The Housing Authority of the City of Alameda (AHA) is seeking an exceptional, process-orientated professional to serve as the Director of Administration and Services. This is a fast-paced agency that seeks to meet the mission through a high level of accountability and transparency.

AHA is particularly interested in applications from candidates with a strong track record in a variety of administrative, coordinative, analytical, and liaison capacities relevant to the job responsibilities. Successful performance of the work requires knowledge of public policy, housing policy and programs, Housing Authority functions and activities, and the ability to develop, oversee, and implement projects and programs in a variety of areas. AHA is seeking to fill the Asset Management Specialist position in the Property Operations Department. The Asset Management Specialist performs a variety of specialized technical work in support of the Housing Authority’s asset management and property operations functions. Conducts operational monitoring and asset management analysis by supporting portfolio performance tracking, capital project planning, compliance reporting, and financial review. Provides responsible and professional assistance to the department team, and performs related work as required.

Experience with LIHTC or HUD compliance, property management accounting and/or asset management, and Yardi software are desirable.

The Legislative and Regulatory Manager is responsible for organizing, assigning, reviewing and participating in the performance of a wide range of professional duties related to Pioneer Community Energy regulatory and legislative matters, with particular emphasis on representation of Pioneer’s interests at the California Public Utilities; develops Pioneer’s positions on complex issues; and develops analyses, written reports, and presentation materials to support Pioneer’s position. Duties include:

• Planning, prioritizing, and reviewing the performance of professional staff involved in the research and analysis of legislation and regulatory issues.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Tracking complex legislation and regulations through multiple amendments and preparing drafts of legislative and regulatory updates on policy issues and programs.
• Performing a variety of complex research projects on legislative and regulatory policy issue areas; preparing and presenting findings and recommendations of Pioneer's position.
• Representing Pioneer in regulatory proceedings through preparation of data requests, written responses, position papers, analytical models, testimony, and exhibits.
• Reviewing and drafting comments and briefs, providing high level technical and/or analytic input on regulatory and legislative matters.
• Overseeing the preparation of data requests, testimony, and hearing exhibits and participating in administrative hearings.
• Tracking, reviewing, analyzing and summarizing filings prepared by utilities and other entities that could impact Pioneer and its customers.
• Coordinating and working closely with technical experts and external regulatory counsel to develop effective and persuasive communications before the CPUC, CA Energy Commission, CA Legislature and any other legal or regulatory body as may be needed.

Qualified candidates will possess knowledge of California electric utility regulatory issues, CPUC regulatory practices, protocols and procedures; California utility rate design, electric resource planning, demand resources solutions and regulatory relations; and procedures, operations, and functions of legislative and regulatory agencies, including processes for the promulgation of regulations.

Key Responsibilities

• Inspect public works and capital projects – including streets, storm drains, sidewalks, grading, and related infrastructure – for compliance with plans, specifications, codes, and safety standards

The City of Newark is looking for General Laborer to be an integral member of the Maintenance Division within the Public Works Department. Under supervision the incumbent will perform tasks to include general cleaning and maintenance of city parks to include planting of trees, shrubs, pruning, fertilizing and watering, mowing and edging turf areas, as well as trash removal from parks, roadways, and medians. This active laborer will remove graffiti, install signage, and assist in the cleaning of storm drains.

EXPERIENCE AND TRAINING

Experience:

• Current registration as a Civil Engineer in the State of California.
