DEFINITION:

Under direction, plans, configures/develops, and manages information technology-related projects involving critical applications, large systems, databases, and sophisticated processes; provides team leadership, guidance, business, and technical expertise on assigned projects involving citywide computer systems; designs and/or creates database structures and data migration/conversion techniques for system(s) conversions or upgrades. Monitors and tunes databases to obtain optimum performance; creates and develops reports; applies analytical and advanced design techniques in developing and/or modifying new programs and/or systems; codes, configures and/or tests programs, and resolves related problems in large, complex systems; provides technical guidance to lower-level IT personnel and contractors through training, mentoring, and coaching. DISTINGUISHING CHARACTERISTICS:

Application Integrator I

The Application Integrator I is the entry level class in this series and performs the more routine tasks associated with database and application projects. This classification may be alternatively staffed with the Application Integrator II, and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Application Integrator II

The Application Integrator II is the journey level class responsible for the full range of duties associated with database and application projects. This classification is distinguished from the next higher classification of Senior Application Integrator in that the latter is an advanced journey level, performs the most complex assignments, and may have lead responsibilities.

Senior Application Integrator

The Senior Application Integrator is the advanced journey level and/or lead class responsible for a wide variety of complex database and application projects. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, and by the amount of time spent performing the duties.

Senior Application Integrator

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Perform complex work related to database management and administration, including designing, configuring, and implementing databases infrastructure architecture, backup and recovery planning implementation, integrations, overseeing disk capacity of server and database infrastructure, and monitoring performance of assigned databases and servers; modifying and upgrading existing databases; coordinating, developing, and performing data export and import routines between applications; and creating and modifying query language scripts.
• Perform complex work related to application development, configuration, integration and administration, including designing, developing, overseeing, and implementing application and integration architecture; backup and recovery planning; and implementation, integration, performance monitoring, data analysis, modifying and upgrading existing solutions, creating and modifying applications utilizing programming languages including but not limited to HTML, JavaScript, PowerShell, JSON, SQL, and Python.
• Coordinates and monitors information technology operational systems for the City, including analyzing, diagnosing, maintaining, and troubleshooting assigned system areas, such as applications, operating systems, and database systems.
• Researches available technologies; assists in the development and administration of Requests for Proposal to acquire applicable departmental programs or systems from vendors in order to meet the identified needs; performs cost/benefit analyses of said systems; manages and executes installation upgrades and system patches; tracks problems and requests for system enhancement and equipment upgrades; identifies and recommends solutions related to the assigned program; and resolves problems as they occur.
• Assists with and performs installation of new and existing software, complex configuration duties, and related data migration, conversion, maintenance, and extraction work; performs modifications, testing, and implementation of vendor software; develops, coordinates, and implements plans to test business and functional processes during system development and quality assurance; participates in the design of all required system interfaces and reviews and monitors vendors’ work.
• Serves as a trainer for staff regarding new procedures and software applications; demonstrates the software application systems; prepares written procedures and training materials for staff; provides support for specific department applications; tests programs and applications from users’ perspective.
• Conducts systems analyses; develops business and technical requirements; designs functional and technical specifications, writes source code, and tests applications.
• Assists in the planning and coordination of migrations from legacy systems and the implementation of ongoing maintenance of new computer systems.
• Lead and manage complex projects involving multiple City departments.
• Acts as a technical resource for City staff; identifies and suggests alternatives and recommends process changes through information systems; assists in identifying potential required changes to business processes and/or procedures.
• Participates in defining requirements, development, design, and validation of new automated computer systems.
• Develops and runs custom reports using a variety of report applications and systems.
• Designs, writes, tests, and documents a variety of computer programs/report-writers using applicable programming languages.
• Prepares and maintains documentation and instruction; maintains and updates manuals, codebooks, templates, web pages, and related documents; follows recommended protocols and procedures.
• Creates and maintains users, user permissions, system privileges, passwords and other administrative tasks for assigned systems; monitors, logs, and files for evidence of problems and system issues; performs necessary backup/recovery activities at scheduled times.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in keeping records and preparing reports using a computer keyboard.  Additionally, the position requires near and far vision in reading written reports and work-related documents and acute hearing is required when providing phone and personal service.  The nature of the work may require the incumbent to lift equipment and materials weighing up to 25 pounds or more.

