DEFINITION

Under the direct supervision of the Environmental Programs Manager, assists in the coordination, implementation, and monitoring of the City’s environmental programs; provides professional and technical assistance to other city departments, residents, businesses and schools; performs related duties as required.

DISTINGUISHING CHARACTERISTICS

This position is distinguished from that of Environmental Programs Manager in that the latter has overall responsibility for environmental programs and activities.  Incumbents provide a wide range of program support activities through written and verbal direction and instruction; operates programs within established policies and procedures; and exercises limited independent judgment in the course of the work.

SUPERVISION

Direct supervision is provided by the Environmental Program Manager.  Incumbents may supervise the activities of program Interns.

6. Maintain detailed records and prepare and submit periodic and special reports to ensure compliance with legal mandates and program goals and objectives.
7. Prepare and monitor state and federal grant applications.
8. Assist in the development of educational program guides, marketing materials and distribution to public locations.
9. Performs outreach activities including topical demonstrations on organic gardening, composting, rainwater harvesting, native plant landscaping and other environmental workshops; assist the public and businesses with indoor and outdoor water conservation including the distribution of water saving devices and brochures. Conduct outreach on the rebate programs; assist in staffing community outreach events.
10. Provide guidance to contractors, student interns and community volunteers.
11. Coordinate assigned activities with those of other divisions and outside agencies and organizations.
12. Performs related duties as may be required in the course of the work.

EDUCATION AND EXPERIENCE:

Education:  Equivalent to graduation from an accredited college or university with a Bachelor’s degree in environmental science, public health administration, public administration, or a related field. 

Experience: Two years experience performing environmental management functions including recycling, water conservation, of solid waste management and planning, etc.

License:  Must possess and maintain a valid California Operator’s License issued by the Department of Motor Vehicles and a satisfactory driving record or the ability to obtain transportation to travel to various work sites as required by the job.

DEFINITION

Under general supervision, inspects a variety of construction projects to ensure conformance with contract plans, specifications, standards, laws, and regulations; performs work related to plan checking, issuing permits, providing construction recommendations, and other technical functions; and performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

Public Works Construction Inspector is a specialized classification that is responsible for a variety of duties related to the inspection of construction projects.

Receives general supervision from higher-level Public Works Department staff including engineers.

DUTIES AND RESPONSIBILITIES

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED).  Technical training and/or a degree in building inspection technology, civil engineering, or a related field is desirable.

Experience: Two (2) years of progressively responsible experience as a Building Inspector with a Municipal Building Department performing combination inspections.

Licenses: Must possess and maintain a valid Class C California Driver’s License issued by the State Department of Motor Vehicles and a satisfactory driving record. Certifications such as Combination Inspector or related are preferred.  

SPECIAL REQUIREMENTS

Physical agility adequate to inspect construction sites. Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach, and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices, and operate telephones.  Must have ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

The City of Dixon is looking to fill two full-time, regular positions for the position of Wastewater System Operator I/II in the Engineering Department and to establish an eligibility list for future vacancies. This position will perform the operation and maintenance of the City of Dixon's ("City"), Grade III, activated sludge wastewater facility, laboratory facilities, industrial pretreatment program related property and equipment.

This position includes field, laboratory and office activities. Field activities involve exposure to noxious odors, dangerous gases, strong acids, heights, confined spaces, extremes in weather conditions, hazardous materials, airborne particles, noise, water hazards, heavy equipment operation and traffic hazards. Wastewater System Operator I: This is the entry level class in the Wastewater Systems Operator series and requires a Grade I Wastewater Treatment Plant Operator certificate issued by the State of California.

Wastewater System Operator II: This is the journey level class in the Wastewater Systems Operator series and requires a Grade II Wastewater Treatment Plant Operator certificate issued by the State of California and is a fully qualified plant operator certified to independently operate a grade III wastewater treatment facility.

POSITION

To respond to fire alarms, medical emergency, and other emergency activities in the protection of life and property; and to participate in fire prevention, training and station and equipment maintenance activities.  The purpose of this recruitment is to fill a current vacancy in the Woodland Fire Department (WFD), as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

On behalf of the Express Lanes Joint Powers Authority, the City/County Association of Governments of San Mateo County (C/CAG) is seeking qualified applicants for the position of Program Director. While this individual will be hired through the City/County Association of Governments of San Mateo County (C/CAG), the individual will work exclusively on behalf of the Express Lanes Joint Powers Authority.  The City/County Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA) are both members of the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). The Program Director will play a critical leadership role in overseeing operations, advancing priorities, and representing the SMCEL-JPA locally, regionally, and statewide. 
 
