ABOUT THE POSITION

The Executive Assistant/Deputy District Clerk independently performs a wide range of highly responsible, confidential, and complex administrative duties to a small team of Executives. Additionally, this classification supports the District Clerk in preparing and delivering the District Board agenda packets, meeting notices, resolutions, and related materials;  assisting with the District election processes; provides administrative support maintaining the District’s records management system; attends Board and Committee meetings and facilitates streaming technology; and functions as the District Clerk in their absence. WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.
• Experience in a City or Special District Clerk’s Office is highly desirable.

LICENSES & CERTIFICATIONS REQUIRED

Possession of a valid California Driver’s License.

Certified Municipal Clerk designation is desirable.

The Parks Division provides planning, development, operation, maintenance, and rehabilitation of City parks and open spaces. The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. The Cemetery Division maintains 33,000 internment sites in a peaceful public park. 

The Position:
Recreation Leader I
The Recreation Leader I is an entry level classification in the Recreation Leader series designed for high school students whose skill level in several broad types of recreational activities is sufficient to assume responsibility for an entire recreation program or area. Under immediate supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities.   The Recreation Leader I is distinguished from the Recreation Leader II in that the latter is designed for college level students.

The Recreation Leader II will supervise children, youth, teens, and other program participants in many facilities, including but not limited to the Reed & Grant Sports Park, Youth Soccer Park, Youth Activity Center & Teen Center, and Community Recreation Center. In this role, the successful incumbents will help conduct health and safety checks, open/closing facilities, serve as Disaster Service Worker while adhering to COVID-19 protocols.  Recreation Leader IIThe Recreation Leader II is an intermediate-level classification in the Recreation Leader series.  This classification is designed for high school graduates whose skill level in several broad types of recreational activities and is sufficient to assume responsibility for an entire recreation program or area. Under general supervision, an incumbent is responsible for the promotion, organization, and leadership of a variety of recreation activities. This class is distinguished from the Recreation Leader III in that the latter holds responsibility for planning and developing recreation activities. 
 Recreation Leader IIIThe Recreation Leader III is an advanced-level classification in the Recreation Leader series designed for college students who are skilled in several broad types of recreational activities.  Under general supervision,  an incumbent in this classification is responsible for the planning, organization, development, and leadership of a specific recreation activity or group of several closely related activities in specialty areas such as athletics/sports, aquatics, drama, arts and crafts, music, dance, therapeutics, nature, and camping . The Recreation Leader III may oversee the work of lower-level personnel and may lead and/or conduct clinics, programs, seminars, and similar gatherings in the specialty area.   The Recreation Leader III is distinguished from the Recreation Specialist in that the latter  exercises a higher degree of independence and holds greater overall program responsibility.

• Consults with recreation staff to coordinate the specialty area with the overall recreation program; incorporates the recreation specialty into a Department-approved total philosophy of recreation; interprets philosophy to participants and the public
• Advises and assists other recreation leadership staff members involved with the specialty activity to meet the specific needs and interests of the people involved
• Demonstrates and explains techniques, procedures, materials, equipment, and supplies used in the activity field
• Keeps records and accounts of attendance, inventory, financial charges and receipts, personnel, special events, accidents, and other matters requiring systematic recording
• Reports to supervisors on groups or individuals, plans, and problems; recommends action and carries out departmental policies in leading the special activity
• Issues, receives, and oversees the use of equipment by individuals and groups in the activity; recommends the acquisition or disposal of such equipment and materials
• Ensures all appropriate safety precautions are observed in the activity

Minimum Qualifications

Recreation Leader I

EDUCATION AND EXPERIENCE
Minimum Requirements

• Education equivalent to completion of the tenth grade; and
• No experience required; and
• Must be at least 16 years of age at time of application

LICENSES AND/OR CERTIFICATES
• In accordance with State of California law, a valid California Work Permit is required at time of appointment for candidates under the age of 18 who have not graduated from high school or been awarded a certificate of proficiency

OTHER REQUIREMENTS
• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law
• Must be able to perform all of the essential functions of the job assignment

 

Recreation Leader II

Recreation Leader III

EDUCATION AND EXPERIENCE
 Minimum Requirements:

• Completion of forty-five (45) semester units of coursework, or equivalent, from an accredited college or university, preferably with an emphasis in Recreation, Physical Education or a related field; or
• Six hundred (600) hours of recreation leadership experience equivalent to the level of Recreation Leader II with the City of Santa Clara; and
• Must be at least 18 years of age at time of application

LICENSES AND/OR CERTIFICATES
 Possession of the following is desirable:

• A valid California Class C driver's license
• A valid American Red Cross First Aid certificate 

OTHER REQUIREMENTS

• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law

The Department:

The Position:
The Recreation Specialist is the highest classification in the Recreation Leader series.  An incumbent in this class possesses technical expertise in a specialty such as cultural arts, physical fitness, drama, older adults, athletics, therapeutics, music, pre school, day camp, teen activities, and youth sports and is responsible for the planning, development, and supervision of a specialized activity phase of recreation programs .  With general policy and departmental philosophy guidance from a supervisor, an incumbent exercises sound independent judgment in the performance of duties. The Recreation Specialist is distinguished from the Recreation Instructor in that the former has an emphasis on developing and supervising large groups of children in specialized recreation activities while the latter is responsible for developing class curriculum and teaching classroom activities.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Minimum Qualifications

• One thousand (1000) hours of experience in recreation leadership at the level of Recreation Leader III in general recreation programs such as day camp, sports, teens, older adults, and theater; and
• Must be at least 18 years of age at time of application

Possible Substitutions
• Completion of sixty (60) semester units of coursework, or equivalent, from an accredited college or university, preferably with an emphasis in Recreation, Physical Education, or a related field may be substituted for the required experience

LICENSES AND/OR CERTIFICATES
Possession of the following is desirable:
• A valid California Class C driver's license
• A valid American Red Cross First Aid certificate

OTHER REQUIREMENTS
• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law

The Midpeninsula Regional Open Space District (Midpen) Ranger is a challenging and adventurous generalist position offering a wide variety of responsibilities and opportunities to exercise independent judgement while working on Midpen preserves. Rangers serve a unique role as stewards of the open space by regularly interacting with the community to provide visitors information, natural resource education, interpretive services, enforcement of pertinent regulations, and performing limited maintenance and resource management work on Midpen properties and facilities. Rangers patrol on foot, in all-terrain vehicles, on motorcycles, and in four-wheel drive patrol trucks while enforcing Midpen land use regulations and applicable laws.  Rangers ensure safe public use of preserves, while also responding to emergency calls including medical aids and wildland fires.

About the Position:

The start date for these positions is early-December 2026. For additional information, see the Ranger Recruit and Ranger specifications on our job description page at OpenSpace.org.

There are two types of Ranger Assignments:

1. Ranger with a primary assignment - Generally works at a primary reporting location with regularly occurring consecutive days off.
2. Ranger with a flexible assignment - Will be assigned initially to a primary reporting location with regularly occurring consecutive days off, however Rangers with a flexible assignment may work a varied schedule across multiple reporting locations based on operational needs. They may be assigned to cover both planned and unplanned shift vacancies, including extended leaves of absence and promotional vacancies. During these assignments, rangers with a flexible assignment may be required to report to alternate field offices and/or adjust regular days off.

The Ranger Recruit is a training-level position for individuals who do not possess a Ranger Academy certificate or equivalent, and valid PC 832 certificate.  Upon commencement of employment, new Ranger Recruits will participate in pre-academy instruction on the duties of a District Ranger, receive orientation to District lands and operations and complete additional required training.  Upon completion of pre-academy instruction, new Ranger Recruits will participate in a district approved Park Ranger Law Enforcement Academy based out of the South Bay Regional Public Safety Training Center in San Jose, CA located on Bailey Avenue with the nearest cross street on Santa Teresa Avenue.  The 14-week long academy begins in January 2027 and will include California Penal Code 832 training.  The academy’s full course and tuition are paid for by Midpen. Upon successful completion of the academy and the District’s required robust 12-week Field Training Program and final review by the Chief Ranger, a Ranger Recruit may be appointed as a probationary Ranger.

The Ranger is a challenging and adventurous journey level position offering a wide variety of responsibilities and opportunities to exercise independent judgement while working on Midpen preserves.  Upon commencement of employment, new Rangers will participate in a robust 12-week Field Training Program.

What does a District Ranger do?  District Rangers are generalists who perform a wide variety of functions. A brief list of day-to-day activities follows:

• Midpen Rangers are sworn peace officers responsible for patrolling District Preserves and enforcing the District's regulations and pertinent local, State, and Federal laws on District Preserves. Patrol may be by 4x4 truck, foot, UTV, motorcycle, or mountain bike.  
• Respond to medical emergencies, wildland fires on Midpen lands, and search and rescue incidents.
• Help maintain the preserves by performing light maintenance tasks and resource management assignments.
• Engage the public through interpretive activities and community outreach.
• Shift schedules include evening, weekend, and holiday hours.

Positions will be assigned to one of the following District offices:

Peace Officer Standards for Rangers: Ability to satisfy the selection standards for peace officers in California as set forth in Government Code Sections 1029, 1030 and 1031, and by the District. Ranger Recruits must complete Midpen’s requirements for training of Peace Officers by attending and successfully completing a Midpen approved law enforcement academy upon hire, unless they have recently successfully passed an equivalent academy, and possess a California Penal Code 832 certificate. 

Education & Experience: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Ranger Recruit

• Equivalent to an Associate degree from an accredited college or university and one (1) year of experience working in visitor/customer service or an equivalent position that includes interacting with the public.  Education and/or experience in law enforcement, resource management, natural sciences, park management, wildland firefighting, or a related field is highly desirable. 

• Certificates and Licenses: A valid California Class C driver’s license (or ability to obtain one upon appointment for candidates possessing an out of state license).

Ranger

• Meet all qualifications for Ranger Recruit, plus:

• Certificates and Licenses:  Current possession of a District approved Law Enforcement Training certification and a valid California 832 certificate for appointment as a peace officer, and ability to obtain the following certificates prior to completion of the employment probationary period: completion of the District’s Field Training Program, valid professional rescuer CPR certificate and Medical First Responder or equivalent; a Midpen approved Fire Suppression Training certificate; certification in the Incident Command System courses as specified under the National Incident Management System (NIMS).

Working Conditions: Rangers work cohesively with local law enforcement, fire agencies and other adjoining land agencies. Rangers typically work alone and self-initiate their day-to-day patrols. Work conditions require rangers to work weekends, nights, and holidays in all weather conditions.  Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. This requires the ability to patrol on foot, off trail, and in rugged terrain.  Also requires the ability to perform all related emergency services and light maintenance and construction work on Midpen lands. District Rangers interact daily with a diverse Bay Area community to provide safe access for all visitors.

The academy is held at the South Bay Regional Public Safety Training campus in South San Jose.  To successfully complete the academy, recruits must pass the physical agility test. Attending a practice session is strongly recommended, as it allows potential candidates to gauge their ability to pass the physical agility test by the end of the academy.

The Position:
