WOODLAND COMMUNITY COLLEGE HOST SITE
Woodland Community College is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-stie at WCC and receive day-to-day guidance and supervision from WCC staff while remaining part of the fellowship cohort and participating in program-wide activities.

This posting is for the Community College Education Policy & Programs Coordinator within the Office of the President at Woodland Community College.

Typical work hours are from 8:00 a.m. to 6:00 p.m., Monday through Thursday; and 8:00 a.m. to 12:00 p.m. Friday, up to 40 hours per week.

PROJECT DESCRIPTION
The Community College Education Policy and Programs Coordinator will support the implementation of Woodland Community College’s new Strategic Plan, with a focus on capacity building, student success, and socioeconomic mobility.

Housed within the Student Services Department, the Coordinator will advance strategic initiatives designed to strengthen student support systems, improve program coordination, and enhance outcomes for disproportionately impacted student populations.

The Fellow will work on a portfolio of projects and related events that may include:

• Analyzing student services data (retention, persistence, completion, utilization of support programs) to identify equity gaps and opportunities for improvement

• Research best practices related to student support programs (e.g., advising, basic needs, financial aid outreach, career services, transfer services)

• Supporting cross-departmental coordination efforts to align student services with strategic plan priorities

• Assisting in the design and implementation of new or redesigned initiatives that promote student success and socioeconomic mobility

• Supporting strategic plan events, stakeholder engagement efforts, and community partnerships

• Develop reports, presentations, training materials, and guides to support students

• Documenting processes and building tools to strengthen institutional capacity within Student Services

A key focus of the role will be translating strategic goals into actionable program improvements that enhance student access, persistence, completion, and post-college outcomes.

THE POSITION OBJECTIVES/GOALS

Build practical skills in analyzing higher education policies and evaluating program effectiveness within a community college context. Contribute to assessment efforts by reviewing data, identifying performance gaps, and supporting evidence-based recommendations to strengthen student outcomes.

Support the operationalization of institutional priorities by assisting with initiative tracking, performance measurement, and cross-department coordination. Develop a working understanding of how strategic goals are translated into measurable actions within Student Services.

3. Strengthen Institutional Capacity-Building Competencies
Enhance skills in cross-functional collaboration, systems thinking, and process improvement. Participate in efforts to streamline workflows, improve service delivery, and reinforce structures that support long-term institutional effectiveness.

4. Advance Equity-Focused Student Success Strategies
Contribute to the design, implementation, and evaluation of initiatives aimed at closing achievement gaps and improving access, retention, and completion for disproportionately impacted student populations. Develop an applied understanding of equity-centered program development in a public-serving institution.

5. Build Experience in Stakeholder Engagement and Institutional Communication
Support engagement efforts involving students, faculty, staff, administrators, and community partners. Gain experience in event coordination, briefing development, and institutional reporting to strengthen communication, transparency, and collaborative problem-solving.

This fellow posting is for the Planning & Historic Preservation Fellow in the Community Services Department.  

PROJECT DESCRIPTION
The City of Woodland is seeking a motivated, resourceful self-starter to join the Community Development Planning team in a dynamic fellowship role that bridges municipal planning and historic preservation. This position offers a unique opportunity to gain hands-on experience in core planning functions while contributing meaningfully to the preservation and celebration of the City’s historic character.

In this role, the Fellow will serve as a key point of contact for residents, property owners, and community stakeholders seeking information on general planning inquiries, zoning standards, and land use regulations. The position provides practical exposure to municipal planning processes, including development review, interpretation of zoning codes, and customer service within a public-sector framework.

A central component of the fellowship will be leading a comprehensive revamp of the City’s historic preservation education and outreach efforts. This includes researching and developing accessible educational materials, enhancing digital resources, and expanding community awareness of preservation programs and incentives. The Fellow will gain experience working with state and federal historic preservation documentation requirements and processes, strengthening their understanding of regulatory compliance and cultural resource management.

Additional responsibilities will include supporting GIS-based storytelling initiatives through interactive story mapping, assisting with webpage design and content updates to improve public access to preservation resources, and contributing to the coordination of the City’s Heritage Home Awards program.

They are eager to develop practical skills within a local government setting and motivated by the opportunity to contribute to projects that shape and celebrate the built environment.

Applicants should be a current student or recent graduate in Urban Planning, History, Public Administration, Architecture, or a closely related field. The successful candidate demonstrates strong interpersonal skills and the ability to clearly explain complex zoning, land use, or preservation concepts to residents, property owners, and other stakeholders in an accessible and professional manner.