Construction Inspector I

The Construction Inspector I is the entry level class in the Construction Inspector series. Incumbents are responsible for making field inspections of a variety of public and private construction projects related to City facilities and private development, ensuring that construction work is completed in conformance with applicable standards, plans, specifications and City ordinances. This class is alternately staffed with Construction Inspector II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Construction Inspector II

The Construction Inspector II is the journey level class responsible for inspecting, observing, measuring and testing materials utilized in construction of public facilities such as streets, storm drains, sidewalks and other public works construction to assure compliance with City standards, codes and specifications. Work is done in the office and field. This class is distinguished from the next higher classification of Construction Manager, in that the latter is responsible for overall supervision of the Public Works construction inspection program.

SUPERVISION RECEIVED/EXERCISED:

Construction Inspector II

ESSENTIAL FUNCTIONS:

• Inspects the work quality and materials used in a variety of public works construction projects, capital improvement projects, residential, commercial and industrial development within the city to ensure conformance with approved plans, specifications, codes, ordinances, laws and departmental regulations; observes and measures materials used in street, gutter, curb, sidewalk, parking lots, water and sewer systems, storm drain construction, underground improvements and capital projects; takes samples and arranges for laboratory tests.
• Conducts field sampling and testing of construction materials; directs lab testing operation; analyzes and interprets lab test results and writes test reports; approves materials for use on construction projects; makes field determinations of scope and method of work to be performed; authorizes field changes to plans when required.
• Reviews project plans for accuracy and conformance with City specifications; observes construction progress and documents with field reports; observes safety conditions and workmanship for compliance with City and State regulations; drafts letters to contractors; responds to complaints related to construction activities at the counter, over the phone and in the field.

• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; serves in a lead capacity in the training and scheduling of assigned personnel; coordinates project work and design alterations with developers, contractors, public utilities, engineers, the public and other City departments; identifies alternative construction methods and materials; provides interpretation of the City’s standard specification manual.
• Prepares technical reports, as built drawings, letters and change orders; maintains written records of work performed; performs construction surveys; checks contractors progress on jobs; reviews invoices and recommends progress payments; reviews certified payroll; conducts change order negotiations.
• Responds to questions and concerns from the general public regarding assigned projects; provides information as is appropriate and resolves complaints; investigates complaints or claims against the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The nature of the work also requires the incumbent to climb ladders, enter confined spaces, use a variety of hand tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions and often work with constant interruptions.

ROLE

ESSENTIAL FUNCTIONS

• Plans, manages, oversees and directs the professional and technical engineering work in the design, investigation, project management and construction of street, storm drainage facilities, sanitary sewer facilities, parks, park irrigation systems, water production and distribution facilities; reclaimed water, buildings, and other projects.

Senior Civil & Environmental Engineer
Salary Range: $95,900/yr. - $189,900/yr. (Budgeted salary range $95,900/yr. - $142,900/yr.)

Use advanced engineering concepts and organizational objectives to provide leadership and support focused on engineering, project management, and compliance for the Facilities Management: Utilities department. Work with individual Utilities system managers to evaluate system performance and provide technical leadership for deferred maintenance and capital improvement projects. Conduct master planning for future capacity needs. Conduct system assessments to improve the design of physical plant systems. Lead civil system compliance efforts. Regularly work on highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors.

MINIMUM QUALIFICATIONS
Minimum License/Certification:

• Current registration as a Professional Engineer in the State of California.

Minimum Education/Experience:

• Bachelor’s degree in Engineering from an accredited program, preferably in one of the following disciplines: Civil or Environmental.
• Over ten years of experience in engineering design, master planning, plan review, project administration and facility operation in storm, water, water reuse, sanitary sewer and solid waste systems.
• Extensive experience with interpreting regulations, permitting, and regulatory compliance for water, wastewater, and solid waste operations.

