The Building Division is currently seeking to fill a vacancy for the position of Building Inspector I/II.

What You’ll Do

To conduct inspections of routine and intricate structural and building systems during different phases of construction, modification, and repair projects; to collaborate with other departments and conduct investigations to ensure adherence to housing, zoning, environmental, and overall land use regulations; to assist in the examination of building plans and specifications; to maintain accurate records utilizing software and computer systems; and to perform related tasks as necessary.

EXAMPLES OF DUTIES ‑ Depending upon assignment, duties may include, but are not limited to, the following:

Building Inspector I/II

• Conduct combination field inspections of industrial, commercial, and residential buildings during various stages of construction and remodeling; ensure proper and safe installations of routine and complex building systems; ensure building progress conforms to all applicable California Building Standards (Title 24, California Code of Regulations), City adopted codes and ordinances, and pertinent provisions of Federal, State and County health and environmental ordinances.
• Respond to emergencies when called upon by supervisor, or emergency dispatchers, to assist as technical expert in evaluation of safety.
• Issue permits for work to be performed.
• Review plans and specifications.
• Assist in the plan checking of residential and commercial projects.
• Participate in Fire Department and County Health Department inspections as required in one or more inspection disciplines such as electrical, plumbing, or mechanical.
• Coordinate inspection activities with other City departments to ensure compliance with conditions attached to projects by the Development Review Board, the Planning Commission or the City Council.
• Conduct inspections with the Code Enforcement officers to verify complaints and/or conditions violating building and zoning codes; conduct follow up inspections to check and verify that conditions are completed.
• Conduct inspections, prepare reports and serve as needed to assist the City Attorney in legal actions initiated by the Building Division.
• Respond to and resolve citizen inquiries and complaints regarding the City's building inspection function.
• Advise property owners, contractors, and others on matters relevant to construction and repair methods and materials; interprets codes and regulations and explains inspection programs; investigates and resolves complaints and problems.
• Retrieve, investigate and analyze building, assessor's parcels, files and other computerized records from computer database as required.
• Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions; review reports from special inspection agencies, engineers, and architects relating to specific projects.
• Maintain accurate and detailed records and prepare reports.
• Monitor compliance, including after violations.
• Provide public assistance and information over the counter.
• Conduct review of complex technical documents for conformance with accuracy, industry standards, codes, ordinances, and regulations.
• Prepare reports, warning letters, citations, calculations, analysis, grants, diagrams, or technical materials for City, City Committees, public vendor, state and federal filings, and advisory reports.
• Participate in the development of policies and procedures and make recommendations on programs and projects.
• Proficient in using computer software and specialized equipment relevant to job duties.

This position will work directly with a Child Care Site Coordinator or Lead Teacher at varying pre-school or K-6/ K-8 school sites based on program needs. The Child Care Aide is responsible for leading activities and supervising small groups of children in State-funded Title V programs.

This position will report directly to the Recreation Program Coordinator or Recreation Program Supervisor and will work various hours throughout the week, including evenings and weekends

DEFINITION

Under direct supervision, a Recreator I performs assigned tasks which serve the public use of municipal recreation facilities and performs other related duties as required.

EXAMPLES OF DUTIES

Open and close facilities following established guidelines, set up equipment needed for facility programs, perform routine maintenance and clean up for assigned facilities, collect fees for facility use, maintain order and discipline in assigned facilities and programs by enforcing City and Departmental policies, may assist in assigned program areas, may supervise volunteers or court workers as assigned, and maintain accurate records and reports.  May include specific assignments such as cashiering, attending to locker rooms, aiding with swim instruction, staffing facilities used by the public, and assisting with recreational programming.  Other duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: General facility operations, basic lesson instruction techniques for an assigned area, and safety practices for assigned programs.

Ability to: Follow written and oral instructions, meet and communicate effectively with members of the public, and carry out assignments requiring average physical strength such as setting up tables and chairs.  Learn and progress in this position, direct others, understand and enforce written and oral rules, regulations and policies, solve minor disciplinary problems, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:  No previous work experience is required; however experience in working or volunteering with people is desirable.

Monitor youth sports programs within the facilities; address participant and parent concerns; provide lead direction to sports officials. Basic office/customer service skills (answering phone calls, talking to patrons etc.)

Educate patrons in water safety, provide patrons with a safe aquatic environment, perform lifeguard secondary duties, and instruct swim lessons. Promote aquatic programs, assisting senior guard, and aquatics assistant. Conduct rescue operations and administer CPR and First Aid. Direct communication and contact with swimmers and the public.

Knowledge of:

Basic child guidance principles and practices. General techniques of various swim strokes.

Certification:

Wastewater Treatment Plant Mechanic I/II

What You’ll Do

The Wastewater Treatment Plant (WWTP) Mechanic I/II performs semi‑skilled and skilled work in the installation and repair of pumps, motors, chain drives, valves and related equipment and to do related work as required.  The WWTP Mechanic I is the entry level class in the Plant Mechanic series.  Positions in this class normally perform beginning level mechanical repair and maintenance work on a wide variety of wastewater quality control plant systems and equipment. Under this class series concept, positions assigned to the class of Plant Mechanic II may reasonably be filled at the Plant Mechanic I level.  The WWTP Mechanic II is the journey level class in the Plant Mechanic series. Positions assigned to this class are flexibly staffed and are expected to perform the most skilled repair and maintenance work and have a thorough knowledge of the operational characteristics, maintenance and repair methods and techniques and most typical system difficulties for the full range of equipment and operational systems in the plant. All positions assigned to this class require the ability to work independently, exercising judgment and initiative. Plant Mechanics II may also be expected to assist in the supervision of less experienced personnel.

Depending upon assignment, duties may include, but are not limited to the following:

• Operate machines and tools in repairing defective parts of pumps, compressors, generators, motors, lift stations, boilers and related mechanical equipment.

• Maintain accurate mechanical maintenance records.

• Install, repair, replace, and modify pumps, controllers, bearings, seals, hydraulic pipes, timing devices and assist in installing telemetering electrical equipment.

• Use a variety of power hand tools, cutting and welding equipment and electrical test equipment. Fully utilize the computerized work systems in accordance with work flow processes.

• Perform preventive maintenance on wastewater treatment plant mechanical and electrical equipment. Evaluate equipment performance and identify problem areas.

• Maintain stock inventory and adequate supply of replacement parts.

• Plant mechanics may be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis, including participation in rotating stand-by duties.

• Analyze or create documents, such as blueprints, markings, surveys, etc. to problem solve the most effective approach to a task.

• Verify the work of others for accuracy, proper work methods, techniques, and compliance.

• Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.

• Draft operating procedures.

The Wastewater Treatment Plant Mechanic I/II receives supervision from the Wastewater Treatment Plant Maintenance Superintendent or Wastewater Treatment Plant Mechanic III as directed technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  Assignments may require indirect supervision of less experienced plant maintenance personnel.

San Mateo County Health is seeking a well-qualified individuals for the position of Environmental Health Specialist IV - Consumer Protection Programs. Environmental Health Specialist will receive general supervision and provide lead direction in performing various countywide environmental health inspection and enforcement activities in one of the several specialized technical areas such as consumer protection, food sanitation, recreational water, water, sewage, land use, and cross connection control; vector control; solid waste; medical waste; and housing and institutions.

Examples Of Duties
Duties may include, but are not limited to, the following:

• Provide lead direction, training and work review to assigned staff; organize and assign work, coordinate complex projects, and follow up to ensure completion of assigned work.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Three years of journey level experience as a Registered Environmental Health Specialist, including one year of experience in a regulatory agency in the designated option: Option 1 - Water, Sewage, Land Use and Cross Connection Control Option 2 - Vector Control and Solid/Infectious Waste Option 3 - Housing and Institutions Option 4 - Food Sanitation and Consumer Protection

Licensure/Certification:

• Possession of a California certificate as Registered Environmental Health Specialist.
