Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

Key Responsibilities include, but are not limited to:

• Review and approve procurement request documents, cost estimates, scope, and other relevant information to initiate and implement a procurement strategy.
• Provides advice to personnel on procurement and contracting issues.

• Manage, lead, assign, develop and mentor staff engaged in contract administration activities.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Environmental or Civil Engineer to ensure sustainable water solutions and make a positive impact on public health and our environment. The Environmental/Civil Engineer is primarily assigned to the South County Regional Wastewater Authority (SCRWA) treatment plant. ROLE

Under the direction of the Director of Engineering/City Engineer, the Engineering Manager plans, organizes and directs the activities of an assigned engineering division; coordinates engineering services with other divisions, City departments, outside agencies and organizations; performs advanced level professional engineering work in the areas of current and advance engineering; provides complex staff assistance to the Director and others to plan, organize, supervise, and review the work of assigned staff; may be designated to serve as acting City Engineer and perform other related work as required.

DISTINGUISHING CHARACTERISTICS

This classification is responsible for planning and directing staff, and directing current and advanced engineering projects .

SUPERVISION RECEIVED AND EXERCISED

The incumbent receives general direction from the Director and provides direction and supervision to assigned professional, technical, and clerical staff.

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to the following:

• Plans, manages, oversees and directs the professional and technical engineering work in the design, investigation, project management and construction of street, storm drainage facilities, sanitary sewer facilities, parks, park irrigation systems, water production and distribution facilities; reclaimed water, buildings, and other projects.
• Recommends goals and objectives; assists in the development and implementation of policies, procedures and standards to ensure compliance with applicable laws and regulations.
• Plans, organizes and supervises the activities of assigned professional, technical and clerical staff.

• Acts on behalf of the Director when needed.

PHYSICAL REQUIREMENTS

The Position:

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions.

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. Acceptable Substitution:

License/Certifications:

Talent Acquisition & Career Pathways Unit (Position Code 496) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The position entails analyzing bids, conducting market analysis, negotiating vendors, negotiating contracts, and providing strategic recommendations to maximize value. Additionally, this position acts as a key analyst on IT procurement strategies and leads complex IT procurement projects, ensuring alignment with Valley Water's goals.

• Oversee the end-to-end procurement process for IT goods, services, and consultants, ensuring compliance with Valley Water policies, organizational requirements, and industry best practices. This includes leading, planning, and overseeing complex procurements for accuracy and compliance.
• Negotiate, prepare, and administer contracts for IT-related procurements to ensure organizational needs are met and compliance by vendors is maintained.

• Evaluate and analyze bids, making recommendations for vendor selection in accordance with Valley Water standards. Develop specifications for goods and services and ensure fair and open competition among vendors.

• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
