ABOUT THE POSITION
The City of Gilroy is hiring two part-time Recreation Specialist positions, each with a distinct focus. One position will support Youth, Adaptive, and Senior programs, while the other will focus specifically on serving the East Gilroy neighborhood with various recreation programs. Both roles will involve leading programs for socio-economically disadvantaged youth, teens, and adults, managing part-time staff, program planning, administering grants, and collaborating with local organizations and public agencies.
 
Under general supervision of a Recreation Manager, Recreation Supervisor, or Recreation Coordinator, the Recreation Specialist will plan, organize, and direct the physical, recreational, and social activities of assigned recreation programs. Program areas include but are not limited to: Adaptive (special needs), Adult and/or Youth Sports such as organized leagues or classes, After School Program, Cultural Arts, Facility Attendant, Senior Center, Special Events, Summer Camps, Theater, and Youth Center/Youth Services. This is an entry-level, paraprofessional position supporting the Recreation Division.

The Santa Clara County Housing Authority (SCCHA) is seeking an Asset Management Coordinator to support the agency's affordable housing initiatives and asset management goals. The Coordinator handles a mix of technical and administrative tasks, including responding to inquiries, researching and compiling information, and managing specialized reporting projects. Additionally, the role involves tracking and reconciling financial, operational, and statistical records. The Coordinator also provides confidential support to management, staff, and various boards. This position assists with onboarding new hires and manages office arrangements for team members. It's a dynamic position requiring a mix of organizational skills and attention to detail.

 

This position requires knowledge of asset management, property maintenance, construction project management, capital planning and systems management, budget preparation, and financial modeling to analyze portfolio performance. 

 

What Our Team Is Looking For: 

 

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

 

A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, civil engineering, architecture, or a related field; and

 

A minimum of two (2) years of progressively responsible experience performing asset management, real estate development, property management, and/or construction management functions.

 

Certification as a California Notary public is desirable.

Certifications in Section 8 and LIHTC compliance, Fair Housing and Excel experience is desirable.

 

Possession of a valid California Driver's License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee's ability to get to/from various work locations promptly, is necessary to perform the essential functions of the position. 

A 2.5% supervisory differential will apply

Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

• 3+ years of increasingly responsible supervisory experience of staff is preferred.

Ideal Knowledge:

• Demonstrated expertise in analyzing complex procurement processes for IT goods and services, ensuring compliance with applicable laws, organizational policies, and industry best practices.
• In-depth knowledge of contract negotiation and administration, with the ability to secure favorable terms that align with organizational goals and maximize value.
• Analytical skills for evaluating bids and proposals, enabling effective recommendations for vendor selection based on established compliance standards and organizational needs.
• Knowledge of analyzing and guiding strategic procurement plans that align with organizational technological goals, ensuring the acquisition of IT goods and services meets current and future requirements.
• Proven ability to communicate effectively with stakeholders, facilitating their needs and requirements within procurement strategies, and ensuring transparency throughout the procurement process.
• Familiarity with procurement software tools to streamline processes and enhance the efficiency of procurement activities.

Ideal Training and Education:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in public administration, political science, business administration or a related field. 
• Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Required License or Certificate  Preferred Certifications:

• Certified Public Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO), Universal Public Procurement Certification Council (UPPCC).
• Extensive experience in public sector procurement and contracts management in the State of California. 
• Other Purchasing and/or Supply Chain Management Certifications. Examples include Certified Purchasing Manager, (C.P.M.) or Certified Professional in Supply Management (CPSM), Institute for Supply Management (ISM).

Purchasing & Consultant Contracts Services Unit (Position Code 476)

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year). Internal candidates will follow existing teleworking schedule.
