About the Position: The Library Activity Leader supports the Makerspace at the Downtown Library and potentially at the library branches and outreach events. What You’ll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

Under general supervision, to perform skilled carpentry, plumbing, mechanical and electrical work involving rough and finished construction, installation, and repair work

DISTINGUISHING CHARACTERISTICS

This is the skilled level class in the building maintenance series.

SUPERVISION RECEIVED AND EXERCISED

Receive general supervision from higher-level staff.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Operates woodworking machinery such as sanders, planers, and power saws in the construction of cabinets, shelves, stairways, and other wooden articles or structures;
• Hangs doors and installs wooden sashes;
• Lays finished flooring;
• Instels, remodels, repairs and maintains electric, HVAC, wiring and plumbing systems, furniture, roofs, and other general repairds to buildings;
• Installs wall board;
• Prepares walls for plastering and refinishing;
• Maintains and services carpentry equipment and tools;
• Repairs small motors, heaters, boilers, and broken water lines; may do occasional general public works construction and maintenance work.
• Perform related duties and responsibilities as required and other duties as assigned.

QUALIFICATIONS

Knowledge of

• Materials and methods used in both rough and finished carpentry and most other areas of the construction field;
• Plumbing maintenance, installation, and finishing

Skill/Ability to

• Prepare rough sketches of work and estimates of materials and labor;
• Read blueprints and work according to plans and specifications;

EDUCATION AND TRAINING

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way of qualifying is:

Experience: Two years of progressively responsible experience performing public works building maintenance duties

Substitution: Completion of an accredited apprenticeship in the construction field or may substitute for two years.

Training: Graduation from high school and

LICENSE

Ability to drive and possess a valid California driver’s license.  May be required to qualify for and obtain a Class A or Class B driver’s license and be subject to random drug and alcohol testing under the Department of Transportation regulations.

About the Role

This is not a desk job. This is not a new position we are trying to figure out. And this is not a role where you sit behind a screen waiting for the next alert to go out.

For over a year, SMC EM has been deliberately building a countywide Alert and Warning (A&W) program that brings coherence, consistency, and credibility to how San Mateo County communicates with the public before, during, and after emergencies. We have developed training curricula, created frameworks, established partnerships, and advanced the conversation across the Operational Area. Now we need someone to carry that work forward – externally.

The Alert and Warning Coordinator is fundamentally an external-facing role. There are 32 agencies within the San Mateo County Operational Area that hold alerting authority and sending rights. Each has its own protocols, staffing models, and levels of experience with alert and warning systems. Your job is to be the connective tissue—socializing our approach to A&W with operational area partners, building alignment across jurisdictions, and ensuring that when an alert goes out in this county, it is timely, accurate, actionable, and drives protective action.

You will brief city councils, law and fire chiefs with equal confidence. You will sit with an Incident Commander during a fast-moving wildfire and translate urgency into a message that saves lives. You will train authorized users on alerting platforms and hold the line on quality when others want to cut corners. And you will do all of this while representing a department that is changing the culture of emergency management in one of the most complex operational areas in the state.

 

What This Role Actually Involves

Partnership and Coordination (Primary Focus)

• Serve as the primary liaison to the 32 agencies across the Operational Area on all matters related to alert and warning, building relationships and driving alignment toward consistent A&W practices countywide.
• Brief alert and warning programs, standards, and best practices to diverse audiences—from city councils and boards of supervisors to law and fire chiefs, emergency managers, and community organizations—adapting your message for each.
• Coordinate monthly and recurring touchpoints with Operational Area partners to advance shared A&W goals, identify gaps, and troubleshoot challenges collaboratively.
• Represent SMC EM at stakeholder meetings, advisory committees, work groups, tabling events, and public-facing engagements at all levels of government.
• Facilitate training seminars and hands-on workshops for authorized users across jurisdictions on alerting platforms, protocols, and message crafting.

 

Alert Crafting and Operational Readiness

• Develop, review, and issue emergency alerts that drive protective action – messages that are clear, accurate, geographically targeted, accessible across languages, and calibrated to the threat. This includes understanding what makes an alert effective, not just how to press “send.”
• Maintain fluency across multiple alerting platforms including IPAWS, Wireless Emergency Alerts (WEA), the Emergency Alert System (EAS), mass notification systems, and reverse 9-1-1.
• Participate in a weekly on-call rotation, maintaining 24-hour readiness and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.
• Conduct regular testing and evaluation of A&W systems to ensure functionality, reliability, and interoperability across jurisdictions.
• Participate in after-action reviews and improvement planning to refine protocols based on lessons learned from exercises and real-world incidents.