This individual is comfortable conducting technical research and collecting data to inform planning initiatives, policy analysis, and outreach efforts. Familiarity with tools and concepts such as GIS mapping (ArcGIS or QGIS), zoning analysis, site plan review, and urban design principles is highly desirable. The candidate should be capable of synthesizing information into concise summaries, visual materials, or presentations that support decision-making and community understanding.

Strong organizational skills and comfort with administrative tools, including the Microsoft Office Suite, standard office equipment, and multiline phone systems, are expected. Additionally, the Ideal Candidate brings an interest or experience in community storytelling, stakeholder facilitation, public workshop coordination, and visual communication, recognizing the importance of inclusive engagement in effective planning practice.

THE POSITION OBJECTIVES/GOALS

The primary goal of this fellowship is to provide hands-on experience in the daily operations of a municipal planning office, preparing participants for expanded career opportunities in urban planning, historic preservation, and community development. Key objectives include:

1. Public Engagement: Serve as a front-line resource at the Planning Counter, providing clear, professional guidance to residents, property owners, and developers on zoning, land use, and permit inquiries.
    
2. Inquiry Management: Respond to phone and email inquiries regarding City codes, permitting processes, and planning regulations, ensuring accurate and timely information.
    
3. Technical Research: Conduct site-specific research, data collection, and documentation to support historic preservation projects and planning initiatives.
    
4. Heritage Home Awards: Assist with the planning, nomination review, coordination, and promotion of the City’s annual Heritage Home Awards program.
    
5. Website Revamp: Audit, update, and redesign the Historic Preservation section of the City’s website to create a comprehensive, user-friendly educational hub for homeowners and the community.
    
6. Interactive Story Map: Develop an engaging Historic Resource Story Map using GIS tools, featuring photos, architectural descriptions, and cultural context to enhance public understanding of Woodland’s landmark sites.
    
7. Historical Resource Development: Create and curate downloadable resources—including preservation guidelines, tax credit information, and step-by-step educational content—to support property owners in restoring and maintaining historic properties.

This fellowship emphasizes a combination of practical planning experience, digital storytelling, and community outreach to provide a well-rounded foundation for future careers in public service and historic preservation.

The pay cycle is bi-weekly. No other benefits compensations are provided except for worker's compensation coverage and sick leave. Employees must contribute 1.45% of their salary to Medicare and 7.5% to a retirement plan under Federal Law.

The City of Dixon is opening a great opportunity for those curious to learn about the ins and outs of police work for the position of Police Cadet in the Police Department. Under the supervision of veteran Police Officer's the cadet experiences what it takes to develop important cadet skills. Examples: cadet patrol, traffic control, attending meetings, delivery of witness subpoenas, report taking, provide assistance to the various bureaus within the department, directing phone calls to the appropriate personnel, learns how to interact with the community during all kinds of problem-solving situations.

This is an entry-level, volunteer position intended as an educational and career development internship. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will gain experience in the work place.

A Cadet volunteers a minimum of 8 hours per month and work is conducted both in a police station and in the field. Work involves irregular, often non-scheduled, hours during the day and evenings, and on the weekdays, weekends, and holidays.

ESSENTIAL JOB FUNCTIONS

Maintain and repair City buildings, equipment and facilities by performing a variety of semi-skilled carpentry, plumbing, painting, heating/air conditioning, mechanical repair and electrical work as necessary.  Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs.  Operate and maintain a variety of heavy tools and equipment, including small power and hand tools.  Work cooperatively with others.  Regular and consistent attendance. 

OTHER JOB FUNCTIONS

To assist in Wastewater Plant operations and maintenance involving plant process and control, preventative maintenance to include equipment repairs, laboratory procedures.  The purpose of this recruitment is to fill a current vacancy at the Water Pollution Control Facility, as well as establish an eligibility list for future vacancies.

A strong commitment to ongoing training, professional development, and obtaining required certifications through the California State Water Resources Control Board is essential. Candidates with experience working around mechanical equipment, performing routine maintenance, monitoring treatment processes, or supporting wastewater treatment operations are highly desirable.

ESSENTIAL JOB FUNCTIONS

Assist in the operation of the Water Pollution Control Facility to ensure compliance with State regulations. Interpret alarms, meters, gauges, SCADA system and test results to determine process and control criteria.  Perform routine maintenance and repair work on pumps, valves, Ultraviolet Disinfection equipment and filtration equipment.  Participate in ongoing preventative maintenance program and accurately maintain and compile records and reports.  Work weekends and holidays as assigned.  Regular and consistent attendance required. 