PREFERRED QUALIFICATIONS
Preferred Education/Experience:  

• Experience with Capital Improvement Project (CIP) budgeting and with developing sewer, water and treatment plant master plan documents and condition assessments.
• Experience with water and wastewater system maintenance; understanding of Enterprise Asset Management System (EAMS) principles.

The City of Lincoln is hiring a Civil Engineer!

We are accepting applications to fill an Engineer position in the Engineering Department.  The incumbent will be part of a team of seven working on the City's capital engineering projects.  The position will be filled at any level of the Civil Engineer classification series, dependent upon candidate qualifications.  The salary ranges for each class level are as follows:

• Assistant Engineer:  $73,576.00 to $98,598.87
• Associate Engineer:  $94,183.25 to $126,214.57
• Senior Engineer:  $106,795.51 to $143,116.19

DISTINGUISHING CHARACTERISTICS

The Assistant Engineer is the entry level class in the professional civil engineering series and is responsible for performing the professional engineering work not requiring registration as a Civil Engineer. This classification is distinguished from the next higher classification of Associate Civil Engineer in that the latter performs the more complex and difficult assignments within the division.

The Associate Engineer is the journey level class in the professional civil engineering series and is responsible for performing the more complex design and construction of capital improvement projects and for reviewing private development projects for design conformance and accuracy. Incumbents perform complex professional engineering assignments requiring considerable knowledge of various aspects of civil engineering including land development, planning, design standards and regulations, construction and maintenance. This classification is distinguished from the next higher classification of Senior Civil Engineer in that the latter performs the most complex and difficult assignments within the division and may exercise direct supervision over assigned project staff.

The Senior Civil Engineer is an advanced journey level registered professional engineer class and exercises full responsibility for planning and organizing a variety of assigned engineering projects and directing the work of assigned staff. Incumbents perform complex professional engineering and program management assignments demanding considerable knowledge of various aspects of engineering and related program requirements including land development, planning, design standards and regulations, construction and maintenance. This classification is distinguished from the Associate Civil Engineer by the level of accountability expected in the performance of the most complex and difficult assignments, and the performance of program management responsibilities.

SUPERVISION RECEIVED/EXERCISED

This position receives direction from the Engineering Manager, and may receive direction from a Senior Engineer, and the City Engineer.  Associate and Senior Engineers may exercise direct supervision over professional and technical support staff and staff augmentation consultants.

ESSENTIAL FUNCTIONS

May include, but are not limited to the following:

Assistant Engineer

• Performs professional engineering work not requiring registration as a Civil Engineer.
• On a continuous basis, know and understand all aspects of the job.
• Intermittently analyze work papers, reports and special projects.
• Identify and interpret technical and numerical information.
• Observe and problem solve operational situations and technical policies and procedures.
• Explain regulations and procedures to consultants, contractors, developers, the general public, and representatives of other public agencies and other City staff.
• Prepare and check engineering plans and specifications, and engineering reports and studies.
• Understand City engineering policies and procedures, applicable laws and regulatory codes applicable to areas of assigned responsibility, including design, construction, land development, transportation and traffic planning, surveying and mapping, solid waste and landfill operations, storm control and flood control engineering.
• Prepare accurate cost estimates and/or budgets, project schedules, and personnel resources needed for project completion/program accomplishment.
• Prepare effective technical reports with recommendations and finds.
• Work with various and aids in coordinating capital improvement projects with contractors, utility companies and other departments and agencies; in the predevelopment project review process; develops and recommends conditions of approval for projects and conditions for development agreements; aids in plan check services for developers and contractors to ensure compliance with city improvement standards; processes lot line adjustments, ROW abandonments, easement and grant deed dedications.
• Prepares and provides complex engineering reports, correspondence, staff reports, ordinances, and resolutions to the City Manager, City Council, committees, City departments, outside agencies and the public; develops and reports statistics; coordinates storm water and groundwater monitoring and reporting; prepares long range storm water master plans; oversees and performs design and maintenance of geographic information systems; reviews and comments on environmental impact reports and traffic studies; makes oral presentations and participates in organizational and community group meetings;  responds to questions and inquiries, and investigates complaints concerning engineering problems.
• Aids in overseeing the design and development of public works and utility structures and the preparation of project specifications; aids in reviewing plans submitted by consultants and developers to ensure conformity with established standards and regulations.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

