What You'll Do

Under general direction, assists the Human Resources Director in the administration, planning, and coordination of the operations of major functional areas of the Human Resources Department; coordinates assigned activities with other City departments, divisions, and outside agencies; and provides highly responsible and complex administrative support to the Human Resources Director.

Examples of essential duties may include, but are not limited to the following:

• Assist in planning, directing, and coordinating the Human Resources Department’s work plan.
• Serve as an active member of the City’s negotiation team as assigned
• Represent the Human Resources Department in meetings with other City departments, elected officials and outside agencies; explain and interpret Human Resources Department programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues; and provide advice and assistance to management staff regarding personnel matters.
• Assist in ensuring compliance with policies, contracts, Federal, State and local human resources management regulations; review and analyze reports, legislation, court cases, and related personnel matters.
• Act as liaison with regulatory agencies to address formal complaints of harassment and discrimination; and prepare reports and documents as required. 
• Select, supervise, train, motivate and evaluate assigned personnel; develop and implement action plans to address work deficiencies.
• Provide consultation to departmental managers on a variety of human resources matters; discuss organizational problems, develop alternatives and strategies for dealing with those problems; and assist in implementation of solutions, as necessary.
• Assist in the development and administration of the Human Resources Department budget, including the forecast of additional funds needed for staffing, equipment, materials, and supplies. Assist in monitoring and approving expenditures.
• Assist with coordinating Human Resources Department activities with those of other departments, divisions and outside agencies and organizations; provide staff assistance to the Human Resources Director, City Manager, and City Council; prepare and present staff reports and other necessary correspondence.
• Research, collect, compile, and analyze information from various sources on a variety of specialized human resources topics; prepare comprehen­sive technical records, reports, and summaries to present and interpret data, identify alternatives, and make and justify recommen­da­tions.

The Traffic Signal Technician performs a variety of semi-skilled and skilled tasks involving maintenance, repair, modification, inspection, and testing of traffic signals, controllers, and street lighting systems.

DISTINGUISING CHARACTERISTICS

This is a professional level accounting position in the Administrative Services Department.  Under general supervision, incumbents in this class perform the full range of accounting assignments in various areas of governmental, budgeting and accounting for grants.

• Performs professional accounting work including recording and reporting of financial and budgetary transactions for assigned areas of responsibility.

THE POSITION

Under general supervision, the Electrician performs a wide variety of skilled work in the installation, maintenance and repair of electrical infrastructure systems and equipment in support of the divisions of the Public Works Department. 

Examples of duties include:

• Performs skilled electrical and electronic installation, repair, service and maintenance work on a variety of electrical installations, systems, pumps, meters, and other equipment in City facilities, which include working on and around high voltage, 480-voltage, and multi-phase motors
• Inspects and repairs motor control circuits and variable frequency drive systems

• Reads and interprets electrical and mechanical drawings and specifications

About the Position

The City of San Carlos is seeking a full-time Associate Engineer in our Public Works Department. This position performs professional and technical civil engineering work in support of the City’s public works and private development projects. Responsibilities will range from simpler projects and to more complex ones. Employees in this job class provide general engineering support and direction to a variety of public and private projects. Projects worked on may include civil works projects including: roads, drainage, grading, buildings, water and wastewater pipelines and treatment facilities, tanks, generators, parks and landscaping, bike paths, environmental mitigation and other related subjects.

The Associate Engineer is distinguished from the Assistant Engineer by the level of experience in the field of municipal engineering and the level of job knowledge.  This is a more specialized class wherein incumbents are charged with performing a wide variety of complex engineering assignments and having a much broader range of knowledge, skills and abilities.

Employees in this classification work under general supervision of the Principal Engineer. Employees in the Engineer positions are not directly responsible for the supervision and evaluation of other engineering staff; however, they may provide supervision of work product to other engineers, inspectors, technicians or intern staff.

Essential Duties

• Plans, directs, participates and effectively completes moderately complex projects. This technical work involves engineering, surveying, construction or other activities related to the civil engineering profession.
• Manages assigned projects, serving as the project lead and ensuring that all aspects of the project are addressed and completed professionally.
• Supervises the work products of project team members, including technicians or intern staff.
• Administers consultant contracts and oversees consultants for services such as design, construction management, construction inspection, soil testing, biological studies, and other related tasks.
• Reviews, prepares construction drawings and specifications for a variety of City public works projects using AutoCAD and related civil design software to process projects through the City.
• Reviews and evaluates preliminary and final plans and specifications for private development.
• Prepares Requests for Proposals for support work such as surveying or biological studies.
• inspects and evaluates ongoing public works and development projects to ensure compliance with plans and specifications and regulatory agency requirements.
• Conducts surveys, and/or assists survey personnel in obtaining field data and conducts a variety of field construction tests for compliance purposes.
• Verifies and maintains appropriate records and files; prepares comprehensive technical reports and agenda reports related to assignments. Presents reports as needed.
• Represents the Public Works Department at various meetings.

• Interacts with the public at the public counter answering questions and issuing permits for construction in the City’s right of way.

What You’ll Do

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew.
