Basic Examples of Duties

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.

Education:
Completion of the recognized Apprenticeship of the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry of the United States and Canada – City and County of San Francisco General Plumber Apprenticeship program in class 7465/7466. 

License and Certification:
Possession of a valid California driver’s license.

Substitution:
Completion of a recognized five (5) year plumber’s apprenticeship program and three (3) years of journey-level experience as a journeyman plumber may be substituted for the completion of the City and County of San Francisco General Plumber Apprenticeship.  

Additional qualifying journey level experience may be substituted for the required plumbing apprenticeship on a year-for-year basis.

Notes:  

1. Some positions require work in jail environment.
2. Positions at the San Francisco Public Utilities Commission Department may be required to perform skilled plumbing on fixtures in treatment plants, pumping stations, and laboratories.  Incumbents may also work in hazardous conditions, sensitive environmental areas, confined spaces and high security areas.  
3. Positions at the Port of San Francisco require work over water and under piers, working on overhead plumbing from a rocking boat or float for extended periods of time.

The Senior Engineer, Railroad Structures reports to the Manager, Engineering Structures and Facilities, and is responsible for Caltrain corridor engineering, construction support of capital improvement projects, engineering design and maintenance support of facilities, including maintenance facilities and historical stations, project planning support, and design studies support for railroad structures including railroad stations, and railroad facilities for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

• · Provide engineering architectural and design support related to design review, renovations, structural improvements and repairs for Rail Operations, Capital Projects, Construction Management, and other Caltrain departments.

• · Works closely with key stakeholders internally and externally to maintain railroad facilities, structures, tracks, tunnels and bridges (civil/structural).

• · Review and perform capacity calculations on railway structures, design reviews and capital improvement projects to protect the integrity of the railroad structures, including historical preservation and to ensure technical requirements are met.

The Deputy Director, Traction Power and OCS, reports to the Director, Engineering, and is responsible for the development and management of Engineering systems and lead projects and programs related to 25kV AC Traction Power, Overhead Contact System, Grounding and Bonding and EMC for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

• Serve as an agency subject matter expert for all 2X25kV AC railway Traction power and OCS related issues to provide expert recommendations and assistance to executive leadership on Traction Power, OCS, grounding and Bonding, EMC and safety standards for Caltrain railroad network.

• Responsible for establishing and implementing the engineering processes for all traction power-related systems, including developing and maintaining 2x25kV AC Electrification Standards.

• Provide management and oversight of Traction Power related activities related to Engineering.

• Lead the development of performance indicators for Caltrain and the actions needed to improve or correct performance and the capture and analysis of Traction Power and OCS data, to include Electrical Traction power concerns, accident/incident data, and trends.

• Drive innovations and improvements to increase the reliability, availability, effectiveness and efficiency of the Traction Power/OCS assets and maintenance programs. 

• Assure compliance with the Agency’s Transit Asset Management Program for traction power and OCS systems.

• Provide technical guidance for the work performed by the railroad contract operator to maintain traction power and OCS systems.

• Provide engineering leadership to the Contract Operator’s Maintenance Department to resolve and repair failed traction power equipment.

• Responsible for the development of maintenance requirements for traction power and OCS assets.

• Lead all initiatives related to process improvements and change management. Ensures Standard Operating Procedures (SOP) are communicated and followed.

• Serve as a liaison and a lead contact person with utilities and regulatory agencies to ensure regulatory compliance for all Traction Power related positions.

• Liaison with internal and external stakeholders on Caltrain commuter rail operations and maintenance, planning, and safety departments for any traction power related issues.

• Provide technical input to the Planning department to develop project scopes.

• Make recommendations to contractors, project managers and lead engineers in the areas of Traction Power performance in accordance with the contract.

• Develop, implement, and maintain budgeting of the projects and programs related to traction power Engineering and monitor their financial health.

• Develop and maintain budgetary requirements for engineering projects. 

• Supervise staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. • Lead the audit process, certification inspections, and regulatory requirements following alterations or improvements to the Traction Power and OCS system.  

• Establish predictive Traction Power and OCS maintenance programs for critical infrastructure assets to increase availability, resiliency, reduce repairs and service interruptions, and improve maintenance efficiency.  

• Identify Traction Power infrastructure quality concerns and propose solutions.

Minimum Qualifications

Today, the San Francisco Fire Department serves an estimated 1.5 million people, providing fire suppression, fire prevention and emergency medical services to the residents, visitors and workers within San Francisco's 49 square miles.

Under general supervision, an H002 Firefighter engages in firefighting and related activities for the saving of life and property; administers first responder treatment, including first aid; and responds to a variety of emergency situations involving public safety and medical care. A Firefighter also may be assigned duties in connection with fire prevention activities, including the inspection of businesses, schools, and homes to ensure fire safety; maintaining station quarters; and performing other duties as assigned. Firefighters are required to work 24-hour shifts, including weekends and holidays. During those shifts, a Firefighter lives and works in close quarters with three or more individuals at a fire station. A Firefighter must cooperate and work effectively with the other members of his or her team.

Age: Applicants must be at least 19 years old at the time of application and must be at least 20 years old at the time of appointment. [Civil Service Rule 310.15]

Driving Record: Applicants must possess a valid Class A, B, or C California Driver License by the time of their appointment. (a) Any offense that subsequently results in a conviction for driving under the influence, reckless driving, or hit and run with personal injury or property damage over $25.00.

1) Firefighter Candidate Testing Center (FCTC) Written Test
The FCTC Written Test was developed by the California Firefighter Joint Apprenticeship

Committee (Cal-JAC).
The FCTC Written Exam is a 100 question, multiple choice test consisting of the following four

sections:

• Section 1 – Recall and Comprehend Verbal and Visual Information. This section requires candidates to watch two short videos and answer questions based on the scenarios presented.
• Section 2 – Apply Mechanical Reasoning
• Section 3 – Solve Mathematical Problems
• Section 4 – Recall and Comprehend Technical Information from Written Materials

The FCTC Written Test is administered, at minimum, quarterly. Additional tests will be added as needed, so check this website frequently. FCTC does not administer online tests.

2) Emergency Medical Technician Certification: Candidates must possess at minimum an NREMT certification verified through FCTC to be placed on the eligibility list. Candidates must possess or be in the process of obtaining their EMT - 1 Certification (EMT-1) issued by the State of CA in order to be invited to the Chief’s Interview. Possession of a current, valid CA Paramedic license [in good standing] may be provided in lieu of the EMT certification. Confirmation of your EMT-1 application with the SF EMSA will be verified by the SFFD during the Chief’s Interview. Candidates must be able to accredit with the local EMS Authority within the one-year probationary period if accredited in a different California County. 3) Candidates must have a valid CPAT with a testing date within one year during the Chief’s Interview and maintain their CPAT through the date background packets are due.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Four (4) years of experience managing a section with oversight of contract negotiation, administration, operation, or compliance within a large organization, all of which includes experience supervising professionals.

Substitution:

1. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