Associate Engineer

• Performs and oversees a broad range of design activities on a variety of public works projects including street, storm drains, sewers, buildings, airports and other public facilities; oversees the administration of construction contracts; performs field inspections; determines design procedures; prepares plans, specifications, project budget and cost estimates; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness; makes recommendations and monitors the approved project budgets.
• Coordinates capital improvement projects with contractors, utility companies and other departments and agencies; participates in the predevelopment project review process; develops and recommends conditions of approval for projects and conditions for development agreements; provides plan check services for developers and contractors to ensure compliance with city improvement standards; processes lot line adjustments, ROW abandonments, easement and grant deed dedications.

• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

Senior Engineer

• Performs a broad range of design/project management activities on a variety of public works projects, including street, landscaping, storm drainage facilities, sanitary sewer facilities, parks, water production and distribution facilities and buildings; performs site inspections; develops design procedures; prepare plans, specifications, project budget and cost estimates; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness.
• Manages, develops and coordinates assigned program activities such as industrial waste ordinance management, grease trap enforcement, and other City Municipal Code-related activities, including policy development, community education, regional and state program coordination and required infrastructure modifications; recommend program activity budgets.
• Monitors work activities to ensure safe work practices, work quality and accuracy; ensures compliance to applicable rules, policies and procedures; participates in the development of policies and procedures; recommends programs, projects and work assignments to higher level engineering personnel.
• Assists in the coordination of capital improvement projects with contractors, utility companies and other agencies; administers construction contracts; plans, coordinates, prioritizes, monitors and participates in the work of staff responsible for reviewing design conformance and accuracy of public and private development projects.
• Prepares and provides complex engineering and program reports, correspondence, staff reports, ordinances and resolutions at the direction of the Engineering Manager, or the City Engineer; develops and reports statistics; makes oral presentations and participates in organizational and community group meetings; responds to questions and inquiries, and investigates complaints concerning engineering problems.
• Manages the design and development of public works and utility structures and the preparation of project specifications; consults with contractors; reviews plans submitted by consultants and developers to ensure conformity with established standards and regulations; provides advice and instruction to subordinates on design standards and problems from design inception through the construction phase to completion of the project; provides supervision of field work; prepares, reviews and recommends change orders.
• Manages the engineering aspects of private development projects from pre-application through entitlement approval, through plan review and final map approval, and reviews proposed revisions through the construction phase; supervise, review and participate in preparation of environmental assessments and studies, specific plans, and general development plans, financing plans and Development Agreements; manage and review traffic impact analyses, hydrology studies, storm water quality plans, drainage, sewer, and water master plans, improvement plans, final maps and other technical documents; meet with developers to discuss the proposed project or resolve design issues; manage the annexation of territory into the special districts and assist in the formation of special districts (CFDs, Landscaping & Lighting Assessment Districts, Benefit Assessment Districts).
• Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for services, labor, materials and related resources for public works and utilities projects and/or programs; monitor and control expenditures.
• Monitors and keeps informed of current trends in the field of municipal engineering, including legislation, court ruling and professional practices and techniques; evaluates their impact and recommend policy and procedural modifications accordingly.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling and making repetitive hand movement in the performance of daily duties.  The position also requires repetitive hand movement and fine coordination in preparing reports using a computer keyboard.  Additionally, the position requires both near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service.  Additionally, the incumbent in this position works outdoors in all weather conditions, including wet, hot and cold.  The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards.  The nature of the work also requires the incumbent to drive motorized vehicles. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

Performs a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, traffic control, curbs, gutters, signs and markings.  The purpose of this recruitment is to fill a vacancy in the Street Maintenance Division of the Public Works Department, as well as establish an eligibility list for future vacancies.  Initial position/assignment and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The Ideal Candidate for this position will have prior experience in road maintenance, including work on sidewalks, driveways, roads, curbs, and gutters. While this experience is preferred, it is not required. The candidate must be able to follow directions accurately and demonstrate strong communication skills, both verbally and in writing. They should be punctual, maintain good attendance, and have a positive attitude. The ability to work independently with minimal supervision is essential, along with a willingness to learn new skills and take on additional responsibilities as needed. This position requires flexibility, including availability for overtime, weekend shifts, and holiday work when necessary. While a Class B Commercial Driver’s License (CDL) is preferred, it is not mandatory at the time of hire.

