About the Position:

The County of Yuba is currently accepting applications for Building Inspector I/II/III in the Building Department of the Community Development & Services Agency. This is a multi-level class series in which incumbents may be assigned to any one of the three levels depending on organizational needs, professional experience, individual expertise and skill, proficiency gained and complexity of assignments. The Building Inspector series is flexibly staffed through level III.

Building Inspector I – Initially under close supervision, incumbents learn structural, framing, plumbing, electrical, energy consumption, disability access, zoning, and related codes and inspection techniques. As experience is gained, inspections become more complex and are performed under more general supervision. This is the entry level in the building inspection series.   

Building Inspector II – Under limited supervision, this is the journey level in this class series, fully qualified to independently perform diverse inspections. This is the journey level in the building inspection series.  

Building Inspector III – is the advanced journey/lead level in this class series. Incumbents at this level receive general supervision as new or unusual situations arise. As employees progress through these levels, they will be assigned more complex, difficult and/or contentious inspections.

Building Inspector I:

• Perform basic principles and practices of the Building Department for inspections, investigations, code interpretation, permit application intake, review and permit issuance, including record keeping and case management.  Also learns zoning, land use, fire-safe and water quality related regulations.
• Inspect new and existing residential properties, and other building and construction elements for conformance to codes, regulations, plans, specifications and standards related to foundations, framing, electrical, plumbing and other structural and functional elements.
• Maintain professional development and continuing education activities, study for and pass certification exams to maintain certification requirements.

Building Inspector II:

• Learn inspection practices and procedures for non-residential commercial and industrial projects, new and existing.
• Perform inspections of new and existing buildings, building and construction elements and structures with limited supervision.
• Investigate complaints regarding existing buildings or new construction to determine if code violations or problem conditions exist; resolve problems or refer them to the supervisor for resolution.

Building Inspector III:

• Provide lead direction, training and work review to professional and technical staff; organize and assign work, set priorities and follow-up to ensure coordination and completion of assigned work; provide input into performance evaluations.
• Perform plan reviews and field inspections of a complex and difficult nature; respond to highly sensitive, complex, or technical complaints; make on-site visits to validate the nature of the complaint and recommend solutions.
• Independently perform full range of Building Inspection duties including conducting and documenting multiple inspections; maintain accurate and separate records for each inspection.

The Behavioral Health Clinician I/II performs a variety of professional duties in the provision of outpatient and crisis behavioral health services to individuals and groups. This person will work with complex casework which may include clinics, criminal justice, adult services, youth and family services, and other mental health settings where they may be asked to  respond to crisis situations, work with case managers and psychiatrists in treatment teams and be familiar with various treatment modalities to ensure clients are in appropriate treatment services. The position is scheduled for forty (40) hours per week.

JOB DUTIES

• Provides individual, group, and family counseling on a variety of mental health problems and substance use disorders; develops treatment plans; provides follow-up counseling and assists patients with the resolution of problems.
• Observes patients on-site at schools, etc., as necessary; conducts home visits as necessary. Participates in outreach activities, providing information to the community regarding prevention, intervention, and education.
• Provides psychotherapy to children and adult clients or their relatives through individual or group therapy methods.
• Receives referrals from the courts or other individuals or organizations regarding individuals requiring treatment services; develops and implements treatment programs.

The Chief Building Official serves as the principal administrative officer of the Building Division. The position directs, assigns, supervises, and plans the activities of the Building Division. The selected candidate will coordinate and direct the resolution of complex development issues and disputes and will serve as the principal enforcement officer of the building and housing codes of the City. In addition, the Chief Building Official will oversee boards and commissions and serve as a member of the City’s Executive Management Team.

The Chief Building Official performs work that is highly complex and often requires intense and exacting mental attention and the ability to reason through and solve complex problems that may affect the ability of the Building and Development Unit to achieve its critical goals and objectives. This position performs a variety of work in the monitoring of county, state and federal detainees and maintains the security and safety of inmates and staff.

EXAMPLES OF DUTIES

• Performs booking procedures, including receiving, booking and assigning prisoners to cells; performing body searches; fingerprinting, and photographing prisoners, etc.
• Maintains custody of prisoners’ private property.
• Maintains the safe and orderly operation of the County jail facility; monitors security cameras and door warning lights; screens and monitors visitors. Inspects all of inmates’ incoming and outgoing mail and telegrams.
• Inspects facilities regularly.
• Monitors the condition and activities of prisoners.
• Prepares prisoners for court appearances; provides transportation as necessary.
• Administers First Aid in emergency situations.
• Performs general office work, including but not limited to entering computer data, copying and filing documents, etc.
• Prepares and submits required records and reports.
• Performs related duties as assigned.

This position will perform a variety of responsible law enforcement and crime prevention work, including patrolling assigned areas, answering calls and complaints, investigating crimes, serving civil papers, and providing court room security; enforce all federal and state laws and local ordinances related to public safety and welfare.

WHAT YOU’LL DO

• Performs routine patrol duties, including but not limited to patrolling assigned areas of the County; responding to emergency calls and/or public calls for assistance; investigating disturbances, prowlers, burglaries, thefts, vehicle accidents and other crimes; checking buildings for physical security, etc.

• Administers first aid in emergency situations.

• Issues traffic citations.

• Serves warrants, subpoenas and civil documents.

• Apprehends and arrests suspects and violent persons; transports prisoners; seizes property and/or criminal evidence; interrogates suspects, witnesses and complainants; gathers and preserves evidence.

• Assists with County search and rescue operations.

• Prepares various reports on investigations, including arrest and unusual incidents observed.

• Assists with criminal investigations as required.

• Prepares case files; testifies and presents evidence in court.

• Works with other law enforcement agencies in matters related to the investigation of crimes and apprehension of offenders.

• May serve as special duty officer as assigned, including responsibilities such as serving on the narcotics task force, serving as Deputy Coroner, providing court security, serving as school resource officer, serving as K-9 handler, serving on gang task force, etc.

• Participates in other special projects and programs as assigned.

• Performs duties related to crime prevention and community relations.

About The Position:

The County of Yuba is actively recruiting to fill current vacancies and establish an eligibility list for the position of Deputy Sheriff. Deputy Sheriff’s perform a wide variety of patrol officer and related duties required to effectively respond to and resolve the normal scope of peace situations, including the protection of life and property, enforcement of laws and ordinances, criminal investigation, report writing, crime prevention and suppression, case preparation and testimony, and providing information and assistance to the public and perform related duties as assigned. Incumbents may be assigned to a specific geographic area for patrol, investigations, crime prevention or other peace officer-related functions. 

This is a single-class, non-safety position that performs a range of activities associated with wildfire-related emergency preparedness and prevention, including: overseeing vegetation management projects, supporting the development and maintenance of detection, alert, and evacuation systems, leading public outreach, and education campaigns, and promoting defensible space practices and home hardening strategies. In addition, the role includes developing and delivering emergency preparedness programs that may extend beyond wildfire readiness to cover other natural disasters such as floods, earthquakes, and life-saving skills training.

The County of Yuba is currently establishing an eligibility list for the position of Victim Witness Advocate in the Probation Department. Under general supervision, assist victims and witnesses of crime by providing information, support, referral and advocacy services; monitor cases through the judicial system; conduct educational presentations regarding victim services; assist in completing victim compensation claims; and perform related work as assigned. This is the journey level in the victim witness advocate class series and is expected to exercise considerable initiative and independent judgment. Incumbents work initially under close supervision as they learn procedures and complex regulations and acquire the ability to apply the regulations. As experience is gained, an incumbent will work with more independence and carry an increasingly larger and/or more difficult caseload. 

Examples of Duties:

• Perform the delivery of supportive services to victims and witnesses, including crisis intervention, referrals to community service agencies, and follow-up services.
• Provide information regarding the criminal justice system, case status, restitution process and related information to victims and witnesses.  
• Interview victims of crime and/or their families to determine eligibility for Victims Program services; assist victims and their families with documentation necessary to file for compensation and restitution. 
• Make appropriate referrals to community agencies; refer clients to criminal justice agencies, public or private agencies to obtain supportive services; refer clients to professional counseling as needed; maintain contacts with other agencies regarding the status of individuals.
• Provide crisis intervention services such as immediate-needs referral for food, shelter, health care, clothing or protection.
• Arrange meetings with peace officers and attorneys; assist the Deputy District Attorney’s with interviews of victims and/or witnesses of a crime and provide an assessment of the victims’ reaction to crime, emotional state and ability and family dynamics.
• Maintain contact with victims and/or witnesses to coordinate court appearances; escort victims and/or witnesses to court; orient victims and/or witnesses for their participation in the criminal justice system; provide support during testimony at all phases of the trial process; obtain transportation services when needed; assist victims and their family during the court proceeding; keep victims and/or witnesses apprised of the status and disposition of cases; assist in the return of property to victims and/or witnesses.

Under the general direction of the Town Manager, plans, schedules, and directs the work of the Public Works Department, which includes providing supervision of street improvements, permits, traffic control, pavement markings, parks and public landscaping, storm drains, street sweeping, building maintenance, and general engineering functions; performs related work as required.

EXAMPLES  OF DUTIES

Prepares and presents public works related items and issues to the Town Council. Plans and supervises the capital improvement program, street maintenance program, storm drain and disaster related repairs and all aspects and equipment related thereto; periodically inspects streets and all public facilities for deficiencies and recommends corrective actions and priority of work; estimates labor, materials, and oversees initiation of projects including street openings, retaining walls, flood control and drainage facilities; manages the Town’s participation in the Marin County storm water pollution prevention program; manages the Town’s GIS program; prepares plans and specifications for bidding procedures; interacts with the Consulting Town Engineer and/or supervises engineering functions; provides complex and responsible administrative support to the Town Manager; prepares departmental budget and controls expenditures; personnel administration within the department; participates in code enforcement and in other activities, as required.
