The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The annual salary range for this position is $17.75 - $24.85.  This position will be filled at or near the bottom of the salary range.

TYPICAL DUTIES:

Under direct supervision, performs varied, unskilled manual tasks often requiring considerable physical strength and the use of hand tools and hand power tools; loads rubbish and leaves on trucks; excavates and fills trenches and ditches; assists in the removal, trimming and spraying of trees and shrubs; prepares surfaces for paving; mixes cement; breaks up paved surfaces; helps place forms and pour concrete; lays pipes; uses such tools as shovel, rake, and jackhammer; operates trucks and heavier equipment as needed. Performs construction, maintenance and sanitation duties as required; and does related work as required.

Sufficient education to provide the ability to read, write and speak English at a basic level.

Desirable Qualifications:

• Landscape maintenance experience.
• Experience working with the public in a service environment.

The Position:
The Recreation Instructor is responsible for planning, instructing, and supervising a specialized class or program.  With general policy and departmental philosophy guidance from a supervisor, the incumbent exercises sound independent judgment in setting a class curriculum and schedule in a specialized area of instruction such as aquatics, arts and crafts, athletics, cultural arts, dance, drama, physical fitness, music, older adult programs, preschool, and therapeutics.

• Six (6) months of experience teaching preschool, therapeutic recreation, or a specialized area in a classroom setting; and

• Possession of a valid California Class C driver’s license is desirable

Under direct supervision of the Recreation Specialist, Lifeguards are responsible for maintaining safety in and around swimming pools. Lifeguards will be expected to conduct rescue operations, administer Cardio Pulmonary Resuscitation (CPR), First Aid and Automated External Defibrillation (AED) in emergency situations, attend in service trainings, interact professionally and communicate effectively with swimmers of all ages and the general public, write reports, check in patrons, and organize pool equipment for all aquatic programs.

Schedule: Actual work schedule to be determined through mutual agreement with Recreation Specialist. Employees may be requested to work mornings, afternoons, evenings, and weekends.  

Qualifications:

• Minimum age at time of hire is 15 years old. (Work permit will be required under 18 years of age)
• American Red Cross Lifeguarding with CPR/AED for Professional Rescuers and First Aid preferred.
• Proof of a negative Tuberculosis (TB) test or the certification form is required prior to employment date

About the Position:  The Midpeninsula Regional Open Space District (Midpen) Seasonal Ranger Aide is an entry-level position, which provides the opportunity to learn and perform some duties of a ranger under the guidance of experienced ranger staff. Ranger Aides provide visitor information and assistance, travelling by non-emergency Midpen vehicles and on foot throughout an assigned geographical region. Ranger Aides perform a variety of customer service duties such as educating and informing the public about Midpen land use regulations, public relations and provide general information services, but do not have law enforcement authority.  Ranger Aides will assist with routine maintenance work on Midpen land and facilities and may respond to assist with emergency calls. Requirements: Must have the ability to  learn Midpen lands, pertinent laws and regulations and contact, educate and inform the public about the lands and regulations ; administer first aid and CPR; operate and maintain various power tools and equipment; operate two-way radios; communicate clearly and concisely both orally and in writing; and other duties as assigned.

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from high school. Six months experience working in a customer service related field.  Some experience or training in a parks settings is desirable.

Schedules:  This is a full-time position. Employees are expected to work full-time (40 hours during the work week); however, school schedules may be accommodated around regular days/hours of operations.  Weekend work (Sat/Sun) is required, with two consistent days off each week (Thursdays/Fridays off).  Incumbents will work an 8-hour workday (plus a 30-minute unpaid meal break). Daily start and end times will be the same for most workdays, typically scheduled within the range of 7:00 a.m. to 5:30 p.m.  Must be willing to work weekends, nights, holidays, or extended shifts and work with exposure to difficult circumstances, including exposure to challenging situations and upset individuals. Seasonal assignments will not exceed 950 hours or 7 months, whichever comes first, and do not include benefits.

