of a disaster. This role includes digitizing and photographing historical items, accurately cataloging them in the City’s archival system, and supporting ongoing records management efforts. The intern will also collaborate with the City Council History Subcommittee to research, plan, and develop future exhibits for the Library’s History Room, helping make the City’s rich history accessible and engaging for the community.
