The City of Dixon is opening a great opportunity for those curious to learn about the ins and outs of police work for the position of Police Cadet in the Police Department. Under the supervision of veteran Police Officer's the cadet experiences what it takes to develop important cadet skills. Examples: cadet patrol, traffic control, attending meetings, delivery of witness subpoenas, report taking, provide assistance to the various bureaus within the department, directing phone calls to the appropriate personnel, learns how to interact with the community during all kinds of problem-solving situations.

This is an entry-level, volunteer position intended as an educational and career development internship. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will gain experience in the work place.

A Cadet volunteers a minimum of 8 hours per month and work is conducted both in a police station and in the field. Work involves irregular, often non-scheduled, hours during the day and evenings, and on the weekdays, weekends, and holidays.

Employment Processing: Those selected for hire must successfully complete and pass the following: a personal background investigation, and a pre-employment drug screen. In accordance with Federal law, an employee must provide proof of identity and legal right to work in the United States.

Position Duties

The Department of Public Works is currently seeking to fill one (1) full-time, Communication Installer vacancy.

Salary range for this classification is: $86,508.24- $105,115.92

This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

Under general supervision of the Buildup Equipment Maintenance Supervisor, the Communications Installer performs duties related to the installation, fabrication, and servicing of automotive electrical systems and devices. This role places special emphasis on emergency lighting and communication systems across a wide range of vehicles, including police vehicles and motorcycles, fire apparatus, and other municipal fleet vehicles.

Installations must meet or exceed OEM manufacturer quality standards and follow industry best practices. This includes proper wire sizing based and circuit protection on electrical loads, strategic equipment placement with an emphasis on serviceability, correct wire routing, effective power distribution, appropriate antenna placement, and proper grounding and power return.

The Communications Installer is also responsible for installing intercom systems, emergency and warning lighting, vehicle electronics, computer equipment and terminals, antennas, and custom non-standard equipment. They must be able to integrate after market components into OEM systems. These systems are commonly utilized in emergency response vehicles and other specialized municipal equipment.

This position requires the following knowledge and abilities in order to be successful in the position: 

• Knowledge and ability to install and diagnose the systems and equipment utilized by the City’s Fleet including sirens, light bars, accessory lighting, FLIR devices, Tracking systems, timers, and the knowledge to interface with those systems when necessary.
• Disassembly and reassembly of vehicles interior panels with emphasis on not damaging the components.  
• Ability to follow verbal/written direction, read/ interpret schematics, schematic symbols, and wire diagrams.
• Ability to accurately document all non-standard installations, complete necessary paperwork, installation forms, and data entry in a timely manner.
• Ability to work effectively and communicate with internal and external stake holders on interconnection and installation. May be required to diagnose issues when necessary.
• Ability to work in a team environment on large projects working within established labor standards to meet project completion goals.
• Data entry and labor hour tracking within in a fleet database

The Communication Installer maybe required to work on weekends and/or holidays when necessary.

DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I
The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

 

SUPERVISION RECEIVED/EXERCISED

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Manager. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Manager and may exercise technical and functional supervision over assigned staff.

 

ESSENTIAL FUNCTIONS     (Include but are not limited to the following)

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.

• Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; represents the City in court regarding noncompliance if required.
• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. Incumbents may frequently deal with irate members of the public.

The Department: 

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. This position will read between 500 and 1,200 analog and digital residential, commercial, and industrial water and electric utility meters to ensure the accuracy of readings entered into a hand-held data entry terminal. This position plays a key role in ensuring accurate utility billing and revenue integrity by collecting and recording meter data while providing courteous, professional interactions with customers in the field.

Position Duties

 

The salary range for the Senior Power Resources Specialist Classification is:
$147,005.04 - $180,070.80 Annually
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Energy Department is seeking to fill one (1) full-time Senior Regulatory Compliance & Policy Manager (Senior Power Resources Specialist) position for the Regulatory Compliance & Policy Division. This position reports directly to the Deputy Director of the Regulatory Compliance & Policy Division and will provide technical analysis, assess the potential business impacts to SJCE from proposed regulatory changes, and provide expert public representation.

Under general direction of the Deputy Director, the Senior Regulatory Compliance & Policy Manager will be responsible for engaging in the increasing number of complex electric regulatory proceedings and effectively advocating for the business interests of SJCE at the  California Public Utilities Commission (“CPUC”), the California Energy Commission (CEC), and California Independent System Operator (“CAISO”) to protect and advance San José business and community interests. Typical duties of this position may include, but are not limited to:

• Monitoring and advising internal staff about the progress of regulatory policy and rate-related proceedings
• Performing independent analysis of the possible operational impacts of rate cases and regulatory proceedings
• Representing SJCE before regulatory bodies and on external working groups
• Keeping abreast of key regulatory issues affecting CCAs, and assisting in prioritizing proceedings
• Developing formal written comments to regulatory agencies and advising on advocacy strategy
• Working with other internal teams to share and learn relevant information
• Other duties as assigned     

Minimum Qualifications

 

Education 
A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business.

