The Mountains Recreation and Conservation Authority is recruiting for an Administrative
Assistant to provide general supportive and administrative assistance to the Chief of
Developed Resources and other Developed Resources Division personnel, who

POSITION SUMMARY

The Wildfire Resilience Coordinator will manage projects related to the overall MRCA efforts regarding wildfire resilience, including tracking and analyzing existing funding sources related to wildfire preparedness and response, supporting staff project as defined by the early action wildfire resilience plan, coordinating with other MRCA and SMMC staff members working on wildfire related projects and programs, preparing and documenting further regional needs.

 

This position requires a highly motivated, responsible, organized and self-starting individual who can handle an array of tasks at the same time as part of standard workload, has good judgment and can make decisions, and works well independently and as part of a small team.

 

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non­profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for wildfire resilience including improvements, workforce development, ignition prevention and suppression, inspection and monitoring and structure hardening and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development. • Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Write and coordinate grant proposals and research new funding opportunities for wildfire resilience and workforce development related planning efforts.
• Cooperate with other team members to accomplish project goals; provide support to coworkers on other projects.

The work performed will support MRCA’s operation in fire prevention and protection of life, property and resources within greater Los Angeles and beyond. Candidates must have the ability to be out on an extended attack or a campaign fire assignment anywhere within California, up to 14 days minimum per assignment.

ESSENTIAL FUNCTIONS

• Performs extensive weed abatement to reduce fire hazards and for native revegetation; with use of tractor, chain saw, weed whacker, spraying herbicide or use of hand tools, in/on a variety of landscape types and topographies.
• Provides information to park visitors on park features, natural resources, historical interpretation, safety, and rules.  May lead interpretive hikes.
• Constructs and repairs park facilities such as fencing, restrooms, gates, kiosks.
• Install and maintain park water distribution and suppression systems.
• Directs volunteer crews such as trail crews, community service workers, and the volunteer Mounted Assistance Units. Coordinate with organized public groups utilizing park facilities.

Individuals will be assigned to one of the three (3) crew schedules; Crew 2 (Wed-Sat), Crew 3 (Sun-Wed), or Crew 4 (Sat/Sun/Tu/Wed) shift, working 10 hours per day, 40 hours per week with some scheduling flexibility. Wages

Existing MRCA employees may be compensated at a higher rate if they can demonstrate, to the satisfaction of the Chief Deputy Executive Officer, that appropriate additional duties will be performed in addition to the position’s essential duties. The Watershed Planning Project Manager (Class: Project Analyst II or Project Analyst III) will manage projects related to urban river restoration, public access, and open space conservation, master planning, and park development, including design and construction of new park amenities, creation of parkland in urban neighborhoods, renovation of infrastructure and buildings, acquisition of land, and planning in a watershed context. Wages

The range of hourly rates for a Project Analyst II is $27.27 to $33.15.

The range of hourly rates for a Project Analyst III is $30.57 to $37.15.

Classification Level

The selected candidate may be hired as a Project Analyst II or Project Analyst III, depending on experience. A Project Analyst II will perform the functions with a moderate level of supervision, making some judgments independently, and regular check-ins for guidance and task prioritization. This is skills-based physical labor work, in all weather conditions, for a person at an entry level or intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

Park Assistant III positions exist in the Routes, Construction and Developed Resources Divisions and specific duties may include but are not limited to:

Duties for the Developed Resources division also include repairs to utility infrastructure, building repairs, and skilled gardening, and assistance during special events.

Duties for the Construction division also include building renovation (carpentry, electrical, plumbing), utility infrastructure repairs, and new construction of park amenities and irrigation systems.

Depending on the division, the position may report to an Operations Manager, Deputy Division Chief or Division Chief. • Must have a valid California driver’s license in good standing with a satisfactory driving record at the time of hire.
• Pesticide Handler certification (or ability to complete within 6 months).
• Basic First Aid and CPR certification (or ability to complete within 6 months).
• Forklift Operator / heavy equipment certification (or ability to complete within 6 months).

Knowledge of:

• Safe working practices, Cal-OSHA requirements.
• Automatic Irrigation systems.
• Pesticide and herbicide application.
• Proper tool care and storage.
• Basic proficiency in email and Office 365, or ability to learn.
• Regulatory requirements, or ability to learn.
• Bilingual skills in English and another locally common language, such as Spanish, Korean, Farsi, Chinese, Armenian, Yiddish, or Tagalog is highly desired.

Ability to:

• Maintain a safe and clean working environment.
• Consistently follow procedures.
• Prioritize varying tasks and projects.
• Work in all weather conditions. Perform demanding labor on multiple consecutive days outdoors in hot weather.
• Revise work approach to address changed conditions.
• Complete projects and follow oral and written directions.
• Learn technical material.
• Work independently and with others.
• Complete the MRCA Wildland Fire Academy, if desired by the employee.
• Read maps and navigate through greater Los Angeles in both urban developed and undeveloped open space areas.

Competencies:

• Effective oral English language skills. Not required to be a native English speaker, but fluency in English will be required.
• Follow safety procedures and utilize/wear protective equipment as needed.
• Establish and maintain cooperative relations with those contacted in the course of work including the general public.