OTHER JOB FUNCTIONS 

Follow all safety precautions and regulations.  Serve in a stand-by status after regular working hours and respond to emergency callouts.  Perform related duties as assigned.

QUALIFICATIONS

Water Pollution Control Operator-in-Training

Education: High School diploma or equivalent, supplemented by training or coursework in the areas of chemistry, biology or related wastewater operations.

Experience: One (1) year of experience in handling mechanical equipment and tools.

License or Certificate: Required upon hire, possession of a valid California Driver's license.  Must obtain an Operator-in-Training certificate, issued by the California State Water Resources Control Board within two (2) months of appointment to this classification.
 

Possession of a Grade I Wastewater Treatment Plant Operators certificate, issued by the California State Water Resources Control Board is required within two (2) years of employment.

Water Pollution Control Operator I

Education: High School diploma or equivalent, supplemented by training or coursework in the areas of chemistry, biology or related wastewater operations.

Experience: One (1) year of experience in the operation and maintenance of wastewater treatment plant and/or related facilities or programs.

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations. 

The purpose of this recruitment is to fill multiple vacancies in both the Water Distribution Division and the Sanitary Sewer/Storm Drainage Systems Divisions of the Public Works Department, as well as establish an eligibility list for future vacancies.  Initial position/assignment and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Department.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground utilities maintenance and repairs and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series. The Utilities Maintenance Worker I often performs many of the duties required of Utilities Maintenance Worker II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment. The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from level I, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list:

Operate a variety of light and moderately heavy construction and maintenance equipment such as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments; Operate a forklift as assigned and trained; Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including (but not limited to) installation, testing, and backfill of service laterals

Sanitary Sewer/Storm Assignments

Use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins.

Water Distribution Assignments

Assist in water tap installations; Install, remove, and repair water meters, hydrants, service valves, and mainline valves.

All Utilities Maintenance Worker I/II

Operate equipment and vehicles with possession of all necessary licenses and certificates; Take meter and gauge readings; Accurately maintain records and reports; Utilize proper safety precautions related to all performed work; Comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP); Regular, predictable, consistent and timely attendance is an essential function of the position, in that the employee must be present to work on facilities and equipment impacting on the public’s health and safety

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public; Prepare as-built sketches when required to convey information to engineering for graphic documentation; Check water meters for proper operation; Troubleshoot registers and repair as necessary; Initiate and discontinue water service to customer accounts as directed; Operate telemetering and flow monitoring equipment; Work cooperatively with others; Perform related duties as assigned; Both assignments will require employees to be “On Call” as needed

QUALIFICATIONS

Utilities Maintenance Worker I

Education: 

• Requires a High School Diploma or equivalent. 

Experience:

• Requires at least one (1) year of experience in construction or related field.

License and Certificate: 

Sanitary Sewer/Storm Assignments

• Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon permanent employment

Water Distribution Assignments

• Possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) upon permanent employment

All Utilities Maintenance Worker I/II

• Possession of a valid California Driver's License
• Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire

Prior to Permanent Appointment Employee Must Obtain:

• Valid Class B Driver's License with Tank and Air Brake Endorsement
• Work Zone Safety certification issued by the International Municipal Signal Association
• First Aid and CPR certifications
• Competent Person certification
• Confined Space certification

Utilities Maintenance Worker II

Education: 

• Requires a High School Diploma or equivalent. 
• Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable.

Experience: 

• Requires at least one (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:

Sanitary Sewer/Storm Drainage Systems Assignment

• Requires possession of Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association within 18 months of hire.
• A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Water Distribution Assignments

• Requires possession of a DWOCP Grade II Water Distribution Operator (D2) certificate upon hire.

DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I
The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

SUPERVISION RECEIVED/EXERCISED

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Manager. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Manager and may exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS     (Include but are not limited to the following)

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.
• Interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes, relocation regulations, Community Development Block Grant (CDBG) administrative requirements and other related laws, codes and regulations; advises property owners on the requirements for compliance; explains processes and procedures for obtaining compliance or appropriate permits.
• Maintains clear, concise and comprehensive records and reports related to enforcement activities; composes and types correspondence, reports, forms and specialized documents; maintains communication/action logs for code enforcement cases; enters and retrieves information from automated records systems; prepares notices of violation and orders.
• Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; represents the City in court regarding noncompliance if required.
• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. Incumbents may frequently deal with irate members of the public.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position: PAL Program Attendants work with Suisun City’s PAL Program and with area teenagers ages 13-19 to implement educational and recreational activities: tutoring, sports, games, mini-excursions, competitions, contests, seminars, and special events, and provide general support to the program’s Recreation Supervisor.
