The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

Ideal Candidate

The ideal candidate will have knowledge of methods, materials, tools, equipment, and techniques used in performing custodial repair and maintenance; occupational hazards and safety practices and procedures related to the work; and techniques for dealing with the public, City staff, and representatives of contractors in an effective manner. The ideal Building Maintenance Custodian will also have the ability to maintain proper standards of cleanliness in assigned areas; follow written and verbal instructions; maintain basic records; and use materials, tools, and equipment safely and effectively form physical labor, including periodic heavy labor.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs.
• Dusts and polishes woodwork, furniture, fixtures and equipment; wash windows, walls and other fixtures.
• Empties and cleans trash containers and wastebaskets; picks up paper and other debris.
• Cleans rest rooms and maintain supplies.
• Locks and unlocks doors, as necessary, provides for other forms of building security.
• Sets up rooms for meetings and other special events.
• May deliver materials and supplies to and from City locations.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of janitorial experience 

Training: Equivalent to graduation from high school.

Licenses/Certificates: Possession of, or ability to obtain, an appropriate, valid California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.

• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.

MINIMUM QUALIFICATIONS

The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. How to qualify

Performs custodial duties at assigned facilities which include, but are not limited to cleaning, sweeping, vacuuming, mopping, waxing, stripping and polishing floors; cleaning furniture, woodwork, fixtures, equipment, supplies, doors, windows, walls, walkways, driveways, and facility grounds; disposing of trash.

Set up all necessary equipment and furniture such as tables, chairs, podiums, and A/V equipment for indoor and/or outdoor events.

Inspects facilities and equipment, reports issues in a timely manner to appropriate higher-level staff; performs minor facility maintenance.

Explain and follow City and department policies and procedures.

Provide information and feedback to Facility and Parks Supervisor.

Opens, closes, secures and alarms facilities in compliance with standard procedures.

Supervise and interact with rental guests, responding by assisting with any facility needs.

Assists in monitoring and maintaining equipment and supplies.

May perform clean up duties as needed, including but not limited to:  move and arrange furniture and equipment, restroom cleaning, sweeping and mopping, and garbage pick-up and removal.

Perform related duties and responsibilities as assigned.

Minimum Qualifications:

Education: Equivalent to a High School Diploma.

Experience:  Experience in custodial and facility operations is desirable.

License or Certificate: Possession of a valid California Driver’s License with a demonstrated history of safe driving.

Special Requirements:

Essential duties require the following physical skills and work environment:

Must be willing to work a scheduled variety of hours, which may include evenings, and/or weekends, as needed.

Sufficient personal mobility and physical reflexes to enable the employee to safely lift, move, climb, walk safely on even or uneven grounds, or maneuver in whatever way may be necessary to successfully perform the duties of their position; ability to travel to different sites and locations.

Ability to pass a comprehensive background check and pre-employment medical exam.  Additionally, individuals working in Parks & Recreation are required to be tested for TB.