 

Program Development and Standards

• Advance the County’s A&W program by developing and refining emergency notification standards, protocols, templates, and processes that serve as a model for the Operational Area.
• Assess existing community alert and warning programs for effectiveness, identify service gaps, and recommend evidence-based improvements – incorporating research on protective action decision-making, message design, and crisis communications.
• Coordinate with local, state, and federal agencies to ensure A&W system integration and interoperability, including IPAWS compliance and alignment with emerging federal guidance.
• Manage vendor services and contracts related to alerting platforms and notification systems.
• Review and update Operational Area alert and warning plans on a regular basis.
• Prepare reports, briefing materials, presentation decks, and other professional documents as needed.

The right person for this role is not just technically proficient in alerting systems – they understand the weight of what an alert means and the responsibility that comes with it. They know that a poorly crafted message can erode public trust, cause unnecessary panic, or worse, fail to prompt the protective action that saves lives.

Knowledge and Experience

• Strong knowledge of IPAWS protocols and the broader alert and warning ecosystem, including WEA, EAS, and mass notification platforms.
• Demonstrated fluency using alerting platforms—not just awareness of them, but hands-on operational experience issuing, testing, or managing alerts.
• Understanding what makes an effective emergency alert: message design principles, protective action messaging, audience considerations, and the science behind how people receive and act on warnings.
• Familiarity with local, state, and federal regulations governing public alerts and emergency communications.
• Experience engaging diverse stakeholders including elected officials, public safety leaders, community organizations and adapting communications to the audience.
• Excellent written communication skills, including experience with reports, briefings, proposals, and professional presentations.
• Familiarity with the five Emergency Management Sections (Management, Operations, Planning, Logistics, Finance/Admin) and the Incident Command System.
• Completion of ICS Courses 100, 200, 700, and 800, or ability to complete within first 90 days.
• Completion of IS-247.C (IPAWS for Alert Originators) and IS-248 (IPAWS for the American Public), or ability to complete within first 90 days.
• A valid California Driver’s License.
• Ability to work across a wide variety of settings (field, office, EOC) and disciplines (law enforcement, fire services, emergency medical personnel).

 

Preferred but Not Required

• Master’s degree in emergency management, public administration, public affairs, crisis communication, homeland security, or a related field.
• Experience working across multiple jurisdictions or within a complex multi-agency operational environment.
• Knowledge of information technology related to emergency management, including radio communication systems and interoperability standards.
• Experience with grant writing, program budgeting, or contract management related to emergency communication systems.

 

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify:

• Education: Bachelors and Masters (preferred) degree from an accredited college or university in emergency management, public administration, communications, homeland security, or a related discipline.
• Experience: Minimum five (5) years of experience in alert and warning operations, emergency communications, or emergency/disaster planning and management in a public, military, or private organization.

An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Communications/City Clerk department will make the hiring decision.

The responsibilities of Food Service Workers include a diverse range of tasks, including but not limited to food preparation, serving, and storage. They also play a crucial role in ensuring the cleanliness and sanitation of kitchens and dining areas, while simultaneously handling routine tasks associated with the delivery of food and supplies to facilities within San Mateo County. Rewarding aspects of the job: Your work will have a direct impact on the execution of food service operations to Incarcerated Persons within the two correctional facilities, the Youth Services Center-Probation and Staff. You will work as part of a team that prides itself on excellence in the correctional food service arena. In your role, you will have the opportunity to work with and train a team of incarcerated individuals to ensure deliverables for the day.  
  
Challenging aspects of the job: As a Food Service Worker within the Sheriff’s Office, you will be working in a restrictive environment inside a correctional facility that serves the incarcerated population. You must be able to handle multiple duties at one time, meet tight deadlines, drive a large truck, trouble shoot issues that arise, work independently, and ensure careful delivery of meals between correctional facilities.
   