Experience

Three (3) years of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

This is an entry-level, as-needed position, requiring no previous training or experience.  After training, a Library Page is assigned routine tasks and duties, and works under direct supervision. Duties include manual work in connection with the use and maintenance of library resources such as checking in and shelving library materials and assisting with meeting room setup. An exciting opportunity is available to join the City of Santa Clara’s Water & Sewer Utilities Department as a Code Enforcement Officer. This position offers the chance to be part of a small, dedicated team in the Compliance Division, supporting critical programs that protect and manage the City’s water distribution system, sewer collection system, and recycled water system.

The Position: 

The Code Enforcement Officer will conduct inspections, lead investigations and complete plan reviews. The Code Enforcement Officer will also determine violations and work towards compliance related to storm water pollution, sanitary sewer overflows, water waste incidents, fats, oils and grease (FOG) source control, recycled water, and related municipal codes and ordinances. Additionally, the incumbent will complete various water, sewer, and recycled water sampling.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

An Associate's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, or closely related field.

 

Minimum Experience Requirements: 

Two (2) years of experience in public contact work involving zoning administrative investigation, building inspection or investigation, industrial/commercial pretreatment inspections, or stormwater pollution control, one year of which must have been in a supervisory capacity.

 

Acceptable Substitution: 

One (1) year of additional related experience may be substituted for each year, up to two years of the required education.

 

License/Certifications: 

Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

 

For the Public Works Department:
A recognized professional certification within the stormwater management field (QSP, QISP, CSM, CESSWI, CPESC, CPMSM, etc.) within twelve (12) months of appointment and for the duration of employment.
 
 For the Water and Sewer Utilities Department:
 A Grade II Environmental Compliance Inspector Certification issued by the California Water Environment Association within twelve (12) months of appointment and for the duration of employment.
 A Water Distribution Operators Certification from the State Water Resources Control Board is desirable.
 A Cross-Connection Control Program Specialist Certification from the American Water Works Association is desirable.

 

Desirable Qualifications: 

A Bachelor's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, Sustainability, or closely related field is desirable.
A Code Enforcement Officer Certification by the California Association of Code Enforcement Officers (CACEO) is desirable.

DISTINGUISHING CHARACTERISTICS

• Operates various equipment involved in the maintenance of golf courses.
• Operates a light tractor with gang or sickle mower attachment, small roller or comparable attachment.
• Operates light equipment such as mowers, aerators, spray rigs, utility vehicles, backhoes, front-end loaders and dump trucks.
• Prunes small trees and shrubs
• Edges ground cover.
• Repairs irrigation, installs plant material, performs landscape construction duties.

General:

• Operates various equipment involved in the maintenance of street, sanitary sewers, storm sewers, water distribution system, parks, street trees, or golf course.
• Operates equipment such as air compressors, pneumatic hammers, power activated hammers, chain saws, concrete saws, pipe cutters, sprayers, compactors, forklifts, painting and spraying equipment and rollers.
• Operates power tools such as air compressors, jack hammers, wet tapping machines and painting and spraying equipment;
• Loads, unloads and operates pick-ups and trucks to transport maintenance supplies and materials.
• Places traffic control flags, signs and cones to direct traffic around work sites; may direct traffic.
• Uses general carpentry and mechanical hand tools such as brooms, rakes, shovels, ladders, hammers, screwdrivers, pliers, saws, drills and wrenches.
• Performs routine maintenance and repair of hand and power tools.
• Tactfully responds to questions and comments from the public.
• Responsible for the safe operation of equipment and tools used.
• May prepare and keep written records and make material and equipment requests.
• May perform some tasks regularly assigned to senior level classes, particularly on a training basis.

WORKING CONDITIONS

Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. The ability to lift, carry and push tools, equipment and supplies weighing up to 70 pounds, such as a jackhammer, is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat, and cold. The incumbent may be exposed to fumes, dust chemicals, biohazard materials and air contaminants. The nature of the work may also require the incumbent to climb ladders, use power and noise producing tools and equipment, work in confined spaces, drive motorized vehicles and work in heavy vehicle traffic conditions. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

The base salary for this classification includes pay for potentially hazardous duties as listed in the essential job functions.

The minimum qualifications for education and experience can be met in the following way:

Two years of maintenance experience equivalent to the level of Maintenance Worker I.

Knowledge and Abilities

Knowledge of: 

• The basic techniques, equipment and materials used in the maintenance of water systems, sewers and/or streets, as required by the program to which assigned.
• The safety procedures for operating equipment and power tools.
• The proper use and care of common hand tools.
• Work practices governing the maintenance and construction of municipal facilities such as streets, sewers, water lines, golf courses, and landscaped areas;
• Landscaped maintenance practices

Ability to: 

• Work effectively alone and as a member of a crew.
• Operate a dump truck or like mover vehicles requiring comparable skills.
• Operate pneumatic and power tools
• Locate utilities and understand Underground Service Alert (USA) procedures as required by the specific position.
• Safely perform heavy manual labor.
