The Park Assistant III (Class: 180) will perform a variety of skilled park maintenance work. This is skills-based physical labor work, in all weather conditions, for a person at an entry level or intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Park Assistant III positions exist in the Routes, Construction and Developed Resources Divisions and specific duties may include but are not limited to:

Duties for the Developed Resources division also include repairs to utility infrastructure, building repairs, and skilled gardening, and assistance during special events.

Duties for the Construction division also include building renovation (carpentry, electrical, plumbing), utility infrastructure repairs, and new construction of park amenities and irrigation systems.

Depending on the division, the position may report to an Operations Manager, Deputy Division Chief or Division Chief. The position does not supervise other staff but may occasionally direct the work of volunteers, court crews, seasonal workers, volunteers, and youth crews. The employee may work independently or as part of a crew.

ESSENTIAL FUNCTIONS

• Maintain picnic grounds and parking areas, including regular trash removal and pickup and graffiti removal. Regular inspection of park sites to determine maintenance needs.

• Maintain landscape and natural areas to reduce fire hazards and perform weed control activities.

• Make repair to hiking trails, stream crossings, and equestrian trails.
• Operate light equipment such as mowers, edgers, brush cutters and power tools, and perform minor mechanical repairs.
• Install various park amenities including benches, signs, fencing, landscaping, irrigation, and trails.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for older adults (60+) with Adult Full-Service Partnership (FSP). This is highly technical and professional work for a person at a senior staff/management level. ESSENTIAL FUNCTIONS

The Position

The City of Fremont is seeking a full-time Urban Forestry Service Corps Supervisor. This position is temporary, starting January 6, 2025, and ending December 19, 2025. This position works five days a week supervising and instructing small cohorts of Urban Forestry Service Corps members through a combination of in-class learning and in-the-field service projects. Class Characteristics

This entry-level classification in the Construction Inspector series reports to a Senior Civil Engineer through a Construction Coordinator in the Construction Inspection Section of the Public Works Engineering Division. It is characterized by the responsibility to learn and to inspect public works construction projects for compliance with codes and specifications. Incumbents' assignments, objectives and work methods are specified; issues of fact are referred to the supervisor; review of work is ongoing and responsibility for achieving work objectives rests with a supervisor. It is distinguished from the next higher classification of Senior Construction Inspector by the latter's technical expertise, performance of fully qualified journey level work with a minimum of supervision, and responsibility to provide training and technical expertise to Construction Inspector incumbents.

 

Essential Functions

• Reviews construction plans, specifications, encroachment permits, and other plans affecting assigned projects.
• Participates in meetings to discuss construction details and resolves issues with contractors and other agencies.
• Conducts on-site inspections of construction materials, grade elevations, underground facilities, construction safety precautions, minor concrete structures, street light installations, traffic signal installations, traffic control devices, and erosion and siltation control installations to determine compliance with contract plans and specifications, and with city and other governmental regulations.
• Makes field measurements.
• Ensures conformance with applicable safety standards and regulations.
• Assists in coordinating materials testing.
• Identifies problems.
• Monitors the correction of project deficiencies.
• Identifies and recommends approval of necessary contract and/or plan adjustments to accommodate field conditions.
• Maintains daily diary and field records of material and quantities used.
• Calculates and recommends formal approval of appropriate progress payments to contractors for work completed.
• Investigates citizen complaints related to encroachment and/or grading violations.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Surveying and construction staking (grade-setting) practices; standard construction practices including specifications, methods, materials and equipment; mathematics through plane geometry and trigonometry; methods and techniques of materials testing; soil types and characteristics; standard specifications and construction details book (both City and State); construction safety standards; OSHA and CalTrans Traffic Control Devices Manual; traffic safety.

Skill in: Driving an automobile on paved and unpaved surfaces; operating surveying equipment; and preparing field sketches.

Ability to: Evaluate quality of construction and construction materials; determine safety implications of construction techniques; perform mathematical calculations through plane geometry and trigonometry; read blueprints; read public works construction and topography maps and grading plans; determine and verify elevations using hand level and calculator; communicate effectively with individuals from a variety of cultural and socio-economic backgrounds both orally and in writing; resolve inter-personal conflicts; identify problems, evaluate alternatives and arrive at logical decisions; read and interpret complex regulations and technical documents, including plans and specifications; understand and use standard engineering and hand held tools used in Public Works Construction Inspection; learn city encroachment and underground ordinances.

Education/Experience

Any combination of education and/or experience that has provided the knowledge and skills necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Graduation from high school and four years experience in a field related to street/highway construction; 60 semester units of college education in engineering, construction techniques and methodologies or building inspection may be substituted for two years experience in construction.

The Position

The City of Fremont is seeking applicants to fill full-time, temporary positions within the Fremont Urban Forestry Service Corps. These positions are paid and have a five-month duration, starting February 3, 2025, and ending June 27, 2025. These positions work five days a week in small cohorts completing a combination of in-class learning and in-the-field service projects.

• Learn and study a variety of topics related to urban forestry, public greenspace, and sustainability.
• Work within cohorts to complete urban forestry service projects in local Fremont neighborhoods.

THE POSITION:

Under the general supervision of the Youth & Family Services Clinical Supervisor and the Community Services Manager, the Intervention Counselor provides crisis intervention, individual and family counseling; identifies appropriate referral services to youth, families and individuals.

CLASS CHARACTERISTICS:

Intervention Counselor is a journey-level professional classification. Incumbents perform the full range of counseling duties within the Community Services division. Incumbents in this position receive occasional instruction as new or unusual situations arise. The Intervention Counselor is distinguished from the Clinical Supervisor in that the latter is responsible for overseeing clinical work, providing direct supervision to clinical staff and interns, responsible for ensuring counselors follow professional guidelines, establishes processes and procedures for the clinical side of the division, researches and provides appropriate training, and is the primary liaison with the school district and police department in regard to referrals, counseling, and crisis support. While the Intervention Counselor provides direct counseling, run group counseling and workshops, and provides intervention services and supportive tools and resources to clients.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following: 

• Provide individual, family and group counseling to children, adolescents, and adults using a variety of therapeutic and counseling techniques. 
• Provide crisis intervention services around a variety of issues including: incorrigible youth/status offenders, child/adult abuse, domestic violence, trauma, individuals experiencing mental health issues, and families in conflict; may conduct visits at homes, schools, and juvenile detention centers. 
• Conduct assessments to identify appropriate resources, provide referral services and connect clients with additional services as needed.
• May receive, process and track all incoming case management, outreach, and counseling referrals as needed.
• Represent the City of Union City in the name of AC Probation, Centro de Servicios, Tiburcio Vazquez, Malabar House/Eden Counseling Services, NHUSD school administrators – principals, teachers, student services staff, UC Family Center,  Fremont Resource Center, (Fresh Lives for Youth (FLY), Filipinos  Advocates For Justice (FAFJ), MidPen Housing, Bay Area Community Health (BACH),  Safe Alternatives To Violent Environments (SAVE) to continue to develop and maintain relationships with these social welfare agencies and organizations. 
• Prepare and give presentations to youth, parents and community members.
• Conduct outreach to promote programs and services.
• Generate and maintain appropriate records, client files, and accurate statistical/monthly reports.
• Participate in weekly and monthly department and community meetings, trainings, and workshops as necessary.
• May provide guidance and clinical support to non-clinical staff who engage with clients. 
• Develop and implement new processes and procedures as needed.