The Program Director oversees and manages the operations of the San Mateo County Express Lanes. The Express Lane Program Director will help to ensure alignment of the SMCEL-JPA’s mission and goals under the direction of the TA and C/CAG Executive Management Staff. The Program Director will coordinate with staff from both agencies as they deliver tasks and carry out functions related to SMCEL-JPA operations and management.  The Program Director will also serve as the representative and advocate of the express lanes locally and regionally. The Program Director is expected to maintain positive working relationships with partner agencies and external parties.   Furthermore, the Program Director will liaise, communicate, and keep an outstanding relationship with the TA and C/CAG Executive Management Staff.
 

This management position will:

• Provide technical and program management support to the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) on any and all express lane related issues.
• Coordinate with internal partners and external stakeholders on all issues and topics related to the SMCEL-JPA.
• Manage and monitor budgets related to the Express Lane program.
• Work with legal and policy teams to draft tolling policies, agreements, and contracts.

The City/County Association of Governments of San Mateo County (C/CAG) is a joint powers agency whose members include the County of San Mateo and the twenty (20) incorporated cities and towns within San Mateo County. C/CAG is governed by a 21-member Board of Directors and is advised by nine standing committees. C/CAG is the designated Congestion Management Agency (CMA) in San Mateo County, also known as the County Transportation Agency (CTA), the Airport Land Use Commission, and the Countywide Stormwater Pollution Prevention Program Manager. C/CAG provides a collaborative forum for all jurisdictions in San Mateo County to pursue our goals for a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate resilient future. San Mateo County Transportation Authority (TA)

The TA plans, funds and delivers transportation programs and projects throughout San Mateo County and was formed to administer the proceeds from Transportation sales tax measures (Measure A and Measure W) to fund a broad spectrum of transportation-related projects and programs. The San Mateo County Express Lane is a dual-agency project constructed with the goal to reduce traffic congestion, and to promote carpooling and transit use on US Highway 101 (US 101) in San Mateo County. The project was initiated in 2018 between the city/county Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA). 

In June 2019, C/CAG and TA approved a Joint Exercise of Powers Agreement (JEPA), allowing both entities equitable involvement in the SMCEL program. The agreement designated a JPA to manage the express lanes, which would be governed by a Board containing equal representation from each agency. Additionally, the JEPA established an Executive Council, which is formed by the Executive Directors of both agencies, and hired consultant support to develop and implement policies.

Since the JPA was established in 2019, two segments of the Express Lanes have been constructed. The south segment opened in 2022, and the north segment opened in 2023. The JPA manages 22 miles of express lanes on US 101 from Interstate 380 in South San Francisco to the San Mateo County/Santa Clara County border.   More information on the JPA can be found at https://101expresslanes.org/.

Duties may include, but are not limited to, the following:

• Oversee contractors’ operations and management of the San Mateo US 101 express lanes, including but not limited to toll operations, enforcement activities, toll system/roadway maintenance, and incident response.
• Provide direction and develop a collaborative relationship with the consultant support team.
• Establish relationships and direct coordination and collaboration with relevant regional and state agencies as well as other express lanes operators.
• Manage contracts and provide oversight related to tolling operations, including but not limited to toll operations, enforcement, and maintenance.
• Assist with the oversight of the community transportation benefits program.
• Review express lanes performance and related reports, provide relevant updates to JPA Executive Management, and recommend any modification and/or refinement to the performance algorithms.
• Identify and recommend best practices for toll operations and traffic management to JPA Executive Management to optimize system performance.
• Prepare written reports and present them to SMCEL-JPA Executive Management and the SMCEL-JPA Board.
• Monitor budgets to ensure consistency with projections and tolling operations are financially sustainable.
• Coordinate with the TA’s Finance Division to provide regular revenue forecasts and ensure timely development of monthly revenue and expense reports, annual budgets, and audits.
• Review and approve program related invoices.
• Stay current with emerging technologies, industry standards, and trends in tolling systems and transportation infrastructure.
• Serve as the primary liaison for SMCEL-JPA-related topics at Regional Toll Operators meetings and the California Toll Operations Committee (in close coordination with TA and C/CAG leadership).
• Coordinate with the TA’s Government and Community Affairs staff on legislative issues at the state and federal level.
• Coordinate timely responses to media inquiries in coordination with JPA Executive Management and the TA’s Communications Division.
• Engage and collaborate with community-based organizations related to the Community Transportation Benefits Program (CTBP).
• Coordinate with the TA’s Communications Division to communicate program goals, benefits, and updates through press releases and marketing campaigns.
• Monitor local, state, and federal regulations related to tolling and express lanes operations and recommend updates to relevant policies to JPA Executive Management to ensure compliance with current standards.
• Work with the SMCEL-JPA general counsel and JPA Executive Management to draft and enforce tolling policies, agreements, and contracts.
• Support SMCEL-JPA representation at regional, statewide and national transportation and tolling organizations.  
• Complete initiatives and activities under the direction of the TA and C/CAG Executive Management.
• Ensure compliance with all applicable policies.
• Establish performance objectives.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is five years of increasingly responsible managerial experience preferably in the transportation field.

