THE DEPARTMENTS & DIVISIONS
 The Utilities Department is a newly formed department focused on delivering exceptional water and wastewater services. The team promotes excellence in operations, integrity in decision-making, and collaborative problem-solving. The Utilities Department manages a combined budget of approximately $30.9 million for FY25, with $16.4 million allocated to sewer services and $14.5 million to water services. The Utilities Department supports regional wastewater treatment through technical and strategic engineering work at the South County Regional Wastewater Authority (SCRWA). Engineers in this department coordinate multi-jurisdictional projects and ensure regulatory compliance while managing impactful capital projects. The SCRWA serves both Gilroy and Morgan Hill, managing a wastewater treatment facility that processes approximately 2,000 acre-feet of recycled water annually. Working alongside the treatment plant contractor, the Utilities Engineering Team plays a crucial role in overseeing capital improvement projects and ensuring the infrastructure meets current and future demands.

The Utilities Business Manager will be responsible for managing multiple enterprise funds, guiding long-range financial planning, and leading rate studies and forecasting that drive decision-making for water, wastewater collection, and wastewater treatment services. This role will supervise two staff, and may supervise more staff as the department grows. They will serve as a critical advisor to the Utilities Director, helping to shape operational strategy. The ideal candidate will bring extensive knowledge of public finance, budgeting, and rate-setting, combined with demonstrated leadership in team management. Experience working with grants, contracts, and municipal systems is highly valued. The Utilities Operations Manager will oversee an Operations Division of 18 staff with two direct reports, and may supervise more staff as the department grows. In addition to supervising day-to-day functions, they will lead the implementation of new technologies, including a Computerized Maintenance Management System (CMMS), while also cultivating a culture of safety and accountability. The Senior Environmental Engineer - Wastewater will lead high-profile wastewater treatment initiatives for the South County Regional Wastewater Authority (SCRWA). The Senior Environmental Engineer - Wastewater will oversee one direct report and, working alongside the third-party contractor for the treatment plan, will serve as the technical lead for complex CIP projects, regulatory reporting, consultant oversight, and cross-agency collaboration. Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

Senior Environmental Engineer - Wastewater:

• Education: Bachelor’s degree in Civil, Sanitary or Environmental Engineering.
• Experience: 5+ years of professional sanitary, civil, or environmental engineering experience. Significant experience in wastewater engineering and project management is needed.

CERTIFICATION & LICENSING REQUIREMENTS

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. If an applicant possesses all of the minimum qualifications, except registration as a Professional Engineer in the State of California, the applicant may (at city’s sole discretion) be allowed up to one (1) year to obtain registration as a condition of employment.
• Utilities Operations Manager: Must possess a California Drinking Water Distribution Grade D2 certification (or obtain within 12 months of hire), and obtain CWEA Collection System Maintenance Grade I and Water Treatment Grade T1 certifications within the same timeframe.

Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The last 3% of the salary range requires five year of City of Gilroy service and strong work performance – see MOU for specific requirements.
 

PLUS, all positions will receive a benefits package that includes:

• Work Schedule: 9/80 work schedules available (every other Friday off); work is on-site.

Overview:
The Senior Management Analyst in Valley Water's Purchasing and Contracts Unit is responsible for leading the procurement of information technology (IT) goods, services, and consultants. This role ensures compliance with organizational policies and industry best practices for the complete procurement process—from solicitation to contract administration—for IT-related acquisitions. The position entails analyzing bids, conducting market analysis, negotiating vendors, negotiating contracts, and providing strategic recommendations to maximize value. Additionally, this position acts as a key analyst on IT procurement strategies and leads complex IT procurement projects, ensuring alignment with Valley Water's goals.

About Valley Water:
 Valley Water is a public agency with an operating and capital budget of $964 million, and over 900 employees. With headquarters in San José, Valley Water provides water supply, enhances streams and watersheds through creek restoration and habitat protection, provides flood protection for homes, schools, businesses and roadways, and partners with other agencies to provide trails and open space for the community.
 
Key Responsibilities include, but are not limited to:

• Oversee the end-to-end procurement process for IT goods, services, and consultants, ensuring compliance with Valley Water policies, organizational requirements, and industry best practices. This includes leading, planning, and overseeing complex procurements for accuracy and compliance.
• Negotiate, prepare, and administer contracts for IT-related procurements to ensure organizational needs are met and compliance by vendors is maintained. 
• Provide training and support in procurement methods and procedures.
• Evaluate and analyze bids, making recommendations for vendor selection in accordance with Valley Water standards. Develop specifications for goods and services and ensure fair and open competition among vendors.
• Develop and implement strategic procurement plans for IT acquisitions that align with Valley Water’s technological goals and future needs. Provide technical guidance on requisitioning procedures, vendor qualifications, and the availability of goods and services.
• Analyze, identify and make recommendations to purchasing standards and procedures for requisitioning, solicitation of bids, and contract administration to ensure best pricing and value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

Ideal Candidate's Background Includes:

Ideal Experience:

• Five (5) years of experience (ideally in the public sector) independently analyzing complex competitive procurement processes for goods and services.            
• Experience working with project managers to develop scopes of work and write complex Invitation to Bid or Request for Proposals for the procurement of materials, equipment, infrastructure maintenance or information technology services.
• Experience negotiating and administering contracts for IT-related procurements, with a focus on achieving favorable terms and conditions that align with organizational objectives.
• Experience using procurement software tools.