The ideal candidate will possess the following:

• Food Handling Skills: One year of experience preparing and serving food. Possession of a valid ServSafe Food Handler Certification from the National Restaurant Association.
• Food Safety and Sanitation: Demonstrated understanding and adherence to proper food handling, hygiene, and safety protocols. Awareness of the general food safety and sanitation codes and standards.
• Time Management: Efficiently manage time to coordinate the preparation and cooking of multiple dishes simultaneously. Prioritize tasks in alignment with established procedures and manage time efficiently to meet deadlines while following protocols. Ability to be at your workstation on time.
• Customer Service: Prioritize and handle tasks that directly contribute to delivering excellent service throughout Food Service Unit operations. Ability to make decisions that lead to appropriate resolution of an issue. Ability to communicate effectively with colleagues and those outside the department.
• Teamwork: Collaboration with other food service staff to ensure smooth operations and timely service.
• Stress Management: Ability to handle high-pressure situations, such as changes in assignments and unexpected issues in a correctional food service environment.
• Technical Proficiency: Skilled in effectively using and navigating various computer systems, software applications, and technology tools. Proficiency in Microsoft Office and nutrition management.
• Flexibility: Ability to work a flexible schedule as the Food Service Unit operates 7 days a week from 6:30 am to 7 pm year-round. This position may require you to work evenings, nights, weekends, holidays and/or other shift work.

Additionally, the ideal candidate for the Sheriff’s Office will possess a California Class C or Class A license, have a clean driving record, and be comfortable working alongside incarcerated individuals. Fluency in Spanish, Tagalog, Mandarin, Cantonese, Russian (speak, read, write) is highly desired but not required.
  
Candidates chosen for these positions must successfully pass a background investigation in order to work in a locked facility around incarcerated persons. Felony and misdemeanor convictions may be disqualifying depending on type, number, severity, and recency.  
   
The San Mateo County Sheriff’s Office currently has one regular full-time vacancies with additional vacancies expected. The appointment may be made at either the Food Service Worker I or II level, depending on the qualifications of the successful candidate(s) and the needs of the department.
  
As a Food Service Worker with the Sheriff’s Office you will be responsible for:

• Directing the work of incarcerated individuals who are assigned to clean and prepare food or assist in related routine tasks defined by supervisors at specific facilities assisting Cooks in the preparation of meals.
• Driving a large or small truck to deliver food and supplies and maintaining basic records related to vehicle use such as mileage and service reports.
• Preparing food for cooking by peeling, cutting, or slicing.
• Preparing salads, sandwiches, beverages, and simple desserts.
• Setting up tray lines and/or individual trays.
• Maintaining safety and security of equipment and addressing issues that arise.
• Overseeing the activities of the dish room, including ensuring chemicals are ordered, monitoring the PH and temperatures of the equipment, and preparing daily items such as dishes, pots, pans, containers, carts, and equipment.
• Cleaning facilities including sweeping, mopping, and sanitizing work areas such as floors, storage spaces, trucks and emptying garbage cans.
• Assisting with deliverables including signing for, bringing in, and/or storing items.
• Performing basic office tasks such as answering phones, working with computers, and paperwork.
• Following Food Service Unit policy and procedures including arriving to work on time, submitting personal timecard and assisting in following up on requests in a timely matter.
• Performing related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 
Food Service Worker I ($30.86 - $34.47 / hourly) is the entry/trainee level position. Initially under close supervision, incumbents learn a full range of Food Service Worker duties. As experience is gained there is greater independence of action within established guidelines. This classification is flexibly staffed with Food Service Worker II and incumbents may advance to the next level after gaining experience and demonstrating proficiencies which meet the higher-level qualifications.
  
Food Service Worker II ($32.50 - $36.35 / hourly) is the journey level position. Under general supervision, incumbents independently perform a variety of responsible food service duties. Incumbents work under specified guidelines and supervisors are available in non-routine circumstances. Specific duties may vary from position to position.
 
Knowledge of:

• Basic kitchen cleaning and sanitation methods.
• Operation and care of kitchen equipment.
• Proper lifting techniques.

Skill/Ability to:

• Prepare simple foods and beverages.
• Interact cooperatively with others including staff, patients, inmates and members of the public.
• Work rapidly under pressure.
• Communicate effectively orally and in writing.
• Maintain a high standard of personal cleanliness.
• Maintain basic records.
• Direct the work of juvenile detainees or adult inmates assigned to assist in basic food service activities at specific facilities.
• Operate a truck or van.
• Lift, carry or push materials, supplies or equipment weighing up to 50 pounds.
• Walk or stand for long periods of time.

Licensure/Certification: Must possess and maintain a current California Food Handler Card for the duration of employment in this classification or obtain card within six (6) months of employment.

The examination process will consist of a scored evaluation of relevant training and experience. The evaluation is based solely on the responses to the supplemental questionnaire. Applicants who pass the training and experience evaluation will be placed on a list of eligible candidates and ranked according to their score (weight: 100%). Applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent stage of the examination process. Applicants invited to the interview in the County of San Mateo must participate at their own expense.
