The Pacifica Police Department is responsible for all functions related to law enforcement and crime prevention and is made up of several divisions that carry out specialized duties to help the department perform as a cohesive whole. Basic Examples of Duties

Duties may include, but are not limited to the following:

• Patrols an assigned area of the City by car, foot or as designated by the Police Chief, divisional commander or line supervisor.
• Maintains law and order, responds to emergencies as directed by radio and telephone.
• Investigates unusual or suspicious conditions, directs traffic, investigates traffic accidents, administers first aid, gives assistance to the injured.

• Maintains effective working relationships with other law enforcement agencies, employees and the public.

Under general supervision, the Police Officer performs a wide variety of patrol and related duties involving the prevention of crime, the protection of life and property, and the enforcement of Federal, State, and local laws and ordinances. The incumbent makes investigations, assists in the preparation of cases, and testifies in court; serves in specialized departmental roles as assigned. This is a sworn journey-level law enforcement classification that performs all assignments found in a municipal police department. The Police Officer provides information and assistance to the public; performs related work as assigned. 

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

• Knowledge of supervisory principles and practices including work planning, scheduling, assignment, and review, and employee training, evaluation, and corrective action
• Technical and professional knowledge of appraisal procedures for real, personal, and intangible property
• Understanding of California Property Tax laws, State Board of Equalization guidelines, and Uniform Standards of Professional Appraisal Practice; and the ability to read, interpret, and apply these rules, policies, and procedures
• Familiarity with systems, technology, and desktop applications
• Ability to appraise and assess complex property interests as per California statutes and Property Tax Rules and Regulations
• Skill in analyzing information and using sound independent judgment to make decisions and determine appropriate courses of action, including recommending legal actions

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.
 
Knowledge of:

Under general supervision, performs skilled plumbing work in the alteration, repair and maintenance of water, sewer and other plumbing systems; and performs related duties as required. Requires responsibility for: following established plumbing methods and procedures. Nature of work involves: considerable physical effort and intermittent exposure to working conditions which may produce minor cuts, bruises, and abrasions; somewhat unpleasant physical and working surroundings, such as lack of adequate ventilation, cramped quarters and toxic conditions.

The essential functions of this classification include, but are not limited to, the following:

• Performs plumbing duties in connection with a wide variety of building alterations, maintenance and repair projects and other appurtenant and miscellaneous structures; installs, alters, replaces and repairs plumbing, such as water, sewage and drainage systems.
• Cuts, bends, assembles and installs various pipes, fittings and fixtures for water, sanitary, drainage, heating, gas and other plumbing systems which involve the performance of hand, bench and maintenance plumbing tasks,
• Installs, alters, repairs or replaces all plumbing fixtures.
• Threads, reams, assembles, caulks, solders and welds various pipes and component parts.
• Installs, alters and repairs valves, fittings and other plumbing parts and equipment, including such items as hot water boilers, sterilizers, steam tables, sinks, thermal control apparatus, sprinkler heads, hydrants and service pipes.
• Repairs and installs new water and drainage lines and waste and sewage pipes.
• Checks plumbing fixtures for leaks and other defects; opens and cleans clogged drains, pipes and traps.
• Advises on selection, ordering and storing of plumbing supplies and equipment.
• Maintains simple working records and reports.

Education:
Completion of the recognized Apprenticeship of the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry of the United States and Canada – City and County of San Francisco General Plumber Apprenticeship program in class 7465/7466. 

License and Certification:
Possession of a valid California driver’s license.

Substitution:
Completion of a recognized five (5) year plumber’s apprenticeship program and three (3) years of journey-level experience as a journeyman plumber may be substituted for the completion of the City and County of San Francisco General Plumber Apprenticeship.  

Additional qualifying journey level experience may be substituted for the required plumbing apprenticeship on a year-for-year basis.

Notes:  

1. Some positions require work in jail environment.
2. Positions at the San Francisco Public Utilities Commission Department may be required to perform skilled plumbing on fixtures in treatment plants, pumping stations, and laboratories.  Incumbents may also work in hazardous conditions, sensitive environmental areas, confined spaces and high security areas.  
3. Positions at the Port of San Francisco require work over water and under piers, working on overhead plumbing from a rocking boat or float for extended periods of time.

Written Standardized Examination (Weight: 100%)
Candidates meeting the minimum qualifications will be invited to participate in a multiple choice written examination. The written examination is designed to assess candidate's knowledge, skills, and/or abilities in job-related areas for the 7347 classification which may include, but are not limited to: knowledge of practices, methods, tools and materials of the plumbing trade; applicable sanitary and safety codes and ordinances; occupational, hazards and the techniques of safety precautions; ability and skill to interpret and work from blueprints, sketches and drawings; plan and lay out details of work; work well with others; estimate materials and labor costs for plumbing jobs; use of the tools, materials and equipment of the plumbing trade.

General

The Senior Engineer, Railroad Structures reports to the Manager, Engineering Structures and Facilities, and is responsible for Caltrain corridor engineering, construction support of capital improvement projects, engineering design and maintenance support of facilities, including maintenance facilities and historical stations, project planning support, and design studies support for railroad structures including railroad stations, and railroad facilities for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

Examples of Essential Functions:

• · Provide engineering architectural and design support related to design review, renovations, structural improvements and repairs for Rail Operations, Capital Projects, Construction Management, and other Caltrain departments.

• · Works closely with key stakeholders internally and externally to maintain railroad facilities, structures, tracks, tunnels and bridges (civil/structural).

• · Review and perform capacity calculations on railway structures, design reviews and capital improvement projects to protect the integrity of the railroad structures, including historical preservation and to ensure technical requirements are met.

• · Oversee projects to be performed by outside agencies (3rd party projects) working on Caltrain property.

• · Participate in capital project development studies including consultant negotiations, estimating, and scheduling.

• · Identify root causes of engineering structural issues and present appropriate solutions.

Examples of Essential Duties:

• · Review engineering design project documents including plans, specifications, calculations, cost estimates, project schedules, and constructability review reports.

• · Review project design documents, interface with Caltrain Operations, monitor construction progress, and inspect construction fieldwork.

• · Assist in monitoring and directing the railroad maintenance contractor for Caltrain structures.

• · Perform on-site and routine inspection required by FRA, provide analysis and condition assessment of existing railroad structures.

• · Monitor third party vendors on capital projects to protect the Agency’s infrastructure and operational interests.

• · Provide responsible and professional staff assistance to higher level management on projects and related matters.

Minimum Qualifications