Ideal Skills and Abilities:

• Ability to oversee and analyze the procurement process for IT goods, services, and consultants, ensuring adherence to organizational policies and best practices.
• Analytical capabilities to evaluate bids and proposals effectively, facilitating informed recommendations for vendor selection in accordance with established compliance standards.

Required License or Certificate

 Preferred Certifications:

• Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO), Universal Public Procurement Certification Council (UPPCC).

Purchasing & Consultant Contracts Services Unit (Position Code 476)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The Senior Management Analyst in Valley Water's Purchasing and Contracts Unit is responsible for leading the procurement of information technology (IT) goods, services, and consultants. This role ensures compliance with organizational policies and industry best practices for the complete procurement process—from solicitation to contract administration—for IT-related acquisitions. The position entails analyzing bids, conducting market analysis, negotiating vendors, negotiating contracts, and providing strategic recommendations to maximize value. Additionally, this position acts as a key analyst on IT procurement strategies and leads complex IT procurement projects, ensuring alignment with Valley Water's goals.

• Develop and implement strategic procurement plans for IT acquisitions that align with Valley Water’s technological goals and future needs. Provide technical guidance on requisitioning procedures, vendor qualifications, and the availability of goods and services.
• Analyze, identify and make recommendations to purchasing standards and procedures for requisitioning, solicitation of bids, and contract administration to ensure best pricing and value.
• Respond to questions and inquiries from Valley Water staff and other agencies, investigating complaints and recommending corrective actions as necessary. Ensure effective communication with stakeholders throughout the procurement process.
• Prepare reports and maintain required purchasing records, preparing documentation as needed for Valley Water.
• Execute related duties and responsibilities as required to support the Procurement and Consultant Contracts Unit and Valley Water’s objectives.

The Environmental Services Department provides comprehensive and innovative environmental utility services for Sunnyvale's residents and businesses, and facilitates initiatives to achieve the City's sustainability objectives. These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with Federal and local water quality regulations. Environmental Compliance Inspectors work closely with a wide variety of businesses to ensure that the composition of their wastewater is in compliance with City requirements and does not compromise the integrity of the City's Water Pollution Control Plant or the sewer collection system. Such businesses range from aerospace and semiconductor manufacturers to dental offices and restaurants. The inspection team is also advancing multiple stormwater initiatives such as trash reduction and controls for pollutants of concern such as mercury and PCBs.

Under general direction, performs journey level inspection and enforcement activities on industrial, commercial, and residential discharges to the sewage and storm drain system for compliance with codes and laws regulating waste processes; and does other related work, as required.

 

Minimum Qualifications

Education/Experience

The minimum qualifications for education and experience can be met in the following way:

A Bachelor's degree from an accredited college or university in chemistry, biology, microbiology, environmental science, environmental or chemical engineering,  AND
 
One year of increasingly responsible experience in the collection and analysis of industrial or other wastewater/water samples, or one year of increasingly responsible experience in conducting environmental or regulatory inspections.

Possession at time of hire and continued maintenance of a valid Class C California driver's license and a safe driving record.

Electrician I is the entry-level class in the Electrician series. Incumbents are provided with training and experience to develop the knowledge, skills, and abilities necessary to perform the full range of installation, maintenance, and repair of electrical systems and equipment.

Electrician II is the journey level class in the installation, maintenance and repair of electrical systems and equipment, working independently under general supervision.

They design, fabricate, and install electrical systems and components and install wiring and electrical equipment, ensuring code compliance. ABOUT THE POSITION
The City of Gilroy is recruiting for multiple full-time Maintenance Worker I positions in our Water Section to help ensure every home, business, school, and park has access to clean and reliable water. From maintaining water lines to supporting emergency repairs, your work will directly impact the daily lives of our residents. For this recruitment, preference will be given to candidates who possess a State of CA D1 Water Distribution Certification, a Class A driver’s license, experience operating heavy equipment, and/or underground construction experience.

Additionally, they oversee the City of Gilroy’s Backflow Prevention Program to ensure compliance with California State regulations.

The Streets/Stormwater & Drainage/Trees Section personnel are responsible for maintaining and repairing the City's improved and unimproved streets, curbs and gutters, bikeways, public parking lots and parking lots at City facilities. Streets/Stormwater/Trees also cleans and maintains the storm drains throughout the City and provides 24-hour emergency tree response, neighborhood tree clearance pruning, removal and replacement of dead and unsound trees, planting trees in new subdivisions, as well as processing permits for citizens who want to plant, prune or remove a City tree. In addition, the team performs maintenance and repairs to the Cities stormwater infrastructure.