Maintenance Worker I:

This is the entry level class in the Maintenance Worker series. The Maintenance Worker I may often perform many of the duties required of Maintenance Worker II but is not expected to have the depth of experience, skill level and certifications of the Maintenance Worker II. As a result, the Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods. This position is required to work any shift, weekends and holidays as needed.

Maintenance Worker II:

This is the journey level in the Maintenance Worker series. This class differs from Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment. The Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Maintenance Worker I level, or by candidates with prior work experience elsewhere. This position is required to meet all Standby Program requirements, take standby duty, and to work any shift, weekends and holidays as needed.

ESSENTIAL JOB FUNCTIONS

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list: 

• Assist other departments in addressing Right of Way (ROW) issues within the city, this may include homeless camps, illegal dumping and blight related issues
• Ensure that safe traffic control measures are deployed, and that proper safety precautions and safe work methods are followed
• Design, fabricate, and install traffic signs and markings, set up barricades, direct traffic, and remove traffic control devices as needed
• Assist the Signs and Markings Group with the installation of signs and road markings
• Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, zipper, mastic machine, crack seal machine and rubber-tired tractor with all attachments to perform a variety of routine construction and maintenance operations. • Ability to set, form, pour, and finish concrete is required to repair curbs, gutters, driveways, and sidewalks
• Keep and record accurate and up to date records on all assignments using city maintenance management software
• Promote and maintain safe working conditions and correct unsafe working conditions
• Inspect, maintain, troubleshoot, repair, and upgrade a wide variety of streets and sidewalk equipment
• Prepare plans and specifications for the procurement of parts and supplies on assigned projects

Deputy Fire Marshal
Salary Range: $6,750.00 to $13,383.33 Monthly
 

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Note, that SFM has the sole authority to approve a candidate as an SFM DCFM.

Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.
• Must possess a valid California Driver’s License
• Five (5) years of experience in building, fire, or hazardous materials inspections.
• College education/training equivalent to a BS level in Fire Science, Construction, Chemistry, or similar related field.
• Experience working within “Authority Having Jurisdiction” for enforcement of regulations, or someone who has completed an apprenticeship (time/experience) and is fully educated/experienced in construction.

Preferred Qualifications 

• OSFM Certification as a Fire Inspector 2
• ICC Building Code Official Certification
• Hazardous Material Inspection experience.
• Experience in hospital inspections &/or construction.
• Thorough knowledge and skill in one or more of the following fields: Hazardous Materials Inspections, Laboratories, Hospital &/or Construction Inspections.
• Demonstrates excellent working knowledge of the California Health and Safety Code sections under the authority of the Office of the State Fire Marshal, California Code of Regulations Title 24, NFPA, and other standards required for Fire Prevention activities within the state of California.

Special Requirements

• This position may, at times require the incumbent to work with or be in areas where hazardous materials and/or infectious diseases are present and, as such, the incumbent will be required to participate in a medical monitoring program and other programs necessary to enter a hazardous materials environment.
• Will be required to work outdoors in a variety of weather conditions; tolerate very hot and very cold temperatures; walk over rough, uneven, or rocky surfaces; work at heights greater than 10 feet; climb ladders or steps to reach objects; work in small, cramped areas; bend or stoop repeatedly or continually over time; discriminate among colors or match colors of wiring systems and color-coded valves and piping; stand or walk for extended periods of time with the inability to rest at will and use arms above shoulder level. When not performing duties in the field, incumbents work in an indoor office setting and are required to enter data into a terminal, PC, or keyboard device; produce written documents using proper grammar, punctuation, and spelling; use graphic instructions, blueprints, and layouts as part of the plan review process when checking for code compliance; and sit for extended periods of time with the ability to move at will.

This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