Job Description

Under general direction, the Port’s Senior Waterfront Property Manager is responsible for marketing, leasing and managing the Port’s retail, commercial and industrial properties within the parameters of a regulatory environment. The Senior Property Manager is also responsible for carrying out, interpreting and coordinating existing policies, methods and procedures of the Port’s Real Estate & Development Division related to management and leasing of Port real estate.

This is a management level position that requires experienced leadership and hands-on property, asset and facility management and analytic background. This position handles the more complex negotiating/leasing activities, significant property issues and direct supervision of various professional and support staff. This position requires the ability to communicate effectively orally and in writing and to make presentations to a variety of entities such as the Port Commission, Board of Supervisors, community groups and Port senior management.

The essential functions of this position include:

• Conducts market research and applies real estate principles to ensure the maximum economic utilization of Port lands and properties.
• Implement and manage marketing initiatives for vacant properties, including the use of data-driven digital advertising campaigns that target prospective tenants including the cost-effective use of available third-party property leasing applications.
• Develops and executes marketing strategies to support leasing goals, brand awareness, tenant retention and revenue growth across a portfolio of commercial properties, parks and open space
• Oversees design and production of marketing materials (flyers, brochures, signage, newsletters, online presence, etc.)
• Creates and maintains comprehensive property marketing materials, including clear, detailed and accurate property descriptions that include any restricted uses, physical limitations, or regulatory constraints for properties Port wide.
• Maintains and updates Port’s leasing website to ensure accurate and up to date content.
• Regularly reviews and provides written and oral recommendations for updates to leasing policies governing the use of Port property to reflect current market trends, best practices and regulatory requirements.
• Manages and oversees staff responsible for parks, open space and special events.
• Manages and coordinates staff efforts to lease properties and deliver customer service to tenants and stakeholders such as advisory groups and other City departments.
• Supervises the leasing and licensing of Port land and buildings for retail, office, commercial and industrial uses, subject to Port policies and City regulations and other regulatory agencies.
• Negotiates and actualizes complex leases and other tenancy agreements.
• Problem solves by analyzing situations, making recommendations and taking appropriate actions.
• Performs related duties as required.

Qualifications

Education

Possession of bachelor's degree from an accredited college or university; AND

Experience

Five (5) years of verifiable experience in commercial and/or industrial real estate property or asset management which must have included negotiating, drafting, interpreting and administering commercial leases and other rental agreements, overseeing property maintenance, providing customer service and resolving problems between tenants and landlords, preparing original reports and correspondence and dealing directly with the public.

Please Note: Experience limited to apartments, condos, single-family homes or residential property management with retail floor space primarily serving residential tenants, does not meet the qualifications for this role.

License 

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to two (2) years (One year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a master's or doctorate degree from an accredited college or university in real estate, business administration with a finance or real estate concentration, or law degree with a real estate concentration may substitute for one year of the required experience as described above.

ABOUT THE POSITION

Under the direction of the Custodial Services Supervisor, the Maintenance Custodian serves as the worker in the duties of care and cleaning of assigned buildings and related facilities.  The incumbent will be required to travel between several City buildings during their scheduled shift. Deputy Fire Marshal
Salary Range: $6,750.00 to $13,383.33 Monthly
 

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Note, that SFM has the sole authority to approve a candidate as an SFM DCFM.

Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications
