Summary:
Under supervision, performs routine semi-skilled to skilled grounds landscaping and maintenance work; performs preventive maintenance of District properties; and performs other related duties as assigned.

Essential Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed. These duties may be performed independently or under supervision with a Lead or Groundskeeper II present. • Performs a variety of routine landscape and ground maintenance tasks, including maintaining areas around District facilities, hardscapes and playgrounds, and removing debris and graffiti; maintains assigned areas in a clean, safe and orderly condition.
• Maintains turf and landscaped areas by mowing, edging and weeding; learns and assists with fertilizing, spraying with insecticides and herbicides, aerating and watering.
• Blows, sweeps and washes sidewalks, roadways, parking lots, tennis courts, and other hard­scapes to maintain a clean, safe and orderly condition.
• Assists with planting and removing trees, shrubs and plants; prunes shrubs and trees to shape and encourage growth, using hand and power saws as assigned.
• Assists with the installation, repair and maintenance of irrigation systems.
• Assists with athletic field preparation and the maintenance of play areas and related facilities.
• Operates a variety of power tools, hand tools and motor-driven equipment such as trucks and tractors.
• Loads and unloads equipment, supplies and refuse.
• Maintains daily work records, hazardous materials records and restricted pesticide-use records.
• Attends meetings; participates in safety training.
• Weekend work and rotating schedules may be required.

Other Duties and Responsibilities:

• Participates during disasters or when emergency response is needed.
• May be required to drive District or personal vehicle.
• Non-exempt employees may be required to work overtime.
• Performs related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience:
A typical way to obtain the knowledge and abilities would be: graduation from high school or GED equivalent, and one year of related grounds maintenance experience and/or training; or an equivalent combination of education and experience.

Language Ability:
Ability to read and comprehend basic instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to park visitors and to other employees.

Math Ability:
Ability to add and subtract two-digit numbers and to multiply and divide with 10s and 100s. Ability to perform these operations using units of money and weight measure­ment, volume and distance.

Reasoning Ability:
Ability to use common-sense understanding to carry out instructions provided in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Certificates and Licenses:

• Valid California driver’s license with a good driving record and current automobile insurance.
• All full-time candidates require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Other Required Skills:

• Use of word processing and spreadsheet programs

Supervisory Responsibilities:

• Patrols park areas to promote an orderly and congenial atmosphere among park visitors; issues warnings and citations for non-compliance of local park regula­tions and, if needed, utilizes law enforcement agencies to achieve compliance.
• Constructs, maintains and repairs trails, bridges and buildings using hand and power tools or mechanized equipment.
• Interprets and explains park policies, rules and regulations to the public; answers inquiries and complaints concerning park conditions, operations and maintenance.
• Conducts interpretive programs and outdoor activities; describes the natural features of the open- space area to visitors.
• Maintains stream crossings, hiking, biking and equestrian trails utilizing tractors and specialized trail-building equipment.
• Participates in custodial, carpentry, plumbing, maintenance and cleanup of park and open-space   structures and grounds.
• Plans, develops, coordinates and executes work programs and resource management projects.
• Assists in maintaining park water distribution and irrigation systems.
• Maintains park areas to reduce fire hazards and performs fire fuel-reduction activities, as necessary.

• Administers emergency first aid to sick or injured park visitors.

Qualifications:

Ability to work with mathematical concepts such as probability and statistical inference. Ability to calculate figures and amounts such as percentages, area, circumferences and volume. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability:
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret a variety of technical instructions and deal with abstract and concrete variables.

Certificates and Licenses:

• First Aid/CPR/AED certification required within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Possession of, or ability to obtain, certification as a limited peace officer of the State of California (P.C.832).

Midpen has two vacancies for the position of Area Manager in the following geographical areas. The start date for these positions is October 2025. Positions may include District Housing for rent.

Foothills Area Manager (reporting locations):

The Land Stewardship & Trails Department is Midpen’s largest, with over 70 employees during construction season. This position requires strong communication skills and the ability to collaborate effectively with team members who may be geographically dispersed. The Area Manager is responsible for overseeing the day-to-day administrative operations of their assigned field office and has supervisory responsibility over one administrative assistant and supervisory level staff.  Each geographical area consists of up to 18 full-time staff members as well as seasonal staff. The ideal candidate will be an accomplished professional with a highly collaborative management style, strong emotional intelligence, and interpersonal skills. The Area Manager is knowledgeable in the principles and practices of public access and land management, open space and preserve maintenance, resource management, managing budgets, prioritizing work tasks, as well as responding to public, stakeholder agencies, and other department inquiries.  For additional information about the position, see the Job Description on our website. 

Key responsibilities include:

• Assumes management responsibility for all maintenance and operations functions and activities of the field office, including maintenance of preserves, public access, facilities, vehicles, and resource management.
• Participates in the development and implementation of goals, objectives, policies, and priorities for the Department; participants in long term and short-term project planning; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
• Participates in the development and administration of and oversees Area budgets.
• Serves as a liaison for assigned Area to other District departments, outside agencies, neighborhood groups, and concerned citizens.
• Coordinates with fire agencies on fire risk prevention activities.
• Provides highly complex staff assistance to the Land Stewardship & Trails Manager; develops and reviews staff reports related to assigned activities and services; may present information to the Board of Directors and various commissions, committees, and boards; provides staff support to commissions, committees, and task forces, as necessary.

Work Environment: This position reports to the Land Stewardship & Trails Manager and will be assigned to a field office. The Area Manager works in an office setting primarily, and will attend various meetings and visit District field sites, which may require hiking through steep terrain and wildland areas and driving in remote areas on dirt roads.  Employee may be exposed to blood and body fluids when rendering First Aid and CPR. Education: Equivalent to graduation from an accredited four-year college or university, with major coursework in park administration, resource management, natural sciences, or a related field.

Experience: Five (5) years increasingly responsible experience in the protection, operation, or maintenance of parks, open space, forests, or public recreation areas and/or related facilities including two (2) years of supervisory or administrative responsibility.

Licenses & Certifications Required:    

• Possession of a valid California Driver’s License;
• Possession of, or the ability to obtain, Basic First Aid and Cardiopulmonary Resuscitation (CPR) certification
• Possession of, or ability to obtain, a valid First Responder or equivalent certificate
• Possession of, or ability to obtain, the level of certification in the Incident Command System Courses as specified under the National Incident Management System (NIMS).
• Possession of, or ability to obtain, a District approved Fire Suppression Training certification.

Are you a bright, motivated, and skilled Management Analyst professional who values the preservation of open space and public access to preserves?  Midpeninsula Regional Open Space District is recruiting a highly qualified Management Analyst II to support Midpen’s mission of open space preservation, natural resource protection, and ecologically-sensitive public access.  This position will support Midpen’s Land Stewardship & Trails Department by providing day-to-day finance, purchasing, project tracking, budgetary support and will make recommendations for organizational policy and procedural improvements.  In addition, this position will assess staff training needs, recommend appropriate training solutions to management, and track training attendance and completion. About the Position: The Land Stewardship & Trails Department is Midpen’s largest department with over 70 employees during construction season. As such, this position requires constant communication and alignment with team members and stakeholders.  This position reports to the Land Stewardship & Trails Manager and has direct supervision over one Administrative Assistant. This position plays a key role in supporting the Land Stewardship & Trails Manager with strategic initiatives and day-to-day operations.  The ideal candidate has solid public sector finance, budget, purchasing, project tracking, and asset management experience; possesses excellent judgment, curiosity, and proactive problem solving and time management skills; and can successfully manage many priorities at once while accomplishing professional-level administrative and program work. The successful candidate is detail-oriented yet can see the broader perspective; has a proven ability to build positive and productive relationships; possesses excellent communication and interpersonal skills; and provides excellent customer service.  Flexibility and the capacity to work in a complex and fast-paced environment are a must. The selected individual will also perform professional-level work in such areas as: budget & analysis, database management, staff training, and plays a key role in the procurement of capital equipment, supplies and services, and support of contract development and administration. Work Environment: This full-time position is part of the Land Stewardship & Trails Department at Midpen’s Administrative Office in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. A minimum of three days on-site in the office is required per week. This is primarily a sedentary office classification.  Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Some fieldwork may be required, which involves the ability to walk for short distances over rough terrain, drive vehicles over unimproved roads, and stand for extended periods.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field and three (3) years of professional analytical experience equivalent to a Management Analyst I at the District. Public sector experience is preferred and previous supervisory experience is desirable.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.