Working Conditions: Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform related emergency services and maintenance and construction work on Midpen lands. Once trained, Ranger Aides may work alone for parts or all of their shifts. Must wear prescribed District uniform and adhere to strict safety procedures and work habits.

The Recreation Office Assistant has an emphasis on performing a variety of clerical and customer service duties at a recreation facility.  An incumbent in this classification is responsible for demonstrating a high level of customer service while performing basic clerical duties including financial transactions, maintaining documents, and assisting others.  Assignments are generally limited in scope, contain fairly routine duties, and are performed within a procedural framework established by higher-level employees.

SWIM INSTRUCTOR/LIFEGUARD

$17.50 to $19.29 per hour

Summary Description

Under the direction of the Pool Manager, organizes and instructs swim classes, maintains records and documentation involved with instruction classes, monitors swimmers in the pool area, enforcing pool rules and regulations, preventing accidents and rescuing swimmers in distress during public swim sessions. This is an at-will, intermittent, part-time, hourly position without City-paid benefits.  Some evening and weekend work may be required.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Conduct all levels of swim instruction and water safety lessons for participants from ages six months to adult.
2. Assist in curriculum instruction planning and pre-registration program to assess participants’ ability levels.
3. Patrol and monitor aquatics facility, watch for accidents and hazards in the pool areas; enforce rules.
4. Responsible for following accepted lifesaving practices and standards including the administering of cardiopulmonary resuscitation (CPR), O2 and First Aid as needed.
5. Assist with facility operations, aquatics competitions and special events throughout the year, including setup and cleanup.
6. Assist with desk reception, telephone support and related customer service activities; accepts registrations, collect fees and process receipts on a City computer.
7. Responsible for meeting all program goals and objectives.
8. Complete accurate reports and documentation of accidents and incidents in pool and pool area.
9. Attend scheduled staff meetings.
10. Assist with routine pool cleaning and maintenance as needed.
11. Responsible for maintaining a safe and clean swimming pool environment.
12. Responsible for maintaining personal fitness sufficient to perform the required duties.
13. Perform other position-related duties designated by the Pool Manager.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Demonstrated swimming skills that meet the American Red Cross guidelines for aquatics program personnel.

Experience:

License or Certificate:

Possession of a valid ID.

Possession of valid certificates from American Red Cross in Lifeguard Training, CPR for the Professional Rescuer, and First Aid; Water Safety Instructor certificate is desirable.

THE POSITION
The City of Campbell Recreation and Community Services Department is seeking an enthusiastic, knowledgeable, and experienced Swim Team Coach for Campbell Wave Swim Team, ages 6-18 years old, at the Campbell Community Center. This position reports to the Aquatics Recreation Specialist. 

Salary Range: $17.00 to $25.00 per hour DOQ

Part-Time, Temporary Non-Benefited position

Schedule: Actual work schedule to be determined through mutual agreement with supervisor. Employee may be required to work weekends.

Location: Campbell Community Center, 1 West Campbell Avenue, Campbell

Responsibilities: 

• Swim team coordination with Aquatics Recreation Specialist;  
• Prepares and implements work-outs;
• Tracks and encourages team enrollment;
• Maintains various records;
• Organizes and attends swim meets;
• Evaluates stroke technique;
• Assists with budget preparation;
• Has thorough knowledge of emergency response protocol, risk management and emergency care
• Complies and enforces all City of Campbell and Campbell Recreation and Community Services Department policies and procedures.

In addition, the essential functions of employment include:

• Assistance in developing, organizing and supervising daily operations and practices;
• Assistance in evaluating Campbell Wave swim team program;
• Documentation including daily participant attendance;
• Planning, execution and evaluation of swim meet participation;
• Professional interaction and effective communication with children, swimmers and the general public.

Minimum Qualifications:

• Minimum age at time of hire is 18 years old.
• Two (2) or more years of swim coaching experience
• Valid California Driver’s license.
• Current CPR certification.
• Safety Training for Swim Coaches or Lifeguard Training certification.
• TB Clearance.
• Fingerprint clearance (Department of Justice background check). The City of Campbell will schedule fingerprint appointment and encumber cost upon hire.

Highly desirable, but not mandatory upon hiring: 

• Professional certification(s), including American Swim Coaches’ Association or USA
• Swimming Coaching, CPR, Safety Training for Swim Coaches or Lifeguard Training.

About the Position:  The incumbent will be a part of a cohesive team of 15 in the Natural Resources Department, which is part of the Visitor and Field Services service line. The Wildlife Program is comprised of four fulltime program staff, including this position, and an intern. The position is a working supervisor meaning that time is divided between program administration, oversight, and staff development while also managing and advancing District projects. Strong supervisory and project management skills are required, as well as an ability to shift seamlessly between program and personnel management. This position works not only within the Natural Resources Department but is often a liaison with other departments and external agencies to advance larger District programs and projects. Wildlife program staff currently specialize in different subject matter expertise, but cross training is provided and providing back up to one another in differing area is expected. The supervisor manages and assigns program staff to oversee and assist with different projects primarily based on their areas of expertise, but also based on available staffing. The wildlife program covers a broad range of topics including but not limited to: permit administration, wildlife conflict management, special status species monitoring and research.   

The Ideal Candidate:

• Possesses a broad breadth of understanding of wildlife management for wide ranging taxa from large megafauna to micro invertebrates

• Experience in negotiating and securing permits (ideally programmatic permits) from regulatory agencies primarily California Department of Fish and Wildlife and US Fish and Wildlife Service but may include US Army Corps of Engineers or Regional Water Quality Control Board.
• Experience overseeing sensitive status species monitoring, reporting and recovery efforts
• Supervisory experience for multiple staff and consultant biologists, strong leadership skills, and the ability to mentor and grow junior staff
• Is a creative thinker, problem solver and able to juggle competing priorities
• Strong background in project management, from developing project scopes, schedules and budgets to consultant and contract oversight
• Ability to work collaboratively in a multidisciplinary team to deliver capital projects while avoiding and minimizing impacts to sensitive natural resources
• Assists staff in designing projects to reduce the need for mitigation, understands mitigation monitoring and reporting, and works creatively to secure mitigation when needed
• Ability to develop and maintain relationships with partner agencies, environmental advocacy groups, scientists and researchers, as well as other staff, boards, volunteers, vendors and the general public
• Strong public speaking skills
• Report writing skills

Work Environment:  This position will report to Midpen’s Administrative Office in Los Altos, CA.  Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. A minimum of three days in the office is required per week.  In addition to working in an office setting to complete project tasks and at various venues across the San Francisco Peninsula to present information at public meetings, the Senior Resource Management Specialist may sometimes work in the field and hike steep terrain and wildland areas with poison oak and wildlife.

Field Work: Fieldwork is integral to this position and dependent on the season and current projects.  Fieldwork will require driving District vehicles in remote areas on dirt roads, working in all weather conditions, and hiking through steep terrain and wildland areas. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment.

Education and Experience: 

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in environmental design, natural resource management, ecology, biology, or a related field, and five (5) years of increasingly responsible experience in natural resource management preferably in parks, open space, or related field, including at least three (3) years of experience supervising staff, consultants, or contractors. A Master’s Degree is desirable. Professional work experience with parks and open space is highly desired.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.

Position Duties

The Council District Offices 2, 6, and 10 are up for election this year. The incoming elected officials will be recruiting for positions. The Council Community Relations Coordinator position will serve as a community relations representative in direct support of an elected official. The position will coordinate media communication and public information efforts for the Council District offices. Education and/or experience in the fields of public relations, communications, journalism, public information, web design, or marketing is highly desirable. Strong writing skills, communication skills, and computer proficiency with a firm grasp of social media tools and platforms are essential in this position. As well as the ability to develop and maintain effective relations with constituents and organizations with a positive and professional demeanor when working in public. Bilingual language skills (Vietnamese, Spanish, and/or Chinese), both oral and written, are desirable, but not required.