The Parks/Landscape Section personnel are responsible for planning and developing new parks, and landscaping within those parks. Responsibilities extend to maintaining landscaped areas, such as median islands in the downtown public right of way and throughout the City. The team also maintains and provides a weed abatement program around sound walls and around City owned facilities. Parks/Landscape maintains turf, irrigation, and park amenities such as, playgrounds, restrooms, an athletic complex and equipment throughout the park system and City facilities.Under direct supervision of supervisor, this position performs work in one of the sections as assigned: Water, Wastewater, Parks & Landscape, or Streets/Stormwater & Drainage/Trees. Employees in this job classification may rotate/transfer between the sections noted above as determined by the City and will be required to fully meet the job requirements, including the obtaining of certifications, when assigned to a specific for an extended period of time.

ABOUT THE DEPARTMENT
The goal of maintenance operations is to enhance the quality of life for those who live, work, and visit the City of Gilroy. The Operations team is responsible for the day-to-day maintenance of essential services and public assets in accordance with state and federal regulations and industry best practices.

 THE IDEAL CANDIDATE WILL

• Have knowledge and related experience in one or more areas of municipal maintenance: street maintenance, wastewater distribution system maintenance, tree maintenance, and maintenance of city parks and landscaped areas. Given that the current openings are in the Water Section, candidates with experience pertaining to the work performed by this section will be given the strongest preference.

1. Perform general maintenance work on the water system, as well as repairs and replacement of water mains, water services, fire hydrants and water meters.
2. Perform building maintenance on water system facilities.
3. Take water quality samples per State of California regulations.
4. Read water meters.
5. May assist with backflow tests on City-owned backflow assemblies.
6. May assist with cross-connection surveys on City and private premises.

Parks & Landscape Section:
 

1. Perform landscape and ground maintenance around public buildings, recreation facilities, rights-of-way, and open areas.
2. Perform irrigation maintenance and repairs as necessary.
3. Remove garbage and litter from assigned facilities.
4. Clean and maintain park buildings and restrooms.
5. Assist in park development when required.
6. Perform or coordinate necessary plumbing, carpentry, painting, and related building maintenance and vandalism repair as assigned.
7. Work closely with the Recreation Division, other City departments, allied agencies, and the public to coordinate maintenance schedules with the use of assigned facilities.
8. Perform work in the support of the Recreation Division such as reservations, ball field preparation and clean-up, and special event preparation and clean up.
9. Take appropriate action, such as notifying a supervisor or appropriate authorities, when laws, regulations, and policies pertaining to public use of the parks and municipal facilities are not being followed.
10. May be assigned to work in different facilities throughout the City.
11. May coordinate requisition, procurement, and storage of janitorial supplies.
12. May perform support services during major functions that occur in City facilities.

Streets/Stormwater & Drainage/Trees Section:
 

1. Perform general maintenance and repair work involved in streets, trees, and storm drains.
2. May assist in building maintenance as assigned.

 
All Sections:
 

1. Operate and provide daily maintenance on equipment, vehicles, and hand and power tools as assigned.
2. Participate in related training programs.
3. Prepare and keep accurate records and reports.
4. Investigate service requests and complaints.
5. Conduct inspections.
6. Oversee the work of part-time and seasonal employees, volunteers, and others (such as Social Service and Department of Correction programs or individuals) as assigned.
7. Perform disaster relief work as required.
8. Perform related work as necessary and required.

 

 

QUALIFICATIONS

• Minimum twelfth (12th) grade education or G.E.D.
• One (1) year of construction, maintenance, or landscape experience. Prior work for a public agency or other similar service industry preferred, but not required.
• Possess and maintain a valid California Driver's License and a safe driving record necessary to operate assigned vehicle(s).
• Possess and maintain a valid California Class A Driver License within 12 months of hire/transfer. May be required to obtain endorsements. Must participate in the Department of Transportation Drug and Alcohol Testing program, which includes submission to random drug and alcohol testing at such time the employee possesses a commercial license permit or a commercial license.  
• When assigned to the Water Section, will be required to obtain a State of California Grade I Water Distribution Certification within twelve months of hire or transfer.
• When assigned to the Parks and Landscape Section, will be required to obtain a Qualified Applicators Certificate with any one Category within twelve months of hire or transfer.
• When assigned to the Street/ Wastewater/ Trees Section, must demonstrate proficiency in at least one of the following pieces of equipment within twelve months of hire or transfer: backhoe, paint truck, or Vactor. A training certificate may be required.
• Per the AFSCME MOU, due to stand-by and call out duties, employee assigned to the Water and Streets/Wastewater/Trees Sections must reside within sixty (60) minutes normal driving time of the City Corporation Yard prior to the completion of one year of work. Normal driving time is the most direct route, at the speed limit. Residency within the sixty (60) minute response must be maintained during the course of employment.
• May be subject to scheduled 7 day paid standby duty on a rotating basis.
• Subject to recall on a scheduled and/or emergency basis.
• Pass an employment background check which includes a Department of Justice criminal record check.
• Pass a post-offer medical examination, which includes a drug test.
